The Commissioner of Police, Delhi granted ad-hoc promotion to the following police personnel on out of turn basis to the next higher rank

He played a crucial role in providing timely and adequate medical aid to team Anna, big rally of BJP at Jantar Mantar in which 20 police personnel got injuries. On 7.9.2011 an incident of bomb blasts took place at Delhi High Court. A lot of injured in this incident were taken to RML Hospital. He liaises with the hospital administration as well as with the doctors in the treatment of 68 persons who were seriously injured in the bomb blast. He also played a pivotal role in solving many other important cases. He caught red-handed one Budh Priya Gautam, who was stealing mobile phone, stethoscope, golden topes and a sum of Rs.7500/- from the chamber of Dr. Tripti Pensi, unit incharge of Pediatrics unit of RML Hospital and a case FIR No. 166/05 u/s 380/41 IPC, P.S. Mandir Marg was registered.

Sunil Dagar, 801/SB 5. Bharat Vihar, Rishikesh, Uttrakhand, who has been involved in 28070209 more than 64 heinous cases of robbery, dacoity, attempt to murder, extortion, theft, burglary, attack on police party including 8 murder cases and also kidnapping case of Delhi and Haryana. He was arrested from Bharat Vihar, Rishikesh, Uttrakhand. Satish Kumar carried a bounty on his arrest, a reward of Rs.1 Lakh and Rs. 50,000/- in two separate cases from Delhi.

6. Ct. Raj Kumar, 1526/OD For his extra-ordinary courage shown for overpowering the desperate criminals Rusy @ Surender and Rajesh @ Tinku etc., 28950861 who were involved in the sensational brutal double murder of helpless senior citizen i.e two old ladies of age 67 & 65 yrs in which two separate cases vide FIR No. 152/12 and 153/12 u/s 302/460/34 IPC were registered at PS-South Rohini. The working out of the above mentioned cases within short time of 45 hrs had been a classical example of efforts of Delhi Police.

7. HC Dharambir Singh, The Special Task Force of the CBI conducted an extremely risky 248/PHQ and dangerous operation in which one Jagtar Singh Tara, a dreaded terrorist belonging to Babar Khalsa Group was arrested 28860758 for his involvement in the sensational Marder case of Sardar Beant Singh. In this operation as soon as the terrorist was spotted, Constable Dharamvir Singh without losing any time instinctively rushed and stormed the premises and overpowered him almost single handedly. The terrorist who was young and strong built, resisted the arrest, but Constable Dharamvir Singh kept hold of him till other member of the raiding party arrived and arrested Tara. Showing commendable presence of mind Shri Dharamvir Singh also took care to ensure that Tara did not consume the cyanide capsule which was later recovered from him during personal search.

HC Yash Pal Singh, For his extraordinary and consistent good work, exemplary 821/SB dedication and devotion to duty exhibited in busting a terrorist module of Indian Mujahideen by apprehending fifteen terrorists of 28982089 the banned terrorist outfit, thereby solving Jama Masjid terrorist strike of 19th September 2010, German Bakery Bomb Blasts of 13th February 2010 and Chinnaswami Stadium blasts of 17th April 2010. A huge quantity of explosive material, arms, ammunition including two AK-47 rifles, three 9mm pistols (two of which were used in Jama Masjid terrorist strike), Fake Indian Currency worth Rs.2 Lac, Passports under fake names was recovered. Besides, this an arms manufacturing factory being run by this module of IM, was also busted in Delhi and huge quantity of arms, ammunition and explosive material were recovered.

CRIME BRANCH 05.02.2013

 Gang involved in theft of livestock busted.

 Three members including the head of the gang arrested.

 One country made pistols and 2 live cartridges and one stolen car recovered.

In a major breakthrough, Special Unit of Crime Branch has succeeded in busting a gang involved in theft of livestock in the area of Delhi and NCR. This gang had recently assaulted and crushed the PCR vans in the area of Outer Distt while escaping along with the booty (livestock/cattle). Two PCR officials were injured in the incident. With their arrest 6 cases of livestock theft/MV theft have been worked out. One pistol, two live cartridges and one stolen Santro car have been recovered from their possession.

