1. INTRODUCTION

1.1 Odyssey has been commissioned by Bloor Homes to provide a Utilities and Services Appraisal report to inform the proposed residential development of approximately 1,100 dwellings at Basingstoke Golf Course.

1.2 The area of the Site is approximately 48 hectares. The Ordnance Survey grid reference for the Site is 459621E, 147729N and the nearest postcode is RG23 7LL.

1.3 The Site is bounded by existing hedgerows to the north, Longwood Copse Lane to the east, hedgerows and the M3 to the south and the A30 Winchester Road to the west. The current access point to the Site is from the A30 Winchester Road in the north. A site location plan can be seen in Appendix A.

1.4 Outline planning application is being sought for the demolition of the existing buildings and removal of hardstanding areas and development proposals for up to 1,100 homes (C3), local centre (comprising a community facility, a day nursery, commercial and local retail uses A1-3, D1), formal and informal open space, sports provision, a Gypsy and Traveller pitch, pedestrian and cycle links, noise barriers and other associated infrastructure works including surface and foul water drainage, and vehicular access from Winchester Road (all matters reserved except for access).

1.5 The aim of this appraisal is to assess the existing utilities infrastructure in and around the Site, determine if the Proposed Development can be accommodated with the existing infrastructure; identify utility strategies, and produce technical documentation based on the utility companies’ records and documents to support the planning application.

1.6 The information given in this report is based on information supplied by the various companies and authorities as of the date of this report.

1.7 Existing utility systems may have new third party connections made by others to them at any time. The advice given within this report is subject to change until updated information, formal quotations and asset plans have been issued by the various utility companies with infrastructure around the site.

1.8 This report is based on information supplied by the utility companies and authorities which has not been independently verified, and for which Odyssey can give no explicit warranty as to their accuracy.

2.0 ELECTRICITY SUPPLY

2.1 Scottish and Southern Electricity (SSE)

2.1.1 Records show that there is no existing substation or pole mounted transformers located within the Site boundary. The nearest substation is shown to be named ‘James Place’ and is an 11kV substation located to the north east of the development off Beggarwood Lane.

2.1.2 There is an existing LV connection to the clubhouse. The developer should be aware that this LV cable may be suitable for the use of a temporary builders’ supply if the development progresses.

2.1.3 Connection to Primary substations (5) outside the Site will be possible without reinforcement.

2.1.4 The current proposal would require connection to more than one 11kV substation. Two new secondary substations will be required within the development, positioned so no unit is more than 450m from a secondary substation (to avoid possible voltage drop).

2.1.5 A budget estimate for the provision of new electric supplies to serve the Proposed Development was received from at SSE at £1,160,971 - £1,277,068. This assumes that all necessary legal consents will be obtained, and on a desk-top assessment only. No network studies have been carried out to determine if any upstream reinforcement will be required.

2.2 Gas Transportation Company (GTC)

2.2.1 Records show that there is no existing substation or pole mounted transformer located within the Proposed Development site boundary, and no existing GTC owned HV cables or apparatus close to the Proposed Development site boundary.

2.2.2 At Blue Hut Way (off Beggarwood Lane to the north east of the Proposed Development site), LV cables are connected to an SSE owned 11kV substation.

2.2.3 An application has been made to GTC to request a budget estimate for the provision of new electric supplies. This has been made as a dual fuel request. Please refer to Section 4.0.

2.3 UK Power Solutions (UKPS)

2.3.1 A budget estimate of £507,310 ex.VAT has been provided by UK Power Solutions to carry out the works for new electric connections on the Site. This cost will substantially increase with the addition of extra off-site works required to connect to the correct HV POC. This estimate is based on a total

UTILITIES AND SERVICES APPRAISAL ______site load of 2100 kVA for 1000 residential units, and it excludes all possible diversions and disconnections.

• Clarifications and assumptions are as follows: • A HV point of connection will be made available directly adjacent to site with no requirement for upstream reinforcement; • The estimate includes for 2 x 1000 kVA and 1 x500 kVA distribution substations; • All onsite civil/excavation works will be by others; • All offsite civil/excavation works will be by UKPS; • Substation enclosures to be provided by others; • Meter cabinets and hockey sticks to be provided by others; • The Point of Connection (POC) and ‘Non-Contestable’ costs for this project have been assumed; • Assumed POC location is on Longwood Copse Lane, at grid reference 459840E, 147607N;

2.3.2 Costs may be amended accordingly, once a valid formal offer has been received.

3.0 GAS SUPPLY

3.1 Gas Transportation Company (GTC)

3.1.1 Records received from GTC indicate that there is no GTC-owned gas network located within the Site boundary of the Proposed Development. Records do, however, show the presence of GTC- owned low pressure (LP) gas apparatus located within the Blue Hut Way development to the north- east of the Site.

