Announcement regarding the Leader of the Opposition The Chairman made the following announcement:— “I have to inform Members that I have accorded recognition to Dr. Manmohan Singh, Member and Leader of the Indian National Congress Party in the Rajya Sabha, as the Leader of Opposition in the Rajya Sabha with effect from the 15th June, 2001 consequent upon his re-election to the Rajya Sabha on the 15th June, 2001.” 11-02 a.m. 3. Obituary References The Chairman made references to the passing away of: — 1. King Birendra Bir Bikram Shah Dev and other members of the Royal Family of Nepal; 2. Shri R.K. Narayan (ex-Member); 3. Shri G.Y. Krishnan (ex-Member); 4. Shri Jagan Nath Kaushal (ex-Member); 5. Shri Mohammad Yunus (ex-Member); 6. Shri Niren Ghosh (ex-Member); 7. Shri V.C. Ganesan (ex-Member); and 8. Shri S.S. Bhalerao (ex-Secretary-General, Rajya Sabha). The House observed silence, all Members standing, as a mark of respect to the memory of the departed. 11-16 a.m. 5. Reference regarding Train accident near Kozhikode in Kerala The Chairman made a reference to the great tragedy that took place on the 22nd June, 2001 when four bogies of the Mangalore-Chennai Mail jumped the tracks and fell into overflowing Kadalundi river near Kozhikode in Kerala killing over 50 persons and leaving hundreds of others injured in the accident and expressed the heartfelt condolences of the House to the affected families in their hour of grief and prayed for the early recovery of those who had been injured. The House observed silence, all Members standing, as a mark of respect to the memory of those who lost their lives in the tragedy. 23RD JULY, 2001 11-17 a.m. 6. Reference by the Chairman The Chairman made the following reference:— “Hon’ble Members, it is with utmost grief and sorrow that I refer to the tragic deaths of 13 persons including 6 pilgrims during this year’s Amarnath Yatra at Sheshnag and also in Doda District on the 21st July, 2001. The Yatra which symbolizes peace and harmony is however continuing and devotees in large numbers are visiting the holy shrine. I am sure the whole House will join me in condemning this barbaric act which has shocked the entire civilized world, and would join me in offering condolences to the bereaved families.     ANNUAL REPORT 2019-2020 SPARC-India School for Potential Advancement and Restoration of Confidence India ABOUT SPARC-India SPARC-India, established in 1996 stresses on community based rehabilitation (CBR) along with development initiatives for children with disabilities (CwDs) and persons with disabilities (PwDs) in urban as well as rural regions. SPARC-India is a registered society under the Registrar Chit Funds and Society registration Act 1860 under registration no. 597 (1996). The thrust of our programs is on education, health, skill development, livelihood generation, medical rehabilitation, formation of self-help groups (SHGs) of PwDs / their families and to establish linkages with government schemes through advocacy of rights and entitlements. SPARC-India established Jyoti Kiran School (JKS) for the children suffering from cerebral palsy in 2003. SPARC-India formed Advocacy groups in 2007 and established Uttar Pradesh Viklang Manch (UPVM) in 2009. A local trust helped in initiating a vocational training and placement cell for youths with disabilities (YwDs) in 2010. The Vocational Unit trains women with disabilities (WwDs) and marginalized women. Today SPARC-India is in the process of developing 12 government primary schools into inclusive schools. THE APPROPRIATION (NO. 4) BILL, 2004 THE MINISTER OF FINANCE (SHRI P. CHIDAMBARAM): Sir, I beg to move: "That the Bill to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of India for the services of the financial year, 2004-05, as passed by the Lok Sabha, be taken into consideration". Sir, the Bill arises after the supplementary appropriations charged in the consolidated Fund of India and demands voted by the Lok Sabha. It is proposed to augment the sanctioned provision by Rs. 38,621.77 crore. Of course, I may straightway point out that the cash outgo is much smaller; the cash outgo is only about Rs. 5,000 crore. However, to the extent of Rs. 33,058.23 crore, the augmented provision is matched by savings of the concerned departments by enhanced receipts. In addition, token provision of Rs. 48 lakh is being sought, Rs. one lakh for each of 48 items of expenditure, enabling re-appropriation of savings in cases involving new service or new instrument of service. CHAIRMAN: Hon'ble Members, I refer with profound sorrow to the passing away of Shri S. Agniraj and Shri Vijay Singh Yadav, former Members of this House. Shri S. Agniraj passed away on the 22nd of November, 2020, at the age of 87 years. Born in July, 1933, at Kuthiarkundu in Madurai District of Tamil Nadu, Shri Agniraj was educated at the Madura College, Madurai. An agriculturist, Shri Agniraj was an ardent promoter of the Tamil language. He served as a Member of the Tamil Nadu Legislative Assembly, from 1967 to 1971. Shri S. Agniraj represented the State of Tamil Nadu in this House, from June, 1998 to June, 2004. In the passing away of Shri S. Agniraj, the country has lost a champion of Tamil language and an able parliamentarian. Shri Vijay Singh Yadav passed away on the 16th of May, 2021, at the age of 68 years. Born in January, 1953, in Patna, Bihar, Shri Vijay Singh Yadav was educated at the B. S. College, Danapur. A social worker, Shri Yadav served as a Member of Bihar Legislative Assembly, from 1996 to 2000. Shri Vijay Singh Yadav represented the State of Bihar in this House, from April, 2000 to April, 2006. In the passing away of Shri Vijay Singh Yadav, the country has lost an able parliamentarian. We deeply mourn the passing away of Shri S. Agniraj and Shri Vijay Singh Yadav.
