After a successful cooperation in the implementation of the Real Property Registration and Cadastre Project (2003 to 30 June 2010), recognised also as the backbone of the “Organised Land“ National Land Administration Reform Program, the International Bank for Reconstruction and Development (Bank) granted to the Republic of (RoC) the Integrated Land Administration System Project (ILAS Project) whose first tranche of financing through the HR-8086 Loan ended on 31 December 2018. Given further needs to achieve the goal of modernising the land administration system by improving civil services in terms of efficiency, transparency and cost, the International Bank for Reconstruction and Development (Bank) has granted to the Republic of Croatia (RoC) the funds for Integrated Land Administration System Project Additional Financing (ILAS AF Project), Loan HR-8900 that was ratified on 19 December 2018. (OG IA 1/2019). The Project, whose value is US 24.7 million, is co-managed by the Croatian Ministry of Justice (MoJ) and State Geodetic Administration (SGA) that are jointly responsible for its implementation. In accordance with the Loan Agreement, the Project Implementation Unit (hereinafter: PIU) is responsible for procurement, financial management, Project disbursements, monitoring and evaluation and compliance of the World Bank as well as purpose national protective mechanisms under the ILAS Project. This Plan has been developed by the Ministry of Justice. The goal of the Project shall be fulfilled through four Project components: (a) Real Property Registration System Automation; (b) Modernization of the Spatial Information and Cadastre System, (c) Better Digital Services and (d) Project Management, Monitoring and Evaluation and Training. As part of the Real Property Registration System Automation component, it has been planned to reconstruct and repurpose the existing manège building that is part of the future Justice Square complex into the Land Registry Office of the Zagreb Municipal Civil Court. In February 2020, the Environmental and Social Management Framework was developed as part of operational procedures of the World Bank, providing answers to the environmental and social issues. This Plan has been developed on the basis of and in accordance with the Environmental and Social Management Framework as well as national laws, and it addresses the environmental issues which includes ensuring that sites are safe and suitable for construction, proper waste management and disposal of construction debris (including asbestos), proper waste water treatment;, dust and noise

control, sensitivity of the building designs to cultural settings, and cultural heritage/chance finds procedures. During the ILAS Project, the speed and quality of services improved significantly and the average time required for registration through the LROs decreased from 46 to 12.7 days. The Joint Information System has been rolled out and is operational in all offices, electronic services are rendered and data digitisation also progresses well. There are certain discrepancies between the LROs that have been unable to sufficiently reduce the registration time which affect the overall average time. Therefore, during the Additional Financing, targeted interventions are needed for such specific LROs. One of such interventions is the reconstruction and repurposing of the existing manège building as part of the future Justice Square complex into the Land Registry Office of the Zagreb Municipal Civil Court. Thus, an opportunity will be created for developing a more fitting spatial and work flow structure and, in the long run, for reducing backlogs and improving slow case processing in Zagreb LRO. The complex of the future Justice Square consists of a city block with a total area of approx. 4.7 ha bordered by four city roads: , Baruna Filipovića Street, Selska and Ivana Cankara Street. It includes a former historical complex of the Vozarska barracks built in 1903. The complex of the future Justice Square currently houses the following institutions: Criminal Court, Municipal State Attorney's Office – Criminal Department, County State Attorney's Office interrogation rooms, a small part of Municipal Civil Court LR Office, MoJ storage, and court archives. Apart from the afore-mentioned buildings that have been renovated and are operational, there are at that location several abandoned buildings or buildings intended to be pulled down.

The planned reconstruction envisages the existing building to be repurposed into the Land Registry Office of the Zagreb Municipal Civil Court. It plans for office spaces (staff workspaces) combined with public areas (counters, halls, courtrooms et al.). The archives are planned to be located in the basement.

Apart from the afore-mentioned contents, it is necessary to provide auxiliary rooms such

as sanitary premises, waiting rooms, kitchenettes and technical services rooms (server,

electrical stalls, technical protection, engine room et al.). Taking into account the task

given, it is necessary to locate some of the contents outside the existing manège. The

annex will be organised on the eastern side, as an extension to the manège. An entrance

is placed on the point of contact between the annex and the existing building, whereby a

clearly defined spatial and structural caesura is formed between the new and the old.