3.1.2 No diversionary works are anticipated to be necessary, since no gas infrastructure exists inside the proposed site boundary. Where GTC apparatus does exist, close to the Site in Blue Hut Way, it is not in direct conflict with the development proposals.

3.1.3 An application has been made to GTC to request a budget estimate for the provision of new gas supplies to serve the Proposed Development. This has been made as a dual fuel request. Please refer to Section 4.0.

3.2 Scottish and Southern Electricity (SSE)

3.2.1 Records received from SSE (Indigo Pipelines) indicate that they have a gas network located within close proximity of the Site, but not within the Site boundary. It is not considered that any diversionary works of gas apparatus will be necessary.

3.2.2 SSE have advised that they have no capacity left within their existing gas network to accommodate the developments required total gas load, and that an application to SGN will be necessary.

3.3 Southern Gas Network (SGN)

3.3.1 Records received from SGN show that there are no pipes in the surveyed area. No diversionary works will therefore be necessary.

3.3.2 SGN have declared that capacity is available within their existing low-pressure gas network within the northern footway of the Hatch Warren Roundabout off the A30 Winchester Road and Wallop Drive. Reinforcement works will need to be completed to install suitably sized new LP gas mains to serve the Proposed Development. The cost of these works is covered in the final budget estimate.

3.3.3 Due to the uptake of new connections after SGN’s response is provided, it cannot be guaranteed that capacity will still be available within the gas network when the development moves

UTILITIES AND SERVICES APPRAISAL ______forward. Firm new gas connection applications will be required in order to confirm the availability when a fixed layout is available.

3.3.4 A budget estimate for 1000 new connections has been provided, totalling £1,276,200.00 inc. VAT. This figure is based on an hourly load of 60,000kW and an annual quantity of 20,600,000 kWh. Included in the budget estimate is the reinforcement of the existing network, required to accommodate the Proposed Development. This is based upon current network model data, which is subject to change.

3.4 Fulcrum Pipelines

3.4.1 An application has been made to Fulcrum Pipelines to carry out an assessment of the local gas network with a view to providing a budget estimate for new gas connections to supply 60kWh peak gas use, and 20,600kWh annual to 1000 standard sized houses on the Proposed Development

3.4.2 Fulcrum provided an estimate for the total cost for new gas services for the Proposed Development to be in the region of £93,639.76 ex.VAT. This price cannot be accepted until a firm offer is made. No traffic management costs have been included in the budget cost provided, so this must be considered by the developer as an additional cost.

4.0 DUAL FUEL

4.1 Energetics

4.1.1 An enquiry has also been raised with Energetics to carry out an assessment of the local gas and electric networks with a view to providing a budget estimate for new gas and electric connections combined (Dual Fuel).

4.1.2 Energetics advised that they can offer a budget cost of £714,440, taking into account the POCs provided by SSE (assumed) and SGN (firm).

4.1.3 The budget estimate has been provided based on assumptions regarding electric and gas, as seen below:

Electric Infrastructure • Provision of two 1MVA substations, HV cabling and GRP housings; • Energetics to excavate 165m off-site from the assumed POC to the Site boundary; • Developer to complete all on-site digging and reinstatement; • Provision of LV cabling, mains and connections for 1000 new domestic dwellings; • No provision for any electric meters of laterals has been made, the developer is assumed to arrange electricity meter installs through their chosen supplier; • No reinforcement or diversionary works costs have been included.

Gas Infrastructure • Energetics to excavate only 10m off-site from the POC to the Site boundary; • Developer to complete all on-site digging and reinstatement; • Provision of LP gas mains and services for 1000 domestic dwellings; • Developer will arrange gas meter installs through their chosen supplier; • No provision has been made for an gas risers, which may be required; • No reinforcement or diversionary works costs have been included.

4.1.4 Additional costs will be incurred to facilitate the additional off-Site HV works required as a result of the SSE HV electric POC being located further away from the Site than originally accounted for.

