ii EXECUTIVE SUMMARY
With financial support from the state of Kentucky and federal programs, the Bath County School District continues to increase the availability of modern technology in K-12 classrooms. Teachers are receiving professional development to manage the integration of technology into effective lessons for students. Increasing technology proficiency in all buildings makes for technology-rich, engaging activities and projects for Bath County students. Network infrastructure improvements make it possible for the Bath County Network to run more efficiently with centralized management of critical network resources and a centralized server farm to manage services for all schools. State management of the diagnostic, GC and DC servers has kept down time to a minimum. Repair is done in a timely manner, and the district network runs more efficiently because of the state monitoring of our network resources. The state has completed the replacement of firewall equipment in the KEN cabinet that was at end-of-life and out of warranty at no expense to the local district. The complete renovation of the building wiring, installation of new wireless technology and installation of the new vBrick video system should be completed by the end of 2011. The three schools in Owingsville now have technology infrastructure comparable to the newest building, Crossroads Elementary. Teachers from each school will receive professional development to learn how to integrate the new video resources into their lessons and activities. The successful Bath County/Menifee County RUS Grant application will allow mobile two- way telecommunications every building. Results of the RUS Application were announced in early December 2011, and telecommunications equipment can be purchased as soon as financial procedures are established and grant requirements are met. Morehead State University and Maysville KCTCS have offered to partner with Bath County and Menifee County Schools to offer distance learning for high school students. There will also be sharing of resources between Bath County, Menifee County, and other counties who have comparable equipment. Owingsville Elementary plans to purchase a variety of iPad’s and iPod Touch’s to be used in individual classrooms in sets of five per room. If an entire classroom set is needed for an individual lesson, then teachers in that grade can pool their devices. In addition, special education teachers across the district have iPad’s and iTouch’s for their students to use interactively. These devices have been purchased for the introduction of special education and speech students to interactive devices to assist their learning via technology. There has been a great deal of success in the use of hand-held technology with special needs students. All principals and assistant principals have been provided iPads for administrative use. Most district administrators and program coordinators also have iPads for use when attending meetings and other activities where a wireless signal is available to allow access to email and Internet resources. Bath County High School is the site planned for the initial implementation of one-to-one devices. This item is included in the District Five-Year Plan to implement one-to-one
1 technology beginning with one entire grade at the high school and adding a grade each year until all are served. The Kentucky Department of Education’s Office of Knowledge, Information and Data Services and the Kentucky Program of Studies require that technology be an integral part of each school’s overall plan to move all children toward high academic standards. Bath County School District will maintain technology services provided to schools which promote academic achievement. Students and teachers will have direct access to technology resources through the use of workstations, SmartBoard technology, Airliners, student responders, classroom speaker systems, wireless technology, hand-held devices, Encyclomedia and other software appropriate for each content area. MAP assessment at each level, Plato, A+ and other programs have been added to the resources available to Bath County students and teachers. Teachers have access to the DesCartes curriculum from MAP to determine appropriate learning activities according to the students’ RIT band scores. Plato is available through the Adult Learning Center and for the students in night classes in the Graduation Success Academy. Bath County High School has purchased the TCA Software program that allows all high school students access to ACT practice tests and activities online both at school and at home. Students in the Business and IT Departments at Bath County High School have the opportunity to become industry certified through the IC3 Certification exams purchased from Certiport through CTE funding. STLP chapters are active at Owingsville Elementary School and Bath County Middle School. Each chapter has a unique focus based on the interests of the students at each school. Chapters meet weekly after school to complete projects and prepare for competition at the regional and state levels. Currently three projects from those two schools have been invited to compete at the state level in March 2011. Students at Bath County High School will be assessed using online resources for tests such as COMPASS, KOSSA, and EOC assessments in areas required by the state of Kentucky. Seniors who did not make the benchmark scores on the ACT test will take the COMPASS to try to achieve scores high enough to not be required to enroll in remedial college classes. KCTCS also accepts COMPASS scores as part of their enrollment process – there will be a person on-site from the Rowan Campus to assist with the COMPASS testing. KOSSA tests are completed in February for senior students who are preparatory in one of the Career Majors from Career and Technical Education. Students who are successful on the test are awarded a certificate presented at graduation and may be granted college credit for that certificate. End of Course (EOC) assessments are required by the state for the first time in the 2011-12 school year. The students will be assessed online who have taken English II, Algebra II and Biology (Integrated Science II). The multiple choice portion of this assessment will be calculated as a percentage of the student’s final grade in the class. As primary stakeholders in the education of Bath County students, parents need access to student information in a real time environment. The One Call Messaging system has been implemented for Bath County parents and staff. It is used to communicate to families about school events and activities, student absences, cancellations and closings, and other information. The text messaging feature has been offered to those who wish to receive information that way. Infinite Campus Parent Portal has been used for three years. Each school has a person designated to manage parent portal access so that a parent can request login
2 information at any time. ACT, PLAN and MAP scores have been included in the information that parents can see on the portal in addition to attendance, schedules and grades. In October 2011 Infinite Campus released an iPhone app to access Parent Portal, and many Bath County users are now taking advantage of this new feature. Instructions for accessing the iPhone app are published on the banner of the Parent Portal login page. Every school communicates with parents and stakeholders electronically through emailed daily announcements or weekly newsletters. The district maintains a Parents and Stakeholders distribution group to facilitate the process of sending informational items. There are over 1,000 members in this email group. Student data is provided to parents through regular reporting – a minimum of four mid- quarter progress reports and four regular report cards per year are generated through the student information software program. Teachers can print individual progress reports to distribute to students or email/mail to parents as needed. Informational letters concerning attendance and discipline matters are mailed as needed and recorded in the Student Information Software. The culture of education for Bath County students continues to change. More technology incorporated into strong curriculum will give our students advantages as they compete for opportunities that will determine their futures. Access to technology has generated a new attitude toward teaching and learning. We are moving forward toward the goal of proficiency and beyond on the Information Highway.