The reconstruction plan will remove also later additional constructions that physically lean on the existing manège whereby the reconstructed and extended building becomes stand-alone. The space around the reconstructed manège will be landscaped as an urban park with high and low hedges and necessary pedestrian paths, and furnished with supporting urban equipment. Since it is necessary to provide enough parking spaces for the needs of the future MCC LRO, the parking will be provided on the northern side of the construction, within the outlines of the future Justice Square building. Standard works are planned to be carried out during the construction: demolition works, foundation pit protection works, construction craft work, water supply and drainage works, mechanical and electrical installation works, landscaping and furnishing. DEMOLITION WORK The reconstruction work shall also include the removal of the existing smaller buildings in the close proximity of the manège. The existing buildings are demolished inversely to the Project construction sequence. Firstly, the roofing and roof structure are taken down and then the activities walls and construction pillars are pulled down, followed by floor slabs and foundations. Finally, the terrain is plotted.

FOUNDATION PIT PROTECTION Since an annex to the basement is planned under the reconstruction, it is necessary to make the supporting protective construction, i.e. the foundation pit excavation protection. Since there is no room to make a wide excavation of the construction pit, the vertical foundation pit protection shall be executed as a console RC pillar made of fi400 drilled piles reinforced with IPE 270 sections and injected with cement grout or fine-grained concrete. The protective construction is of temporary character. CONSTRUCTION ELEMENTS The new basement level within the existing construction shall have 25-cm thick reinforced concrete walls and a 35-cm thick basic slab. The new basement constructive components have been designed as the system of round pillars, 45-cm in diameter, with 280x280cm capitals, 50cm thick, as well as 28-cm thick RC ceiling slabs. The pillars shall rest on reinforced concrete strip foundations, 120 cm in width. The basement floor below the newly planned extension is planned to be of reinforced concrete, the walls 35cm and 25 cm thick, resting on the ground slab of 40 cm thickness. The ground floor of the extension is planned to be identical as in the existing building: the pillar system with capitals and reinforced slab, all of uniform dimensions. The roof and second floor of the extension have been designed in steel. They consist of a steel truss girder on which secondary supporting elements carrying the roof rest along with the secondary supporting elements at the level of the lower flange joints carrying the floor of the second floor. The mesh over the system of pillars and cross tension elements shall transfer vertical and horizontal point loads.

The partition walls shall be made of gypsum sheathing boards, brick, glass brick and glass

partition walls, depending on the position inside the building and in line with the need

imposed by the hygienic and technical requirements.

Drop ceilings shall be made of acoustic mineral panels and felt acoustic metal-sheet panels, all in accordance with their position within the construction. SURFACE FINISH AND MATERIALS The façades of the manège shall be stripped of the deteriorated layer of plaster and the façade shall receive a new, final layer of plaster, in accordance with the preservation guidelines. All mouldings shall be retained while parts of the façade where the existing ones are either worn out or destroyed will require reconstruction. The extension façade has been designed as a glass façade with the required insulation in the form of external and internal blinds.

ROOFING

The existing roofing of the double-pitched roof of the manège resulting from a later reconstruction (asbestos concrete barrel tiles) shall be replaced, with the addition of the necessary thermal insulation. The material planned is corrugated sheet panels, about 80 cm in width. The roofing of double-pitched roofs of the extension shall be carried out by sandwich sheet panels of adequate thickness, in accordance with the building physics. Solar panels shall be installed on the south-facing section of the roof. WATER SUPPLY On the access driveway (Baruna Filipovića Street), there is a public water pipeline of Ø250 mm to which the new building will be connected. Sanitary cold water The complete water installation, cold and warm water within the building, is to be made of three-layer aluminium PVC pipes. The preparation of the warm water shall be done locally, in electric boilers of adequate capacity. Project Interior hydrant network activities The interior hydrant network supplies the entire building. Outside water pipes The new water supply system for the external hydrant network is of HDPE pipes (phi160 and phi110 mm) for the 10-bar operating pressure. The hydrants are 100-mm above-ground hydrants. In total, it is planned to install 3 new above-ground hydrants. DRAINAGE The public drainage in Baruna Filipovića Street is of mixed Ø 60/90cm type. The new connection to the public drainage system shall be carried out according to the terms and conditions set out by the relevant utilities company.

The internal waste water drainage shall be carried out in separate systems, depending on the type. These drainage systems shall be watertight in order to avoid jeopardising underground waters. Faecal and clean roof waters shall be collected in the new communal internal canal. Storm waters from the roof shall be collected in eaves gutters and downpipes, and poured down into the internal canal together with faecal waters. The drainage of sanitary objects shall be made inside the wall and floor up to the faecal downpipe joint. For the purpose of draining waste water from the parking lot, it is envisaged to install a reinforced concrete light liquids separator. The separator shall be located in the greenery around the building and free access to it shall be ensured for maintenance. After being filtered in the separator, the waste waters shall be collected in the control manhole and then flushed into the public drainage system. The entire outside drainage distribution shall be made of PVC pipes with internal phi of 200, 250 and 315 mm, SN8, joined by rubber seals.