4.2 UK Power Solutions (UKPS)

4.2.1 An enquiry has also been raised with UK Power Solutions (UKPS) to carry out an assessment of the local gas and electric networks, and to provide a new gas and electric (Dual Fuel) budget estimate.

4.2.2 UKPS have provided a budget estimate based on a known SGN gas POC, and an unknown/assumed SSE electric HV POC. Therefore, when considering this estimate the further requirement for the additional off-site electric HV cabling works must be factored in.

4.2.3 The estimate allows for the installation of three electricity substations, and has been costed to allow for external gas meter boxes at ground level, and to include the correct required off-site works (670m) in relation to the gas LP POC to the north of the Site, within the Wallop Drive/Hatch Warren Roundabout.

4.2.4 A summary of the estimates can be seen in Table 4.1 below:

5.0 MULTI UTILITY

5.1 Infrastructure Gateway Limited (IGL)

5.1.1 An enquiry has been raised with Infrastructure Gateway Limited (IGL) to carry out an assessment of the local gas, electric and water network in order to provide a budget estimate for Multi Utility connections.

5.1.2 The budget cost for providing this site with new water, electric and gas connections is £1,167,000.00 ex.VAT. This estimate has been made using the following assumptions:

• The developer is responsible for all on-site mains excavations; • The developer is responsible for all on-site service excavations; • The developer is responsible for the installation of electric and gas meter boxes, duct laying, backfill and waste removal.

5.1.3 IGL have estimated that approximately twenty site visits will be required to install each section of utility infrastructure, and have advised that additional site visits would be chargeable as an additional fee. All off-site excavation works for gas and electric have been included within the budget estimate.

5.1.4 Costs in this estimate will rise to account for the new increased distance to the SSE HV POC.

5.2 Gas Transportation Company

5.2.1 An enquiry has been raised with GTC to carry out an assessment of the local gas and electric networks, in order to provide a budget estimate for new gas, electric and fibre telecommunications connections to provide 1000 individual supplies for each utility to the Proposed Development, and also to provide new mains and infrastructure where necessary to support the requirements of the development.

5.2.2 GTC have advised that the total budget anticipated to be required is approximately £1,933,881.55. This is an estimate only and includes significantly differing costs for off-site works to bring electric to the Site than those provided by alternative companies.

5.2.3 Included in the above estimate is a requirements for four substations with a total load requirement of 1542kVA.

6.0 WATER SUPPLY

6.1 South East Water

6.1.1 South East Water records indicate that there is potable water distribution mains infrastructure running along Winchester Road. A connection is shown to exist opposite Shortwood Copse Lane and continuing to Beggarwood Lane. It is assumed that mains do exist serving the new properties within the housing site located to the east of the development.

6.1.2 It is not anticipated that alterations to South East Water’s potable water mains infrastructure will be necessary to facilitate redevelopment. However, it is assumed that a water service exists serving the golf course clubhouse which will need to be disconnected to develop the Site. If development proceeds this service may be utilised and altered for use as a temporary builders supply to potentially save money in the future at development stage.

6.1.3 An enquiry has been raised with South East Water to carry out an assessment of their network and advise whether there is enough capacity to support the Proposed Development. An application to South East Water has been submitted to request a budget estimate for the connection of 1000 new residential plots. At the time of writing, South East Water have not responded.

6.2 Infrastructure Gateway Limited (IGL)

6.2.1 IGL have provided a cost for the self-lay water mains and connections for the Site as £450,000 ex.VAT. The price is given with the understanding that the following conditions are met:

• South East Water pay IGL the asset value direct as per their section 51a offer following formal application; • No off-site reinforcement work or contributions are required towards strategic off-site reinforcement; • A source of water will be provided by South East Water from a main in Winchester Road, and spine mains will be required separately to the parcel on-site mains; • The developer shall complete all on-site digging and reinstatement, IGL to lay only.

7.0 FOUL WATER SEWAGE

7.1 Thames Water

7.1.1 Thames Water asset plans indicate the presence of a 100mm foul water sewer running along Longwood Copse Lane, which is fed by the Beggarwood Pumping station to the east of the development.

7.1.2 Beggarwood Pumping Station is shown to have two further sewers connected to it which run east, away from the development area. The first is a foul water sewer which is sized at 225mm, and the second is a rising main of unknown size.

7.1.3 A Pre-Development Capacity Check application was submitted to Thames Water to assess the capacity available in their sewer network to support the expected foul flows (23 l/s) from the Proposed Development.

