Welcome to the Waterfront Alliance’s 2019 Waterfront Conference—Rising Seas, Rising Risks: Adapting Our Region. We are thrilled that you have chosen to join us and are adding your voices to the region’s premier forum about the future of our shared waterfront.

While our waterways provide us with many benefits—recreation and well-being, education, and good-paying jobs—they also pose risks. With sea levels rising and coastal storms increasing, we must explore strategies for building more equitable and resilient waterfront communities. The Waterfront Alliance has been a strong advocate for smart coastal policy since its inception. Now, the Waterfront Alliance is leveraging our convening and public policy experience to take a leadership role in building the resilience of our region to sea level rise and coastal storms.

We are joined by a distinguished lineup of leaders, experts, and advocates who are confronting the issue of how we will adapt head on. We will highlight the work of our Coastal Resilience Task Force, an unprecedented gathering of experts, activists, and business and community leaders, charged with the development of an action agenda for regional resilience in the New York-New Jersey metropolitan region.

Speakers and panels will underscore progress on major resiliency projects and climate change adaptations from across the region while assessing the challenges and opportunities for better preparedness. We will hear from experts around the country, innovators advancing new climate and renewable energy technology, and grassroots leaders bringing resiliency issues to the forefront of their communities.

Stringer says that the “future is with big ideas in clean energy, not big polluters.” New York City has set its sights on becoming a world leader in the fight against climate change. In a conversation with Marketplace’s Janet Babin, the Comptroller addresses the key components in turning those big ideas into reality. Funding is one of the more formidable obstacles to achieving environmental sustainability and resiliency in New York City. The Comptroller will discuss the economics of sustainability and how New York City has significantly advanced in the area of financing for resilient infrastructure. The Comptroller will also outline the roles of New York City Pension Funds, divestment from fossil fuels, and the green bonds program in making New York City a more resilient city.

Six years after the devastation of Hurricane Sandy, our region is stronger, but still vulnerable to the increasing risks brought by climate change. How we ensure the safety of millions of lives and billions of dollars of property and infrastructure, how we finance and administrate that protection and how we communicate the urgency of the need are questions that beg better answers. Co-chairs of Waterfront Alliance’s Coastal Resilience Task Force will underscore the process by which we are building consensus across New York and New Jersey to implement practical solutions to the most pressing issue of our time. As climate risk continues to steepen, the time for a shared resilience action agenda is now.

Several cities across our nation have experienced and endured the devastation of flooding events. Big floods have been deemed a matter of national security. The destruction and damage following severe flooding leave many communities disrupted, isolated, and vulnerable. From Hurricane Sandy to Hurricane Michael, the nation has rallied together behind these communities in efforts to help them recuperate and recover. Cities need to form a collaborative network to share information and learn from each other in order to become better prepared and resilient to flooding events. Our panelists from across the nation will discuss lessons learned from New Jersey, Norfolk, Miami and New Orleans, and will discuss the key threats, preparedness strategies and state and municipal best practices regarding extreme weather events.

From to Staten Island to Jersey City, neighborhoods across our region are on the frontlines of climate change. Communities along the local waterfront are especially vulnerable to threats resulting from coastal storms and sea level rise and are in need of protection. To respond, municipalities have established new policies and practices to transform neighborhoods— from our streets to our parks—into more resilient and equitable spaces. New York City has officially kicked-off the planning stages for the next Comprehensive Waterfront Plan. Published every ten years, the

8 2019 Waterfront Conference Comprehensive Waterfront Plan outlines the strategic vision of the City’s waterfront for the decade ahead and has traditionally encompassed priorities such as expanding public access, supporting the working waterfront, and restoring the ecology of our shores. The plan is scheduled to be released in 2020, with public input beginning in 2019. Hear from Director of Waterfront and Open Space Planning for the New York City Department of City Planning, Michael L. Marrella, discuss the goals of the new plan, and steps ahead.

In areas where the coastal hazard risks are especially high, is it better to retreat than rebuild? As sea levels rise, policy makers are working to protect vulnerable communities and their infrastructure. While resiliency guidelines and planning have made strides in risk reduction, many are still saying it is not enough. Managed retreat is a coastal management strategy that essentially aims to buy out and relocate properties along the shoreline to transform the area back into green space. Panelists will be asked to examine the cost-benefits of managed retreat in our region, ecological best practices, and consider examples of communities facing retreat as an option and the factors leading to these decisions. What conditions must be met for this strategy to be successfully implemented? What are the repercussions for the relocating communities?