MECHANICAL INSTALLATIONS

Electrical power and natural gas shall be used for the purpose of heating and electrical

power shall be used for the purpose of cooling down. Throughout the year, a central power

station with two heat pumps combined with four gas condensation boilers shall fully satisfy

the need for heating and cooling. All premises shall be heated and cooled, apart from the

sanitary and technical premises that will be heated only. All premises will be automatically

ventilated. The premise shall be connected to the street distribution gasworks by in-house gas connection. ELECTRICAL INSTALLATIONS Project The building is planned to have installed the high voltage current installations in distribution activities cabinets, cable grid and cable tracing, sockets and ports, internal and external lighting, safety lighting, power supply for the heating, cooling and ventilation systems, smoke ducts and filing cabinets. It is also planned to have low-voltage installations– TC cable conduits and connections, phone and computer network system, SOS system installation, lightning arrester system, PELV and equipotential bonding, central surveillance control board (CSCB). A solar power station is planned to be built on the roof of the building in order to generate electrical power to be used in order to reduce the overall electrical power usage within the complex. TRANSPORTATION AREAS The Project envisages the development of new transportation and parking areas. Access to the building is planned from the west for all traffic and from the east for pedestrian traffic. The parking is conceived as vertical parking. Parking has the capacity of 106 PSs, out of which 6 are disabled PSs. All transportation areas allow for unhindered access to fire- fighting vehicles.

Protection and preservation of cultural heritage, according to the Cultural Heritage Preservation and Protection Act, is the obligation of the public state authorities, local and regional government bodies responsible for culture, physical planning and spatial regulation, environmental protection, construction, housing and utility management, tourism, finances, internal affairs and the judiciary. Cultural heritage protection primarily means legal and professional protection stipulated by the Act and the regulations of conservationist profession. The care for cultural heritage of the Republic of Croatia is provided by the Directorate for the Protection of Cultural Heritage of the Ministry of Culture and 19 corresponding conservation departments as well as the Zagreb Institute for the Conservation of Cultural and Natural Heritage, which has jurisdiction Applicable RoC over this project. Since the manège building is located inside the cultural heritage laws protection zone: Historic urban ensemble of the city of Zagreb, entered in the register of cultural heritage under code Z-152, its implementation is subject to legislation in this area.

Procedures preceding construction in Croatian legislation are: land acquisition, environmental assessment (EA), location permit procurement and building permit procurement. The Croatian legislation regulating the field of application for the environmental assessment (Regulation on Environmental Impact Assessment OG 61/14, 3/17) does not regulate the implementation/production of the ESMP for the types of activities envisaged under this project so it does not apply. Therefore, the environmental assessment for this project is conducted according to the World Bank policies.

2. PROJECT AREA DESCRIPTION

GENERAL CHARACTERISTICS OF THE PROJECT

Characteristics of the wider area of the project

The City of Zagreb is the capital of the Republic of Croatia (Illustration no. 1), and is the most populated city in Croatia. With its environs, it has over 1 million inhabitants and covers the area of 641,355.00 km2. It is located on the south-western edge of the Pannonian plain, at the average altitude of 122 m above the sea, on the southern slopes of the Mountain and spread over the left and right banks of the Sava River. The location of the city at the point where the Alpine, Dinaric, Adriatic and Pannonian regions meet has enabled Zagreb to become a bridge between the Central European and Adriatic areas. The first written mention of Zagreb dates back to 1094 when a bishopric was founded on the Kaptol hill, attesting to an even earlier settlement.

Zagreb has a moderately continental climate. Summers are dry and hot with average temperatures of 20°C while winters are cold with average temperatures of 1°C.

GENERAL CHARACTERISTICS OF THE PROJECT

According to the 2011 population census, Zagreb has 790,017 inhabitants. As the biggest city and capital, Zagreb is the cultural, scientific, economic and administrative seat of the Republic of Croatia and Zagreb County. Due to its role as the biggest transportation node in Croatia, developed industry with a long tradition as well as scientific and research institutions, Zagreb is economically the most developed city in Croatia. As the capital of Croatia, Zagreb holds the position of both a city and a county. This denotes a special city and county status in the central part of the Zagreb County, i.e. comprises the core of the RoC capital. The Manège building is located to the west of the city of Zagreb, below the southern slopes of the Medvednica Mountain, in the densely populated area with good transportation links. The main railway corridor of the city of Zagreb in the east-west direction is located 250 m south of the Manège. The area is well supplied with transportation links, especially tram and bus lines. To the south of the building, there are large industrial plans of Pliva Croatia Ltd. And Franck d.d.

