Arizona Legislative Report Summary 2017

Here we are in September 2017, the year started off with a lot of promise for the car hobby. Meeting with various State Senators and State House of Representatives, the AAHC was able to get two legislative ideas made into Bills before the Senate and the House during the 2017 Legislative Session.

Senate Bill 1505 was proposed by two Senators on the Senate Transportation Committee. However, the chairman of the Senate Transportation refused to have the Bill read before the committee. His reason was that since Arizona did not have Toll Roads, there was no sense in bringing the bill to the committee. The two Senators that sponsored SB-1505 tried and failed to get their chairman to reconsider reading the Bill. This Bill died without any action.

House Bill 2461 was the same language as SB-1505 and was proposed by two Representatives and supported by five other Representatives and Senators. It would “Prohibit the Conversion of Tax Payer Funded Highways into Toll Roads or Fee Managed Lanes”. HB-2461 was passed by the House and sent over to the Senate for consideration. The Chairman of the Senate Transportation Committee refused to place this HB-2461 in his agenda for consideration. The Bill died in the Senate.

The Arizona Legislature this session passed 353 Bills. The Governor has signed 302 of them into law, and more will be signed in the coming days. Most of those new laws take effect August 9, 2017.

SB1073 prohibits using a license plate cover that will prevent photoradar from identifying your license plate. Signed by the Governor on 3/28/2017. This law is effective on 9 AUGUST 2017.

SB1505 Save Our Public Highways. The Senate Transportation Committee Chairman Bob Worsley (Mesa-R) has refused to have this bill on his agenda, the sponsoring Senator Juan Mendez will try again next year. The House version is HB2461.

HB2065 is the delayed repeal of the waste tire fees that was set to expire on 31 DEC 2017. It is now extended to expire on 31 DEC 2027. The Committee chairman requested more information from the sponsors and the supporters of the Bill, approved and sent to the Senate, they passed it and the Bill was signed by the Governor on 4/26/2017.

SB1080 bans minors from using a mobile device while driving for their first six months on the road with both a learners permit and a driver’s license. This law takes effect in JULY 2018

HB2461 the House version of SB 1505 “Prohibit the conversion of public funded roads to Toll Roads or Fee Managed lanes.” Passed to the Senate on 2/23/2017. I believe that the Senate Transportation Committee Chairman Bob Worsley of Mesa has decided that it is of no interest and doesn’t need to be read by his committee since we don’t have toll roads right now. I will be meeting with the Senator Mendez and Representative Payne in July to get this bill on the docket for next year’s schedule.