Our region’s waterfronts are a place for innovation. The solutions needed to address coastal resiliency and land use challenges increasingly call for new and innovative approaches to engineering, technology, ecology, and other sectors. Hear from leading innovators in three separate brief presentations:

1. Crunching the Numbers: A Data Analytics View of the Waterfront Speaker: Steven Kalifowitz, President, Localize.city Localize.city offers unique and interesting insights on any address in the five boroughs through the use of artificial intelligence. The technology analyzes thousands of data-sets, extracts what’s potentially relevant, and converts that into insightful information for users. Steven Kalifowitz will discuss how those data sets have illuminated how and what we are building in the flood plain and new green spaces, along with many other facets of living in New York City.

2. View from Norway: Yara Birkeland: Autonomous Logistics for a Zero Emission Future Speaker: Peter Due, Executive Vice President, Yara Birkeland The Yara Birkeland is an autonomous container ship developed in Norway due to be launched this year. The Yara Birkeland project is planned to be the first fully autonomous logistics concept from industrial site operations, port operations, and vessel operations in the world.

3. Empowering Communities on Risk Informed Decision Making in an Uncertain Climate Future Speaker: Heather M. Morgan, Sustainability and Risk Management Lead for Metro New York, AECOM Communities across our region are increasingly being introduced to major projects and approaches on how to prepare for an uncertain climate future and how to evolve our region’s aging assets. But a project-based approach alone may be insufficient to tackling the tremendous challenges in front of us and engaging communities to take a leadership role in decision-making. Adaptive capacity design trying to tackle systemic problems will require full transparency and honest discourse on the pros and cons amongst each project partner (federal, state, local, or private) on available resources, funding vehicles, agility, and restraints. Climate adaptation design is demanding a new value system and lens governed by urgency and systemic responses, but might only be implemented through informed and planned incremental lifts of risk management. System thinking will need to include empowering and educating communities on their risk exposure to foster deeper involvement in the decisions before them and understanding the long term benefits and responsibilities that will come with these designs. In transitioning from the U.S. Army Corps of Engineers, to the private sector again, Heather Morgan will explore and show, how clients like Battery Park City Authority and the South Battery Park Resiliency Project, are taking the lead on this new era of climate decision-making and an evolving value system.

How can abstract ways of communicating and storytelling help get out the message that science is real? For many, the discussion around climate change is still unclear, uncomfortable, or seems removed from daily life. Yet the arts provide a platform to have a compelling and interesting conversation about climate change. This panel will explore how artists and their work serve as a conduit for displaying and interpreting the science of climate change, as well as shaping dialogue about climate change. Can art change our perception and thoughts on climate change? Can art be used to empower people to access and engage with climate change in a positive way?

1. The Future of Governors Island And Connecting to the Waterfront The Trust for Governors Island is a nonprofit organization charged with the planning, redevelopment, and ongoing operations of 150 acres of Governors Island. Michael Samuelian will discuss the future growth of Governors Island and will highlight the Waterfront Alliance’s Maritime Activation Plan, exploring ways to increasingly connect New Yorkers to the waterfront and enhance waterborne transit, recreation and education.

Change is in the air. With the demand for clean energy becoming more urgent, wind power can play a role to diminish fossil fuel usage and carbon emissions in New York State. By 2030, the state aims to develop up to 9,000 megawatts of offshore wind energy, making New York a national leader for the emerging offshore wind energy industry. While cost reducing technologies have made wind farms more commercially viable, there are still formidable challenges that the industry must address in order to be feasible and sustainable. Our panelists will examine the feasibility of offshore wind development in New York, the port infrastructure needed to support the projects, impacts on ecology, and the economic development benefits associated with this renewable resource.

Leaders in communities—ranging from Community Board members to local businesses—are increasingly looking to be empowered in local decision-making and have sought out the Waterfront Edge Design Guidelines (WEDG) as a resource that provides tools for resilient, accessible, and ecologically healthy waterfronts. More than a design tool, WEDG establishes standards for equitable waterfront development through robust public outreach, prioritizing the needs and visions of historically underserved communities to shape waterfront public space. This panel will showcase companies, communities, and organizations that have taken the WEDG Pledge, a commitment to advocate for their communities and good stewardship of the waterfront.

Now in its fourth year, the Waterfront Scholars program brings together undergraduate and graduate students for a day of learning and networking at the Waterfront Conference. JANET BABIN Marketplace @jennababin

Janet Babin is a journalist and educator who often writes about climate change. Last fall she wrote a series of stories that aired on PRI’s The World detailing how melting ice in the Arctic is accelerating sea level rise in coastal cities like New York. Her research included camping near the Greenland ice sheet with scientists from Columbia University’s Earth Institute and the University of Buffalo. Her Greenland work received an Andrew Weegar Memorial Field Reporting Award from the Institute for Journalism and Natural Resources. Janet has covered politics, writing about Donald Trump’s 2016 presidential campaign as a staff reporter at WNYC. She was part of a team at WNYC investigating New York real estate sales; the work was named Best Radio News Series by the Associated Press in 2016. She spent a year reporting on the effects Hurricane Sandy had on New York and New Jersey. Her national continuing Sandy coverage received a PRNDI award. Janet often writes for PRI’s Marketplace, the business show on public radio. Her work has also appeared on numerous NPR programs including Morning Edition and All Things Considered.