Characteristics of the narrower project area The Manège building that is the subject of the reconstruction, is located in Prilaz Baruna Filipovića Street 22, in the west of Zagreb, on cp no. 3149/1, CM Črnomerec. The building has the east-west orientation along the parcel’s southern edge. The building has been registered as "HALA, Prilaz Baruna Filipovića 22B", its surface area stated as 1404 m2. LR file number 80019, owned by the Republic of Croatia – Croatian Government. The Manège is part of the future Justice Square complex at Selska Street 2, Zagreb (Figure no. 3) for which the public urban architectural tender was announced in 2007. The winning proposal by Mrković, Škopac, Bušnja was the urban architectural reference point that served for the development of the project documents for the Manège reconstruction and landscaping of the surrounding area.

The small covered manège building was built as part of the Vozarska barracks in 1903 by the construction company Emil Eisner and Adolf Erlich. The building is part of the former historical complex of the Vozarska barracks, built in 1903 for the needs of housing military vehicles of the divisional crew of the city of Zagreb and the associated units – divisional vehicle companies. The complex of the future Justice Square (Figure no. 4) consists of a city block with a total area of approx. 4.7 ha bordered by four city roads: Ilica, Baruna Filipovića Street, Selska and Ivana Cankara Street. It includes a former historical complex of the Vozarska barracks built in 1903. The Justice Square complex currently houses the following institutions: Criminal Court, Municipal State Attorney's Office – Criminal Department, County State Attorney's Office interrogation rooms, a small part of Municipal Civil Court LR Office, MoJ storage, and court archives. Apart from the afore- mentioned buildings that have been renovated and are operational, there are at that location several abandoned buildings or buildings intended to be pulled down. Along the western façade of the building, there is a driveway for accessing the complex. The existing workshop building is to the east of the building, leaning on a section of the Manège’s eastern façade. The terrain on which the building is located is flat and the building itself is located along the pavement stretching on an elevation ranging from 123.33 to 123.90 MASL.

GENERAL CHARACTERISTICS OF THE PROJECT

The area is part of an urban block and is not registered as a protected natural area.

ENVIRONMENTAL CHARACTERISTICS

Water

The city of Zagreb lies on gravel banks created by alluvial drifts of the Sava River containing large quantities of naturally filtered underground waters. In Zagreb, the Sava River is neither navigable (it is navigable only at Sisak) nor potable, mostly due to developed industrial plants and waste waters that are (mostly) not purified. The area of the project is outside permanent or temporary waterways as well as surface waters. It is more than three kilometres away from the Sava riverbed.

Infrastructure – utilities and energy

Drainage – The object is currently not connected to the drainage system. There are manholes in the object, connected to the cesspool that is connected to the manhole of the road bordering the object from the west. There are manholes and catchment areas around the object. All manholes and catchment areas are filled with earth. Visual inspection brought to light that they are not in use. The public drainage in Baruna Filipovića Street is of mixed Ø 60/90cm type. The new connection to the public sewerage shall be executed at 2/3 of the height, according to the terms and conditions of the corresponding utilities company.

Water supply system - The object is currently not connected to the water supply system. In a section of the object, there are visible signs of the water supply system installations that are devastated while the sanitary equipment has been either removed or devastated. The access road, Baruna Filipovića Street, has a public water supply system with Ø250 mm pipes to which the new building is planned to be connected according to the terms and conditions of the corresponding utilities company

Electrical installations - The object is currently not connected to the electric power grid. Mainly, there are no electrical and technical installations in the building, apart from devastated remnants. The existing distribution cabinet located near the north-eastern entrance is completely devastated. Power supply for the new building shall be conducted through the existing transformation substation, all in accordance to the electrical power consent. Waste

During the construction, no hazardous waste shall be created but only construction and municipal waste. Thereby, the waste created during the construction shall be transported to the municipal waste depot. There will be municipal waste when the object is used but the waste will not be hazardous for people’s health or for the environment. The waste shall be sorted according to its type and origin and transported by the municipal company in charge. Transport infrastructure

The existing driveway to the west of the Manège (entrance from Prilaz Baruna Filipovića Street) will be retained but will undergo the necessary reconstruction and regulation in accordance with the Traffic Areas Design. Within the affected area, 106 PSs have been provided for, out of which 6 PSs are for disabled people or people with reduced mobility. The main railway corridor of the city of Zagreb in the east-west direction is located 250 metres to the south of the Manège.

