1 . Call to Order/Approval of Minutes

Chair Stevenson called the meeting to order at 12:28 p.m. There were no minutes to approve.

2 . Requests for Appropriation a. Bears Ears Visitors Center Master Plan

Rep. Phil Lyman presented the request for appropriation.

Rep. spoke in support of the Bears Ears Visitors Center Master Plan.

Sen. Vickers asked if a group affiliation could help solicit resources for the project. Rep. Lyman and Rep. Owens responded.

Rep. Dailey-Provost asked about the kinds of available federal funding and spoke in support of the visitors center. Rep. Lyman and Rep. Owens responded. b. National Ability Center Capital Campaign

Rep. Michael L. Kohler presented the request for appropriation.

Mitchie White, Co-Founder and Interim Chief Executive Officer, National Ability Center (NAC), discussed the NAC.

Brad Peterson, former Board Chair, NAC, spoke in support of the National Ability Center's adaptive outdoor recreational programs for peoples with disabilities and veterans.

Jeff Garrison, U.S. Air Force Veteran, testified of the positive impact that the NAC has had on his life.

Chair Stevenson expressed his appreciation to the presenters.

Rep. Peterson presented the request for appropriation.

Lieutenant Colonel D.J. Gibb, Commander of Recruiting Command, Utah National Guard (UNG) explained how electronic billboards could enhance UNG recruitment efforts.

Rep. Moss asked about the use of social media. Lt. Colonel Gibb responded.

President Adams asked where the electronic billboards will be located. Lt. Colonel Gibb responded.

Sen. Cullimore asked if the electronic billboards could be used to generate revenue commercially. Lt. Colonel Gibb responded.

3 . Subcommittee Budget Reports a. Business, Economic Development, and Labor (Tab 2)

Sen. Michael K. McKell and Rep. Christine F. Watkins, Co-Chairs, and Rep. Jordan D. Teuscher, presented the subcommittee report. Tim Dinehart, Financial Analyst, LFA, and Gary Syphus, Financial Manager, LFA, provided assistance.

3a-Business, Economic Development, and Labor Subcommittee Report (2021 GS) b. Natural Resources, Agriculture, and Environmental Quality (Tab 6)

Sen. David P. Hinkins and Rep. Stewart E. Barlow, Co-Chairs, and Rep. Scott H. Chew, House Vice Chair, presented the subcommittee report. Ivan Djambov, Financial Manager, LFA, and Lacey Moore, Financial Analyst, provided assistance.

3b-Natural Resources, Environmental Quality, and Agriculture Subcommittee Report (2021 GS)

Sen. Vickers asked if the subcommittee had discussed resources that would address current drought conditions. Sen. Hinkins responded.

Rep. Barlow noted that the subcommittee had prioritized resources to address fire concerns.

Sen. Iwamoto thanked the chairs and vice chair and the LFA staff for their work on the prioritization process.

Rep. Chew expressed his appreciation for the LFA staff. c. Higher Education (Tab 4)

Sen. Keith Grover and Rep. Kelly B. Miles, Co-Chairs, and Rep. Melissa G. Ballard, House Vice Chair, presented the subcommittee report. Sean Faherty, Financial Analyst, LFA, and Ben Leishman, Financial Manager, LFA, provided assistance.

3c-Higher Education Subcommittee Report (2021 GS)

Rep. Last inquired about a $5 million one-time request for a marketing program that was not included on the prioritization list. Rep. Miles and Sen. Grover responded. Rep. Last asked the chairs to prioritize the marketing program on the one-time funding list.

Rep. Last asked clarifying questions about funding changes to Item 7. Sparrowhawk Building Purchase on page 4-5, and Item 24. Electric Flying Laboratory on page 4-4 that were not reflected on the prioritization lists. Rep. Ballard, Rep. Grover, and Sen. Miles responded.

Sen. Stevenson commented on Item 7. Sparrowhawk Building Purchase and the $5 million one-time request for a marketing program. Rep. Ballard responded.

Rep. Stoddard asked about Item 24. Electric Flying Laboratory. Sean Faherty responded.

3d-Executive Offices and Criminal Justice Subcommittee Report (2021 GS)

Rep. Schultz inquired about efforts to find a more simplified approach to Jail Contracting. Sen. Owens responded.

Rep. Schultz asked about the ongoing funding request for Line 39. Jail Contracting Increase on page 3-4 of the report. Sen. Owens responded.

Sen. Vickers asked about the State cost for jail contracting. Sen. Owens and Rep. Hall responded.

Chair Stevenson thanked the chairs for their presentation.

Chair Stevenson commented on ongoing money and the number of subcommittee funding requests.

4 . Other Business/Adjourn

MOTION: Rep. Last moved to adjourn. The motion passed with a vote of 15 - 0 - 5.