HARRIET E. BERG Norwegian Consulate General in New York

Harriet E. Berg took on the position as Norway’s Consul General in New York in late August 2017. She has held several positions in the Ministry of Foreign Affairs since 1991, including as Minister Counsellor at the Norwegian mission to the United Nations and other international organizations in Geneva, where she was head of the human rights team from 2011–2016. Prior to this, from 2000–2011, she worked for the Telenor Group, a multinational telecommunications group, heading their governmental relations activities starting in 2007. She established and was head of Telenor’s Brussels (European Union) office. Prior to joining Telenor, she was state secretary (deputy minister) for the Norwegian Ministry of Trade and Industry from. She holds a Master of International Affairs from Columbia University.

2019 Waterfront Conference 15 ALICE BLANK Alice Blank, Architect Community Board 1 Manhattan

Alice Blank is the principal of Alice Blank, Architect, an architecture and design studio specializing in residential and commercial projects in New York. Prior to establishing her New York firm, she worked as an architect and as an urban planner in Cairo, Egypt and in Neuchatel, Switzerland. In the public arena, Alice presently serves as the chair of Community Board 1 Manhattan’s Environmental Protection Committee, and as a member of CB 1’s Land Use, Zoning and Economic Development Committee and its Waterfront and Parks Committee. Alice has taught studios in architecture, landscape architecture, and urban planning at the Catholic University of America, the University of Pennsylvania, and Hunter College. Her student teams at Hunter worked in partnership with community-based organizations to design neighborhood development projects, winning substantial financial awards in regional competitions over thirteen consecutive years. Alice has guided public design competitions in the region, hosting the Davids’ Island competition, a collaboration with the College of New Rochelle, to conceive new uses for this site off the coast of New Rochelle, and hosting Ideas Afloat, a project funded by the New York State Council on the Arts and the Graham Foundation, to consider new uses for the islands comprising New York City’s archipelago.

For more than 29 years, Colonel (Ret.) John R. Boulé, II, P.E., has delivered innovative engineering solutions in the most difficult environments during numerous combat and disaster relief missions with the U.S. Army, as well as for numerous infrastructure and facilities clients in the northeastern United States. John joined Dewberry Engineers in September 2014 where he is a senior vice president and business manager for the New York operation. Previously, he led Parsons Brinckerhoff’s Hurricane Sandy Recovery and Resiliency Program, which delivered near- and long-term resiliency solutions for numerous clients such as the New York City Economic Development Corporation and the Metropolitan Transportation Authority. Before that, John was a colonel and commander of the New York District of the U.S. Army Corps of Engineers—a position that made him responsible for the Corps’ water resource development, flood

John graduated from the United States Military Academy at West Point with a Bachelor of Science in civil engineering. JULIA BOVEY Equinor Wind US

Julia Bovey has helped shape renewable energy policy and projects for 15 years, from positions in environmental advocacy, federal and state government, and project development. She is currently director of external affairs for Equinor Wind US, with projects under development for New York and New Jersey and a newly-acquired offshore wind lease area off Massachusetts. Julia left a 15-year career in journalism to join the fight against climate change and for renewable energy. She advocated for clean energy policy and projects at Conservation Law Foundation in and the Natural Resources Defense Council in Washington, D.C. Twice she has had the honor to sit on the other side of the advocacy table. She was appointed by President Obama to help break down barriers to renewable energy at the Federal Regulatory Commission and by New York Governor Cuomo to help implement the State’s ambitious plans to reform the grid for the clean energy future.

Annisia Cialone, PP, AICP, LEED AP serves as the director of the Department of Housing, Economic Development and Commerce (HEDC) for the City of Jersey City. The department includes the divisions of economic development, city planning, construction code, zoning, community development, housing preservation, and commerce. Prior to her appointment as the director of HEDC, she served as the director of the division of city planning. Prior to joining the City of Jersey City in March of 2017, she was a senior associate at Perkins Eastman. She has expertise in the management and design of large-scale urban design and strategic master planning projects for both public and private clients. Annisia holds a Bachelor of Architecture from The Cooper Union and a Master of Architecture in Urban Design from Harvard University’s Graduate School of Design.

