1 5. Welcome and Introduction of Members and Guests – Mr. Vance Kemler, Council President: Mr. Kemler welcomed members and guests and asked everyone in attendance to introduce themselves. 6. TCEQ Waste Permits Division (WPD) Update – Mr. Earl Lott, Division Director, Waste Permits Division Mr. Lott provided the following updates: 85th Legislative session convened on January 10th WPD is currently tracking 11 bills Filing deadline for bills is March 10, 2017 Budget is a major concern for Legislature this session Streamlining in the MSW Program Expedite permit application process Address application deficiencies efficiently 7. TCEQ Municipal Solid Waste (MSW) Update – Mr. Chance Goodin, Manager, (MSW) Permits Section Mr. Goodin provided the following update: Streamlining efforts Tools such as forms, checklists, and guidance documents are available, and program would like to see more use of these tools by the regulated community. Continued focus on updating guidance documents and creation of new forms Section is fully staffed 2016 Scrap Tire Annual Report call-in letter is in the process of being sent out Reports are due into agency by March 1, 2017 2017 Environmental Trade Fair Conference May 16-17th at Austin Convention Center 1st Annual Take Care of Texas student video contest (Sponsored by Waste Management Inc.) 8. Study on the Economic Impacts of Recycling – Mr. David Greer, Pollution Prevention and Education Section, Environmental Assistance Mr. Greer provided the following update: Voluntary survey closed October 30, 2016. Response was good and there was positive participation for the economic impact component of the survey. Quarterly tracking contractor’s progress on drafting a report of the study’s results Final report is on track to be in the FY 2016 Municipal Solid Waste in Texas: A Year In Review report 9. Product Stewardship – Mr. Jordan Fengel, Environmental Services Program Coordinator, Chair of Texas Product Stewardship Council Presentation describing what the Texas Product Stewardship Council is and its efforts to promote product stewardship in Georgetown, Texas. The main focus has been on a pharmaceuticals take back program. 10.Approval of October 13, 2016 Meeting Highlights: Mr. Maurice Pitts made a motion to accept the meeting highlights. Mr. Holly Holder seconded the motion, and the highlights were approved by the council. 2 11.Public Comments Julie Spradley, Owens Consulting Group discussed procedure change regarding applications for MSW supervisors Sara Nichols, State of Texas Alliance for Recycling (STAR) Information about STAR Ginny Wells, Texas Association of Regional Councils (TARC) Presented the Regional Solid Waste Grants Program Funding 2014/2015 Report to the council 12.Next Meeting: Scheduled April 20, 2017.