7.1.4 Thames Water have advised that currently, their network will only be able to connect the first fifty properties, however, once appropriate off-site reinforcement is carried out, the network will have sufficient capacity for the development. The costs of this off-site reinforcement work will be covered by Thames Water and can be completed within 2 years for the entire development. Refer to Appendix G for their correspondence.

7.1.5 Subsequently, Odyssey has requested a quote from Thames Water for the modelling, and upon receipt shall instruct Thames Water to commence their work. This cost shall be underwritten by Bloor Homes, but ultimately covered by Thames Water, assuming first occupancy is achieved within five years of the modelling commencing. As such, it is not envisaged that there will be any issues regarding foul water sewage capacity or connections with the site.

8.0 TELECOMMUNICATIONS

8.1 BT

8.1.1 Records indicate that there is existing underground BT Openreach apparatus running along the near and far side of Winchester Road to the west of the Site. Also, towards the southern-most extent of the proposed site, BT underground cables located within the near side of Winchester Road pass through the Proposed Development site, before extending across the southern boundary of the Site towards and over the M3 motorway.

8.1.2 It is not clear if these ducts exist inside or outside the development boundary. The ducts then continue further north-east past the western side of ‘The Cedars’ towards and into Longwood Copse Lane, where they then terminate with a chamber and cross Longwood Copse Lane. Records also indicate BT Openreach overhead cables supplying the golf course clubhouse within the Site.

8.1.3 The exact position of the Openreach BT apparatus crossing the Site in the southern corner is not known. However, the cables run through an area of woodland which has a 15-20m development buffer. Subsequently, it is expected that no diversionary works should be required.

8.1.4 Openreach BT cables do appear to be at conflict with the proposed new entrances to the Site. Furthermore, existing apparatus supplying the golf course on site is expected to require disconnection. Subsequently, some diversion works will be necessary for this development.

8.1.5 A land enquiry application has been submitted to Openreach BT to request confirmation that they can serve the Proposed Development site of 1000 domestic plots with fibre/telephone services and to determine what costs may be involved. They responded by email to confirm that they will install and deploy ‘Fibre to the Premises’ (FTTP) free of charge for developments of thirty or more domestic properties. This is standard practice for Openreach, and this site will be subject to this statement, assuming the developer agrees to complete all on-site digging and build all required chambers.

8.1.6 Ducts and chamber materials are usually provided free of charge by Openreach for the developer to install in line with an agreed Openreach design which will be provided at firm quotation/registration stage.

8.1.7 Openreach have confirmed they will need to conduct a site survey and will require a detailed design survey fee of £2,966.04 to provide the relevant budget estimate for the Site. This has not yet been progressed due to the lack of detailed design in the current site layout.

8.1.8 If a manhole is required to be relocated, then a budget figure of £65,000 – £75,000 per manhole has been provided for costing purposes.

8.1.9 An estimate of £1500 - £2000 has been received to disconnect the existing supply to the clubhouse.

8.2

8.2.1 Records indicate that there is existing underground Vodafone apparatus and associated chambers running the length of the western boundary along Winchester Road. Records also indicate Vodafone underground ducts and chambers located running through the Proposed Development site. The starting point for these ducts/cables is the existing SSE owned 11kV substation off Shortwood Copse Lane. They then run underground south towards the development area, where they enter the Site to the north of existing golf clubhouse. The ducts are then shown to run south- east through the Site until they reach a position just short of Longwood Copse Lane. From here they run south, adjacent to the boundary of the Site with Longwood Copse Lane. The ducts are then shown to exit the Site boundary to the east.

8.2.2 It is considered that some alteration work to existing Vodafone apparatus will be necessary to facilitate development proposals, on the basis that buried cables and chambers located on-site appear to be at conflict with the proposed new site layout.

8.2.3 An enquiry was submitted to Vodafone to request an estimate for the alterations anticipated to facilitate the Proposed Development. Specifically, Vodafone were approached to remove and divert all their existing apparatus located on site, so as not to impose a conflict on the Proposed Development.

8.2.4 The budget estimate provided for the work was £134,282.00 ex.VAT.

8.2.5 The lead-in time for these works will be a minimum of twenty weeks, with timescales to be confirmed at a later stage.

8.3 SSE Telecommunications

8.3.1 Records indicate that there are existing underground SSE owned fibre optic ducts shown to exist running along the far side carriageway of Winchester Road, to the west of the Site boundary. These ducts are shown to run the length of Winchester Road, just outside the Proposed Development site,

UTILITIES AND SERVICES APPRAISAL ______until they split into two ducts towards the south-western corner of the Site. Both ducts remain outside the Site boundary. 8.3.2 These ducts also contain SKY Telecommunications fibres.