Costa Constantinides, Chair of the City Council Environmental Protection Committee, has represented his native Astoria as well as parts of Jackson Heights, Woodside, and East Elmhurst since 2014. Over that time he has championed transformative legislation to make New York City more sustainable, resilient, and fairer in the fight against climate change. Council Member Constantinides led the legislative effort to New York’s historic commitment to reduce greenhouse gas emissions 80 percent by 2050. Since that time, he has enacted legislation to shrink the Big Apple’s carbon footprint and green its electricity grid. He has also proposed using a reimagined Rikers Island to generate enough solar energy to close power plants in environmental justice neighborhoods.

Colonel (R) Alan M. Dodd, P.E. is the Director for the Department of Resilience and Public Works for the City of Miami with responsibility for regulatory compliance, maintenance, and construction of the City’s roads, sidewalks, storm water infrastructure, and the public Right-of-Way. He has 30 years of engineering and construction management experience at the local and federal level. Colonel Dodd retired from the U.S. Army in 2015, culminating with assignment as District Engineer, Jacksonville District, U.S. Army Corps of Engineers where he had responsibility for all civil works and regulatory operations in Florida, to include implementation of the Comprehensive Everglades Restoration Program.

Peter Due has been part of the core group developing the Yara Birkeland project from the beginning. Before joining Yara on January 1, he was the Director Autonomy at Kongsberg, and has been instrumental in developing their autonomy program. He also has 15 years experience as an entrepreneur in corporate events, designing clothes, and MedTech, a diplomat in Saudi Arabia, and an officer in the Army. Peter is convinced finding the key to solving the sustainability issues will be found in technology.

Arturo Garcia-Costas manages The New York Community Trust’s National and International Environment and New York City Environment programs. Before joining The Trust, he worked for New York State, where he focused on climate and energy justice issues and oversaw its environmental justice grant program. Earlier in his career, Arturo ran a United Nations Development Programme initiative focused on implementing the 1994 Earth Summit treaties, and served as the special assistant to a Senate-confirmed Clinton appointee at the U.S. Environmental Protection Agency. He earned a B.A. from the City University of New York, a J.D. from Stanford Law School, and an M.S. in Urban Policy and Leadership from Hunter College.

Lisa Goulet is a curatorial fellow at The Climate Museum. She joined the team in fall 2017, for the Museum’s first show, In Human Time. He grew up on the Upper East Side with his mother, who still lives in the neighborhood, and his grandparents, who fled anti-Semitism in Europe. As former vice-chair of the Jewish Caucus, he has been an ardent advocate for Israel and supporter of Jewish causes. As the new Chair of the Committee on Contracts, he oversees procurement policies and procedures, government and collection agency contracts, as well as the Mayor’s Office of Contract Services and the Procurement Policy Board. Peter Kasabach is the executive director of New Jersey Future, a nonprofit statewide policy organization that advocates for better land-use practices resulting in environmental protection, community redevelopment and resilience, center- based growth, and transportation choice. Prior to joining New Jersey Future, Peter served as the chief of policy for the New Jersey Housing and Mortgage Finance Agency and led all planning and real estate programs at the Trenton-based community development organization Isles. Peter lives and works in Trenton and has been actively engaged in the areas of planning, community redevelopment, finance, and housing for more than 25 years. Rich Kassel joined Capalino+Company in March 2017 to direct the energy, environment and sustainability practice group, which works with corporate and nonprofit clients in New York, at the federal level, and in China. Prior to joining Capalino+Company, Rich spent more than two decades working on a wide range of air, energy, climate, land use, parks, and transportation policies and projects at the Natural Resources Defense Council (NRDC) and directed the New York office of Gladstein, Neandross & Associates, a leading environmental consulting firm. In those roles, Rich created NRDC’s “Dump Dirty Diesels” Campaign, which resulted in the clean-up of New York City’s transit buses and new federal programs to reduce diesel emissions by more than 90 percent; worked closely with the Bloomberg and de Blasio administrations on the transportation components of their PlaNYC and OneNYC programs; played a major role in the creation of the Hudson River Park; and co-founded an international organization that led the successful campaign to eliminate leaded gasoline worldwide.

Dan Kellerman is a vice president and serves as the central division operations officer at HNTB Corporation. He is a professional engineer and project management professional with nearly 40 years of program, design, and construction management experience on large public infrastructure projects involving both traditional design-bid-build and alternative delivery methods. From 2006 through 2011, Dan was HNTB’s program manager for the Hurricane Katrina recovery efforts, leading HNTB’s teams to complete more than $70 million worth of planning, design, and construction management services on more than $2 billion of large civil works, water resource, flood protection, and environmental projects in Louisiana.

Nathan Kensinger is an interdisciplinary artist whose work explores hidden urban landscapes, unnatural waterways, environmental disaster zones, and coastal communities endangered by sea level rise. For the past decade, he has documented New York City’s changing waterfront in an ongoing series of photo essays, films, and video installations. His work has been featured in The New Yorker, The New York Times, the The Wall Street Journal, PBS NewsHour, and Nature Climate Change, and has been exhibited by the Museum of the City of New York, Brooklyn Museum, Museum, and the Museum of Contemporary African Diasporan Arts.