INCIDENT AND OPERATION:

On the intervening night of 15/16-01.13, local residents of Sec-27, Rohini noticed that thieves in one Tata 407 had stolen their cattle and were moving towards Bawana. They raised the alarm and simultaneously informed the police. Local police as well as PCR Vans chased the Tata 407 and tried to stop the absconding vehicle near DTU, Main Bawana Road and Siraspur but instead of stopping, the inmates of the Tata 407 opened fired on the police party and also pelted stones on public as well as PCR Vans and while escaping they hit and damaged two PCR vans injuring two police officials but were forced to stop their vehicle due railway crossing being closed near Bhorgarh. Local police reached the vehicle/Tata 407 but by the time assailants managed to escape leaving behind the stolen livestock in the vehicle which included 5 cows and one ox. This chase continued for more than two hours. In this regard a case vide FIR no. 20/13 u/s 380/457/411/186/353/147/307/279/337 IPC & 2/27/54/59 Arms Act PS Shahabad was registered.

Various teams of Delhi Police were trailing this gang. A team of Special Unit, Crime Branch carefully studied the telltale sign of this gang and zeroed down the Rizwan gang of Ghaziabad, UP behind this crime. A team of Crime Branch was continuously chasing this gang in the area of Delhi, Meerut, Ghaziabad, Hapur etc but the gang members had careful enough and were continuously been changing their hideouts.

On 04.02.13.2013, specific information was received by HC Ravinder Baliyan and Ct. Rakesh Tomar of Special Unit, Crime Branch that Rizwan alongwith his gang members would come near Petrol Pump, Indraprastha Extension, Patparganj, New Delhi in a stolen Santro Car for committing some crime and would be carrying illegal weapon. A trap was laid and at about 7.10 PM, one Santro Car No. HR-26-AX-7261 arrived there and three persons, who were later identified as Rizwan s/o Mubeen r/o Village & PO Azrada PS Mundali, Distt Meerut, UP, Age 40 years, 2. Mohd. Aaqil s/o Mohd. Iqbad r/o Village Nahal, PS Masoori, Distt. Ghaziabad, UP, Age 23 years and 3. Jaane Alam @ Gunga s/o Late Sh. Saeed r/o Village & PO Azrada PS Mundali, Distt Meerut, UP, Age 21 years was apprehended. One country made pistol and two live cartridges were recovered from accused Rizwan’s possession. A case under the appropriate section of law has been registered against them in this regard. On verification the Santro car was found to be stolen vide FIR no. 22/11 u/s 379 IPC PS Mehrauli.

They were subjected to intensive interrogation, where it was revealed that this gang headed by Rizwan was involved in theft of livestock in Delhi and NCR.They had a unique modus operandi and for the purpose of cattle theft, they had purchased a stolen Tata 407 vehicle and the same was modified to help them in their nefarious activities. Heavy iron girder/bumper were fitted in the vehicle to crush/damage the intercepting vehicles (mostly police vehicles) while returning with their booty. Further, to strengthen their armory, they used to keep heavy loads of stone in the vehicle and if any police vehicle dared to chase them, the members of this gang never hesitated to open fire upon police vehicles or hurt them by pelting stones and there have been instances when they had even thrown the cattle from their vehicle in front of the chasing police vehicles, thereby forcing the chasing vehicles to stop. In the day time one-two members used to recce the area and as per their lead/information, the gang would enter Delhi in their Tata 407 vehicle during night time in search of livestock/cattle, members of this gang, which included 8-10 persons, carried weapons along with them and on resistance they never hesitated to take the extreme steps for their escape. This gang was found involved in more than 10 cases of cattle theft in Delhi. Their other involvements are being verified.

PROFILE

1. Accused Rizwan was born in village Azrada, Meerut, UP. His father is running a cattle dairy in Haldwani. He is married and has three children. He could not complete his primary education and started working in the meat plant in Sushil Factory at Lawrence Road till 2007. After closure of the meat plant, he was unemployed and formed a gang for cattle theft. He was earlier arrested by PS Mundali police, Meerut in an attempt to murder case in 2005.

2. Accused Aakil was born in village Nahal, PS Masoori, UP. He belongs to poor family. He could not complete his primary education and started working as a labour. He came in contact with Rizwan through one of his friend Fakhru. He has been arrested for the first time.

3. Accused Jaane Alam was born in village Ajrada, Meerut, UP. He belongs to poor family. He could not complete his primary education and started selling vegetables in weekly markets. Rizwan is his cousin who joined him in his gang.

