In addition use of force by officers fell almost sixty 32 percent; and 33 34 Whereas, it would be fitting and proper for the State of South 35 Carolina to explore and study equipping its highway patrolmen 36 with video cameras while they are on patrol. Now, therefore, 37 38 Be it enacted by the General Assembly of the State of South 39 Carolina: 40 41 SECTION 1. (A) There is created the study committee on the 42 Use of Wearable Video Cameras by State Troopers. The study

[3058] 2 1 committee shall review information, including, but not limited to, 2 statistics and other information available from law enforcement 3 agencies around the State and across the nation regarding the 4 feasibility and effectiveness of the use of wearable video cameras 5 by members of the South Carolina Highway Patrol. 6 (B) The study committee must be composed of three members 7 of the House of Representatives, appointed by the Chairman of the 8 House Judiciary Committee and three members of the Senate, 9 appointed by the Chairman of the Senate Judiciary Committee. 10 (C) The Chairmen of the House and Senate Judiciary 11 Committees shall provide staffing for the study committee. 12 (D) The study committee shall make a report of the 13 committee’s recommendations to the General Assembly by June 1, 14 2015, at which time the study committee must be dissolved. 15 16 SECTION 2. This joint resolution takes effect upon approval by 17 the Governor. 18 XX 19
