City of Toronto Legal Challenge of the Amendments made under Bill 184, Section 83 The amendments to Bill 184, Section 83 has passed and the City of Toronto is wanting to bring forward a legal challenge to these amendments. Section 83 speaks to the requirement for the landlord to set up a repayment plan with the tenant when there are rental arrears before bringing the case to the Landlord and Tenant Board. There are concerns with the legal challenge as the situation in Renfrew County may not be the same as in urban areas such as the City of Toronto. 4 Staff are developing a position for the County of Renfrew in regards to the City of Toronto and their legal challenge of the amendments made under Bill 184, Section 83, and will bring the position forward for consideration. 4. Renfrew County Housing Corporation (RCHC) COVID-19 Update Staff are present in the office and are providing services during normal hours of business while maintaining regular administrative operations. Contact is available by phone, email and depending on the situation by appointment. Maintenance staff continue to maintain buildings and properties with safety protocols and physical distancing to help reduce the risk of exposure for all. Thanks to the United Way and the Renfrew County and District Health Unit, RCHC received 400 cloth masks and 1000 disposable masks for distribution to tenants to reduce the risk of transmission of COVID-19 when physical distancing and keeping a two-metres’ distance from others is challenging or not possible. 5. Hydro One Disconnection Ban Extended On July 31, 2020 the Ontario Energy Board removed the prohibition against the disconnection of residential customers for non-payment. Despite this, Hydro One has extended their disconnection ban until further notice. Hydro One has announced that they will work with customers to provide time to catch up on overdue accounts in order to maintain electricity service while customers remain at home during the pandemic. 6. Pembroke Fire A fire occurred at a two-unit apartment building in the City of Pembroke in August 2020 resulting in the displacement of five tenants. The Canadian Red Cross provided assistance to families during the first 72 hours of this emergency. Ontario Works staff extended further support and arranged temporary shelter for residents through the Homelessness Prevention Program. 5 7. Federal Safe Restart Funding (SRF) Tabled is a memo from the Ministry of Education that outlines the details of the Federal Safe Restart Funding. The County of Renfrew’s allocation for the period from September 1 to December 31, 2020 is $978,947. 8. Child Care Funding to Support Working Parents Tabled is a news release in regards to an additional investment through the one-year Canada-Ontario Early Learning and Child Care Agreement. This funding will help licensed child care providers and EarlyON child and family centres. RESOLUTIONS 9. Niagara Region Child Care Resolution RESOLUTION NO. SS-CC-20-09-32 Moved by Chair Seconded by Committee THAT the Social Services Committee recommend that County Council support the resolution from the Niagara Region regarding Child Care to request the Government of Ontario to keep funding support for child care as a priority. Robinson 6 Ministry of Education Ministère de l'Éducation Early Years and Child Care Division Division de la petite enfance et de la garde d’enfants 315 Front Street West, 11th floor 315, rue Front Ouest, 11e étage Toronto ON M5V 3A4 Toronto ON M5V 3A4 TO: Consolidated Municipal Service Managers and District Social Service Administration Boards FROM: Shannon Fuller Assistant Deputy Minister Early Years and Child Care Division DATE: August 14, 2020 SUBJECT: Federal Safe Restart Funding (SRF) – September Reopening Plan ____________________________________________________________________ The purpose of this memo is to provide details on the federal Safe Restart Funding (SRF) that supports a shared commitment by the Ontario and Federal governments to ensure a safe, sufficient and adequate supply of child care is available to support the gradual return to work of parents as the economy reopens. The Government of Canada has committed to provide $625M in new funding nationwide to help the child care sector adapt to the COVID-19 environment and address the unique needs stemming from the pandemic. In Ontario, SRF will provide $234.6M in new funding and will complement existing provincial investments to help parents, families and communities so that parents can return to work with confidence. Safe Restart Funding The SRF will be provided through CMSMs and DSSABs for child care and EarlyON, through First Nations for child care and Child & Family Programs on reserve and directly from the Ministry of Education for child care centres without a purchase of service agreement. The investment will consist of two components: • Funding will be used by the Province to procure and deliver face coverings directly to operators and licensed home child care agencies across Ontario in order to comply with the Ministry’s reopening operational guidance. Further details were provided in the memo dated August 13, 2020 from Shannon Fuller. • In addition to face coverings, funding will be provided through CMSMs and DSSABs to operators which can be used for additional personal protective equipment (PPE, such as gloves, gowns, etc.), enhanced cleaning, additional staff to meet health and safety requirements, support for short term vacancies 7 as operators transition to return to full capacity, and minor capital required in accordance with Ministry’s reopening operational guidance or local public health requirements. SRF will be provided through CMSMs/DSSABs for operators that have a purchase of service agreement for general operating and/or fee subsidies as well as EarlyON Child and Family Centres.

To qualify for inclusion in the Canadian Heritage Rivers System, a river or section of a river must demonstrate outstanding cultural and/or natural heritage values, and offer quality recreational opportunities. The Ontario portion of the Ottawa River will play an important role in the Canadian Heritage Rivers System, providing representation of several important cultural themes. Aboriginal peoples utilized the resources along the Kichi Sibi for over 6,000 years. The river continues to be considered the heartland of the Algonquin First Nations community. The outstanding historical and political significance of the river, as the gateway for continental exploration, premier transportation corridor during the fur and timber eras, and home to the Nation’s Capital – Ottawa, make the Ottawa River deserving of CHRS status. The natural resources that made the Ottawa River so attractive to its early inhabitants continue to be important on a national level. The Ottawa River plays a significant role as the largest tributary in the St. Lawrence River basin ecosystem. The river traverses easily accessible, visible segments of the lithosphere that represent the past three billion years of the Earth’s history.

The reconstruction of the historic Magnetawan Lock was completed in 1998 and re-opened the area to boat traffic. There’s a walkway right across to the island in Lake Cecebe and in addition to offering full marina services, the area is part of a 40-mile water- way system leading to Ahmic Lake and the majestic Magnetawan River. Dunchurch is the only town in the area with a direct public access road to the district’s second largest body of water, Whitestone Lake. With its various on-water activities and exciting attractions, you’ll come LAKE NIPISSING back year after year. North Bay is the first big city you’ll come to on your journey up Highway 11.     THE OTTAWA RIVER BY NIGHT i The Ottawa River By Night Poem donated by Margaret Atwood in support of Ottawa River heritage designation In the full moon you dream more. I know where I am: the Ottawa River far up, where the dam goes across. Once, midstorm, in the wide cold water upstream, two long canoes full of children tipped, and they all held hands and sang till the chill reached their hearts. I suppose in our waking lives that’s the best we can hope for, if you think of that moment stretched out for years. Once, my father and I paddled seven miles along a lake near here at night, with the trees like a pelt of dark hackles, and the waves hardly moving. In the moonlight the way ahead was clear and obscure both. I was twenty and impatient to get there, thinking such a thing existed. None of this is in the dream, of course. Just the thick square‐ edged shape of the dam, and eastward the hills of sawdust from the mill, gleaming as white as dunes. To the left, stillness; to the right, the swirling foam of rapids over sharp rocks and snags; and below that, my father, moving away downstream in his boat, so skilfully although dead, I remember now; but no longer as old. He wears his grey hat, and evidently he can see again. There now, he’s around the corner. He’s heading eventually to the sea. Not the real one, with its sick whales and oil slicks, but the other sea, where there can still be safe arrivals.