3 PLANNING PROCESS AND METHODOLOGY
A technology planning committee with representatives from each school and the district office will review the status of the current technology plan and guide the direction of future plans. That committee will meet in the fall of each school year. A broad base of input will guide technology planning toward more efficient and effective use of funds. As the plan is developed, members of the Planning Committee will review and make suggestions on the final version. The completed District Technology Plan will be reviewed and approved by the Bath County Board of Education. The Bath County Schools District Technology Planning Committee met at 4:00 p.m. on October 5, 2011, in the Board Annex Meeting Room at the Central Office with representation from across the district. Those who could not attend were invited to submit information via email for inclusion in the planning process. The focus of the meeting was to review of the current District Technology Plan and to discuss next year’s additions and changes to maximize the impact that technology has on teaching and learning and to keep the plan in compliance with USF and KDE technology planning requirements. Technology initiatives which had been completed were also reviewed and removed from future plans. 6 CURRENT TECHNOLOGY AND RESOURCES
Technology in Bath County Schools’ classrooms has made tremendous gains in recent years. Installation of intelligent classroom equipment has enhanced learning at every level. All Bath County Schools Workstation inventory will be continuously monitored through appropriate software. (MUNIS Fixed Assets & ePO). Accurate counts of workstations & operating systems are needed for planning new purchases and reporting as required by the state. Currently Bath County has over 800 computers in the hands of staff and students. In addition to the acquisition of new hardware/ software and other current technology, the management of the disposal of older, obsolete equipment through Board approved procedures using the state contracted eScrap program is necessary. All Bath County schools have wireless capability for use by teachers and students, which has been upgraded to the point of saturation in each building. Teachers who have laptops or handheld devices can be more mobile with technology access in all parts of their classrooms. Administrators can use mobile devices for evaluation and communication purposes. School administrators all have licenses for the eWalk program to complete teacher and classroom evaluations. Teachers at Bath County High School are leading the district with a Technology Learning Team. The faculty is divided into groups to address different areas of need throughout the building. Teachers who lead these monthly team meetings are making sure that new teachers and those who need to enhance their technology skills have every opportunity to maximize the equipment available in their classrooms. Bath County is increasing the availability of handheld devices at all levels. The newest initiative is at Owingsville Elementary School where a groups of 5 iPod Touch’s or iPads will be purchased for each classroom. Teachers who need an entire classroom set can pool resources from within their grades. STLP chapters are active at Bath County Middle School and Owingsville Elementary School. Most of the groups meet weekly after school to work on projects and get ready for competitions. Students from these two chapters will compete at Regional and State events. Bath County Schools has completed the installation of fiber connections to all district classrooms. A server farm and the passport router are centrally located in the same room as the KEN cabinet adjacent to the IT Department offices. Maintenance of the KEN cabinet and its components is provided by the state. Maintenance of the servers and district equipment is managed by the IT department. Bath County School District will continue the electronic transfer of data to the state by completing any required updates of current equipment and installation of updates for software. Use of technology to reduce time spent on record keeping, management and submission of data will contribute to greater amounts of time spent on the educational process rather than data management. Students in all grades from Kindergarten to Grade 11 are being assessed with the Measures of Academic (MAP) program three times per year. This is an online program used to determine RIT scores for students in reading and math with the purpose of reporting individual student progress and prescribing individualized learning activities as well as predicting scores on the K-PREP spring assessments. The scores will be calculated automatically through the software after the student has completed the online assessments. Teachers will use the information provided by this set of assessments to inform instruction and target areas of individual student strengths and weaknesses. The technology resources at every school are called into service to accomplish this school-wide assessment. Teachers
7 have direct access to reports of MAP scores through the NWEA website. MAP scores are posted on the Assessment tab in Infinite Campus and will be included in the information that parents can view through the Parent Portal.
