MINUTES OF MEETING | Dolakha

Action points:  Since the MoU between UNDP and IOM at central level is no longer valid, IOM is suggested to freely take part in SDDM activities in urban and rural areas.  Agencies planning to provide trainings for masons and carpenters are suggested to get their curriculum approved from DUDBC.  ER cluster is suggested to share the ER transition plan with Government.  Agencies are requested to submit the updates on their ER activities in the 4W template.  ER cluster is suggested to produce maps reflecting updated 4W datasheet.

Discussion points  Safe demolition and debris management (SDDM) o Dolakha has high need of SDDM of public infrastructure. o ER cluster has produced maps of the damaged public infrastructures with the data received from- MoH, MoE, MOFALD and MOUD. o IOM is performing SDDM in urban areas of Dolakha. o The MoU between UNDP and IOM in KTM level is no more applicable . Neither IOM nor UNDP has possibility to address all the SDDM needs in the urban and the rural areas respectively. . UNDP does not have funds for SDDM in Dolakha. . IOM has funds for SDDM in Dolakha. o SDDM is directly connected to the reconstruction. o Discussions are going on about requesting Nepal Army to get involved in SDDM. However, it is not likely to come into effect very soon. o Because of the difficulties in road access, heavy equipment cannot be taken to the villages and SDDM should be performed manually. o Safety is an important issue to be addressed during SDDM.

. Having insurance policy and following safety measures can be supportive. . Some informative materials on safe demolition, i.e. document, poster, video, are available in ER’s website: https://humanitarianresponse.info/en/operations/nepal/early-recovery . The infographics may not be enough and hence special trainings on safety would be effective.  Training and orientation activities o Swiss Red Cross is providing 2 weeks long training of trainers (TOT) for carpenters and masons o WFP is planning for ‘food for training’ in 13 VDCs in the Northern belt. o UNDP has not started in pillar 3 in Dolakha.  Cash for work (CfW) o The purpose of CfW is to ensure people have cash in hand. o Partners have different understandings for CfW. o DDRC has published district rate list. However some organizations are paying higher than the GOVT rate. o IOM has experienced high drop-outs of labours in between the CfW activities. o Quantifying the work and providing volume based remuneration can be one of the ways to address wage rate related issues.  Livelihood assessment o It would be good proxy for community infrastructure and livelihood. o Food security, livelihood and ER assessment is being conducted in 11 districts from 16th September. The findings would be shared with in October. The major purposes of the assessment are - to understand community infrastructure needs and to have a baseline for livelihood.  ER transition o The current cluster setup with 3 pillar approach will conclude at the end of September and ER will have a wider role from then. o A dedicated ER liaison officer will be placed in DDRC to support the coordination and IM needs.

Issues and challenges  Safety is a major issue during SDDM, especially in urban areas.  Implementing CfW is a challenge o General public has not understood CfW properly o Agencies are finding difficulty to make people work as per the district wage rate o It is difficult to represent vulnerable people in CfW program

Plan  Performing CfW, in 14 vdcs for 30 days for public work, which include, International building community shelter, debris clearance and more.

 Providing trainings for masons and carpenters in 10 VDCs by making use of the local materials that are available in Charikot.  The training curriculum is designed by a French consultant and approved by DUDBC and NSET. Swiss Red Cross  Training will go in 3 levels- DDC, VDC and Ward levels  2 weeks long training of trainers (TOT) has just started. 4 individuals from each VDC are selected for TOT, who are supposed to train other individuals in their areas.  Planning to conduct ‘food for training’ in 13 VDCs in the Northern belt.  Planning for ‘food for asset’ for public infrastructure, which would be selected on the basis of the priority set by locals. WFP  40 day work to be provided for each HH, 10 days a month. Total of 35000 employment to be generated.  Is searching for development partners to work together in the reconstruction phase.