Noise and Air

In the vicinity of the affected area, significant noise or environmental pollution sources are, first and foremost, three-lane road along Prilaz Baruna Filipovića coming from the east and the railway station in the east-west direction. Also in the vicinity are production plants of Franck d.d. and Pliva Croatia Ltd. Currently, a residential and commercial housing complex with over 250 residential units located on 2 underground and 8 above-ground floors is being built to the south of the affected area, across Prilaz Baruna Filipovića Street. Its completion is expected in the second half of 2020.

SOCIOCULTURAL CHARACTERISTICS

Population

The City of Zagreb is the capital of the Republic of Croatia, and the largest city in Croatia by population. The greater area of the city has over a million inhabitants. According to the 2011 census, there were 790,017 inhabitants in Zagreb, and according to the 2018 data, the city’s population exceeded 800,000. As the largest and capital city, Zagreb is the cultural, scientific, economic and administrative centre of the Republic of Croatia. Thanks to its role as the biggest transportation centre in Croatia, a developed industry with a long tradition and scientific and research institutions, Zagreb is the most economically developed city in Croatia. As the capital of Croatia, the City of Zagreb constitutes a special territorial, administrative and self-government unit that has the status of a city. The city of Zagreb is divided into seventeen city districts: Donji grad, Gornji grad – Medveščak, Trnje, , Peščenica – Žitnjak, Novi Zagreb – istok, Novi Zagreb – zapad, Trešnjevka – sjever, Trešnjevka – jug, Črnomerec, Gornja Dubrava, Donja Dubrava, , Podsused – Vrapče, , , and Brezovica. The project is located in the Črnomerec district. The district of Črnomerec is named after an eponymous stream, and in the narrowest sense refers to the area around the tram terminus, near which the stream of Črnomerec flows. According to the census 2011 data, the area of the district is 24.33 km2, and the number of inhabitants 38,546. The district includes the urban part along Ilica Street west of the Republic of Austria Street, and the following urban settlements on the slopes of Medvednica: Šestinski dol, Sveti Duh, Bijenik, Lukšići, Mikulići, Fraterščica and parts of Kustošija (Kustošija-centar, Gornja Kustošija, Graberje, Završje, and Krvarić; Donja Kustošija being part of the Stenjevec district).

Cultural heritage

Given its history and significance, Zagreb is rich in monuments and architecture. The centre of Zagreb is considered to include the historical districts of Gornji grad and Kaptol, and Donji Grad, which feature an exceptional diversity of architecture from the Baroque to the present day. In appearance and structure, Zagreb is a typical Central European city. The subject project is located in a cultural heritage protection zone: Historic urban ensemble of the city of Zagreb, entered in the register of cultural heritage under code Z-1525. The historic urban ensemble of the City of Zagreb includes several areas defined by natural, topographic, cultural-historical and developmental features developed during the creation and growth of the city. The central zone areas of the city include its oldest urban origins; Gornji grad and Kaptol with historical suburbs and the 19th-century urban ensemble of Donji grad. The areas surrounding this inner urban core complement the city's historical and spatial framework. In the northern part, they include a part of the Podsljeme area, formerly the rural settlement of Gračani- Isce, the zone of penetration of greenery into the urban fabric, the slopes of Medvednica with forests, and the complex. The eastern part includes the area north of the railway east of Bauerova Street, which was urbanised only in the first half of the 20th century as a continuation of the Donji grad block structure with a freer scheme of diagonal streets and a gentle arch of Zvonimirova Street leading to . The new block development on the later incorporated peripheral areas east of Kvaternikov Square also includes light residential buildings that were to extend all the way to Bukovačka Street. 5. CULTURAL HERITAGE MANAGEMENT PLAN

Protection and preservation of cultural heritage, pursuant to the Protection and Preservation of Cultural Property Act, is the obligation of state administration bodies, regional and local self- government bodies in the field of culture, spatial planning and organisation, environmental protection, construction, housing and communal services, tourism, finance, home affairs and the judiciary. For the most part, protection of cultural heritage means the implementation of measures of legal and professional nature stipulated by the law, in accordance with conservation standards. Protection of cultural heritage of the Republic of Croatia is under the jurisdiction of the Directorate for the Protection of Cultural Heritage of the Ministry of Culture and 19 competent conservation departments, including the Zagreb Institute for the Conservation of Cultural and Natural Heritage, which is the competent institution in this project. Since the manège building is located in a cultural heritage protection zone: Historic urban ensemble of the city of Zagreb, entered in the register of cultural heritage under code Z-152, its implementation is subject to legislation in this area.