Matthew Kwatinetz is the executive vice president of the asset management division of the New York City Economic Development Corporation (EDC), managing the overall strategy, development, and leasing of a 65M+ square foot portfolio of real estate and port assets across all five boroughs. PortNYC includes a range of freight, rail, and maritime assets, from public docking facilities to NY Cruise, one of the country’s top-five busiest cruise ports. The asset management division set up and ran the from 2011 to 2017, and more recently set up the new NYC Ferry department, which in the last two years has built 19 landings, launched 5 routes, and served more than 3M passenger trips in what has been the largest expansion of passenger ferry service in New York City’s history. Anita Laremont serves as executive director of the Department of City Planning (DCP) and served as General Counsel from 2014 into January 2019. Anita also serves as the agency’s chief analytical officer. Since joining DCP, Anita has worked to establish many of DCP’s top priorities, including mandatory inclusionary housing, zoning for quality and affordability, and the Greater East Midtown Plan, among other neighborhood- wide plans. Before joining DCP, Anita was a partner in the law firm of Harris Beach PLLC, where she had a real estate and land use law and government agency practice. Marit Larson is the chief of natural resources in NYC Parks’ Division of Forestry, Horticulture and Natural Resources. She holds masters’ degrees in environmental engineering from the University of Washington and in forestry and resources management from the University of California at Berkeley. Beginning with a Fulbright Scholarship to study stream restoration in Germany, she has worked on stream and wetland restoration in urban areas for more than 25 years. Marit oversees staff conducting forest and wetlands restoration, native plant propagation, natural resource stewardship, green infrastructure design and construction, and the monitoring, assessment and management of more than 10,000 acres of natural areas in New York City.

Paul Lipson is an urban solutions consultant specializing in renewables and clean transportation. From 2004–2011, Paul served as chief of staff to Congressman Jose Serrano (NY-15) from the Bronx. Peter Madonia most recently served as chief operating officer of The Rockefeller Foundation where he provided leadership and strategic direction for financial and operational functions and oversaw the Foundation’s regional office operations in Nairobi, Kenya; Bangkok, Thailand; and The Rockefeller Foundation Bellagio Center in Bellagio, Italy. Prior to joining The Rockefeller Foundation, Peter served as chief of staff to New York City Mayor Michael R. Bloomberg, a position he was appointed to after serving as senior advisor to the Bloomberg for Mayor Campaign. Peter’s previous experience in New York City government includes serving as first deputy commissioner of the Fire Department, deputy commissioner for budget and operations at the Department of Buildings, and chief of staff to the deputy mayor for operations. Michael L. Marrella, AICP, is the director of waterfront and open space planning for the New York City Department of City Planning. Michael is responsible for directing waterfront policy for the agency and oversees the agency’s resiliency planning portfolio. He advises the City Planning Commission on the planning issues affecting waterfront and open space areas, and acts as the primary liaison to stakeholders including elected officials, community organizations, and private sector entities on matters of land use and economic development related to waterfront and open space. Michael is also the chief administrator of the City’s Waterfront Revitalization Program, the City’s coastal zone management program. Michael chairs the City’s Waterfront Management Advisory Board, a panel of experts appointed by the Mayor and the City Council who advise the City on all aspects of planning and policy for the City’s 520 mile waterfront.

Catherine R. McCabe, a long-time federal environmental leader, assumed her duties as Commissioner of the New Jersey Department of Environmental Protection (DEP) on January 22, 2018. Commissioner McCabe comes to the DEP with a distinguished career in government service, both in environmental law and science. Most recently, Commissioner McCabe served as U.S. Environmental Protection Agency Deputy Region 2 Administrator in New York City. In that position, Commissioner McCabe assisted the regional administration in overseeing operations and regional implementation of all EPA programs in New Jersey, New York, Puerto Rico and the U.S. Virgin Islands. Commissioner McCabe is well suited to tackle the Murphy Administration’s ambitious environmental goals for New Jersey—addressing the effects of climate change being felt along the Jersey shore, building a clean energy economy with well-paying green jobs, and restoring the state’s participation in the Regional Greenhouse Gas Initiative, with the intention of having New Jersey reach 100 percent clean energy by 2050.

Andria P. McClellan is using her experience as an entrepreneur, civic leader and community activist, parent of three, and former planning commissioner to make meaningful and progressive changes to the city of Norfolk, Virginia. Unseating a 16-year incumbent in 2016, she was elected to serve a Superward City Council seat for the 2nd largest city in Virginia because of her pro-growth, innovation platform which focuses on diversifying the economy in a city home to the largest naval base in the world; finding solutions and funding to address flooding, sea level rise and mitigate climate change; and, creating a more engaged, accessible and transparent city government. Andria serves on several local, regional, and national boards and commissions. She began her career working in sales and marketing for two Fortune 500 companies, after which she ran two start-up companies. Andria earned her B.A. from the University of Virginia and graduated from the Wharton Management Program at the University of Pennsylvania.

