REPORT OF THE FIRST MEETING OF THE MOBILE PHONE WORKING GROUP

RECOMMENDATION

The Mobile Phone Working Group (MPWG) recommends the First Meeting of the Open- ended Working Group consider and adopt the Mobile Phone Partnership Initiative (MPPI) draft work programme 2003-2004. The draft work programme includes as attachments the:

. Full text of Decision VI/31; . Draft terms of reference for the MPWG; . Project profiles for initial projects under the MPPI.

BACKGROUND

The first meeting of the Mobile Phone Working Group (MPWG) was held 7-8 April 2003 in Geneva. The MPWG was established by Decision VI/31 of the 6th Conference of the Parties to the Basel Convention, from “experts from Parties and/or Signatories interested in the initiative on a sustainable partnership on the environmentally sound management of end-of- life mobile telephones plus representatives of the mobile telephone manufacturers and a representative of the secretariat.” Members of the MPWG are:

. Belarus, Brazil, Canada, Czech Republic, Germany, Japan, Sweden, Switzerland (Chair), USA; . Basel Convention Regional Centre (Pretoria), Basel Convention Regional Centre (Beijing), Secretariat of the Basel Convention; . LG, Matsushita Panasonic, Mitsubishi, Motorola, NEC Europe, Nokia, Philips, Samsung, Siemens, Sony Ericsson

The GSM Association (representing network operators1) and the Global e-Sustainability Initiative (GeSI2) were invited as observers.

A full list of participants at the 7-8 April 2003 meeting is attached.

Following an introductory morning session designed to bring new participants up to speed, the MPWG considered the following substantive matters:

Funding of the MPPI 1 The GSM Association (GSMA) consists of more than 680 second and third generation wireless network operators. The Association's members provide digital wireless services to more than 825 million customers in 193 countries of the world (end February 2003). 2 Formed in June 2001 by a number of telecommunication network operators and equipment providers, GeSI is supported by the UNEP Division of Technology, Industry & Economics. 2

1. Election of Chair Mr Marco Buletti (Switzerland) was elected Chair of the MPWG. Mr Milton Catelin (SBC) will be the contact person.

2. Draft terms of reference The Working Group took the mandate provided by Decision VI/31 and used this as the basis for the draft terms of reference attached to the draft work programme. The draft terms of reference make it clear that the MPWG will: . have responsibility for initiating and overseeing the work programme of the MPPI, on behalf of the Open-ended Working Group; . work in a transparent manner; and . report regularly to the Open-ended Working Group.

3. Membership of the MPWG Decision VI/31 explicitly anticipated that other stakeholders would be invited by the MPWG to participate actively in its work.

The Working Group reconfirmed the need to involve a wider stakeholder group (including adequate regional representation, network providers/operators, recyclers, refurbishers, non- government organisations and others with expertise). This was evidenced by the invitation to observers from both the GSMA and the GeSI to the meeting. The Working Group felt that it would be useful to build momentum at a manageable pace and focus input from sectors outside the initial membership on specific projects and/or within subgroups. Discussion centred on the:

. timing and nature of such involvement and the balance to be struck between ensuring the MPWG is ‘comprehensive’ in membership without being so large as to be unwieldy;

. need for the public commitment made by manufacturers at COP 6 to be replicated by others stakeholders;

. challenges of involving all relevant companies. It was felt that while Manufacturers were a small definable group, network operators, recycling companies and others were groups that were very large in size;

. importance of written information being made available to all MPWG members and to the Parties/Signatories in a timely manner;

. possibility of developing a set of criteria to determine who to involve, when and where;

. recognition of the need to refer policy matters to the Parties through the Open-ended Working Group.

Noting that Decision VI/31 established the MPWG as “a small group of experts from Parties and/or Signatories … plus … mobile telephone manufacturers and a representative of the secretariat” and further stated that “As appropriate, other stakeholders3 will be invited by the group to participate actively in its work, the MPWG recommends that it would operate most effectively on the basis of two levels of participation:

: the first at the MPWG level itself which needed to be limited in order to facilitate productive debate, timely decisions on specific projects, and timely recommendations to the OEWG;

: the second at the project level that needed to be open to maximise available expertise and hands-on experience.

While keeping itself small as required under Decision VI/31, the MPWG welcomes participation of further interested parties and/or signatories to join either the MPWG or its project groups4. Other interested stakeholders are invited to indicate their interest in joining particular project groups and advise the expertise they would bring to the project.

The MPWG also came to the conclusion that the Basel Convention Regional Training Centres BCRC could play an important role, mainly in the fields of awareness raising and information dissemination.

4. Draft work programme of the Mobile Phone Partnership Initiative Most of the time at the meeting was spent on finalising the draft 2003-2004 work programme, for consideration by the Open-ended Working Group.

The draft work programme outlines the objectives of the MPPI, the set of stakeholders involved, the challenge confronting the Initiative, and a timetable with initial projects. Based on the six fields of interest identified in the Declaration signed by manufacturers at COP 6, it creates four categories under which these initial projects and potential projects may be considered. It is intended that the work programme be a living document that would need to respond as circumstances change and knowledge increases with practical experience.

Project groups involving members of the MPWG and other stakeholders will further develop the initial projects identified, according a particular priority to the identification of cost components and realistic assessments of actual costs involved.

5. Funding of the Mobile Phone Partnership Initiative The Working Group noted with appreciation the substantial contribution of the Government of Switzerland to the MPPI to date and the personal involvement and leadership provided by the COP 5 President, State Secretary Philippe Roch.

The Working Group considered the commitment made by mobile phone manufacturers through the 12 December 2002 Declaration, and the ongoing intellectual and time commitments made by all participants in the Initiative. Manufacturers estimated that their involvement since June 2002 was equivalent to almost US$270,000.

The Working Group concluded the Parties, individually and/or separately, should consider funding of the MPPI, noting the contributions of participants to date.
