Notice of Modbury Parish Council Meeting Monday 8th February 2016 at 7.00 PM Pavilion, Queen Elizabeth II Recreation Field AGENDA

To Members of Modbury Parish Council You are duly summoned to attend the next meeting of Modbury Parish Council to be held at 7.00pm on Monday 8th February 2016 in the Pavilion.

1. Apologies: To receive apologies and to approve reasons for absence

2. Open Forum: residents are invited to give their views and question the Parish Council on issues on this agenda, or raise issues for future consideration at the discretion of the Chairman, before the start of the Parish Council Meeting which will commence at 7.30pm. Members of the public may not take part in the Parish Council meeting itself.

3. Declarations of pecuniary and other interests a) Register of interests: Councillors are reminded of the need to update their register of interests. b) To declare any pecuniary and other interests in items on the agenda. (Councillors with a pecuniary interest must leave the room for the relevant items.)

4. District Councillors’ Reports. (Items raised for decision will appear on the agenda for the next meeting.)

5. Devon Councillor’s Report for information. (Items raised for decision will appear on the agenda for the next meeting.)

6. Police Report.

7. Minutes of Council Meeting of 11th January 2016: a) To consider approval of the minutes (distributed earlier) and; b) Clerk will review/report on progress of actions (as necessary) in Appendix II Action Plan noted at previous meetings (circulated by email to councilors prior to the meeting).

8. Planning a) To consider the following applications (Parish Councillors are expected to have reviewed the planning application documents prior to the meeting either on line or via a hard copy held in the Parish Office):

b) To discuss and agree a procedure and best practice to be followed for planning applications.

9. Palm Cross Green Development a) General update on Palm Cross Green; b) To consider the results received for the most popular new road names from the “Enclosure” Genre.

10. Finance and Human Resources: a) To consider payments as listed in Appendix 1 b) To update the Council on the Finance & HR Meeting held on Tuesday 5th December. c) To present the suggested 2015/2016 Budget to the Council. d) To agree the Precept (deadline for submission of forms Fri 29 Jan 2016).

11. Committees and working groups To receive brief updates from the following committees and groups if applicable: Communications/ Neighbourhood Plan / Maintenance / Emergency Plan/Complaints Review Panel/Parish Office Task Group.

12. To discuss the criteria used by SWW for dumping of “slurry” for spreading on agricultural l land at Part of Aylestone Farm.

13. To agree a date for the Annnual General Meeting in March.

14. Correspondence

1) To discuss Modbury Community Orchard and whether or not the Parish wishes to be get involved in The Community Orchard Initiative. 2) To consider MARS’s request for additional road signage. 3) To consider whether or not to apply for new DCC Community Flood Resilience Grant and if we do, for what specific purposes the funding will be used (Mr Turner has volunteered to complete any application if it is decided to proceed with this). 4) To discuss refused application for TAPS funding for Mobile Traffic Calming Device and how we wish to proceed in light of this. 5) To discuss whether we wish to complete the “Growing a Rural Community” survey and who will complete this. 6) To consider the Public Consultation of draft South Devon AONB Estuaries Management Plan 2016 – 2020 (in light of the fact Modbury falls within the boundaries of this) and whether MPC wishes to comment (deadline for comments 11th March 2016)
