Job Title: Director of Social Enterprise NI Responsible to: Communities Director Job Purpose: The Director will be responsible for all aspects of the design, operation and performance of a work programme to support the development of the Social Economy in Northern Ireland Salary: £35k Contract: Full-time for 12 months with possibility of extension for further 2 years subject to performance/funding Location: Belfast based (travel throughout Northern Ireland, UK and elsewhere at times demanded by the job)

About Social Enterprise NI Social Enterprise NI is a consortium of partner organisations. Business in the Community NI is the lead partner, contracted to deliver the ‘Social Economy Work Programme’ on behalf of the Department of Enterprise, Trade and Investment http://socialenterpriseni.org. Purpose of the job The postholder will manage the delivery of the Social Economy Work Programme on behalf of the Consortium Social Enterprise NI through its lead partner Business in the Community.

Main responsibilities The postholder will implement initiatives to enable the continued growth of a sustainable social economy sector, through a collaborative network of stakeholders. Their key focus will be to lead and support the staff team, meet agreed objectives and contribute to the long term financial sustainability of Social Enterprise NI.

Specifically the post will involve: Management and delivery of the Social Economy Work Programme objectives which are to: 1. Promote and raise awareness of the social economy sector across Northern Ireland 2. Provide the impetus for collaboration to ensure the collective weight and capacity of the social economy sector and broader third sector are realised through networking and building strategic alliances 3. Communicate and promote the full breadth of existing support programmes/initiatives to the sector including local government initiatives 4. Influence policy makers in both central and local government to promote a better understanding of the capacity, needs and concerns of the sector 5. Lead on income generation for Social Enterprise NI 6. Promote concepts such as ‘social value’ and ‘social impact measurement’ 7. Promote enterprise within the social economy sector through product development and trading as well as service delivery 8. Promote good practice both within and about the sector to relevant stakeholders 9. Represent the collective interests of the social economy sector Business Development 1. Lead by example to ensure an entrepreneurial culture within Social Enterprise NI 2. Co-ordinate and manage the delivery of the social economy work programme elements ensuring optimal results are achieved 3. Assume overall responsibility for negotiating, implementing and managing new income generating activities in line with agreed objectives 4. Assume overall responsibility for the acquisition, completion and submission of relevant tenders or grant applications 5. Promote and increase awareness of the Social Economy sector, and increase its business presence and strength throughout Northern Ireland 6. Communicate and promote the full breadth of existing support initiatives to members and the wider sector 7. Work with Social Enterprise Networks in the UK Ireland and Europe to collaborate and share best practice to encourage growth in the sector 8. Implement an ambitious marketing strategy to include coordinating the annual social economy industry awards Advocacy, Policy and Lobbying 1. Lead the advocacy, influencing and lobbying activities on issues relevant to Social Enterprise on behalf of members and wider stakeholders 2. Ensure that Social Enterprise NI has a knowledge base and understanding of relevant government strategies which are current and accurate and made available to members 3. Assume overall responsibility for preparing policy briefings, reports and consultation responses and for the writing, reviewing and editing of articles for publication 4. Represent the views of Social Enterprise NI members to key external audiences including the Northern Ireland Assembly, MLA’s and the media 5. Manage the development of strategic partnerships and constructive working relationships with a range of organisations, agencies and individuals to enhance the reputation and recognition of Social Enterprise NI Financial Management and Income Generation 1. To identify and secure the appropriate resources needed to deliver the SENI programme and ensure these are used effectively 2. To identify, negotiate and secure additional sources of funding including the preparation of funding proposals for the delivery of the Social Economy Work Programme 3. To manage and be responsible for all relevant budgets and any associated project budgets Staff Management 1. Motivate, inspire and manage the performance of a small team and agree training and development plans for each. 2. Oversee the daily workload of the team and ensure all members are performing to agreed standards and targets, ensuring the completion of monthly performance reports within agreed timeframe Monitoring and Reporting 1. Maintain an appropriate management information system to provide accurate reporting and future evaluations or audits as required 2. Report to the Consortium Lead partner on the delivery of the work programme providing effective input and feedback 3. Submit a formal monthly report and meet the DETI Programme Manager monthly to ensure identified programme objectives and agreed targets are achieved 4. Meet the cross-departmental Social Economy Policy Group as required 5. Oversee impact measurement of the overall social economy Work Programme

Additional Responsibilities 1. The post holder may be required to carry out other duties that are reasonably to be considered as within the scope and purpose of the job and the aptitudes of the job holder 2. To work as a member of the Business in the Community team adhering to policy and practice and developing mutually beneficial working relationships with the other BITC programme areas and team members.

Qualifications/Experience 1. A third level qualification in a relevant subject 2. Minimum of 2 years in the last 5 years at management level reporting directly to the CEO or the Board 3. Within the last 3 years evidence of successfully managing a team in the design and delivery of a programme for the third sector 4. Within the last 3 years evidence of successfully delivering a programme for the third sector 5. Within the last 3 years evidence of developing a network of contacts within the third sector (including connections with social enterprises and supporting organisations) 6. Proven track record of generating income streams through contracts, tenders or grant applications 7. Evidence of influencing and lobbying activities on behalf of stakeholders Skills and Aptitude 1. Experience of influencing, negotiating, representing and networking with external stakeholders 2. Proven leadership skills and the ability to develop a high performing team 3. Skilled communicator, sound interpersonal skills with the ability to make high level presentations. 4. Highly IT literate with proven ability to prepare and deliver presentations to range of audiences 5. Skilled report writer with proven ability of winning tenders/submitting successful grant applications/securing sponsorship 6. Highly self-motivated, creative and determined with the ability to take initiative and problem solve effectively 7. Ability to prioritise and manage own workload when juggling numerous tasks on a range of different projects or enquiries Knowledge and Understanding 1. Detailed knowledge and understanding of the workings of the Northern Ireland Assembly and Government Departments 2. Detailed knowledge and understanding of current policies and relevant legislation and the value of Social Enterprise to the Northern Ireland Economy Personal Attributes 1.