8.3.3 Given the location of the telecom’s fibre ducts identified above, it is not anticipated that alterations to SSE telecoms infrastructure will be necessary to facilitate the Proposed Development.

8.4 SKY Telecommunications

8.4.1 SKY Telecommunications have not provided plans showing their apparatus. However, given the location of the telecom’s fibre ducts identified above, it is not anticipated that alterations to SKY telecoms infrastructure will be necessary to facilitate the Proposed Development.

9.0 CONCLUSION

9.1 Odyssey has been commissioned by Bloor Homes to provide a Utilities and Services Appraisal report to inform the proposed residential development of approximately 1,100 dwellings at Basingstoke Golf Course.

9.2 This report has assessed the various utilities services in and around the Proposed Development site, and has provided budget estimates for work that will need to be carried out to ensure the Site can provide the necessary connections.

9.3 The information provided in this report is based on information supplied by the various companies and authorities as of the date of this report.

9.4 It has been demonstrated that there are suitable utilities services in the surrounding area to service the Proposed Development. The only diversion works expected to be required are to the Vodafone services which run across the north-east and eastern sides of the Site.

9.5 An Existing Utilities Plan has been produced and can be found in Appendix I.

DO’S

Do Make sure that you have plans of the cables in the area before any excavation work starts. Remember that some cables such as service cables may not be shown on the plans. Cables owned by other companies are not shown, e.g. local authorities, Department of the Environment, National Grid Co. etc.

Do Make sure that you understand the plans that have been supplied to you. For detailed explanation of the symbols used by Scottish & Southern Energy to display the cable information see Appendices.

Do Use a cable avoidance tool (CAT) to determine the position of the existing cables in the work area. The positions should be clearly marked and further tests made as work proceeds. If in doubt, get advice from your supervisor.

Do Hand dig trial holes over the indicated route of the cable, excavate alongside.

Do Ask for a cable to be made dead if it is buried in concrete. Please note that this is likely to be a costly process.

Do Watch for signs of cables as work progresses, such as marker tapes or cable covers which may be exposed.

Do Notify Scottish & Southern Energy immediately should accidental damage to cables occur however large or small. Arrange to keep people well clear of the cable that has been damaged. Do not backfill an area where cable damage has occurred.

DON’T’S

Don’t Operate a bulldozer, scraper, dragline or excavator unless you are satisfied that there are no buried cables or overhead lines in the working area.

Don’t Use picks, forks or pointed instruments in soft clay or soil where cables are present, exercise extreme caution where such instruments are used to free lumps of stone or to break up firmly compacted ground.

Don’t Use exposed cables as a convenient step or handhold.

Don’t Handle or attempt to alter the position of any cable.

In accordance with the Health & Safety Guidance Note GS6, you are required to take every precaution to ensure that cranes, tipper lorries, scaffolding, ladders and other plant employed on your works are kept at a safe distance from overhead electric lines and their supports and that such supports are not disturbed by excavations. Goal posts with height restriction will need to be placed at appropriate locations for vehicles passing underneath Scottish and Southern Energy Power Distribution’s overhead lines.

In accordance with Health & Safety Executive Guidance Note HS (G) 47 care will also be necessary when digging in proximity to underground cables, particular if mechanical excavators are used.

Overhead lines, underground cables and other electrical plant must be regarded as being "live". Before commencing work in proximity to such plant written notification must be given to Scottish and Southern Energy Power Distribution.

Budget Estimate Diversion/Protection of Vodafone Apparatus

Please find detailed below, a budget estimate for carrying out the necessary diversion/protection to Vodafone Limited’s apparatus due to your proposed work. The estimated cost for these works is £134,282 plus VAT. Please be aware we reserve the right to amend this estimate dependent upon the actual costs of the works.

This estimate is based upon the current information provided and allows for Full cable diversion of approximately 825m of the existing Vodafone ducts and fibre optic cables away from your proposed work area. Due to the complexity of this scheme, the route of the new duct and fibre cable have been assumed at this stage, however, this will require confirmation via a site survey at C4 stage before costs and timescales can be confirmed.

Under the CDM regulations, please could you provide us with any risks or hazards that may be associated with these works.

