Register As a Skip Operator

REGISTER AS A SKIP OPERATOR

If you wish to place skips upon any highway within Sheffield a permit must be obtained from us (the Local Highway Authority) as required under section 139 of the Highways Act 1980. Before you can apply for any permit you must first register yourself with us as a skip operator known as a ‘Skip Hire Contractor’.

Terms

A request to place a skip on the Public Highway will not be accepted from the person(s) hiring the skip; the request must be made by the Authorised Skip Hire Contractor.

A list of Authorised Skip Hire Contractors will be maintained by us. The companies on that list will have made written application to be included in that list.

We will also maintain a register of permissions given to Authorised Skip Hire Contractors who have requested to place skips on the Public Highway. It is the responsibility of Authorised Skip Hire Contractors to telephone us on 0114 2736677 in order to obtain authorisation prior to placing any skip on the Highway. Skips will not generally be allowed to be placed on footways or grass verges.

If authorisation is granted the details will be registered and the skip contractor will be given an exclusive reference code which relates to that skip, at the agreed location and for an agreed period.

If a Skip Hire Contractor requests to place a skip on the Highway where a Traffic Regulation Order exists, (i.e. single or double yellow lines), then we will have to carry out a further assessment of the proposed location before granting a skip permit. In addition the Skip Hire Contractor will need to apply for special dispensation from our Parking Services Team.

If any skip contractor, or any person, places a skip on the Public Highway without our prior consent, then we may pursue a prosecution against that contractor, through a Magistrates Court. If any skip contractor places a skip on the Public Highway that does not meet the Builders Skip Marking Regulations then they may be also prosecuted.

Skip Hire Contractors should make themselves aware of current legislation and how this may affect the operation of their business. Costs

There are no costs involved in registering your business. However, there is a cost to obtaining a permit to place a skip on the Highway - see ‘Application for a Skip Permit’. There will be additional costs from the Parking Services Team if a skip is requested to be placed in a ‘Pay and Display’ bay or where there is a Traffic Regulation Order (yellow lines).

We will require the following documents for you to register with us:

 Written details of the contractors registered office / address  Number of skips to be used/operated  A copy of the Public Liability Insurance Cover, which should be to a minimum of £5million.  Copy of Waste Carriers Licence  Copy of Goods Vehicles Operators Licence

Application Evaluation Process

We will aim to process your registration application within 28 days.

Once we have received your application and the required documentation we will inspect the skip(s) to be used on the Public Highway to ensure that they meet the Builders Skip Marking Regulations.

It is necessary that your application is processed before any skips are placed on Public Highway. If you have not heard from us within a reasonable period of time please contact us.

How we will notify you / Timescales

You will usually be notified of whether or not your application has been successful within 28 days of your application.

Once registered, you will be sent the confirmation documents for signing. It will be up to your company to ensure that your authorised representative signs the forms and returns them back to us as soon as possible for your registration to take effect.
