Summary

This report details the results of the consultative process on the non-denominational primary school provision for and areas north of the A80. The report recommends that Cumbernauld Primary School should be relocated in a new school building in , north of the Eastfield Road and that its current delineated area should be extended to include the developing areas north of the A80.

Recommendations

It is recommended that the education committee :

1 approves the relocation of Cumbernauld Primary School to a new school building to be built in Carrickstone, north of the A80.

2 approves the catchment area of Cumbemauld Primary School to include Cumbernauld Village, , east of the Craighalbert Roundabout, Carrickstone, , and Castlecary as described in paragraph 4.15

3 approves the submission of this proposal to the First Minister requesting his consent to proceed with the relocation of Cumbernauld Primary School

1 BACKGROUND

J 1.1 At its meeting on 26 October 1999, North Lanarkshire Council approved the issue t of a consultative document on the non-denominational primary education arrangements for Cumbernauld Village and areas north of the A8O. That document is attached as appendix 1.

1.2 This report covers the outcome of the consultation on that document.

2 THE CONSULTATION

2.1 The department arranged an extensive process to consult the communities affected by the proposed primary education arrangements. The proposal was advertised in the press and copies of the document were issued to interested parties, including parents, school boards, elected members, unions and school staff. School staff and public meetings were held to enable further information to be given. Finally, written comments on the proposals were invited in terms of the Education (Publication and Consultation etc) () Regulations 1981.

2.2 73 written responses to the consultation document were received on or before Thursday 2 December 1999. In addition, 1 petition was submitted. These are listed in appendix 2, including the main points raised in each case. In addition, 170 general responses were received relating to the review process as a whole and how it affects the Cumbernauld area. These are listed in appendix 3.

3 THE RESPONSES

3.1 The Cumbernauld Primary School community

73 written responses were received from the community. The community andor elected members emphasised the following points in the responses or at the public meeting in the area. 3

There was general acceptance that the Cumbernauld Primary School building is in a state of disrepair and that there are difficulties in delivering a modern school curriculum in full. However, there was strong opposition at the public meeting to the proposed move to a new school building. The view was that the existing building should be refurbished and expanded. An in-depth investigation to compare the cost of the proposed new school with a refurbishmentYextension of the existing school was called for.

The consultative process has not taken into account the social and economic impact that closure of the village primary school would have on the village community.

A new school would be welcomed in the Carrickstone area of Cumbemauld but questions were asked about the design of the building. The concept of open plan was not popular.

The projected roll of the new school was a concern to many at the public meeting. In their opinion, the school would have too great a pupil population.

There was strong opposition to the proposed new school having a shared denominationalhon-denominational campus. Many thought it would increase, not diminish, religious division. At present, Cumbernauld Primary School does not have this religious division since children of many denominations are in attendance. Some were in favour of separate schools while others favoured an option of one new inter-denominational school with shared classes.

The safety of children walking from the village to the new school along the Eastfield Road was a major concern.

If Cumbernauld Primary School is relocated, the community was strongly opposed to the existing school building being demolished and thought that it could be used as a pre- primary school facility.

The Cumbernauld Primary School Board submitted a paper highlighting other options which it felt were worthy of consideration. These included:-

A Maintaining the status quo throughout the Cumbernauld area. B Maintaining Cumbernauld Primary School with a rezoned catchment area and extended facilities to cater for all the demand for places. C Relocating Cumbernauld Primary School to a new school building on the north side of Eastfield Road to be shared with a new Roman Catholic School with comdetelv semirate classes. 4

D Relocating Cumbernauld Primary School only to a new school building on the north side of Eastfield Road.

A survey of these options was carried out amongst the parents of the village school and over two-thirds of them submitted replies. In order of preference, the most favoured option was B and the least favoured by far was C. These results indicate that there is a strong preference for the school to be maintained in Cumbernauld Village and that the least attractive option is that described in the consultation document.