FAWN Z. MCGEE NJDEP Blue Acres Buyout Program @NewJerseyDEP

As the bureau chief of state land acquisition for New Jersey, Fawn Z. McGee has direct responsibility for the budget and negotiations on behalf of the NJDEP Park & Forestry and Fish & Wildlife divisions for approximately 400 pending properties. In the wake of Hurricane Sandy, she operationalized, and continues to direct, the State Blue Acres Buyout Program, which purchases flood-prone properties from homeowners, then demolishes the structures and restores the land for passive flood reabsorption. Under McGee’s leadership, Blue Acres has successfully secured more than $300 million in federal funding from FEMA and HUD since May 2013, and has moved close to 700 families out of harm’s way.

Heather M. Morgan, RLA oversees sustainability and risk management in the New York metro water and marine groups at AECOM. She brings more than 16 years of experience in flood risk management, infrastructure planning, landscape

Heather currently serves as the project management lead on Park City Authority’s South Battery Park City Resiliency Project. Deborah H. Morris is the executive director of resiliency policy, planning, and acquisitions at the New York City Department of Housing Preservation and Development. Deborah advises the agency on the physical and financial risks facing existing affordable housing, develops standards for new affordable housing in waterfront communities, and collaborates on long- term planning initiatives, including the Resilient Edgemere Neighborhood Initiative, which developed a vision for a Rockaways waterfront community facing sea level rise risks. Deborah received a Master’s in City Planning and Urban Design from Massachusetts Institute of Technology and a Bachelor of the Arts from the University of Michigan.

Dr. Julie Pullen is director of product at Jupiter Intelligence, a start-up delivering hyper-local predictions for a changing climate using cloud computing. She is an adjunct research scientist at Columbia’s Lamont-Doherty Earth Observatory and advises the Environmental & Climate Sciences Department of Brookhaven National Laboratory. Julie is a 2018 Fulbright Scholar (Philippines). Previously she was associate professor in civil, environmental, and ocean engineering at Stevens Institute of Technology where she led international multidisciplinary teams in integrated ocean and meteorology field and modeling studies. Julie’s expertise spans climate, weather and hydroscience with a particular focus on high resolution coastal urban prediction for flooding, heatwaves, and other perils. She has served on National Academy panels for climate and earth system prediction and headed the multi-million dollar DHS-funded National Center for Maritime Security. As a scientist at the Naval Research Laboratory, she pioneered the coupling of models of the ocean and atmosphere.

Andrew Rella, Ph.D., is the global director of engineering for ECOncrete Inc., a company offering innovative ecological solutions for concrete based marine infrastructure. Andrew’s work focuses around coastal, riverine and environmental engineering. Previously, Andrew worked as a postdoctoral researcher and lecturer at Stevens Institute of Technology, in Hoboken, New Jersey. Prior to joining the GCA in 2006, Denise had more than 20 years of construction contract and management experience including positions at New York City’s Department of Environmental Protection, MTA/ New York City Transit, the former NYC Department of General Services (now DDC), NYC Department of Sanitation, and Honeywell International. She serves as an employer trustee on numerous construction union pension and health benefit funds, overseeing benefits policies and administration and over $10 billion in funds investments. She is on the boards of Helmets to Hardhats, the New York League of Conservation Voters, Regional Plan Association, Tri-State Transportation Campaign, and the Waterfront Alliance. She has a bachelor’s degree in economics from Simmons College and a master’s degree in public administration and urban and regional planning from the Woodrow Wilson School at Princeton University.

WILLIAM RIVERA Community Board 9 Bronx

William Rivera is the district manager of Community Board 9 in the Bronx. Rising through the ranks, he was first a community board member, then the board’s chairman and now the individual in charge of running the board’s day- to-day operations. Bronx Community Board 9 serves the communities of Bronx River, Castle Hill, Clason Point, Harding Park, Parkchester, Park Stratton, Soundview/Bruckner, and Unionport. Will was born and raised in the district, calling it home for his entire lifetime. Prior to serving as a board member, Will had a career with the Fire Department’s Emergency Medical Service, doing ambulance runs to Jacobi Medical Center from the board’s service area. In the course of his FDNY career, which he began when he was 18, Will also worked with specialized EMS units in Manhattan that responded to major incidents. He is an NYPD Auxiliary Police Sergeant volunteering at Transit District 12 on Morris Park Avenue and East 180th Street, patrolling the IRT 2, 5 and 6 lines.

