Terms of Reference for Technical Engineers for the works implemented under various projects in Smart City related works for Thoothukudi smart city limited.

1. Background

Thoothukudi is a port City situated in the Gulf of Mannar about 125Kms. North of Cape Comorin. Thoothukudi City was elevated as a Corporation on 05.08.2008. This City Municipal Corporation is spread over an extent of 90.66 Sq.kms after it was expanded from 13.47 Sq.kms. Thoothukudi is served by three main roads which radiate to Madurai, Tiruchendur and Tirunelveli. It is also the terminal of the broad gauge railway line which connects Thoothukudi with the Southern Railway broad gauge system. Thoothukudi Port is one of the ten major ports in India second only to JN Port (Mumbai) in size. In Madurai-Tuticorin Industrial Corridor. Thoothukudi city was selected as Smart city and following works has been carried and works are in progress in various stages. 1. Re development of Old bus stand 2. Open space making (Park Development works) 3. Re development of Buckle odai 4. Re development of Smart Anganwadi 5. Renovation of Burial Ground 6. Development of Dhobikhana 7. Smart school maintenance work 8. Multi level car Parking 9. Smart water supply 10. Uniform City Signage Programme 11. Smart Roads 12. Muthu Nagar Beach Development 13. Construction of Chidambaranagar shopping mall 14. Construction of City conversion centre near VVD OHT 15. Smart Bus shelter 16. Badmiton Play ground with Gym and Swimming Pool 17. Bio mining at Tharuvaikulam 18. Providing STEM Park at Ambethkar Nagar

The above projects are in Progress and proposed to be implemented by Thoothukudi Municipal Corporation. Now in order to supervise the above works, the Thoothukudi Municipal Corporation has proposed to appoint Technical Engineers in Civil Engineering Fields who are retired from various Government Departments and Horticulture Engineers for maintenance of Parks.

2. Objective

The objectives of this assignment are:

(i) Supervision of the works in order to ensure time bound completion as per approved specifications. The Engineers shall remain in the project during implementation till completion of all works stipulated in the tender documents for the various packages.

(ii) Submission of periodical reports (physical as well as financial), liaison with other Government / Private Agencies for trouble free execution, assist Thoothukudi City Municipal Corporation in obtaining all Statutory and other clearances from the concerned departments, convene periodical tri-partite meetings with Thoothukudi City Municipal Corporation- Contractor-Consultant and attend meetings convened by Thoothukudi City Municipal Corporation with regard to project management related activities.

3. Scope of Assignment:

The scope of the assignment covers the Technical Engineers for implementation of various smart city related works. The works mainly consist of checking the correctness of levels and verifying the DPR for its correctness. The Technical Engineers will perform all acts as are normally performed by a regular of a Government Department as required and will include the following:

The Technical Engineers will assist Thoothukudi City Municipal Corporation in Implementation management, which will include responsibility preparation of an effective implementation management plan (work sequencing, coordination with other utility departments, identify and management of bottlenecks, administrative clearance management, drain maintenance/managing storm flows during construction, communication with public etc), contract management, quality control, preparation of bills and as built drawings.

(i) Preliminary works

1. The Engineers shall (a) prepare an effective project monitoring plan using necessary tools. (b) draw up revised milestones with monthly targets in case of deviations (c) project financial budget considering the timeframe stipulated in contract executed with the Contractor for works and furnish the same to the Thoothukudi City Municipal Corporation.

(ii) Liaison

1. The Engineers shall assist in obtaining permissions, statutory and other approvals / clearances from the concerned departments/agencies. Similarly, Engineers shall assist in obtaining permission/clearance for utility and service connection diversions from the concerned agencies. However, Thoothukudi City Municipal Corporation will have to request and execute all necessary documents with the concerned authorities, in consultation with Engineers. 2. The Engineers shall provide all technical details related to this project and to assist the Corporation for the preparation of reports to be submitted to the Government as and when required. 3. The Engineers has to make presentations to various Departments / Agencies during the preliminary / liasoning / supervision and monitoring / defect liability period as required. 4. The Engineers has to provide necessary write-ups / Minutes of Meeting / Drafting of Agendas etc., as required and requested by Thoothukudi City Municipal Corporation relating to the project.

