Local Law - Of the City of Syracuse to convey all right, title and interest of the City of H Syracuse in and to 3 acres of land, described in Attachment “B” and Map “B”, known H as the abandoned portions of Kensington Place, Westcott Street and Kimber Drive (Dodge Drive) abandoned by Ord. #221 (5/19/03) and to accept title from Syracuse University of 8.28 acres of land as described in Attachment “A” and Map “A”, known as Lot 2 of the Hookway Tract.

Local Law - Of the City of Syracuse, to amend the City Charter, Article V, Chapter 6, 8-1 Department of Aviation and Article 5, Chapter 9, Department of Fire, to transfer the LL Simmon fire protection and firefighting operation with respect to the City’s aviation facilities s from the Department of Aviation to the Department of Fire, effective December 31, 2003.

11. Lease Agreement - Elmcrest Children’s Center Education/Athletic Center, 960 Salt 9-0 Springs Road, for classrooms and physical education for the period of December 1, 586 2003 through December 1, 2010, on behalf of the Syracuse City School District. Total rent from December 1, 2003 through June 30, 2004 of $36,365 per month. Total rent from July 1, 2004 through December 1, 2010 of $4,332 per month, adjusted annually based on the Consumer Price Index.

12. Purchase w/c/b - The installation of security cameras, motion detectors and related 9-0 equipment for Corcoran ($45,292) and Henninger ($34,276) High Schools by Ber- 587 National Controls, Inc., on behalf of the Syracuse City School District, as part of the Byrne Security Grant. Total cost not to exceed $79,568.

13. Contract - With Blue Cross Blue Shield of CNY to administer the City’s health H program for active City employees for the period of three years beginning January 1, H 2004.

14. Contract - With POMCO to administer the City’s health benefits program for retired H employees and seventeen crossing guards, for the period of three years beginning H January 1, 2004.

19. Abandon - The 100 block of Sanford Avenue. Ronald W. Heilman & Jennifer H Simmonds, applicants. (Public Hearing to be held on Monday, January 5, 2004 at H 1:00 P.M.)

20. Authorize - The Department of Community Development Lead Program to provide 9-0 an eight-hour HUD/EPA lead based paint renovation, remodel and repair 592 maintenance training course and charge $150 per individual.

21. Authorize - The Department of Community Development Lead Program to provide 9-0 combination Lead Inspection/Risk Assessment Inspections and charge $350 per unit 593 and Lead Specification services and charge $50 per hour.

22. Permission - To Mary Jane Osborne, owner of the property located at 200 Rugby 1-8 Road, to encroach approximately 6’-6” x 117’ into the Teall Avenue right-of-way with D Miner a six-foot high PVC fence with lattice and four-foot-high black iron fence and to encroach approximately 3’ x 50’ into the Rugby Road right-of-way with a four-foot high black iron fence.

23. Special Permit - To establish a light-duty motor vehicle repair shop (upholstery shop) Gen. 9-0 at 1115 West Genesee Street. Joseph I. Gallagher, applicant. #44

BY COUNCILOR MASTERPOLE:

3 24. Bond Ordinance - Authorizing the issuance and sale of bonds of the City of 9-0 Syracuse to be used to defray the cost of the 2003/2004 Parking Garage 594 Rehabilitation Program on behalf of the Department of Public Works. Total amount not to exceed $325,000.

25. Authorize - The 2003/2004 Parking Garage Rehabilitation Program by the 595 9-0 Department of Public Works. Total cost not to exceed $325,000.

26. Authorize - A Memorandum of Understanding with the NYS DEC, for the period of 9-0 five years, to require the Department of Water to conform to the regulations of the 596 Environmental Conservation Law to protect waterways and wetlands during water main repairs.

27. Transfer Funds - From Cash Capital account #01.99999 to an account to be 9-0 determined by the Commissioner of Finance entitled “2003-2004 Engineering 597 Vehicles and Equipment” for the purchase of used vehicles for Building Services. Total amount not to exceed $55,000.

Agreement - With Local 1888 IAFF and the Syracuse Firefighters Local 280 IAFF 8-1 relative to the transfer of functions of fire protection and firefighting operations with 600 Simmon respect to the City’s aviation facilities from the Department of Aviation to the s Department of Fire, effective December 31, 2003.