As this is a complex full cable diversion scheme, the approximate lead-in time for these works will be a minimum of 20 weeks. Confirmation of timescales should be discussed in more detail at the C4 stage following on-site meetings to discuss your requirements in detail.

Please note that Vodafone operate a full network freeze, during which no works can be carried out on our network, between 1st December and the first week of January every year, which may impact on the timescales for your works.

If you wish to obtain a C4 detailed estimate, the cost of providing this is £4000 plus VAT.

This letter is based upon the current information provided in respect of your proposed works and relates to Vodafone Limited’s underground fibre optic network only, which includes all former companies; Cable & Wireless UK, Communications Limited, Thus PLC and Your Communications Limited’s networks.

All work will be carried out by a Vodafone approved contractor on receipt of your correct advanced deposit of 120% of the estimate plus VAT. An ES1 proforma will be sent out which should be completed and sent back to the Help Desk. The telent O&M Contractor will contact the requester to arrange for pegging and marking of NRTS2 assets.

To ensure that delays are kept to a minimum when applying to telent for the cable marking service, the requester is advised to ensure that: i) if the Requesting Contractor is already responsible for the site requiring cable investigation, they ensure that site vegetation clearance takes place prior to completing and submitting the cable marking out proforma (ES1) ii) if the Requesting Contractor not yet responsible for the site, they should ensure that the responsible local HA - Managing Agent Contractor (MAC) is contacted to clear site vegetation.

The requesting contractor is responsible for any traffic management requirements. Traffic Management for marking out lengths of >500m must be in place for the agreed date on which asset location is to take place

1. Introduction This document sets out the procedure that will apply when Other Parties intend or are undertaking works in the vicinity of Vodafone apparatus (see Appendix B for further information on what constitutes Vodafone apparatus). 2. Purpose of document This document provides a means by which the Vodafone specific special requirements relating to their apparatus, regardless of it being situated in the public highway / road, private street, land or any other areas, is made aware to Other Parties.

3. Scope This document will be presented to Other Parties or Contractors to encourage those undertaking works within the vicinity of Vodafone apparatus to refer to and comply with. This is in order to protect where necessary the Vodafone apparatus and to avoid damage to the apparatus and loss of service. A National Joint Utilities Group (NJUG) document NJUG Volume 3 Guidelines on the Management of Third Party Cable Ducting provides useful reference material. It should be noted that, where appropriate, additional information on avoiding danger from underground apparatus is contained within the HSG47 guidance book titled “Avoiding Danger from Underground Services.” 4. Vodafone Network and Apparatus Damage to Vodafone apparatus is extremely disruptive and can be expensive to repair, especially where long lengths of cable have to be replaced. In order to maintain the network integrity and minimise disruption to service, it is essential that disturbances are absolutely minimal. When working within the vicinity of Vodafone apparatus, extreme care is necessary in order to avoid costly repairs. The Other Parties / Contractor shall make every effort to ensure that disturbance of Vodafone apparatus is no more than is absolutely necessary for the completion of the works in accordance with their contract. It should be noted that it is an offence to interfere with Vodafone apparatus without first contacting the company for advice.

5. Plant records It is the responsibility of the Other Parties undertaking works which may affect Vodafone apparatus to obtain all relevant Vodafone plant records from our agent Atkins Global prior to works commencing. This may be done by contacting the Atkins Global Plant Enquiries Team listed in Appendix B. Plant records for such enquiries will generally be provided within 10 working days of receipt and in compliance with the New Roads and Street Works Act 1991 [NRSWA] requirements. 6. Definitions The following definitions are applicable in this document: a) Apparatus - means all surface or sub-surface equipment and plant used by Vodafone including any associated cables or ducts owned, leased or rented by Vodafone.

b) Cable - means any polythene or other sheath containing optical fibres or metallic conductors.

c) Depth of cover - means the depth from the surface to the topmost barrel of the duct nest, in the case of ducts encased in concrete, to the top of the concrete, and in the case of directly buried cable, the top of the cable.

d) Jointing chamber - means any manhole, surface box or other chamber giving access to Vodafone apparatus or their network.

e) Utility - means an organisation licensed to provide gas, water, electricity, Cable TV or telecommunications services.

f) Developer - means an organisation licensed to develop industrial/residential premises or given license to connect to utility apparatus.

g) Contractor - means the individual, firm or company contracted to undertake the work for a Utility or Other Parties.

h) Other Parties - means the Utilities, Highway or Roads Authorities, Developers, Street/Roads Authority Section 50/109 licensees

i) Site - means the location of, or in the vicinity of, the various works. 7. Requirements Prior to commencing any work or moving heavy plant or equipment over any portion of the site, the Other Parties or Contractor shall notify Vodafone of their intentions. This may be done by contacting Vodafone via the contact list in Appendix B. Upon receipt of this notification, Vodafone will identify if their apparatus is affected. If any Vodafone apparatus is affected by the works then they will arrange for the necessary records to be provided and confirm details of Vodafone apparatus and network operated within the affected area or adjacent to the proposed work site.

