Sealed EOIs are invited for the catering of Food services for Academic A ctivities conducted in TEQIP-II Project. 1. EOI document can either be downloaded from www. ecb.ac.in or can be obtained from the office of TEQIP-II cell GECB, Bikaner. 2. EOI form is to be submitted for TEQIP-II activities in Govt. Engg. Colleg e, Bikaner. 3. EOI from duly filled in all respect in only original prescribed format, as s upplied by TEQIP-II, GECB Bikaner should reach the Office, GECB, Bik aner -304004, on or before July 18, 2016 (11:30 AM). 4. Earnest Money Deposit (EMD) of Rs. 25,000/- should be deposited throu gh a Demand Draft drawn in favors of “Principal, Govt. Engineering Coll ege, Bikaner” along with the EOI documents. 5. Price bid and Technical bid should be placed in separate sealed covers. T he EMD as demand draft should be placed along with Technical bid. Bot h envelops for Bids can be put together in a sealed envelope at the time of submission clearly super-scribing the EOI submitted for.

TERMS & CONDITIONS OF FOOD SERVICES (Annual Contract or till en d of Project (TEQIP-II)

Food contractor will be finalized based on / his experience, contracts executed, ear lier contracts in hand, capacity to prepare regional food, managerial abilities and other re levant factors as considered appropriate by the Food EOI Committee. Food Contractor (h erein after referred as contractor) is required to take care of the health, safety and satisfac tion of the Participant/ Student/Organizing Committee . 1. To complete the process of awarding the catering work to a firm, there shall be a contract agreement between TEQIP-II, GECB Bikaner and the approve d bidder on a Rs. 100/- non judicial stamp paper. 2. The contract shall be purely temporary in nature and shall initially be for on e year from the date of start of providing the catering services in a particular Food. The duration of the contract / award can be extended by the TEQIP-II, GECB Bikaner till the end of the project. 3. The quality of performance related to the work shall remain the essence of t he contract. Hygiene, adherence to quality service and usage of Food comm ittee approved cooking materials are prerequisite and the contract shall be n ull and void on the breach of these stands by the firms. The maintenance of safety, health and hygienic conditions in and around the Food / kitchen area will be the responsibility of the contractor. Organizing Committee suggestio ns/ instructions regarding cleanliness have to be followed and the expenditu re towards this is to be borne by the contractor. 4. Institute shall provide kitchen space/area, dining space with water and electr ic supply. 5. The water supply shall be provided by the Institute; however wastage of wat er shall strictly be avoided by the firm. Any undue wastage of water shall be penalty inviting. The penalty shall be decided by the respective organizing Committee and shall be Rs. 1000/- per offence. 6. The caterer has to serve as per the menu approved by the Organizing commi ttee of the respective Programs a sample menu is attached herewith. 7. The caterer will have to bring utensils, kitchens equipment, gas connections and other kitchen infrastructures on their own. 8. The contract is only for duration of One year or till the end of the TEQIP-II Project. 9. Food workers can either be male or female (aged between 18 to 60 years. 10.One month or immediate notice is required on either side for the terminatio n of the contract service if such a condition arises during the contract period.

7 11.The contractor will run the Food to a maximum number of Participant as me ntioned earlier or as per actual to be informed by the Organizing Committee. 12.If the Food management is not up to the mark or the quality of the food is b elow standard or unhealthy or unhygienic, then College Administration, on t

GECB TEQIP-II FOOD EOI 2016-17| [Type the company address] he recommendation of the respective officers, is empowered to terminate th e contract with a short notice of one week. 13.Food/ any other items should not be served inside the classroom of College inmates unless in exceptional cases. 14.Hygiene, overall cleanliness of surrounding kitchen and the food, raw mater ials, ingredients etc. are to be of good quality. Clean, fresh, nutritious, hygie nic and edible food has to be served. Any type of cooked food shall not be s tored / preserved / reserved after meals. 15.Food workers and cook should be healthy and medically fit. 16.Contractors are required to provide uniform to the Food workers. 17.Sample menu is attached with this document (Schedule D). College Admini stration/Organizing Committee can change the menu in consultation with th e contractor. Menu can be changed, to suit the availability of seasonal veget ables and their market supply. 18.The meals should be served during the following timings. Break Fast – 09:30 a.m. to 10:30 a.m. Lunch – 01.00 PM to 02:30 p.m. Evening High Tea – 04.00PM The timings may be changed on special days or as and when such circumsta nces arise. 19.Payment to the contractor will made by production of bills duly verified by organizing committee and conveners of Program. 20.Contractor is required to deposit EMD amount. EMD amount shall be treate d as Security amount. 21. The Food utensils are to be cleaned with hot water using good quality deter gent powder / soap after every meals. 22.Food contractor or his representative manager is required to remain present in the Food when the food is prepared and served. 23.Liability / responsibility in case of any accident causing injury / death to Fo od worker/s or any of his staff shall be of the contractor. The College Admi nistration shall not be responsible by any means in such cases. 24.Contractor shall be solely responsible in case of incidence /s of food poisoni ng etc. and shall bear the complete expenditure and penalty arising out of th is medical treatment of the Participants. In addition, penalty may be impose d on the contractor as decided by the College Administration for such incide nt/s. 25.The contractor shall not employ any Food worker whose track record is not good. He should not have involved with any crime / offence / police enquiry. 26.Storage / consumption of any alcoholic drink/ liquor is strictly prohibited. T he contractor shall not serve any of such substance / drink in Food. Smokin g, consuming gutakha, tobacco etc. is also prohibited in college premises. 7 27.The contractor has to follow all labor laws / government laws in regard of e mploying the Food workers. The contractor shall be solely responsible for a ny dispute / violation of labor laws/ government laws.

If it is found that any worker has misbehaved with staff, he/she h as to take action as suggested by the college administration. 29.Decision of the College Administrative will be final and binding to the cont ractor in case of any dispute arising out with respect to the terms and conditi ons of this contract. 30.Contractor shall enter into an agreement for execution of this contract as per prevalent rules and regulations of Government of Rajasthan or Government of India and shall bear full cost of the same. 31.College Administration reserves the right to reject any / all EOIs without as signing reasons thereof. 32.The minimum base rates shall be decided by the competent authority of the institute and all the bidders quoting rates below the base rates shall be reject ed. 33. It is mandatory to provide Food operator to obtain certificate under new foo d safety & standard Act, 2011 within 15 days issued work order. 34.EOI will be given on total quote Per Person per day. 35. In case of improper food quality and bad feedback there will be reduction f rom final amount as penalty. 36.Service to Principal office/Food area for guests during the program would h ave to be taken care of. 37.Sample tasting will be the last step for lowest three quoting firms, and EOI will only be issued after satisfying the food quality and taste.

Catering Facility for experts in Administrative office (for tea, high tea) if needed, Note: - Rates quoted should be inclusive of all taxes / Levis etc. and should be valid at l east for 6 months from the commencement of operation.