(iii) Supervision and Monitoring

5. The Engineers shall supervise the works during execution and ensure that the works are carried out by the Contractor as per the approved design and specifications as stipulated in the tender documents / contract executed with the Contractor for works. 6. The Engineers shall supervise the works to ensure conformance of removal of debris, excavated earth etc and usage of materials as per the design/drawings/specifications stipulated in the tender documents/contract executed with the Contractor for works directed by the Thoothukudi City Municipal Corporation. The Engineers shall approve materials and quality of works based on test results produced by the Contractor. 7. Engineers shall verify the designs and in the case of change in designs, the Engineers shall recommend the appropriate designs, drawings and estimates for the same. 8. The Engineers shall ensure that the works adhere to the quality levels, gradients, alignment and dimensions specified in the tender document / contract executed with the Contractor. 9. The works shall be monitored, supervised, measured and certified that it is carried out as per Indian Standards or with other equivalent standards. 10. The Engineers shall monitor progress with reference to agreed targets drawn up jointly by the Contractor with Thoothukudi City Municipal Corporation and deviation, if any, shall be brought to the notice of Thoothukudi City Municipal Corporation. 11. The Engineers shall bring to the notice of Thoothukudi City Municipal Corporation with regard to any deviation required in the approved design and specifications (including substitution of materials, both in quantity as well as specification) required based on the site condition and suggest modifications, if any required. In all such cases, prior written approval of Thoothukudi City Municipal Corporation shall be obtained before starting of the execution (both for increasing and decreasing the cost of the works). Detailed justifications including rate analysis (with supporting documents) have to be provided by Engineers to Thoothukudi City Municipal Corporation. 12. The Engineers shall bring to the notice of Thoothukudi City Municipal Corporation with regard to any additional or balance works which are required to be carried out based on the site conditions, need and requirement of the project. In all such cases, prior written approval of Thoothukudi City Municipal Corporation shall be obtained before starting of the execution. Detailed estimates with justifications including rate analysis (with supporting documents) have to be provided by Engineers to Thoothukudi City Municipal Corporation. 13. The Engineers shall attend all meetings convened by Thoothukudi City Municipal Corporation regarding this project and attend meetings convened by any other agency as directed by Thoothukudi City Municipal Corporation, from time to time. 14. The Engineers shall inspect, and record measurements in measurement books at each stage of works. In case of such of those works where measurements are hidden after completion as in the case of foundations, reinforcements in RCC structures, earth work excavation and quantity of excavated earth carted etc., check measurements are to be carried out immediately after each activity is completed. 15. The Engineers shall verify and certify the bills submitted by the Contractor and price escalation for the works completed by the Contractor in accordance with the tender documents / contract executed with the Contractor for works and actual work done as reflected in the measurement book / log book, for payment by the Thoothukudi City Municipal Corporation. 16. The Engineers shall ensure that no additional claims (both for quantity as well as additional scope) shall be admitted without the prior written approval of Thoothukudi City Municipal Corporation. 17. The Engineers shall recommend the levy of liquidated damages from the Contractor for any non-performance with respect to contract executed by the Contractor for works. 18. The Engineers shall ensure strict observance of labour laws or other stipulation as indicated in the contract entered into with the Contractor for works, by the Contractor. 9. Matrix of Manpower

Proof of Retirement certificates which are working from various Government Departments to be enclosed for Technical Engineers The number of staff required is only tentative and it may increase as per the requirement of the Thoothukudi Corporation. The site Engineer/Supervisor’s role shall be required during Night shifts as per nature of works. No additional cost will be provided for Night shifts.

11. Payments:

The payment will be paid as follows: 1. For Retired Executive Engineers Rs. 50,000/- per month 2. For Retired Assistant Executive Engineers Rs. 40,000/- per month 3. For Horticulture Engineers Rs. 40,000/- per month 4. For Technical Supervisors Rs. 15,000/- per month
