Introduction Migration is the movement of persons from one country or locality to another. Human Migration is the movement of people from one place in the world to another for the purpose of taking up permanent or semi-permanent residence, usually across a political boundary. People can either choose to move ("voluntary migration") or be forced to move ("involuntary migration"). Migrations have occurred throughout human history, beginning with the movements of the first human groups from their origins in East Africa to their current location in the world. Migration occurs at a variety of scales : intercontinental (between continents), Intra continental (between countries on a given continent), and interregional (within countries of a specific region). One of the most significant migration patterns has been rural to urban migration —the movement of people from the countryside to cities in search of mainly job opportunities. 2. Types of Migration Internationally, the following types of migration will be classified: INTERNAL MIGRATION: Moving to a new home within a state, country, or continent of origin. EXTERNAL MIGRATION: Moving to a new home in a different state, country, or continent. EMIGRATION: Leaving one country to move to another (e.g., the Pilgrims emigrated from England). IMMIGRATION: Moving into a new country (e.g., the Pilgrims immigrated to America). POPULATION TRANSFER: When a government forces a large group of people out of a region, usually based on ethnicity or religion. This is also known as an involuntary or forced Migration. IMPELLED MIGRATION (also called "reluctant" or "imposed" migration): Individuals are not forced out of their country, but leave because of unfavorable situations such as warfare, political problems, religious persecution, droughts or natural disasters. STEP MIGRATION: A series of shorter, less extreme migrations from a person's place of origin to final destination—such as moving from a farm, to a village, to a town, and finally to a city. CHAIN MIGRATION: A series of migrations within a family or defined group of people. A chain migration often begins with one family member who sends money to bring other family members to the new location. Chain migration results in migration fields —the clustering of people from a specific region into certain neighbourhoods or small towns. 2 LABOUR MIGRATION is the process of shifting a labour force from one physical location to another. Migrations of this type have sometimes occurred due to shifts in technology, the emergence of new industries, or the relocation of the main operational facilities of a given business. Labour migration may commence due to the interest of job seekers, or because a business has instigated a move that necessitates that labour also move in order to keep a job. 3. Background International migration is now high on national, regional and global policy agendas. Recent years have also seen an emerging international consensus on the positive aspects of labour migration in terms of its linkages with development in countries of origin, benefits for destination countries and migrant workers themselves. Most of the world’s international migrants estimated at 214 million in 2010 by the UN Population Division, with women comprising about 50 percent are migrant workers (those persons who migrate for employment) and their families. In 2010, the ILO estimated migrant workers to a number of ca. 106 million, who together with families comprise about 90 per cent of all international migrants. Thus, international migration is primarily a decent work and labour market issue .In countries of origin, positive contributions of labour migration are reflected in high remittance flows, and transfer of technology and critical skills and investments through return migration and Diasporas. Migrant workers also contribute to the growth of economies of destination or host countries. Indeed, in the labour market, they normally complement rather than substitute national workers, and specialize in labour market activities that would not exist on the same scale without their presence. Migrant workers pay taxes, contribute to the social security scheme of the country and are active consumers in the same way as host country nationals. Hence they are strong contributors to the economic and social development and growth of both their home and destination countries. At the same time, a number of negative impacts can also be observed: • malpractices by private recruitment agencies involving high fees and misleading information, • abuse and exploitation of migrant workers in host countries, • loss of critical skills in developing countries and deskilling of migrant workers in destination countries, • growth of irregular migration, including its worst manifestations of trafficking and smuggling, • and discrimination and poor integration of migrants in host countries. Moreover, destination countries frequently rely on control-oriented approaches which fail to address the real issues. These negative impacts have been exacerbated by the global financial and economic crisis. In times of economic insecurity and political instability, migrant workers and their families can easily become scapegoats for problems faced by host countries, often giving rise to xenophobic sentiments and discrimination towards them. This poses formidable challenges 3 for preventing their marginalization and facilitating their integration, maintaining social cohesion and public order, and also for good governance .In countries of origin, the impact of the economic crisis for instance has mostly been reflected in reduced remittances from migrant workers, some increase in the flows of returnees and less new migration opportunities .Economic and social reintegration of large numbers of return migrants continues to be an important challenge faced by origin countries. Thus, the challenge for policy makers is how to regulate and govern migration in a manner that leads to a “win-win” situation for all the actors concerned – countries of origin and destination and migrant workers themselves. In this context, the ILO, based on its constitutional mandate to advance social justice and decent work, its formulation of International Labour Standards to protect all persons in their working environment, including migrant workers, and its long-standing experience in the field of employment and social dialogue between governments, employers’ and worker’s organizations (tripartism) can assist countries in regulating labour Migration effectively to promote its positive impacts while also minimizing its negative effects. The ILO “Resolution on a fair deal concerning migrant workers in a global economy”, adopted at the 92 nd Session of the International Labour Conference in 2004, called upon the ILO and its constituents to carry out a lLO Plan of Action for Migrant Workers to address these challenges. The centre piece of this Action Plan – the ILO Multilateral Framework on Labour Migration states the following: Nonbinding principles and guidelines for a rights-based approach to labour migration approved by the Governing Body in March 2006 – provides a consolidated guide and comprehensive tool kit for all countries to develop and improve their national labour migration policies and programmes. Other important components of the Plan of Action include capacity building, awareness raising and provision of technical assistance to ILO Member States, as well as strengthening social dialogue in this field. 4. The International Labour Organisation (ILO) and Labour Migration Across the world, millions of people are on the move - doing jobs ranging from menial labour, such as harvesting, to computer programming. Combined, their numbers would equal the fifth most populous country on the planet. The number of migrants crossing borders in search of employment and human security is expected to increase rapidly in the coming decades due to the failure of globalization to provide jobs and economic opportunities. The ILO sees today’s global challenge as forging the policies and the resources to better manage labour migration so that it contributes positively to the growth and development of both home and host societies, as well as to the well being of the migrants themselves. In 2004, the International Labour Conference of the ILO adopted a Multilateral Framework on Labour Migration which is part of a plan of action for migrant workers. Also the ILO is the only United Nations agency with a constitutional mandate to protect migrant workers, and this mandate has been re-affirmed by the 1944 Declaration of Philadelphia and the 1998 ILO Declaration on Fundamental