The historic urban ensemble of the City of Zagreb includes several areas determined by natural, topographic, cultural-historical and developmental features developed during the creation and growth of the city. The central zone areas of the city include its oldest urban origins; Gornji grad and Kaptol with historical suburbs and the nineteenth-century urban ensemble of Donji grad. The areas surrounding this inner urban core complement the city's historical and spatial framework. In the northern part, they include part of the Podsljeme area, formerly the rural settlement of Gračani-Isce, the zone of penetration of greenery into the urban fabric, the slopes of Medvednica with forests, and the Mirogoj cemetery complex. The eastern part includes the area north of the railway east of Bauerova Street, which was urbanised only in the first half of the 20th century as a continuation of the Donji grad block structure with a freer scheme of diagonal streets and a gentle arch of Zvonimirova Street leading to Maksimir Park. The new block development on the later incorporated peripheral areas east of Kvaternikov Square also includes light residential buildings that were to extend all the way to Bukovačka Street. The western part of the ensemble includes parts of the city along Ilica, a barracks complex, and blocks along the Zapadni kolodvor station and Deželićev prilaz, which define the urban development and physiognomy of the western part of the city. In the south, the historic urban ensemble area ends along the railway line. These areas conclude the development stages of the city until the mid-20th century which are important for the formation of the urban matrix of the city as a distinct historical, urban and architectural whole.

The small covered manège building was built as part of the Vozarska barracks in 1903 by the construction company Emil Eisner and Adolf Erlich. The building is part of the former historical complex of the Vozarska barracks, built in 1903 for the needs of housing military vehicles of the divisional crew of the city of Zagreb and the associated units – divisional vehicle companies. The complex of the future Justice Square (Figure no. 4) consists of a city block with a total area of approx. 4.7 ha bordered by four city roads: Ilica, Baruna Filipovića Street, Selska and Ivana Cankara Street. It includes a former historical complex of the Vozarska barracks built in 1903. The Justice Square complex currently houses the following institutions: Criminal Court, Municipal State Attorney's Office – Criminal Department, County State Attorney's Office interrogation rooms, a small part of Municipal Civil Court LR Office, MoJ storage, and court archives.

6. ESMP DISCLOSURE, COMMUNICATION WITH THE PUBLIC AND REPORTING Informing the public and its active involvement in decision-making processes when planning the construction of various facilities is an important prerequisite for quality environmental protection and protection of interests of the local population. Although employers, designers and developers of environmental impact studies try to take into account all environmental and sociocultural characteristics, due to geographical distance and lack of knowledge about local conditions, certain aspects may often be overlooked and not included in the final documents. For this reason, the ILAS Project envisages, before the implementation of projects in the field, the Environmental Management Plan to be presented to the competent authorities, non-governmental organisations, interest groups of professionals and local communities. The entire ILAS Project is fully in line with national and European environmental goals. The Environmental and Social Management Framework Plan concluded that the ILAS Project, in compliance with legislation and the World Bank policies, will not create any potentially significant and / or irreversible impacts.

The following monitoring reports will be produced:

1 Monthly progress reports: The Site Supervision Engineer will prepare monthly reports on the implementation of the ESMP checklist for the MoJ. The appointed Coordinator from the Sector for Judicial Infrastructure will prepare activity progress reports and summaries of activities for which they are responsible. These reports will be sent to the heads of the Directorate for Civil, Commercial and Administrative Law and the Directorate for Strategic Development, Infrastructure and Capital Investments in the Judiciary. The monthly report will include information on monitoring the implementation of the ESMP on the locations of subprojects that have been collected by the Site Supervision Engineers.

2 Semi-annual progress reports: they will be prepared by the MoJ, by combining monthly reports and the results of review meetings. The semi-annual report on ESMP implementation will be prepared by the PIU and submitted as an annex or part of the progress report. The semi-annual report reports in detail on progress in the preparation and the quality and success of ESMP implementation, and highlights the environmental issues resulting from the activities supported by the Project, the status of mitigation measures and the necessary follow-up steps. Enclosure 5 Work measures related to the risk of infection and contraction of COVID-19 virus

Introduction

Delivering civil works projects requires the assembly of a workforce, together with suppliers and supporting functions and services, and may lead to congregations of large numbers of people. The projects may have a workforce from international, national, regional, and/or local labour markets and require workers to live in site accommodation, lodge within communities close to work sites, and/or return to their homes after works. There may be the regular coming and going of support services, such as catering, cleaning services, equipment, material and supply deliveries, and the interaction with specialist sub-contractors bought in to deliver elements of the works.

The potential for the spread of infectious disease by pro jects is high. In addition, projects may experience large numbers of the workforce becoming ill and will need to consider how they will receive treatment, and whether this will impact on local healthcare services, particularly when projects are in remote places where local healthcare facilities could be easily overwhelmed. The presence of international workers, especially if they come from countries with high infection rates, may also cause social tension between the foreign workers and local populations.

