Short title, commencement & extent :- (i) These rules may be called the Rajasthan Subordinate Courts Ministerial Establishment Rules, 1986. (ii) They shall come into force at once. In exercise of the powers conferred by Article 233 and 234 read with proviso to Article 309 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Rajasthan in consultation with the Rajasthan Public Service Commission and the High Court of Judicature for Rajasthan hereby makes the following rules regulating recruitment to the posts in, and the conditions and other matters related to the service of persons appointed to the Rajasthan Judicial Service, namely:- PART – I - GENERAL 1. Short title, commencement and application.- (1) These rules may be called the Rajasthan Judicial Service Rules, 2010. (2) They shall come into force on the date of their publication in the Official Gazette. (3) They shall apply to the members of the service. 2. Status of the Service.- The Rajasthan Judicial Service is a State Service comprising of the cadres of District Judge, Senior Civil Judge and Civil Judge. 3. Definitions.- In these Rules, unless the context otherwise requires,- (a) "Appointing Authority" means the Governor of Rajasthan; (b) "Cadre” means the cadre of District Judge, Senior Civil Judge and Civil Judge as provided under rule 5 of part-II of these rules; (c) "Cadre Post" means any post specified in Schedule-I; (d) "Commission” means the Rajasthan Public Service Commission; (e) "Court" means the High Court of Judicature for Rajasthan; (f) "Governor” and "Government” shall mean respectively the Governor and the Government of Rajasthan; (g) "Member of the Service" means a person appointed substantively to a post in the service under the provisions of these Rules or orders made under the Rules repealed by these Rules and includes a person placed on probation; (h) "Official Gazette" means Official Gazette of the Government of Rajasthan; 1 Pub.

Over 70 years ago, on 29th August, 1949, Maharaja Sawai Mansinghji, the Raj Pramukh of the State of Rajasthan, on the occasion of inauguration of this High Court made following invocation: “I would ask one and all to join with me in invoking the blessings of the Almighty on this great institution which is being inaugurated today; and it is our prayer that for all time to come in this Temple of Justice truth and righteousness shall prevail, that justice be done between man and man and dispensed without fear, or favour, and that freedom be maintained and defended.” I can say with confidence that his prayers have been answered in abundance.

    RAJASTHAN HIGH COURT Proactive initiatives during COVID-19 Pandemic: Ensuring Access to Justice for All Human race has encountered one of the toughest time combating the global pandemic of COVID-19. It is said that often extraordinary changes find their inception and acceptance during challenging times and taking a cue from pandemic situation, Rajasthan High Court and District Courts redefined and metamorphosed the term ‘Court-Room Hearing’ to ensure that lock-down does not hinder a person’s Constitutional Right of Access to Justice. Pro-activeness, timely response and adept policy framing made it possible for High Court and Subordinate Courts to function without any break during entire period of lock-down. Early steps With the initial reports of outspread of Covid-19, Rajasthan High Court took immediate cognizance of the situation and while continuing to work as usual, started all preventive measures to contain the spread in court premises. (Circular dated 15.03.2020 Page-1) Hearing of Urgent Matters The situation was becoming grave day by day, but still Rajasthan High Court continued to work with all the courts, however for the safety of all and to limit the gathering in court premises, hearing was limited to urgent matters of all categories. Filing counters were also kept operational for new cases. (Notification & Circular dated 17.3.2020 Page 2-4 & 5-7) (i) Hearing over Mobile Phones through Audio/Video Calls Though, the situation became more intensified and lock-down was imposed, Rajasthan High Court and Subordinate Courts were not closed and functioning was continued through virtual hearings with limited number of courts on rotational basis.
