ASSET TRANSFER EXPRESSION OF INTEREST
As an outcome of the County Council’s service transformation plans and part of its commitment to localism and community initiatives the County Council has an Asset Transfer Policy found at www.oxfordshire.gov.uk/cms/content/childrens-services- how-will-it-work, which details how surplus assets can be made available for community use.
Where a community group is intending to express an interest in delivery of community run services from a previously designated children’s centre and wishes to understand whether the Council is likely to be able to make premises available and, if so, what the terms of occupation are likely to be this form allows for a more formal negotiation period to begin.
An asset is defined as buildings or land owned by the County Council.
The Application Process
1) Expression of interest defining the proposed community use of the asset 2) Assessment against the Asset Transfer Policy and definition of the councils requirements for heads of terms of occupation 3) Confirmation of continuing interest 4) Assessment of expression of interest by Capital and Asset Programme Board regarding use of the asset 5) Decision with defined terms of occupation 6) Notification to bidders . Deadline Submissions of expressions of interest for Children’s Centres buildings will be by the 14th October 2016.
