This project involves the rehabilitation and/or replacement of (length dimensions approximate): NG-086 - 2,920 LF of 15-inch and 410 LF of 14-inch, from the terminus manhole at the intersection of Little Back River and Harris Creek to the intersection of Ft. Worth Street and Waco Court. NG-087 - 1,523 LF of 18-inch pipe NG-088 – 2,060 LF of 10-inch pipe from Beach Road and Catalina Drive to Bloxoms Corner Pump Station NG-092 - 509 LF of 21-inch and 228 LF of 24-inch pipe
Line rehabilitation will also include the rehabilitation/ replacement of at least 54 manholes. This project has been updated to reflect work removed from the CIP and added to the find and fix requirements of the Federal EPA Consent Decree.
PROJECT JUSTIFICATION
The Foxridge, Bloxoms Corner and Woodland/Fox Hill Road gravity systems are primarily collection systems that require rehabilitation/replacement. Upon completion of the rehabilitation/replacement, these systems should be transferred to the City of Hampton. Approx. 1935 LF of existing 10-inch Vetrified Clay pipe was replaced along Beach Road with new 10-inch PVC pipe as part of the Prompt Repair program. This portion of new gravity pipe will also be transferred over to the City of Hampton for operation and maintenance.

This project will consist of design and construction for the replacement of 6,200 LF of 30-inch prestressed concrete cylinder pipe (PCCP) and ductile iron (DI) force main (NF-058) from the Langley Circle Pump Station to just east of the Newmarket Creek Crossing. This project will require bypass pumping and temporary piping to facilitate maintenance of existing flows during construction.
PROJECT JUSTIFICATION
There a number of infrastructure issues providing the justification for this project and each issue should be considered during the design of the replacement. A force main break and emergency repair occurred on this line in the vicinity of Langley Circle Pump Station due to crown corrosion. During the by-pass operation required during the VDOT relocation in the late 1980's, significant debris and sedimentation was observed. The as-built profile and the construction methods used during the original installation of this line provide indication that numerous locations of this force main are at elevated risk for internal crown corrosion.

This work will be constructed as part of a Virginia Department of Transpiration (VDOT) roadway improvements project. Portions of the existing pipeline will be relocated at VDOT project expense and some portions will be relocated at HRSD expense. This project will replace and/or rehabilitate approximately 5,000 linear feet of existing 20-inch prestressed concrete cylinder pipe (PCCP) along the eastern edge of Wythe Creek Road. VDOT will replace approximately 3,250 feet of pipe at project cost and HRSD will be responsible for replacement of 1,750 feet of pipe at HRSD's cost.
PROJECT JUSTIFICATION
The relocation of this pipeline is due to a VDOT roadway project to widen Wythe Creek Road.

This project is comprised of the design and installation of a fixed steel cover with liquid seal arrangement to replace the damaged WesTech DuoSphere currently in place on the secondary anaerobic digester.
PROJECT JUSTIFICATION
The cover currently installed on the secondary anaerobic digester is damaged and no longer functional. The fixed steel cover installed with a liquid seal arrangement will replace the damaged cover and allow the secondary digester to be put back into service. The proposed replacement cover will meet the needs of the York River Treatment Plant and was recommended to meet a fast-track design schedule.

This project evaluated options for the relocation of the plant outfall and possible addition of a diffuser to provide required dilution of York River Treatment Plant (YRTP) effluent. Three options were evaluated: a) discharge into the existing Dominion Power canal b) use existing Dominion Power diffuser, and c) construct a new outfall pipe and new diffuser. In addition, the effluent pumps at YRTP will be evaluated.
Options a) temporarily discharging into the existing Dominion Power canal and c) relocating and extending the outfall were selected. The design-build team's design and construction schedule indicates that the construction will be complete in February 2016, which is prior to the April 2016 date that DVP provided for their shutdown of coal-fired generation units 1 & 2 and change in operation of oil- fired generation unit 3. Therefore, no interim pumping plan is needed.
Upgrades will be necessary to the YRTP Effluent Pump Station for the effluent to be able to be pumped to the discharge point in the York River. These upgrades will be a separate CIP: YR013120 YRTP Effluent Pump Station Improvements.
PROJECT JUSTIFICATION
This project is necessary due to Dominion Power's plan to shut down two existing coal-powered units. Dominion will continue to operate one existing oil powered unit periodically. Cooling water from this one unit may not provide the required dilution of the YRTP effluent.

The York River Outfall Mitigation Project has two primary goals: (a) create a one acre oyster brood stock sanctuary reef in the lower York River, and (b) examine alternative and/or additive methodologies which improve the Commonwealth's ability to accurately determine shellfish condemnation zones necessary to preserve public health in waters adjacent to wastewater treatment facilities. The project will be conducted in collaboration with HRSD, Virginia Marine Resources Commission (VMRC), Virginia Department of Health Division of Shellfish Sanitation (VDH DSS), Virginia Institute of Marine Science (VIMS), and the University of North Carolina - Chapel Hill – Institute of Marine Science (UNC).
PROJECT JUSTIFICATION
This project is a result of an agreement with VMRC to mitigate the condemnation of shellfish growing areas, which was required as part of the approval of HRSD York River Outfall and Diffuser Modifications.

This project will replace approximately 1,450 LF of 10-inch Cast Iron (CI) pipe along Westminister Drive from Mercury Blvd to just south of Canterbury Rd, to include the valving and connection to NF-058 (YR4027) at Mercury Blvd.
PROJECT JUSTIFICATION
This force main has experienced three recent failures (April 2014, March 2016 and November 2016). The failures have all been longitudinal cracks along the bottom of the pipe. Forensic analysis performed on the first two failures identified external corrosion and loading as the primary causes. No forensic analysis is to be performed on the third failure due to similarity to previous failures.