As deputy director of the Port Department at The Port Authority of New York & New Jersey, Bethann Rooney is responsible for overseeing the overall operations of the New York and New Jersey port facilities. Bethann most recently served as assistant director responsible for overseeing all policy, planning, legislative and regulatory affairs, environmental sustainability, performance and efficiency matters. A 28-year veteran in the maritime industry, Bethann began her career as a port captain/vessel agent for General Steamship Corporation. Since joining the Port Authority in 1993, she has held a series of management positions with progressive responsibilities including port operations, property management, intermodal, and technology planning. Bethann is a graduate of the State University of New York Maritime College where she obtained a master’s degree in international transportation and a bachelor’s degree in marine transportation with qualifications as a Third Mate. She is also an accredited marine port executive from the International Association of Maritime and Port Executives.

Michael Samuelian is the President and CEO of The Trust for Governors Island, the nonprofit organization created by the City of New York and charged with the planning, redevelopment, and ongoing operations of 150 acres of Governors Island. He received a Master of Architecture in Urban Design from Harvard University and a Bachelor of Architecture degree from The Cooper Union. Michael is an assistant professor at The Cooper Union, where he teaches a course titled “Professional Practice” in the School of Architecture. Michael is a Fellow of the AIA, a registered architect in New York State, and a member of the New York State Board for Architecture. He has served on the Board of Governors of Open House New York (OHNY) and the Friends of Governors Island. He was honored in 2018 with the John Q. Hedjuk Alumni Award and inducted into the Cooper Union Alumni Hall of Fame.

Peggy Shepard is co-founder and executive director of WE ACT for Environmental Justice and has a long history of organizing and engaging Northern Manhattan residents in community-based planning and campaigns to address environmental protection and environmental health policy locally and nationally. She has successfully combined grassroots organizing, environmental advocacy, and environmental health community-based participatory research to become a national leader in advancing environmental policy and the perspective of environmental justice in urban communities—to ensure that the right to a clean, healthy, and sustainable environment extends to all. Her work has received broad recognition: the Jane Jacobs Medal from The Rockefeller Foundation for Lifetime Achievement, the 10th Annual Heinz Award For the Environment, the Dean’s Distinguished Service Award from the Columbia Mailman School of Public Health, and Honorary Doctorates from Smith College and Lawrence University.

As NYC Parks Commissioner, Mitchell J. Silver, FAICP has overseen several major initiatives bringing equity, innovative design, and cutting-edge placemaking techniques to New York City’s 30,000-acre park system. Since he became Commissioner in May 2014, he has led the launch of the Community Parks Initiative, which is bringing $285 million in capital overhauls to more than 60 historically underserved parks across New York City; Parks Without Borders, a new design approach to activate park borders and edges; and a $150 million effort to rebuild five historic Anchor Parks, one in each borough. An internationally recognized planner, Commissioner Silver is the immediate past president of the American Planning Association (APA). Prior to returning to his native New York City, he served as the Chief Planning & Development Officer and Planning Director for Raleigh, North Carolina. In Raleigh, he led the comprehensive plan update process and a rewriting of the development code to create a vibrant 21st century city.

BILL SOLECKI, PH.D. CUNY–Hunter College New York City Panel on Climate Change

Bill Solecki’s research focuses on urban environmental change, resilience, and adaptation transitions. He currently is a professor within the department of geography at Hunter College-City University of New York. From 2006–2014, he served as the director of the CUNY Institute for Sustainable Cities at Hunter College. He also served as interim director of the Science and Resilience Institute at Jamaica Bay. He has co-lead several climate impacts studies in the greater New York and New Jersey region, including the New York City on Panel on Climate Change (NPCC). He recently was a lead author of the IPCC, Working Group II, Urban Areas chapter (chapter 8) and a coordinating lead author of the US National Climate Assessment, Urbanization, Infrastructure, and Vulnerability chapter (chapter 11). He is a co-founder of the Urban Climate Change Research Network (UCCRN), co-editor of Current Opinion on Environmental Sustainability, and founding editor of the Journal of Extreme Events. He holds degrees in geography from Columbia University (BA) and Rutgers University (MA, PhD).

Michael Stamatis is President and CEO of Red Hook Terminals, a multi-faceted terminal operator, stevedore and cross harbor barge operator with two facilities in the Port of New York and New Jersey Complex. With 30 years of experience in the maritime industry, Michael began working as a dock laborer handling break-bulk bananas in the early 1980’s for Ecuadorian Line Inc./Pacific Fruit Inc. Working his way up through the ranks of the company, Michael spent decades working as a vessel agent, in vessel operations, as a vessel stevedoring and terminal operations manager, as well as in warehousing and distribution, sales and logistics. In 2000, Michael was promoted to senior vice president and in 2011, Michael accepted the position of president and CEO of Red Hook Terminals. Today he focuses on building a first- class stevedoring and terminal-operating company, using his knowledge and experience to lead and grow Red Hook Terminal’s business both organically and through strategic partnerships and alliances.

