ALTERATIONS OF BOUNDARIES — PRAIRIE SOUTH SPIRIT SCHOOL DIVISION NO. 210 M.O. ED 18/2019-20. Pursuant to the authority vested in me by sections 42, 54 and 61 of The Education Act, 1995, and sections 6 and 7 of The School Division Administration Regulations, I, Gordon S. Wyant, Q.C., Minister of Education, do hereby order the following, effective the date of this Order, in the manner set forth herein: 1 That the Prairie South School Division No. 210 of Saskatchewan is continued to be established, effective the date of this Order. 2 That this Order repeals and replaces all previous Orders describing the Prairie South School Division No. 210 of Saskatchewan including but not limited to the following: (a) Minister’s Order 020/2005-06, dated April 19, 2005; (b) Minister’s Order 052/2005-06, dated May 25, 2005; (c) Minister’s Order 115/2005-06, dated December 1, 2005; (d) Minister’s Order L066/2006-07, dated January 15, 2007; (e) Minister’s Order ED17/2009-10, dated September 16, 2009; (f) Minister’s Order ED30/2011-12, dated March 22, 2012; (g) Minister’s Order ED20/2012-13, dated September 26, 2012; 3 That the boundaries of the Prairie South School Division No. 210 of Saskatchewan shall be established as described in Schedule A attached hereto. 4 That the boundaries of the subdivisions and the number assigned to each subdivision of the Prairie South School Division No. 210 of Saskatchewan shall be established as described in Schedule A attached hereto. 5 That the number of members comprising the Board of Education of the Prairie South School Division No. 210 of Saskatchewan shall be ten (10) and the members comprising the Board of Education immediately prior to the effective date of this order are continued as members of the Board of Education and assigned as representative, if applicable, for the same subdivision. The SASKATCHEWAN ALFALFA SEED PRODUCERS DEVELOPMENT COMMISSION, pursuant to the provisions of The Alfalfa Seed Development Plan Regulations and The Agri-Food Act, 2004 hereby determines and orders as follows: 1 Each producer shall be deemed to be registered with the commission upon: (a) the deduction of a levy by a buyer, processor, or assembler; or (b) proof provided to the commission, in a form acceptable to the commission, that he or she has sold alfalfa seed within the last two years. 2 A producer’s registration shall remain in effect until the producer ceases to pay levies for two consecutive fiscal years under the plan. LEVY COLLECTION Order No. 15/20. The SASKATCHEWAN ALFALFA SEED PRODUCERS DEVELOPMENT COMMISSION, pursuant to the provisions of The Alfalfa Seed Development Plan Regulations and The Agri-Food Act, 2004 hereby determines and orders as follows: 1 Each buyer, processor, or assembler of alfalfa seed shall deduct a levy of $0.0125 per pound of alfalfa seed marketed from any payments made to producers. 2 All marketed alfalfa seed is subject to the levy. 3 Every buyer, processor, or assembler who acquires alfalfa seed from a producer shall deduct the amount of the levy from any proceeds payable to the producer. 4 Each buyer, processor, or assembler of alfalfa seed shall forward to the office of the commission the deducted levies and, using a commission-issued form, the following information: (a) the amount of alfalfa seed obtained from the producer; (b) the amount of levy being paid on behalf of the producer; and (c) the name and address of the producer. 5 Subject to any directions given by the commission, within 55 days from the end of the month within which a levy has been collected, a buyer, processor, or assembler shall submit to the commission all such levies. 6 In the case of a buyer, processor, or assembler failing to deduct a levy in respect of alfalfa seed marketed by a producer, the producer shall be held liable for the payment of the levy to the commission. 7 With respect to section 6, a producer who has not had levy deducted by a buyer, processor, or assembler shall: (a) contact the office of the commission to arrange for payment of the levy, and (b) provide the information required in section 4. 980 THE SASKATCHEWAN GAZETTE, APRIL 9, 2020

A prohibited drug includes: (a) all Exempted Codeine Products offered for retail sale in a solid dosage form including tablets, capsules, gel caps, and other similar dosage forms in a package size exceeding fifty (50) units, and in liquid preparations exceeding package sizes of one hundred (100) ml. Exempted Codeine Products are defined in section 36 of The Narcotic Control Regulations, (Canada) as those products containing codeine which the public may purchase without a prescription. Such products contain not more than 8 mg or its equivalent of codeine phosphate per solid dosage unit, or not more than 20 mg or its equivalent of codeine phosphate per 30 ml in a liquid preparation. In addition, such products must contain two or three additional medicinal ingredients other than a narcotic in therapeutic proportions. The inner and outer package must also bear the full list of all the active ingredients along with a cautionary notification that the product contains codeine, and should not be administered to children except on the advice of a physician, dentist, or nurse practitioner”. REGISTERED PSYCHIATRIC NURSES ASSOCIATION OF SASKATCHEWAN – REGULATORY BYLAW AMENDMENTS Pursuant to section 14 of The Registered Psychiatric Nurses Act, c.R-13.1, the regulatory bylaws of the Registered Psychiatric Nurses Association of Saskatchewan are amended as follows: Bylaw IX, section 3 is amended by repealing clause (d) and substituting the following: “(d) each graduate psychiatric nurse member must have a form of professional liability protection acceptable to the Council with a minimum limit per claim of $5 million and a minimum aggregate individual limit of $10 million per year”. Bylaw IX, section 8 is repealed and the following substituted: “(1) A person who is a registered psychiatric nurse in another jurisdiction in Canada may apply for an Emergency Practising membership in the association and must: (a) hold a practicing registration as an RPN from another jurisdiction in Canada for the duration of the Emergency Practicing membership that is not subject to any practice limitations, restrictions or conditions; and (b) provide proof of identity satisfactory to the association that he or she is the person named therein. “(2) The Emergency Practicing membership set out in (1) shall be valid for a maximum period of 90 days upon the applicant signing a declaration confirming that he or she is applying for Emergency Practicing membership solely for the purpose of providing assistance during an emergency situation if: (a) the Minister gives the association notice that a public health emergency exists in all or part of the province; and (b) the Registrar, or in the absence of the Registrar, Deputy Registrar, determines that the services of an RPN from outside the province are required to assist with the public health emergency. “(3) Where the public emergency continues, the association may grant an extension of the Emergency Practicing membership for an additional 90 days.