Preparing for COVID-19

Each project should put in place measures to minimize the chances and contain the spread of the virus as a result of the movement of workers, ensure their sites are prepared for an outbreak, and develop and practice contingency plans so that personnel know what to do if an outbreak occurs and how treatment will be provided. These preparation measures should be communicated not only to the workforce but also the local community, to reassure them that the movement of staff is controlled, and to ensure that stigma or discrimination is reduced in the event of an outbreak.

Movement of Staff

Movement of staff can increase the risk of transmission of COVID-19 to a work site and the local community.

Overseas, international and transient workers should adhere to national requirements and guidelines with respect to COVID-19 when travelling to or from worksites.

Workers coming from or passing through countries/regions with cases of the virus (current information on countries reporting COVID19 infections can be found here):  Should not return if displaying symptoms

 Should self-isolate for 14 days following their return

All workers who have come to site in the 14 days prior to the issue of this guidance either from or passing through a country reporting COVID-19 cases should be immediately moved to isolation facilities for assessment by the site medical staff. These workers may be required to remain in isolation until they have been asymptomatic for 14 days.

Self-Isolation arrangements:

For self-isolation, workers should be provided with a single room that is well-ventilated (i.e., with open windows and an open door). If a single room is not available for each worker, adequate space should be provided to maintain a distance of at least 2m and a curtain to separate workers sharing a

65 room. Men and women should not share a room. A dedicated bathroom should be provided for the isolation facilities and there should be separate bathroom facilities for men and women.

Workers in isolation should limit their movements in areas which are also used by unaffected workers (shared areas) and should avoid using these areas when unaffected workers are present. Where workers in isolation need to use shared spaces (such as kitchens/canteens), arrangements should be made for cleaning prior to and after their use of the facilities. The number of staff involved in caring for those in isolation, including providing food and water, should be kept to a minimum and appropriate PPE should be used by those staff.

At a minimum, isolation areas should be cleaned daily, and healthcare professionals should visit workers in the isolation areas daily. Cleaners and healthcare professionals should wear appropriate PPE (see below) and ensure good hygiene when visiting workers in isolation. Further information is provided by WHO in Home care for patients with suspected novel coronavirus (COVID-19).

Visitors should not be allowed until the worker has shown no signs and symptoms for 14 days.

Preparing for an Outbreak

Medical staff at the facilities should be trained and be kept up to date on WHO advice (https://www.who.int/emergencies/diseases/novel-coronavirus-2019/technical-guidance) and recommendations on the specifics of COVID-19. They should take stock of the equipment and medicines that are present on site and ensure that there are good supplies of any necessary treatments, including paracetamol/acetaminophen.

Ensure medical facilities are stocked with adequate supplies of medical PPE, as a minimum:  Gowns, aprons

 Medical masks and some respirators (N95 or FFP2)

 Gloves

 Eye protection (goggles or face screens)

Cleaners also need to be provided with PPE and disinfectant. Minimum PPE to be used when cleaning areas that have been or suspected to have been contaminated with COVID-19 is:  Gowns, aprons

 Medical masks

 Gloves

 Eye protection (goggles or face screens)

 Boots or closed work shoes

Cleaners should be trained in how to safely put on and use PPE by medical staff, in necessary hygiene (including hand washing) prior to, during and post cleaning duties, and in waste control (including for used PPE and cleaning materials).

The medical staff/management should run awareness campaigns, training and arrange for appropriate posters, signs and advisory notices to be posted on site to advise workers on how to minimize the spread of the disease, including:  to self-isolate if they feel ill or think they may have had contact with the virus, and to alert medical staff;

 to regularly wash hands thoroughly with soap and water – many times per day;

 how to avoid disease spread when coughing/sneezing (cough sneeze in crook of elbow or in a tissue that is immediately thrown away), and not to spit;

 to keep at least 2m or more away from colleagues;

Hand washing stations should be set up at key places throughout site, including at entrances/exits to work areas, wherever there is a toilet, canteen/food and drinking water, or sleeping accommodation, at waste stations, at stores and at communal facilities. Each should have a supply of clean water, liquid soap and paper towels (for hand drying), with a waste bin (for used paper towels) that is regularly emptied and taken to an approved waste facility (not just dumped).

Where wash stations cannot be provided (for example at remote locations), alcohol-based hand rub should be provided.

Enhanced daily cleaning arrangements should be put in place, to include regular and deep cleaning using disinfectant of catering facilities/canteens/food/drink facilities, latrines/toilets/showers, communal areas, including door handles, floors and all surfaces that are touched regularly (ensure cleaning staff have adequate PPE when cleaning consultation rooms and facilities used to treat infected patients). Medical staff should review and advise on the necessary cleaning arrangements, especially in areas used for isolation or treatment.