Other views expressed by the School Board were as follows:- 0 The Education Department must make constructive proposals to reduce the economic and social impact of closure on the village community L 0 The Education Department must publicise its intentions for the village school building, if it is to close All of Craigmarloch, not only part of it, should be zoned to the proposed new school. Alternatively, parents from this area should be given a choice of Eastfield Primary School or the new school The recommendation in the consultation document has been ill thought out and poorly presented. Essential information has not been made available to parents and, therefore, they are unable to make an informed and reasonable decision.

(i) If the new school is approved, the interim accommodation arrangements for the enlarged catchment area of the existing school building must be detailed. If temporary hutments are employed, the safety and security of children must be guaranteed.

(i) Craigmarloch should be zoned to the new school, not Eastfield Primary School as recommended in the consultation document. Alternatively, parents in this area should be given the choice of the two schools.

3.2 A petition was received containing 742 signatures opposing the closure of Cumbernauld Primary School

3.3 A response was received from the Staff of Cumbernauld Primary School. The following points were made:-

0 Some members of staff favoured the retention and extension of the school on its existing site. Others favoured the option of relocation to a new school but with reservations 0 Consideration should be given to the future use of the village school building if relocation takes place. Some form of educational provision should be retained. In addition, the church should retain its use of the building 5

The overwhelming consensus of staff is that the present building is unsuitable for today’s educational requirements. It undermines teaching and learning in many ways. The following inadequacies were highlighted: A lack of playground space, no football or other sporting facilities, lack of electrical sockets, lack of sinks in classrooms, poorly heated corridors used for many activities, corridors not water-tight, poorly designed and over-full classrooms Good educational standards have been attained because of the dedication of staff, parents and children If the existing school is to be extended, concerns were raised about the level of disruption this would cause. In addition, health and safety factors must be considered The consultation process has not given staff sufficient information on which to consider the options fully. Staff should be consulted on the design of a new school An open plan design is not the preferred option because it restricts direct whole class teaching Lack of wall space/display areas in an open plan building is a disadvantage to learning The opportunities offered by a joint campus have not been explored fully e.g. multi-faith assemblies, celebrations of achievement

3.4 Elected representatives

3.4.1 Councillor G. Murray was highly critical of the proposals for primary education in Cumbernauld, stating that all of the relevant factors had not been considered. The Education Department has completely ignored how schools evolved in the Cumbernauld area, as part of a Government led plan for providing an experimental modem community. The proposals should be re-examined to make full allowance for reasonable nursery provision in every school, and to minimise the distances that parents have to walk with infant and nursery children given the topography, footway pattern and climate of Cumbernauld. The Council should be advised that the present consultation with regard to closures needs revision. However this should not prevent the Council proceeding with a new primary school in a complex off the Eastfield Road.

Councillor Murray suggested several additional proposals.

The village school should continue as a smaller school, serving a possible catchment area of Cumbemauld Village, Castlecary, Edenvale, the Links, the areas of Carrickstone nearest to Cumbernauld Village and the southern part of Muirfield Road. This proposal would only be acceptable if suitable, well-lit and graded paths were constructed and the underpass dramatically improved. 6

If the parents approve of a new school all the pupils and staff should transfer to the new building, which should be called Cumbernauld Primary School. The following guarantees must be given:

(1) The best parts of the old village school should be retained for pre-5 provision. (2) In addition, consideration should be given to pupils in Primary 1 and 2 being retained in the village school. (3) The dining room and gymnasium should be available for evening activities and to serve as halls in conjunction with the village church. Other parts of the building should be made suitable for out-of-school child care. (4) A safe solution must be found for all pupils who have to cross the Eastfield Road.

3.4.2 Councillor F. Glavin highlighted her concerns in her response. These are summarised below.

In producing these proposals, safety was an issue which was not taken seriously by the Education Department. Parents have genuine concerns about the dangers and hardships that will befall their children, some as young as 4 or 5 years of age Some of the children who will be affected by these proposals are from the most deprived areas of Lanarkshire Council’s plans are out of step with the Government’s future plans for education Available space in schools should be allocated to community use and pre-4 and pre-5 provision.