The Bath County School District will maintain the positions of one District Technology Coordinator and two District Technicians/Network Administrators. Each school will have an identified School Technology Coordinator. Resolution of technology problems will be a priority for this team.
The IT Department will attend conferences and meetings to stay abreast of current developments in the technology area. Collaboration with surrounding districts is also a valuable way of gaining knowledge.
The IT Department and School Technology Coordinators will assist other staff members with individual needs as related to technology implementation and teacher professional growth according to that individual’s needs and level of expertise. Technology leaders at each school will share knowledge with peers during their planning time with substitute teachers employed as needed to accomplish this goal.
The greatest technology need in Bath County is replacement of older workstations and aging projectors, and that is being done with funds from federal programs and KETS Offers of Assistance as well as local funds provided by the Board of Education. New phone systems for three schools located in Owingsville and the Board Office are a priority because of safety concerns that the system currently in place does not allow caller ID at the school level. The newest elementary school, which has a BCM system based on voice over IP technology, does have Caller ID capability. Another concern is the growing workload of the IT Department as there is a continuing greater need for technology resources at all levels.

Integration of Technology into Curricula and Instruction Evaluation Narrative Bath County School District has invested in technology at every educational level. The district is moving toward 100% intelligent classrooms with the integration of SmartBoards, projectors, and other equipment in all classrooms. Teachers at every level have attended professional development on the use of the technology available in their classrooms. Teachers share lesson plans that include technology, and they often get ideas and plans from websites such as www.smarttech.com, which has pre-made lessons that can be adapted as needed. Students in STLP and IT classes often facilitate technology integration for their teachers.
10 Principals will monitor the use of technology in instruction through review of lesson plans and/or unit plans and by classroom observations. Technology use by teachers and students will be marked as part of the eWalk observations at each school. Teachers will be evaluated on Standard 6 of the Kentucky Teacher Standards as part of formative and summative evaluations. 14 STUDENT TECHNOLOGY LITERACY GOALS – EVALUATION
Students at all levels are evaluated on technology literacy skills reported by grades on report cards sent to parents. Other technology skills are evaluated in the core academic subjects where technology projects are submitted by students for grades. Teacher lesson plans across all disciplines indicate the incorporation of technology in student assignments. Principals will monitor the classroom use of technology and report student use of technology through the eWalk instrument.

STAFF TRAINING/PROFESSIONAL DEVELOPMENT GOALS – EVALUATION
Bath County Schools will include technology in the Professional Development requirements for all instructional staff. New staff members will receive orientation training for available technology through staff mentoring programs at each school. The district technology staff will provide support for all staff and will resolve equipment issues in a timely manner.
Principals will observe the use of technology as part of the eWalk instrument and will record those observations which will be reported during faculty meetings as cumulative data. Reports of these evaluations will be presented to the faculty of that school as well as to the District Administrative Team. Principals’ estimates of teacher technology proficiency will be aggregated for a district total on the annual Technology Tools Readiness Survey. The results of Standard 6 of the Teacher Evaluation Instrument will be recorded and technology deficits will be addressed by the Individual Growth Plan for those teachers. Principals will review and approve the IGP’s prior to implementation.
Teachers will be offered additional technology training on an as needed basis. School technology leaders will offer support within the building. Teachers will be allowed to attend off-site technology training and bring back information or techniques to share with others from their building.

29 TECHNOLOGY GOALS – EVALUATION
Technology is intertwined in the education process for Bath County students beginning at the kindergarten level. Students begin at the elementary level with a weekly computer class rotation. The nine components of digital citizenship are integrated into the learning at all levels. Now that students and teachers are so dependent upon technology, it will be the mission of this school district to provide student s with more access with wired and wireless devices. The district plans to move toward a one-to-one initiative beginning at the high school level. Allowing personal devices to be brought into the school to become learning devices for students will be considered. The District Technology Planning Committee will review the plan annually and discuss items that have been completed and items that remain to be done. The Bath County Board of Education will review and approve the plan prior to submission to the Kentucky Department of Education.

Budget Summary – Narrative Bath County School District will continue to pursue funding for technology through the KETS Offers of Assistance, USF Funding processes, and other federal, state and local funding.
