CHIEF OF POLICE
CITY OF PILOT ROCK, OREGON
The City of Pilot Rock incorporated in 1912, is located in Umatilla County in Northeast Oregon, 231 miles east of Portland, Oregon and 13 miles south of Pendleton, Oregon. It is nestled in the foothills of the Blue Mountains providing access to a wide variety of recreational activities. The area provides number of hunting, camping, fishing and other outdoor activities. The main thoroughfare to and through Pilot Rock is Oregon Highway 395. Interstate 84 is the nearest major freeway, 13 miles to the north. The major local industries are wood products, public administration, construction, agricultural and recreation. The climate is pleasant and sunny year round with moderate temperatures and an annual average rainfall of approximately 14 inches. Pilot Rock has an approximate population of 1560 with an approximate race mixture of 91.9% white, 3.9% American Indian, 2.0% two or more races, 1.5% Hispanic and the balance, all other races.
Pilot Rock is currently seeking a proven professional for the position of Police Chief. The department has 4 employees: 1 Police Chief. 2 police officers and1 part-time clerk.. The Pilot Rock Police Department is responsible for providing law enforcement services within the city limits totaling approximately 1 square mile. Responsible to the City Council, the successful applicant must possess strong interpersonal, communications, leadership, organizational and management skills, as well as proven integrity in working with members of both the community and police department. Duties include planning, directing and coordinating police department activities in a timely manner; coordinate department in community activities and services; organize and administer effective work programs to meet department needs; assign, direct and evaluate the work of others; prepare and implement formal and informal training programs; coach and counsel employees; communicate effectively both orally and in writing; understand and appropriately act on oral and written instructions; work independently and perform appropriately and effectively in emergency situations; make decisions quickly based on knowledge available; prepare complete, accurate reports; deal tactfully public; maintain effective working relationships with other employees, supervisors, other city departments and law enforcement agencies and the public; adapt to changing situations and priorities; physically perform assigned work; work all shifts necessary.
The position requires excellent oral and written communication skills; proven computer skills; ability to handle firearms and apply physical force if necessary; and ability to react quickly and calmly under emergency conditions. Must be able to render credible testimony in a court of law. Experience and a strong commitment to problem solving policing are preferred. The successful candidate must be able to step in and organize the department consistent with the accepted practices and principals of law enforcement agencies in Oregon. Must have a valid driver’s license with a safe driving record; a High School Diploma/GED; Five years or more of progressively responsible experience in law enforcement preferably supplemented by college level courses in police science or related field; and two years supervisory experience in a law enforcement agency; or any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the duties as described in the City of Pilot Rock job description for police chief. The successful candidate shall possess or be able to obtain the Department of Public Safety Standards & Training (DPSST) intermediate certification and have the ability to obtain the DPSST management certification within 3 years of hire.