Local police have been informed about their arrest. Accused persons will be produced in the Court of Sh. Kuldip Narain, ACMM-East Distt., Karkardooma Courts on 05.02.2013. Further efforts are being made to arrest the other absconding criminals of this gang.

MURDER CASE SOLVED WITHIN 48 HOURS

With the arrest of one person namely Jaswinder Singh @ Sunny S/o Sarbjeet Singh, the police team of Police Station Nihal Vihar, West District has worked out a murder case of Vijay Kumar S/o Rajender Singh R/o B-12 Ranjeet Vihar, Chander Vihar Delhi within 48 hours. He was stabbed on the road in front of H. No. A-24 Vikas Vihar, Chander Vihar. Subsequently he was removed to SGM Hospital Mangol Puri, Delhi, where Doctor declared him brought dead.

PROFILE OF ACCUSED

Jaswinder Singh @ Sunny S/o Sarbjeet Singh R/o WZ-196, Mukherjee Park, Tilak Nagar Delhi, age -19 Years. He has studied up to 9th standard and working as driver.

INCIDENT AND OPERATION

On 3.2.13, at about 9:45 PM a PCR call was received at Police Station Nihal Vihar, Delhi regarding quarrel near Jeet Property Chander Vihar, Delhi. The call was entrusted to ASI Phool Kumar for further necessary action. On reaching the spot, IO found that the injured Vijay Kumar has been taken to Sanjay Gandhi Hospital, Mangloi Puri, Delhi by his relatives. The IO reached Sanjay Gandhi Hospital where he found that the deceased has been declared brought dead by the doctor. The investigation of the case was marked to Inspr. Pramendra Singh who reached SGM Hospital and collected the MLC 1901/13 dated 03.02.13 of the injured but no eyewitness of the incident was found in the hospital. Accordingly, a case vide FIR No. 32/13 dated 3.2.13 U/S 302/34 IPC was registered on the statement of the complainant Veer Singh @ Jimmy s/o Gurcharan Singh r/o A-24, Vikas Vihar, Chander Vihar, Delhi at PS Nihal Vihar, Delhi. Keeping in view the murder case, a police team comprising of Inspr Pramendra Singh, ASI Phool Kumar, ASI Hawa Singh, HC Vijender under the supervision of Inspr. Sunil Kumar, SHO-Nihal Vihar was formed to investigate the matter from all possible angles.

INVESTIGATION AND INTERROGATION

IO reached at the place of occurrence and recorded the statement of the complainant Veer Singh @ Jimmy who alleged that his neighbour Joginder Singh Matharu and his son blocked his drain and quarrel took place on this issue. He has stated that when they were clearing the drain, the accused Bijender Singh @ Bunty S/o Joginder Singh Matharoo R/o A-24 Vikas Vihar Delhi threatened us for not clearing the drain whereas we had to clear it for water to drain. On this, Bijender Singh and his friends Jaswinder Singh became furious and started using filthy language. The deceased Vijay Kumar intervened and he tried to pacify Bijender Singh @ Bunty and his friend Jaswinder Singh but both of them became aggressive. Jasvinder Singh caught hold the deceased Vijay Kumar and Bijender @ Bunty gave multiple stabs to ensure his death. The deceased was taken to SGM Hospital Mangloi Puri Delhi, where he was declared brought dead. During the course of investigation accused Jaswinder Singh @ Sunny was arrested and raids are being conducted at all the possible hideouts to arrest the another accused Bijender Singh @ Bunty. Staff involved in good work is being rewarded suitably.

 Case of assault and attempt to murder of a young girl in Jhuggi Jal Vihar Camp, Lajpat Nagar solved – Accused arrested

With the arrest of Anil @ Devraj @ Ghonchu (25 years) s/o Bhule Ram R/o Jhuggi Jal Vihar Camp, Lajpat Nagar, New Delhi, the South-East District Police has solved a case of assault and attempt to murder of girl in Jhuggi Jal Vihar Camp, Lajpat Nagar.