7.1 Location of Plant It is the responsibility of the Other Parties or Contractors to undertake adequate plant location procedures. These may include searches for metallic cables which must be performed by actively inducing a signal in a cable conductor via a transmitter. A passive search is not considered sufficient.

Before applying a tracing signal to the Vodafone apparatus, the Other Parties or Contractors shall seek confirmation from Atkins Global that the Vodafone apparatus will not suffer any disruption to its networks normal workings as a result of the nature of the signal being induced.

7.2 Trial excavations Optic fibre cables are very susceptible to damage from excavation tools. They are not electrically conductive and cannot be located by radio induction methods. Once an approximate location is known, the exact location must be ascertained by means of hand dug pilot holes. Where the work to be carried out by the Other Party or Contractor involves excavation in the vicinity of our apparatus, the Other Party or Contractor shall, by trial excavation at his own expense, determine the exact location and depth of the Vodafone apparatus. All excavations adjacent to the Vodafone apparatus are to be carried out by hand until the extent and /or location of the apparatus is known. All excavation work shall be executed in accordance with the current issue of Health and Safety series booklet HSG47, Avoiding danger from underground services. 8. Depths of cover The Other Party or Contractor should note that the minimum depths of cover for Vodafone apparatus shall be maintained together with specified separation requirements. Where the minimum depths of cover specified by Vodafone cannot be maintained, the Other Party or Contractor shall at their own expense, carry out the instructions of Vodafone requirements for the protection or diversion of their apparatus. The Other Party or Contractor should have particular regard to the possibility of encountering Vodafone apparatus (including ducts and cables), at depths of cover other than that reported. Surface cables (such as cables on bridges or walls) which are liable to be placed in danger from the Other Parties or Contractors works shall be protected, at the Other Parties expense, as directed by the Vodafone representative.

9. Separation Reference should be made to HSG47 to ensure that adequate separation is achieved. The following details outline the specific requirements of Vodafone and capture the HSG47 requirements.

9.1 High voltage cables High voltage single core cables of 1000 V and above shall have a minimum clearance from Company Apparatus of 500 mm. High voltage multi-core cables of 1000 V and above shall have a minimum clearance from Company Apparatus of 350 mm. In exceptional circumstances where the above clearances cannot be maintained, the separating distance may be reduced to a minimum of 175 mm. In such circumstances, concrete, of a quality as directed by the Company Representative, must be inserted to completely fill the space between the High Voltage cable and the Company Apparatus, in accordance with the requirements of the Company Representative. Any further services must have a minimum clearance of 250 mm from the concrete.

9.2 Low voltage cables Low voltage cables of less than 1000 V shall have a minimum clearance from Company Apparatus of 180 mm. In exceptional circumstances where the above clearance cannot be maintained, the separating distance may be reduced to a minimum of 75 mm. In such circumstances, concrete, of a quality as directed by the Company Representative, must be inserted to completely fill the space between the services, in accordance with the requirements of the Company Representative. Any further services must have a minimum clearance of 250 mm from the concrete.

9.3 Ancillary electrical apparatus Street furniture such as lamp posts, traffic posts and other such ancillary electrical apparatus shall have a minimum clearance of 150 mm from underground Company Apparatus and 600mm clearance from above ground Company Apparatus.

9.4 High pressure gas mains and other Undertakers plant/equipment High pressure gas mains shall have a minimum clearance of 450 mm from Company Apparatus. All other undertakers’ plant and equipment, when running in parallel with Company Apparatus, shall have a minimum clearance of 200mm. Where gas mains cross Company Apparatus, the minimum clearance shall be 200mm. All other undertakers’ plant and equipment, when running across Company Apparatus, shall have a minimum clearance of 100 mm. NJUG Volume 1, Guidelines on the positioning and colour coding of underground utilities’ apparatus refers.