Councillor Glavin proposed that North Lanarkshire Council’s Property Department should take responsibility for school buildings. The Education Department would then occupy the space required for school provision. The un- used space could then be employed for pre-school and community use. Ths will ensure that the buildings are totally utilised and that parents and children are not faced with unnecessary hardship.

3.4.3 Councillor W. Homer’s response highlighted the following concerns:-

0 The consultation has been flawed from the start with inaccurate information and figures being presented 0 The number of submissions from the informal consultation and suggestions contained in them were not reflected accurately in the final documents 0 Safety factors are a major concern 0 If pre-school provision and primary provision are accommodated in different locations, this will cause hardship for parents with children in different schools 7

All schools are used by their communities. The loss of a school will result in many groups folding 0 Parents want reduced class sizes and additional pre-school provision on the existing school sites The monies raised from the sale of greenfield sites north of the A80 should be sufficient to build the new school and upgrade all of the existing schools

3.4.4 Councillor E. Irvine submitted a response in which the following points were raised:-

0 The Education Department’s proposals for Cumbernauld as a whole should be reconsidered since they are fundamentally flawed 0 Schools form a focal point for a variety of community activities. Cumbernauld will be ripped apart by these proposals

3.4.5 A response was received from Rosemary McKenna, M.P. for Cumbernauld and , in which she summarises the representations made to her by her constituents. The main issues are as follows:-

There is a clear need for education, both denominational and non- denominational, in the area north of the A80 and the representations show that there is support for the Council’s innovative approach in offering two schools on the same campus 0 Cumbernauld Village school is highly regarded as a local facility providing excellent education 0 She requests that adequate time be taken to reach the correct conclusion and suggests that if a further consultation period is appropriate then the Council should consider this

3.4.6 A response was received from Cathie Craigie, M.S.P. for Cumbernauld and Kilsyth, in which she requests that the final decision should consider the implications for Cumbemauld of the programme for primary education set by the Scottish Executive. These include the reduction of class sizes in P1 to P3 to 30 or less by 2001 and the provision of further nursery and out of school care facilties. Representations made to her by her constituents are summarised in the written response

3.4.7 Andrew Wilson, MSP, Shadow Minister for Finance, submitted a response detailing the following issues:-

The consultation period has been a wasted opportunity and the views of the parents seem to be inadequately considered 0 The proposals could mean bigger class sizes and leave less space for extra- curricular activities such as music and drama. Class sizes of 25 rather than 33 should be the Council’s target as we enter the new millennium 8

0 Schools are indispensable community resources and often act as a community focal point 0 Not only will many children have to travel longer distances to school but they will also have to use routes which can be described as dangerous, for example through underpasses and past pubs.

3.4.8 A response was received from Donald Gorrie, MSP for Central Scotland. The main issues are as follows:-

0 The Council has failed to persuade parents that the proposals will improve the overall quality of primary provision in Cumbernauld 0 The new plan should set out a clear strategy for education at all levels in Cumbernauld and be based on educational philosophy and community needs. The present proposals appear to be finance-led and to be based on short-term savings 0 The plan does not seem to take full account of future house building, in and around Cumbernauld. 0 Repair estimates for the existing schools are disputed by local people and require clarification 0 There should be more consultation with local residents to ensure that enough accessible accommodation is available for community activities

3.5 A response was received from the Department of Community Services raising the following points:-

0 Any new build should be designed to maximise its suitability for lifelong learning. It should incorporate facilities for early years provision and, hopefully, areas could be made available for adult learning in aspects such as information technology 0 Any school closures / amalgamations should take into account the general issue of community learning. By April 2000, the Council must produce its community learning strategy with associated local learning plans to follow thereafter. The rationalisation process should produce a situation which is more appropriate to the needs of schooling in the Cumbernauld area. It should also maintain a reasonable level of community access, to allow the Council to meet its obligations to other learners

3.6 A response was received on behalf of Cumbernauld Old Parish Church expressing dismay and concern about the proposed relocation of the village school and the potentially damaging effect this would have on the local community. Some form of extension to the existing building would be a more favourable option.

