Seventh Semi -Annual Environmental Safeguards Implementation Report of the Karnataka State Highways Improvement Project with financial Assistance from the Asian Development Bank- Report for the Period Jan 2017 to June 2017 (updated till 30th Sep 2017) Loan ID: 2705 IND Part- 1: Introduction:

The Karnataka Public Works Department (KPWD) through the Government of India has received financial assistance from the Asian Development Bank (ADB) for Capacity Building of Karnataka Road Sector. Under this assistance, the KPWD through its wing ‘Karnataka State Highways Improvement Project’ (KSHIP) has taken up up- gradation for 615 kms of existing State Highways (SH) in the State of Karnataka. The Up-gradation works include strengthening and widening of the existing State Highways (SH) from single/intermittent lane to Two Lane Carriage Way with paved/un-paved Shoulders. The project falls under the category ‘B’ as per the ADB Safeguard Policy Statement 2009 (SPS 2009). Accordingly, Initial Environmental Examination Reports (IEER) including Environmental Management Plans (EMP) was prepared for each sub- project road and approval of the ADB has been received. The IEERs & EMPs have been uploaded in KSHIP web site. The up-gradation work is being carried through civil works contract service. As originally envisaged works were contracted in nine (9) packages in January 2012 and four (4) Rail Over Bridges (ROBs) were awarded between Dec 2013 to Sept 2014 respectively. Due to dismal performance shown by contractors of AEP3, AEP6 and AEP9 these contracts were terminated in July/Oct 2014 and fresh tenders were invited by splitting these three packages into seven (7) sub- packages viz.,AEP3A &AEP3B, AEP6A & AEP6B and AEP9A, AEP9B & AEP 9C. The new contracts were signed during June to November 2015. In all, there are thirteen (13) Road and Four (4) Rail over Bridge contracts under the ADB assistance.

Works in Six (6) original contracts viz. AEP1, AEP2, AEP4, AEP5, AEP7 & AEP8 are complete. In the balance Seven (7) new contracts works commenced and are at various stages. Work in ROB-3 and ROB-4 is complete. Work in ROB-1 and ROB-2 are in various stages completion M/s. SMEC International Pvt ltd Australia has been appointed as consultants for supervision and contract administration for road and ROB works.

The purpose of the environmental monitoring report is to provide a summary of the key issues relating to implementation of environmental management plan over the past six months. The report includes an update on overall project progress, status of EMP implementation, environmental monitoring results, and other relevant issues such as non-compliance and corrective actions, and monitoring of the Grievance Redress Mechanism (GRM). The bi-annual EMRs are prepared by reviewing and extracting key information from a number of sources which are as follows:-

 Contractors' Quarterly Health, Safety and Environment (HSE) Reports;  Engineer's Environmental Health and Safety Managers field reports  Any relevant instrumented monitoring results  Report on site visits by the CSC and PIU Environmental Engineers.

The project roads taken up under the ADB loan are depicted in the map below marked in blue colour.

1.1 Construction Activities & Project progress during the Previous Six Months

During the reporting period of the Six Months the contractors have taken up activities such as Embankment, Sub- grade, Granular Sub Base, Wet Mix Macadam, Dense Bituminous Macadam, Bituminous Concrete and CD works such as Box Culvert, Major Bridge & Minor Bridge. 1.2 Changes in Project Organization & Environmental Management team

Mr. K Balakrishna KES, Chief Engineer KPWD reported as new Project Director PIU KSHIP in March 2017 in place of Mr. Thyagaraja. The services of Senior Environmental Specialist, ACF and other environmental staff of EMPIU were continuously available during the reporting period.

Mr. Ian Pragnell Team Leader of CSC left the project on 25th August 2017. CSC is in the process of mobilization of new team leader. During the period, Senior Quality Surveyor had assumed the responsibilities of Engineer’s Representative/Team Leader. The input of CSC Environmental Specialist was continuous for the reporting period.

1.3 Relationships with Contractors, Owner & Lender, etc

The relationships between contractors, Engineer, Owner, and Lender are considered Normal working relationships. At the working level, communication with regards to environmental issues remains good.

Part II- Environmental Monitoring

KSHIP is conducting environmental (pollution) monitoring on a quarterly basis through an independent agency. Ambient Air quality, Noise, Water and Soil quality tests are included in the monitoring.

M/s. Sneha Test House Bangalore an NABL Laboratory is engaged for this assignment. The original contract of four (4) years from November 2012 has been extended up to end of June 2018. Consultants have completed monitoring of the 1st Qtr of Year-5 (2017) during May and June 2017.

The results indicated that except excess noise at few locations no other environmental parameter has exceeded the standard / permissible limits prescribed by the Ministry of Environment, Forest and Climate Change Govt. of India for ambient air quality, noise surface and water quality for Bureau of Indian Standards for drinking water .

The consultant has observed that the increase in noise level is attributed to the vehicular movements and human activities and is a temporary phenomenon will come to normal once the road improvements are complete. However, several mitigation measures such as construction of solid noise barriers at environmental sensitive locations such as hospitals, medical centers schools and other education institutions along project roads have been take up by PIU and temporary noise barriers are erected by contractor at sensitive locations during construction time.

Part III- Environmental Management

3.1 Environmental Management System/Site Specific Environmental Management Plan and Work Plans:-

PIU Environmental Team in consultation with CSC Engineers experts regularly performed site observation and due inspection. Accordingly all observations made in this report are by the Engineers, Resident Engineer & EHSM. Statutory and regulatory permits and licenses from District Revenue Administration and Department of Mines and Geology and KSPCB required for establishing and operation of Quarry, Crusher, Hot Mix Plant, Wet Mix Macadam plant, Ready Mix Concrete Plant, DG Set and other plant and machineries have been obtained by contractors. Details furnished in Annexure 2. The findings of the observations are summarized in the table 4.

3.2 Site Inspections & Audits

During the reporting period field inspections were done for monitoring of safeguards compliance and survey of the environmental protection and mitigation measures effectiveness in accordance with EMP/SSEMP requirements and corrective action plan. During the inspections and audits the visual surveys on-site, sampling, meetings with workers, contractor, environmental engineers and specialists were conducted.

3.3 Non Compliances Notices

No major non compliances were noticed. However, minor NCs which were observed were brought to the notice of the contractor at the site itself to mitigate and with follow up letters from engineer.

3.4 Corrective Action Plans

Contractors initiated mitigation measures. Details of compliances to NCs are given in the table below:-

3.5 Consultation & Complaints

PIU-KSHIP has Comprehensive compliant handling mechanism to address the road work related problems encountered by the citizen of state. PIU KSHIP has engaged consultancy services of M/s Vindya Infotech for receiving complaints/grievances round the clock (24X7) from citizens.

Citizen can send complaints through post, email, fax, letters and phone. Online complaints can also be registered by visiting www.kship.in . The compliant management cell of PIU KSHIP arranges a entry of the compliant into the CHM through a Data Entry operator (DEO). Complaint Management Officer (CMO) assigns the complaint along with time frame to the Concerned Expert who (Responding Officer - RO) will prepare the response to the complaint. Further, Citizens can also register compliant at contractor’s camp office, KSHIP division office located near the project road. If the complaint is not addressed by the contractor to satisfaction of the complainant. The complainant may take up the matter to the District Grievances redressal cell constituted under the chairmanship of District Commissioner.
