RURAL DEVELOPMENT: Construction of Community Centres

A large number of rural development Projects focussing on building visible assets/ infrastructure with community awareness, capacity building of communities, and creation of institutions for maintaining these infrastructures. In order to make the projects sustainable, it is important to integrate community and Panchayat engagement and converge different government department’s right from beginning. Sustainability is not a onetime exercise rather it is a dynamic and continuous process which needs to be carried out for certain period of time in project area. It includes the vision of development of community in the village. The community takes interest in maintaining village infrastructure with a strong concept of ownership.

NHPC has taken up various Rural Development programs to augment basic infrastructure facilities like construction of Community Centres, Water Supply Lines, Drains, Roads/ Paths etc. as per the need and requirements of the larger under- privileged and marginalized rural communities. NHPC has also undertaken the construction activities of Rain shelters, Passenger sheds, Cremation sheds, etc. and carried out the work of educating and training the farmers for development of Agriculture/ Horticulture/ fisheries and other advanced methods of farming.

Creating Community Centres at many villages of NHPC operational areas and few more villages lie Basti district in U.P. etc. by NHPC is a part of CSR programmes. NHPC has been acting as an agency providing a robust platform to the civil society organisations joining hands for strengthening responsible business practices.

Basti District Urban Population 2011 Out of the total Basti population(2464464) for 2011 census, 5.60 percent lives in urban regions of district. In total 138097 people lives in urban areas of which males are 72426 and females are 65671. Sex Ratio in urban region of Basti district is 905 as per 2011 census data. Similarly child sex ratio in Basti district was 904 in 2011 census. Child population (0-6) in urban region was 16283 of which males and females were 8551 and 7732. This child population figure of Basti district is 11.79% of total urban population. Average literacy rate in Basti district urban area as per census 2011 is 72.75 % of which males and females are 77.64% and 67.34% literates respectively. In actual number 100464 people are literate in urban region of which males and females are 56240 and 4424 respectively. Basti District Rural Population 2011 As per 2011 census, 94.39 % population of Basti districts lives in rural areas of villages. The total Basti district population living in rural areas is 2326367of which males and females are 1182846 and 1143521 respectively. In rural areas of Basti district, sex ratio is 966 females per 1000 males. If child sex ratio data of Basti district is considered, figure is 930 girls per 1000 boys. Child population in the age 0-6 is 374686 in rural areas of which males were 194132 and females were 180554. The child population comprises 16.10 % of total rural population of Basti district. Literacy rate in rural areas of Basti district is 55.59 % as per census data 2011. Gender wise, male and female literacy stood at 64.54 and 46.33percent respectively. In total, 1293319 people were literate of which males and females were 763479 and 559840 respectively.

A gram panchayat (village council) is the grassroots-level of panchayati raj institution formalised local self-governance system at the village or small-town level, and has a sarpanch/ Gram Pradhan as its elected head. Rural Part of Basti District is divided into 1247 Gram Panchayat/ Gram Sabha. Gram panchayats are panchayats at base level in panchayat raj institutions (or PRIs), governed by the 73rd Amendment, which is concerned with Rural Local Governments. Panchayat at District (or apex) Level District panchayat, Panchayat at Block Level is Khsetra Panchayat, Panchayat at GP Level is Gram Sabha. The gram panchayat is divided into wards and each ward is represented by a Ward Member, also referred to as a Panch or Panchayat Member, who is directly elected by the villagers. The panchayat is chaired by the president of the village, known as a Sarpanch/Gram Pradhan. The term of the elected representatives is five years. The Secretary of the panchayat is a non-elected representative, appointed by the state government, to oversee panchayat activities.

Silvatiya :- Silwatia is a small Village/hamlet in Ramnagar Block in Basti District of State, . It comes under Silwatia Panchayath. It belongs to Basti Division . It is located 33 KM towards North from District head quarters Basti,. 5 KM from Ramnagar. 196 KM from State capital . Silwatia Pin code is 272194 and postal head office is Asnahra .

Narainpur Tivari :- According to Census 2011 information the location code or village code of Narainpur Tivari village is 179741. Narainpur Tivari village is located in Tehsil of Basti district in Uttar Pradesh, India. It is situated 10km away from sub-district headquarter Harraiya and 10km away from district headquarter Basti. Beneficiaries:- Around 5000 to 6000 people from the village and nearby villages are beneficiaries of each of the community centres. During COVID- 19 pandemic, all these four community centres were used as COVID 19 centres.

The speed and scale at which CSR projects are being implemented in different parts of India make this question pertinent for discussion. A large number of such Project focus on building visible assets/ infrastructure with little allocation for community awareness, capacity building of communities, and creation of institutions for maintaining these infrastructures. In order to make the projects sustainable, it is important to integrate community and Panchayat engagement and converge different government departments right from beginning. Sustainability is not a one time exercise rather it is a dynamic and continuous process which needs to be carried out for certain period of time in project area. It includes the vision of development of community in the village. The community takes interest in maintaining village infrastructure with a strong concept of ownership.