    Migration and Development: Ghanaian Hometown Associations (HTAs) as Drivers of Welfare Development Back Home Kwaku Gyening Owusu Thesis submitted for PhD Department of Sociological Studies The University of Sheffield February 2020 1 Abstract Migration, especially from the Global South to the Global North, has in recent times encountered mixed reactions. This has in part influenced both international and national migration policies and regimes. These mixed reactions have intensified the debate concerning the migration and development nexus conundrum. However, past migration and development literature though not limited in focus, largely analyses the impact of migration on the macro, meso and micro levels of sending countries using concepts other than socio-psychological concepts. It is in light of this that this thesis seeks to contribute to knowledge of the impact of migration on the meso, or communal level, from seldom used socio-psychological concepts. The thesis investigates this impact through case studies on Ghanaian HTAs in the UK and their transnational activities oriented on developing welfare and wellbeing at the meso level ‘back home’. The thesis focuses on four Ghanaian Hometown Associations (HTAs) and explores their welfare engagements in their own communities and other parts of Ghana. It does this through an extended analysis of family/household livelihood perspectives and through the lens of three socio- psychological theories: communal and exchange theory; individual and group self- centeredness concept; and role-set theory, seldom employed in migration studies. The thesis adopts a qualitative research method by conducting multi-sited fieldwork in the UK and Ghana. In doing so, it follows the works and activities of these associations between the UK and Ghana.

In this paper, we analyze trends of migration between Sub-Saharan Africa and Europe since the mid-1970s, using the unique data of the MAFE project, a major initiative that has collected data in 3 African and 6 destination countries (Democratic Republic of Congo, Ghana and Senegal on one hand; and Belgium, France, Italy, Spain, the Netherlands, and the UK on the other hand). We show that restrictive policies have failed to curb immigration into Europe and also that they had a series of unintended effects (growing irregular migration, changing routes, lesser propensity to return). The results thus confirm the “substitution effects” hypothesis. Furthermore, comparisons between sending countries show that these “substitution effects” vary according to the economic and political context at origin. 1. Introduction The effectiveness of migration policies is a much debated question in academic circles (Czaika and De Haas 2013). In any case, studies on the impact of migration policies are still largely hampered by the lack of data regarding both international migration itself and migration policies. On one hand, International databases aimed at building quantitative indices measuring the restrictiveness of migration policies have developed in the last decade (Bjerre, Helbling et al. 2014), but they have still a limited coverage and/or are not readily accessible.

Even though much of the employment of immigrant workers appears to be demand-driven, immigration may have some displacement effects How Immigrants Contribute in particular for native-born women. The contribution of immigrants to the government’s fi scal balance exceeds the contribution of the native-born population on a per capita basis. The overall contribution of immigrants to GDP is estimated at 1.5%. Ghana is aiming to to Ghana’s Economy mainstream migration into development policies, and this objective would benefi t from stronger labour market information and analysis systems. How Immigrants Contribute to Ghana’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public fi nance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d’Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources. Ultimately, I argue that until both Ghanaians and Nigerians recognize othering as a problem worthy of redress, the full import of the ECOWAS Protocol on Free Movement of Persons will be lost on these two groups of West African citizens. For, while people can and do move across the 16 borders of West Africa, they do not necessarily move freely. Migrants are often reminded of their status as the other even in a country where our founding father sought to establish a strong sense of Pan African unity.