ISABELLE STINNETTE NY-NJ Harbor & Estuary Program, Hudson River Foundation

Isabelle Stinnette is the restoration manager at the New York– New Jersey Harbor & Estuary Program (HEP), where she runs the inter-agency restoration work group, tracks restoration progress in New Jersey and New York, and works with partner agencies to further habitat restoration efforts. Prior to joining HEP, she worked for the New York State Department of Environmental Conservation as a restoration biologist as well as research technician, expediting storm recovery and resiliency projects. Isabelle has a Master of Science from the School of Marine and Atmospheric Science at Stony Brook University and a Bachelor of Arts from St. Lawrence University.

New York City Comptroller Scott M. Stringer has spent his career in public service fighting to ensure that every New Yorker has an equal opportunity to make it in our City. Comptroller Stringer has been a champion for policies like a $15 minimum wage, has advocated for affordable housing and promoted open, transparent government. As investment advisor to, custodian, and trustee of the City’s five pension funds, Comptroller Stringer helped to set a groundbreaking goal to divest from fossil fuels and double investments in climate solutions. Comptroller Stringer has prioritized sustainability and fighting climate change, releasing proposals to green our buildings, decrease our carbon footprint, and protect our coastline.

CHRIS WARD Waterfront Alliance Board Chair

Chris Ward is a consultant and most recently served as senior vice president and chief executive for the metro area at AECOM. Previously he served as the executive director of The Port Authority of New York & New Jersey from 2008 to 2011. He was also president of the Port Authority’s wholly owned entities: Port Authority Trans-Hudson Corporation, the Newark Legal and Communications Center Urban Renewal Corporation, and the New York and New Jersey Railroad Corporation. His previous positions at the Port Authority included chief of planning and external affairs as well as director of port redevelopment. Before that, Chris spent much of his professional career with the City of New York in various capacities, including as senior vice president for transportation and commerce at the Economic Development Corporation, assistant commissioner of the Department of Telecommunications and Energy, director of research at the Department of Consumer Affairs, and commissioner of the New York City Department of Environmental Protection. In the private sector, Chris was an executive vice president of Dragados USA, chief executive officer of American Stevedoring, and managing director of the General Contractors Association of New York, Inc.

Dr. Judith S. Weis has had a career studying salt marsh and estuarine ecology and has published more than 200 scientific papers, and has authored books on salt marshes, fish, crabs, marine pollution, and biological invasions. She is on the editorial board for BioScience, is a Fellow of the American Association for the Advancement of Science (AAAS) and was a Fulbright Fellow in Indonesia. She served on advisory committees for EPA, NOAA and NAS and chairs the Science Advisory Board of the New Jersey Department of Environmental Protection. She was president of the American Institute of Biological Sciences (AIBS) in 2001 and received the Merit Award from the Society of Wetland Scientists in 2016.

Michelle Young is the founder of Untapped Cities, a website and tour company about urban exploration, architecture, and urbanism. In the last five years, he has positioned New York City as the global leader in the fight against climate change. Notable successes include launching a comprehensive $20 billion climate adaptation program, aligning the city’s GHG reductions with the 1.5C target of the Paris Agreement, committing to divest the City’s pension funds from fossil fuel reserve owners and invest $4 billion in climate solutions, suing fossil fuel companies for the damage caused by climate change, reaching a first-of-its-kind agreement with FEMA to provide new climate-smart flood maps, and delivering on Mayor de Blasio’s groundbreaking OneNYC strategy for a strong and fair city.

Cesar Zuñiga is chair of Brooklyn Community Board 7 (Sunset Park and Windsor Terrace). In this capacity he leads a multifaceted and community-led process of review in response to a proposed re-zoning of Sunset Park’s waterfront. As the leader of the Community Board, Cesar has prioritized community engagement and civic participation of the diverse community stakeholders within the district by conducting a comprehensive community assessment and activating an Asian Affairs Committee. Cesar has served for two decades as a public official in various capacities including: Commissioner, Passaic Board of Education; Candidate, New York State Assembly for District 51; and Senior Advisor, New York City Councilmember Carlos Menchaca. Cesar is the proud son of Mexican immigrants who came to the New York metropolitan area more than 40 years ago. He has a Bachelor of Arts in political science from Montclair State University, a Master’s degree in educational administration from New York University, and a Master’s degree and is a doctoral candidate in developmental psychology from The Graduate Center at the City University of New York. He lives in the Sunset Park Community of Brooklyn with his family.
