PLANNING ADVISORY AND HIGHWAYS COMMITTEE

Minutes of the Planning Advisory and Highways Committee meeting held on 2nd November 2015 in the Skyrm Room, Public Hall, Beaminster at 7.00pm.

1005 PRESENT: Cllr Body (Chairman), Cllr Berry, Cllr Cheeseman, Cllr Mrs Gould, Cllr Jupp, Cllr Norris, Cllr Mrs Page and Cllr Turner; also Mrs Christine Bright (Town Clerk).

1006 APOLOGIES FOR ABSENCE:- Apologies for absence were received from Cllr Elliott and Cllr T Beswarick who were currently on on holiday.

1007 MINUTES OF THE PLANNING MEETING HELD ON 5TH OCTOBER 2015 The minutes of the Planning Advisory and Highways Committee meeting held on 5th October 2015 having previously been circulated were signed as a correct record by the Chairman.

1008 DECLARATIONS OF INTEREST AND DISPENSATIONS No declarations of interest were received.

1009 PLANNING MATTERS

(a) APPLICATIONS The following planning applications were considered:

(i) WD/D/15/002183 GREENCROSS FARM, STOKE ROAD Variation of conditions 3 & 4 of planning Approval WD/D/15/001044 – alterations to fenestration & relocation of porch RECOMMEND APPROVAL.

(ii) WD/D/15/002206 HARTS HOUSE, 18 WHITCOMBE ROAD Improve access and alterations to boundary wall, erection of new detached dwelling, new access drive, hard/soft landscaping and associated works Members were concerned on the effect that any development might have on the underground water course and potential flood risk. Members referred to conditions 8 and 11 of the approval of planning permission WD/D/14/001934 and unless these conditions were imposed on this application the Town Council would RECOMMEND REFUSAL. (iii) WD/D/15/002266 WEST AXNOLLER FARM, WEST AXNOLLER FARM ACCESS ROAD Erect lean to open sided store RECOMMEND APPROVAL

(iv) WD/D/15/002301 HARTS ORCHARD, WHITCOMBE ROAD Extensions & alterations to Coach House to facilitate conversion to a two bedroom dwelling, including hard and soft landscaping and associated works RECOMMEND APPROVAL.

(v) WD/D/15/002303 BEAMINSTER MUSEUM, WHITCOMBE ROAD Partial repointing and stonework repairs to front wall of museum building. Installation of stairlift RECOMMEND APPROVAL.

(vi) WD/CA/15/00326 4 WOODLANDS, BRIDPORT ROAD Fell 3 No. Beech Trees RECOMMEND REFUSAL. The application refers to concerns the three Beech trees could fall and the removal of the trees was intended to avoid the risk, however where the applicant was asked to comment on the condition of the trees eg. do you have fears that it might break or fall the response had been NO. There was no evidence, within or submitted with the application, with regard to the condition of the trees or to support the application.

These trees, along with the adjacent tree at No 5, form an important landscape feature at the gateway to Beaminster and should be retained.

(b) APPROVALS Members NOTED one planning approval received since the last meeting.

1010 PLANNING CORRESPONDENCE

(a) WEST DORSET, WEYMOUTH AND PORTLAND LOCAL PLAN 2011 – 2031 Members NOTED West Dorset and Weymouth and Portland Councils had adopted their joint Local Plan 2011-2031. The newly adopted Local Plan contained the policies that would guide development until 2031.

(b) WEST DORSET, WEYMOUTH AND PORTLAND COMMUNITY INFRASTRUCTURE LEVY Members NOTED West Dorset and Weymouth and Portland Borough Council had adopted their Community Infrastructure Levy charging schedules. The collections of the Community Infrastructure Levy would not commence until April 2016 at the earliest. Guidance on the implementation and administration of CIL would be prepared and published early 2016. Page 184

1011 PUBLIC TRANSPORT LIAISON OFFICER Cllr Body had no items to report.

1012 PUBLIC RIGHTS OF WAY OFFICER Cllr Jupp had no items to report.

1013 HIGHWAY ISSUES

(a) GERRARDS GREEN – BUS SERVICE Members had previously been circulated with a copy of the Town Clerk’s confidential report which contained a précis of correspondence and discussions to date with regard to problems encountered by Damory due to parked vehicles. The content of the latest email received from the Damory’s Area Manager was NOTED and members felt that to vent his frustration on the Town Council had been unwarranted as the Council had endeavoured to reach a compromise solution. Regretfully it had become apparent that a compromise could not be reached therefore it was AGREED to inform the Area Manager that further discussions must be with the County Council.

(b) PROGRESS ON HIGHWAY ISSUES REPORTED TO DORSET COUNTY COUNCIL No progress to report.

Railings, Prout Bridge – NOTED that no further action had been taken. The Chairman of the Council AGREED to raise the Councils concerns and request a meeting with the Chief Executive of the County Council