9.5 Other Undertakers plant Other undertakers’ plant and equipment which runs in parallel with Company Apparatus shall have a minimum clearance of 200mm. All other undertakers’ plant and equipment when running across Company Apparatus shall have a minimum clearance of 100mm.

9.6 Tramways Each separating distance shall be individually agreed with the Company Representative.

10. Jointing chambers

10.1 Protection Footway type jointing chambers are not designed to withstand carriageway loadings. Where such chambers are liable to be placed at risk, either temporarily or permanently, from vehicular traffic or from the movement of plant and/or equipment, they will need to be adequately protected. Alternatively, they may have to be demolished and rebuilt to carriageway standards, at the Other Parties or Contractors expense under supervision of Vodafone representative. All Vodafone jointing chambers and / or other access points shall be kept clear and unobstructed. Access for vehicles, winches, cable drums and / or any further equipment required by Vodafone for the maintenance of its apparatus, must be maintained at all reasonable times.

10.2 Access The covers to Vodafone jointing chambers and / or apparatus shall only be lifted by means of the appropriate keys and under the direct supervision of a Vodafone representative. Other Parties or Contractors shall not enter any Vodafone jointing chamber and / or apparatus unless under the supervision of a Vodafone representative and in any case not before the mandatory gas test has been carried out in the presence of Vodafone representative and such checks have shown it to be safe to enter the Vodafone chamber and / or apparatus. The Other Parties or Contractors shall be given reasonable access to Vodafone apparatus and chambers when required. 11. Notification periods Where the Other Parties or Contractors works or the movement of plant or equipment may endanger Vodafone apparatus, the Other Party or Contractor shall give the Vodafone at least 7 working days’ notice in writing of the intended date to commence operations. No excavation should be made without first consulting the relevant Vodafone apparatus layout drawings, which will be made available from the Vodafone agent Atkins Global on request and allowing 28 working days for processing the relevant drawings. However, should this not be possible, direct contact should be made to the Atkins Global Plant Enquiries Team as soon as possible to assess the situation. When excavating, moving or backfilling (including use of Foamed Concrete for Reinstatements – FCR) around Vodafone apparatus, Vodafone shall be given adequate prior written notice of the Other Parties or Contractors intentions, in order that the works may be adequately supervised. Such notice shall not be less than 3 working days.

12. Excavation and backfill All excavations adjacent to Vodafone apparatus are to be carried out by hand until the extent and or location of the Vodafone apparatus is known. Use of mechanical borers and / or excavators shall not be used without the supervisory presence of a Vodafone representative or a given exemption. Shuttering of the excavation or support to Vodafone apparatus, at the Other Parties or Contractors expense, shall be used as directed by the Vodafone representative. At least 7 working days’ notice must be given to Vodafone in order that any special protective measures which may be required to protect Vodafone apparatus, at the Other Parties or Contractors expense, when equipment such as pile driving, explosives, laser cutting high powered RF equipment or RF test gear, is to be used in conjunction with the works.

Other Parties or Contractors are advised to refer to the National Joint Utilities Group publication: NJUG Volume 1- Guidelines on the Positioning and Colour Coding of Underground Utilities’ Apparatus 13. Foam concrete If foam concrete is being used as the backfill material, it shall not be used either above or within 500 mm of any Company Apparatus. A suitable material in accordance with the specification for the Reinstatement of Openings in Highways shall be substituted. 14. Attendance of Company Representative If a situation requires the attendance on site of a Vodafone representative for a continuous period of more than 6 hours, suitable facilities shall be provided by the Other Party or Contractor, at their expense, to meet the office and ablution requirements. If a situation arises that requires urgent attention Vodafone will endeavour to attend site within 2 hours for all other occasions arising, 24 hours. 15. Damage reports In the event of any damage whatsoever occurring to Vodafone apparatus, the Other Party or Contractor shall immediately inform Vodafone by contacting their 24/7 number , (for contact details please refer to Appendix A).

All relevant costs of any subsequent repair and / or removal of the Vodafone apparatus shall be charged to the Other Party or Contractor, irrespective of who affects the repair.

The above requirements do not relieve the Other Party or Contractor of any of their obligations under their contract.

Appendix B – What constitutes Vodafone Network Vodafone own fibre network dedicated to business and residential users of telecommunications and has an international cable network that provides connectivity to 153 countries, either directly or indirectly through partners, reaching across the Atlantic Ocean, through Europe and on to India and throughout Asia.