“(4) Where the public emergency continues past the additional 90-day period set out in (3), an Emergency Practicing membership may be further extended by the Registrar under any terms or conditions that the Registrar considers appropriate. “(5) Notwithstanding any other provision of these Bylaws, if the provincial government has declared a state of emergency that continues for a prolonged period of time, or the Registrar, or in the absence of the Registrar, the Deputy Registrar, determines that additional psychiatric nurses are needed to provide care, the Registrar may register as a member and issue an Emergency Practicing membership to: (a) a member holding any category of membership in the association; or (b) a person who is currently or has been previously licensed to practice as a registered psychiatric nurse in Canada; under any time limits, terms, restrictions, or conditions that the Registrar considers appropriate. “(6) An Emergency Practicing member must have a form of professional liability protection acceptable to the Council with a minimum limit per claim of $5 million and a minimum aggregate individual limit of $10 million per year”. Bylaw IX, section 9 is a mended by adding the following subsection after subsection (5): “(6) A Courtesy Education Practicing member must have a form of professional liability protection acceptable to the Council with a minimum limit per claim of $5 million and a minimum aggregate individual limit of $10 million per year”. Bylaw X, subsection 1(1) is repealed and the following substituted: “(1) The Registrar shall: (a) keep a register containing the following information for each psychiatric nurse registered: (i) registration number; (ii) name and address; (iii) category of practice; (iv) license issued; (v) encumbrances, conditions or restrictions on the license; and (vi) such other information as may be required; (b) record the existence of all association discipline orders, court orders of suspension, alternative dispute resolution agreements, undertakings and mediation agreements on the register, in accordance with council policy; (c) where applicable, collect the required fee for provision of a certified extract of the register, in accordance with association policy; and (d) impose limits, conditions, or restrictions on the practice of a member as the Registrar deems appropriate in their sole discretion, which power is delegated to the Registrar by Council pursuant to the Act”. Bylaw X is amended by adding the following section after section 1:

“Section 1.1 – Deputy Registrar “(1) The Executive Director may appoint a Deputy Registrar, and the Registrar may delegate its authority to the Deputy Registrar in the Registrar’s absence. GOWNING POLICY FOR COUNSEL REFERENCE: GA-PD NO. 5 Practice Directive GA-PD NO. 5 issued March 1, 2018 is repealed and replaced with this revised Practice Directive GA-PD NO. 5 effective May 1, 2020. Unless the presiding judge otherwise directs: 1 Counsel are required to gown for all appearances before the Court of Queen’s Bench, except for the appearances described in paragraph 2. 2 Counsel are not required to gown for: (a) Chambers; (b) pre-trial conferences; (c) The Residential Tenancies Act, 2006 appeals heard in Chambers; (d) bail reviews; or (e) appearances before the Court to set date for a detention review hearing pursuant to section 525 of the Criminal Code. 3 Counsel are free to modify their traditional court attire in order to accommodate their personal circumstances as they see fit. Counsel wearing altered attire are requested to advise the court clerk or the local registrar in advance of the appearance to ensure that they do not need to discuss their personal circumstances or modified attire on the record or in open court. ______

PLEASE NOTE: The deadline for submissions to The Saskatchewan Gazette is 5 p.m. on the Monday of the week of publication. If a holiday occurs within the week of publication, the deadline is set back to 5 p.m. of the previous Friday. Please allow yourself at least one full week to ensure mail delivery of Gazette submissions. Publication of any material received late will be delayed until the following week’s issue. All material for publication in The Saskatchewan Gazette must be submitted electronically (MS Word or WordPerfect) accompanied by a signed hard copy to Publications Saskatchewan, Ministry of Justice, B19-3085 Albert St., Regina SK S4S 0B1, tel. Signatures on all documents must be typewritten or clearly printed immediately below the written signatures.

Prepayment is required for ALL notices placed in The Saskatchewan Gazette by non-government clients. Cheques or money orders must be made payable to the Minister of Finance. Please include the GST in addition to regular charges at the rate of 5% each for those items listed below under “GST Payable”.