3.7 A detailed response was received from the Cumbernauld Save Our Schools Campaign, requesting that the Council takes note of the following views expressed by the public: 9

0 The maintenance costs reported in the consultation document are inaccurate and inappropriate as a basis for cost analysis 0 The zoning proposals are generally considered to be ill thought out and not practical The consultation process is widely seen and felt to be a “means to an end” 0 Councillors and Officers should not forget that they represent the public The proposals will not only reduce the quality of education available to children but will also remove community facilities

3.8 A response was submitted by the Senior Management Team of Cumbernauld High School. The following issues were raised:-

0 The model chosen for the proposed new school could be potentially divisive 0 Re-zoning part of Craigmarloch to Eastfield Primary School, which is associated with High School, will affect the roll of Cumbernauld High School 0 The proposals contain no details of plans for future primary to secondary transition arrangements

3.9 The response from The Educational Institute of Scotland raised the following specific points.

(a) The underpinning philosophy of Raising Achievement is to make a qualitative difference to the delivery of education. A quality audit of current provision was missing from the informal consultation process.

(b) The EIS does not accept that schools have “spare” capacity. The measurement of capacity on a crude number basis is outdated. It is the view of members in these schools that creative use is made of space. Schools have dedicated computer suites, libraries, drama and creative arts rooms, learning support rooms and rooms for small group meetings. Also in many schools facilities for staff are inadequate.

(c) In relation to accommodation within primary schools, the doubling up of dining rooms for PE is outdated. Appropriate PE facilities should be addressed before decisions are taken.

(d) The development of nursery and special needs provision must be considered as part of the consultation.

(e) There is a concern that schools which amalgamate will be overcrowded. Teachers and parents will require a very clear demonstration that quality of education will not suffer as a consequence of the proposals and that school resources are not over-stretched to breaking point. 10

Transport and safety of walking routes to school must be major factors in this consultation.

Cumbernauld is not a single community but a collection of communities and each should have its local school.

The school is a key factor in maintaining viable community life. It would be unfortunate if some parents “win” while others demonstrably “lose” through any programme of rationalisation.

The design of any new school building should be discussed prior to final decisions being made.

Rationalisation proposals may be undermined by the effects of placing requests and this requires to be recognised by the Council.

The effect of primary rationalisation on secondary schools must be addressed.

An additional E.I.S. response was submitted under the following sub- headings:- The Consultation Process, Educational Issues, Pre-5 Provision, Social Inclusion, Costing, Pupil Rolls/School Accommodation. The response draws the following conclusions:-

The prospect of school closures is difficult and emotional for parents, pupils and teachers This fact, however, should not obscure the fact that the proposals on primary rationalisation have raised a number of issues which are still unresolved There should be demonstrable educational benefit for all parents and pupils. Thrs will require improved facilities in all schools and not only in the proposed new shared campus at Carrickstone The final paper, to be presented to the Education Committee responding to the consultation period, should address this central fact

4 DISCUSSIONS AND CONCLUSIONS

4.1 Ths section summarises the views expressed in the submissions and the response of the education department to these. 11

4.2 The Cumbernauld Primary School building should be upgraded and extended

To refurbish and extend the existing Cumbernauld Primary School building. Would cost E1.5 million, substantially less than the E4.5 million for the proposed new campus. However, to continue on the current site would not offer best value. The current accessibility and traffic problems could not be solved. A November '99 report from Design Services confirmed that any potential for development on the village site "is limited due to the age of the building, site conditions and the poor accessibility of the site". The existing building is overcrowded, in a state of disrepair and even with refurbishment will have disadvantages in the delivery of a modem school curriculum. In addition, the majority of children attending the school live in the developing areas north of the A80.

4.3 Building a new school is not the best option

For the reasons stated in 4.1 , the right option is to relocate Cumbernauld Primary School in a more accessible location and in a purpose-built educational building, capable of delivering a primary school curriculum well into the next millennium.

4.4 The proposed shared campus will increase religious division

The view that the denominational / non-denominational shared campus will increase religious division is not accepted. It is anticipated that all sectors of the community will benefit from this arrangement, both educationally and socially. The role of parents, children and teachers in dealing with this sensitive issue will be significant. The interests of each school are protected but with opportunity for educational and social collaboration.

