Neal 7 DDN: l:\council\bills\swb\5263zcw02.doc 8 DPB: 20020327 9 SUB: Mills, Professor John Evans Atta 10 11 12 HST: 13 14 Body Date Action Description Com Leg Involved 15 ______16 Senate 20020327 Introduced, adopted, returned 17 with concurrence 18 House 20020326 Introduced, adopted, sent to Senate 19 20 21 Versions of This Bill 22 23 24 25 26 TXT: 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO COMMEND PROFESSOR JOHN EVANS ATTA MILLS 12 FOR HIS SIGNIFICANT AND COPIOUS CONTRIBUTIONS 13 TO THE REPUBLIC OF GHANA AND TO THE WORLD. 14 15 Whereas, the members of the General Assembly are pleased to 16 recognize Professor John Evans Atta Mills of the Republic of 17 Ghana for his many contributions to his country and to the world; 18 and 19 20 Whereas, John Evans Atta Mills was born July 21, 1944, in Cape 21 Coast in the central region of Ghana; and 22 23 Whereas, Professor Mills’ love of education began at Achimota 24 Secondary School, where he completed the Advanced Level 25 Certificate in 1963; and 26 27 Whereas, he continued his quest for knowledge, earning a 28 bachelors degree and professional certificate in Law from the 29 University of Ghana, Legon in 1967, and he was selected as a 30 Fulbright scholar at Stanford Law School while earning his Ph.D. 31 in Oriental and African Studies from the University of London; 32 and 33 34 Whereas, Dr. Mills began his teaching career as a lecturer on the 35 faculty of law at the University of Ghana, Legon. Over the next 36 twenty years he served on numerous boards and committees and 37 rose to the level of associate professor; and 38 39 Whereas, while at the University of Ghana, Professor Mills 40 traveled the world presenting research papers and went to Temple 41 University in the United States and Leiden University in Holland 42 as a visiting lecturer and professor; and

1 [4978] 1 1 2 Whereas, Professor Mills has authored more than a dozen 3 publications on taxation and has held various positions with 4 financial institutions throughout Ghana; and 5 6 Whereas, because of his financial familiarity and proven 7 professionalism, Dr. Mills received several important 8 appointments including Commissioner of the Internal Revenue 9 Service of Ghana and Vice President of the Republic of Ghana; 10 and 11 12 Whereas, Professor Mills also supports community activities 13 through organizations such as the Ghana Hockey Association, 14 National Sports Council of Ghana, and Accra Hearts of Oak 15 Sporting Club; and 16 17 Whereas, Dr. Mills is married to Ernestina Naadu, an educationist; 18 and 19 20 Whereas, it is with great pleasure and admiration that the General 21 Assembly extols Professor John Evans Atta Mills, a remarkable 22 citizen of the Republic of Ghana and the world. Now, therefore, 23 24 Be it resolved by the House of Representatives, the Senate 25 concurring: 26 27 That the members of the General Assembly of the State of South 28 Carolina, by this resolution, commend Professor John Evans Atta 29 Mills for his significant and copious contributions to the Republic 30 of Ghana and to the world. 31 32 Be it further resolved that a copy of this resolution be forwarded to 33 Dr. John Evans Atta Mills of the Republic of Ghana. 34 ----XX----
