Sub:- Inordinate delay in implementation of Time-bound Executive Promotional Policy - regarding. Dear sir, We are constrained to seek your kind attention that Time-Bound/Post based Executives Promotional Policy for Gr. ‘B’ level officers of BSNL was issued on 18/01/07 by BSNL Corporate office with a clear instruction for implementation of the said policy latest by 31/03/07 for all the eligible executives w.r.t. review due on 01/10/04, 01/10/05 & 01/10/06. It is relevant to mention that in West Bengal State all the Circles viz. ETP, ETR, Telecom Store, Telecom Factory including the major Metro District CTD have already implemented the promotional policy for the executives. It is very much unfortunate to point out that hundreds of executives of WBTC are deprived, frustrated and aggrieved for non-implementation of Time-Bound Promotional Policy. The fixation-benefit of Time-Bound Promotion Policy to all the eligible executives including all SSAs/CIRCLE OFFICE/CIVIL/ELECTRICAL etc. is not being extended till date due to lack of proper planning, process and actions of the competent authorities. A series of meetings were held with all the competent authorities on behalf of our Association to initiate the appropriate process for both collection of ACRs and holding of regular DPCs. Our Association has made its best effort in all respects for collection of ACRs and other relevant reports of the executives of different SSAs and disciplines, lying at your custody without yielding any fruitful result. As the 31st March’ 07, was the last and final date for implementation of the Time- Bound/Post based Executives Promotional Policy for Gr. ‘B’ level officers of BSNL, it is therefore requested to your goodself to kindly monitor for completion of the entire process within 30th November, 2007 positively for due benefit of the executives.