4.5 Proposals for catchment areas north of the A80 have been poorly constructed

Views on the current catchment arrangements for areas north of the A80 have been highly critical. A common criticism has highlighted the fragmentation of the area caused by current catchment arrangements and the unacceptable distances which pupils are expected to travel to their zoned schools. The proposal to split the area between Cumbernauld Primary School and the proposed new school would certainly reduce travel distances but would divide the existing school community. This opposes the views expressed by the school community that it should be retained as one unit and should not be sub-divided, irrespective of its final location.

4.6 The community is not being consulted on the design of the new school

The whole community will be consulted about the design for the new school. 12

4.7 The future of the village school has not been considered

The value of the existing school building to the village community and its place in the history of Cumbernauld is acknowledged. The future of the existing school building is a major issue for hture discussion with all interested parties and deliberations will continue while the new school is under construction. A proposal to make use of some of the existing buildings for nursery provision is being investigated.

4.8 Walking routes are unsafe

It is accepted that some children will have to travel further distances to the new school. However, all children living beyond one mile of their zoned school will receive free transport. In addition, children living within the one mile limit will receive free transport if the walking route to/from school is deemed to be unsafe by the Department of Planning and Environment. All children from Cumbemauld Village will receive free transport to the new school. Underpasses, graded paths, lighting on routes will be upgraded in accordance with conditions set by the Department of Planning and Environment.

4.9 In general, the children in Cumbernauld will not benefit from these proposals

This view is rejected. As a result of these proposals, it is anticipated that all children in Cumbernauld will be educated in school buildings which are better maintained and better equipped than they are at present. It is accepted that there will be some short-term disruption as a result of these proposals. However, it is anticipated that long-term gain for all primary school children in Cumbernauld will be the ultimate outcome. It is not the view of North Lanarkshire Council that some children will “lose” while others “win” as a result of this review.

4.10 This proposal will have a damaging effect on community life in the village

It is recognised that the relocation of the village school may have a social and economic impact on the village community. However, the location of the new school will be one mile from Cumbernauld Village and consequently the impact may be minimal. Moreover, future educational provision in the existing school building is under investigation. 13

4.11 Interim arrangements for Cumbernauld Primary School have not been considered

From August 2000, the proposal recommends that the catchment area of Cumbernauld Primary School be extended. The existing school building will not accommodate an increase in the school roll. Therefore, until the new school is in place and relocation can proceed, the provision of temporary accommodation will be necessary.

4.12 Primary to secondary transition arrangements have not been considered

The issue of primary to secondary transition arrangements is the subject of an on- going review and a report is included on the agenda for this meeting of the education committee.

4.13 Building maintenance costs are inaccurate

Maintenance costs are provided by the Department of Property and Housing and these are updated on a regular basis. It is accepted that some elements of maintenance work, as quoted in some consultation documents, have been carried out and should be removed from overall costs.

4.14 There has been insufficient consultation

Criticisms of the consultation process are without foundation. The education department has consulted thoroughly, both informally and formally. All interested parties have been consulted during a period whch exceeds by far the statutory 28 day formal consultation.

4.15 Conclusions

In this case, the options are the building of a new school as described in the consultation document or the retention of the existing school perhaps with upgrading and extension. In reaching a decision, the authority has to take account not only of parental and community views but also wider educational and strategic considerations. It is disappointing that the public response to the new school has been so negative. However, in strategic terms, given the limitations of the current building and the geography of the catchment area, it is considered that the new school proposal is the right option. Therefore, it is the recommendation of the education department that a new non-denominational school be built in Carrickstone, north of the A80 and that the school building be on a single campus shared with a denominational school. These should be funded by capital receipts from the sale of sites previously designated for educational use in Cumbernauld. However, the authority recognises the strong support for the retention of educational provision in the village and therefore the use of part of the existing building for pre-school provision is under active consideration. 14