Worker accommodation that meets or exceeds IFC/EBRD worker accommodation requirements (e.g. in terms of floor type, proximity/no of workers, no ‘hot bedding’, drinking water, washing, bathroom facilities etc.) will be in good state for keeping hygienic, and for cleaning to minimize spread of infection.

Working methods should be reviewed and changed as necessary to reduce use of PPE, in case supplies of PPE become scarce or hard to obtain. For example, water sprinkling systems at crushers and stock piles should be in good working order, trucks covered, water suppression on site increased and speed limits on haul roads lowered to reduce the need for respiratory (N95) dust masks.

Contingency Planning for an Outbreak

The contingency plan to be developed at each site should set out what procedures will be put in place in the event of COVID-19 reaching the site. The contingency plan should be developed in consultation with national and local healthcare facilities, to ensure that arrangements are in place for the effective containment, care and treatment of workers who have contracted COVID-19. The contingency plan should also consider the response if a significant number of the workforce become ill, when it is likely that access to and from a site will be restricted to avoid spread.

Contingencies should be developed and communicated to the workforce for:  Isolation and testing procedures for workers (and those they have been in contact with) that display symptoms;

 Care and treatment of workers, including where and how this will be provided;

 Getting adequate supplies of water, food, medical supplies and cleaning equipment in the event of an outbreak on site, especially should access to the site become restricted or movements of supplies limited.

Specifically, the plan should set out what will be done if someone may become ill with COVID-19 at a worksite. The plan should:

 Set out arrangements for putting the person in a room or area where they are isolated from others in the workplace, limiting the number of people who have contact with the person and contacting the local health authorities;  Consider how to identify persons who may be at risk (e.g. due to a pre-existing condition such as diabetes, heart and lung disease, or as a result of older age), and support them, without inviting stigma and discrimination into your workplace; and  Consider contingency and business continuity arrangements if there is an outbreak in a neighbouring communities. Contingency plans should consider arrangements for the storage and disposal arrangements for medical waste, which may increase in volume and which can remain infectious for several days (depending upon the material). The support that site medical staff may need, as well as arrangements for transporting (without risk of cross infection) sick workers to intensive care facilities or into the care of national healthcare facilities should be discussed and agreed.

Contingency plans should also consider how to maintain worker and community safety on site should sites closed to comply with national or corporate policies, should work be suspended or should illness affect significant numbers of the workforce. It is important that worksite safety measures are reviewed by a safety specialist and implemented prior to work areas being stopped.

In drawing up contingency plans, it is recommended that projects communicate with other projects/workforces in the area, to coordinate their responses and share knowledge. It is important that local healthcare providers are part of this co-ordination, to minimize the changes of the local providers being overwhelmed in the event of an outbreak and unable to serve the community.

Communicating the plans

In order to reduce the risk of stigma or discrimination, and to ensure that individuals roles and responsibilities are clear, the preparation measures and contingency plans should be communicated widely. Workers, sub-contractors, suppliers, adjacent communities, nearby projects/workforces, and local healthcare authorities should all be made aware of the preparations that have been made.

When communicating to the workforce, their roles and responsibilities should be outlined clearly, and the importance for their colleagues, the local communities and their families that the workers follow the plans should be stressed. Workers may need to be reassured that they there will be no retaliation or discrimination if they self-isolate as a result of feeling ill, and also with respect to the compensation or insurance arrangements that are in place.

Enclosure no. 6 to the Minutes on Consultations Held

The public consultation on the Environmental and Social Management Plan (ESMP) of the Manege Building Reconstruction and Extension Project for the Zagreb Municipal Civil Court Land Registry Office was held between 13 and 27 May 2020. The notice on public consultation was published on the ILAS Project website and the Ministry of Justice website, and an invitation to participate in the public consultations was also sent to the City of Zagreb Architects’ Society and the Croatian Chamber of Architects. The Environmental and Social Management Plan (ESMP) was accessible at the ILAS Project Implementation Unit, Ulica grada Vukovara 49, 10000 Zagreb, in paper (analogue) format. The draft Environmental and Social Management Framework was offered both in Croatian and English. The comments could have been submitted in writing by post to: ILAS Project Implementation Unit, Ulica grada Vukovara 49, 10000 Zagreb, or by email to: [email protected]. During the public consultations, no comments, proposals or written opinions were recorded.

These Minutes of Consultations Held were produced past 27 May 2020, after the public consultations period had expired.
