Casey Manning of the Fifth 29 Judicial Circuit in Columbia; and 30 31 Whereas, from 2000 to 2005 she taught language arts, reading, and 32 English at St. Andrews Middle School for three years and at 33 Spring Valley High School for one year; and 34 35 Whereas, she served the University of South Carolina in the Office 36 of the President in government and community relations from 37 2005 to 2007; and 38 39 Whereas, in February 2007, Teresa Wilson became the director of 40 governmental affairs and community relations for the City of 41 Columbia, which included conducting lobbying efforts on behalf 42 of the City, serving as a liaison for intergovernmental relations,

[607] 2 1 coordinating constituent services, administering grants, and 2 managing the American Recovery & Reinvestment Act; and 3 4 Whereas, when she became assistant city manager for the City of 5 Columbia in 2011, her previous duties folded into a new role. She 6 has directed community programs, economic development, and 7 government services for the City and has served as a member of 8 Columbia’s senior management team, directing governmental 9 affairs and community relations, economic and community 10 development, grants administration, development corporations, the 11 Office of Business Opportunities, and the Office of the Mayor; and 12 13 Whereas, a member of Gethsemane Baptist Church, Ms. Wilson 14 has served on the executive board of the Central Midlands Council 15 of Governments, on the South Carolina Legislative Committee’s 16 Municipal Association, and on St. Peter’s Catholic School Board; 17 and she is a member of the Junior League of Columbia; the 18 Columbia Chapter of Jack and Jill of America, Inc.; Delta Sigma 19 Theta Sorority, Inc.; and the University of South Carolina Alumni 20 Association; and 21 22 Whereas, she was named one of the Top Women of Influence by 23 the Southeast Small Business Magazine, one of the 50 Most 24 Influential People in 2011 by the Columbia Business Monthly; and 25 one of the City of Columbia’s “Top 20 Under 40” Business 26 Professionals in 2008; and 27 28 Whereas, the South Carolina Senate appreciates the dedication and 29 standard of excellence that Teresa Wilson has brought to the City 30 of Columbia, and the members look to hear of her continued 31 success in the days ahead. Now, therefore, 32 33 Be it resolved by the Senate: 34 35 That the members of the Senate of the State of South Carolina, by 36 this resolution, recognize and honor Teresa Wilson for her 37 outstanding service to the City of Columbia and congratulate her 38 upon being named the city manager for the City of Columbia. 39 40 Be it further resolved that a copy of this resolution be forwarded to 41 Teresa Wilson. 42 XX 43