Brief Facts:-

On the intervening night of 04-05/02/2013 at about 08:27 pm, a call was received in Police Station Lajpat Nagar regarding assault on a woman in Jal Vihar Camp, Lajpat Nagar, Delhi. The police found that the victim had already been shifted to the Hospital. She alleged assault by one Anil who had come to her house to collect the monthly electricity dues. He was known to her. Finding her alone he had tried to force himself on her and had assaulted her when she resisted. She had sustained severe injuries in her mouth and the attempt strangulation had left bruises all around her neck. A case, vide FIR No 33/13, Dated- 04-02- 2013, u/s- 452/376/511/307/342 IPC PS. Lajpat Nagar was registered and investigation was taken up.

Investigation

A team was constituted under Insp. Ramesh Kakkar, SHO Lajpat Nagar to trace the accused. The operation was closely supervised by Sh. HS Verma, ACP Lajpat Nagar.

It was learnt that Anil @ Devraj @ Ghonchu was working for the local electricity distributors and lived in Jal Vihar Camp, Lajpat Nagar, New Delhi. The police team raided his house and found him absconding.

And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his of her address thereby paying the way for unscrupulous persons using the courier services for illegal activities.

And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitation courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

(d) Generally satisfy oneself about the goods before accepting the goods before accepting the packet/parcel booked for courier. (e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier. (f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days. (g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded. (h) Inform the nearby police station if the courier sender of the goods is found suspicious. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

Kite flying has been a passionate sport in Delhi. For kites flying, mainly two types of

threads, known as “manjha” in common parlance, are used i.e. ordinary ‘manjha’ the special ‘manjha’.

Earlier, the special ‘manjha’ was made of a thread coated with local adhesive and the fine dust of glass

which acts like a razor to cut the ‘manjha of other competitors.

2. Whereas, a new type of ‘manjha’ with metallic powder coating, is available in the market. This type of ‘manjha’ is not only very strong but also a good conductor of electricity. Due to a fine metal coating, whenever such ‘majha’ entangles/copies in contact with overhead electricity supply cables, including high voltage lines, electric current funs through the ‘manjha’ thread, resulting in danger of electrocution of the kite flyer or unsuspected passer-by and also causing disruption of the power supply system. 3. And whereas, it has been found that the threads with metallic powder ` coating, being used or kite flying are good are conductors of electricity and are dangerous to electricity installation, as well as to the persons using them as it may cause flash over the overhead transmission lines and electrocution of the individual.

(d) The identity of the the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e) Activity server log should be preserved in main server and its record should be preserved for at least six months.

(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g) Record be maintained about the specific computer used by the person, and

(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other public places. Venders selling eatable and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. Sometimes, “Baratis” of marriage processions also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 40 of the Delhi Excise Act-2009 (Delhi Act 10 of 2010).

And whereas it is necessary to take speedy measures in this regard to prevent danger to human life and safety and to thwart/prevent un- toward incidence which may affect the peace and tranquility of the area. 3. The CCTV should monitor anyone consuming liquor of facilitating consumption of liquor or any unauthorized vender stationed in the coverage area. b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days. c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and handover to the police whenever demanded. d) Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation. e) During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100 and also the nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area. f) The vend owner shall display prominently at least two bilingual sign boards mentioning that the drinking in public place is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also be mentioned on the signboards.

4 This order shall come into force with effect from 4.2.13 and shall be effective for a period of 60 days up to 4.4.13(both days inclusive) unless withdrawn earlier.

5 Any person contravening this order shall be liable to be punished in accordance with the provisions of section 188 of the Indian Penal Code and

6 As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through press and by affixing copies on the notice boards of the officers of all Districts DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas information has been received that some people/groups may indulge in activities prejudicial to the maintenance of peace in the entire area of Sub Division Shahdara, North-East District, Delhi.

1. And whereas such activities may seriously endanger life and property of the citizens and maintenance of law and order in the entire area of Sub Division Shahdara, North-East District, Delhi.

2. Now, therefore, I, SYED SHAKIR HASAN, Assistant Commissioner of Police, Sub Division Shahdara, North- East District, Delhi in exercise of the power conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U -11036/1/2010-UTL, dated 09.09.2010, do hereby make this written order prohibiting the carrying of ‘MASHAL’ i.e. torch carrying live flames or live fire candles or live fire in any form in processions, rallies functions, in the entire area of Sub-Division Shahdara, Delhi.

3. This order shall come into force with effect from 4.2.13 shall remain enforce for a period of 60 days up to 4.4.13 (both days inclusive) unless withdrawn earlier.

4. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

5. As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all Districts, Police Stations concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC, Tehsildar etc.