Therefore, the education department proposes that: -

(a) Cumbernauld Primary School be relocated in a new school building in Carrickstone, north of the Eastfield Road (b) The catchment area of the new school include Cumbernauld Village, Craigmarloch east of the Craighalbert roundabout, Carrickstone, Westerwood, Dullatur and Castlecary (c) Craigrnarloch, west of the Craighalbert roundabout, be zoned to Eastfield Primary School (d) From August 2000, children living in rural areas currently zoned to Cumbernauld Primary School be zoned to Melrose, or Eastfield Primary School as described in the rural areas consultation document

4.16 Referral to The Scottish Executive

Under The Education (Publication and Consultation Etc.) (Scotland) Amendment Regulations 1988, the proposed relocation of Cumbernauld Primary School will /' be referred to the First Minister for approval.

5 Recommendations

It is recommended that the education committee :

1 approves the relocation of Cumbernauld Primary School to a new school building to be built in Carrickstone, north of the ASO.

2 approves the catchment area of Cumbernauld Primary School to include Cumbernauld Village, Craigmarloch, east of the Craighalbert Roundabout, Carrickstone, Westerwood, Dullatur and Castlecary as described in paragraph 4.15

3 approves the submission of this proposal to the First Minister requesting his consent to proceed with the relocation of Cumbernauld Primary School

1 Background

1.1 At its meeting in September 1998, the education committee considered the current provision of primary schools in the authority and agreed that priority should be given to a review of schools in Cumbernadd

1.2 The main concerns underpinning this decision are the following. In aggregate, there are too many primary school places and closures can be j-ed on value for money grounds. In addition, there exists a geographical dsparity between school location and housing developments. The provision of schools north of the A80 is inadequate and pupils are zoned to relatively distant schools on the south side of the town.

1.3 In broad terms, the committee approved for Cumbemauld:

(a) the development of new provision north of the A80 and the possible consolidation of existing primary schools in the town.

(b) the retention by education of any capital receipts and revenue savings from the area and their allocation to the building of the new schools north of the A80 and the upgrading ofthe remaining primary schools.

2 Location of Cumbemauld Primary School

2.1 The location of Cumbemauld Primary School is shown in appendix 1.

The schooI’s current catchment area includes Cumbernauld Village, Dullatur, Castlecary, Croy and the nrral areas to the south of the Cumbernadd, as shown in appendix 3. 2.2 The areas to the north of the A80 have been zoned to primary schools to the south of Cumbemauld Town as shown below.

These areas are shown in appendix 1.

3 Projected Maintenance Expenditure

Cumbemauld Primary School is presently housed on a site which is inadequate for the current school roll. In addition, playground space and car parking space are inadequate and traffic access to the campus is very dBcult.

The above maintenance expenditure will not solve these inadequacies but merely maintain the status quo.

32 The accommodation at Cumbemauld Primary School consists of 13 classrooms, gymnasium, dining hall/kitchen, a project/ac?ivity area, 2 tutorialhesource rooms and the usual anciIlary facilities includtng toilets, storage areas, janitation Eacilities and offices. The school has no ramp for access by physidy impaired pupils. It does have an adapted toilet. The school has no playing field within its grounds and the playground space is inadequate for the present roll. Access to the car park is via a narrow entrance and car parking places are barely sufficient. 19

3.3 Based on a maximum class size of 30 in P1 to P3, the school has a capacity of 41 1 and has a current occupancy level of 99%.

4 Arguments for Change

4.1 The Cumbemadd Primary School building; has a current occupancy level of 99%, as detailed in 3.3. If the number of pupils wishing to enrol at Cumbemauld Primary School including placing requests continues at the present level, the building will have insuEcient accommodation. However, there is little potential for rebuilding on the existing school site. The site area is small and playground facilities for the current roU is inadequate.

42 The current roll of Cumbemauld Primary School is 407. This roll contains pupils from the following areas north of the A80 which lie outwith the catchment of Cumbemauld Airnary Schoo1:-

The number of pupils attending Cumbemauld Primary School fiom locations to the north of the A80 outwith its delineated area is 247. This indicates that current zoning arrangements are not meeting the needs of many parents and require to be re-examined. The school is not geographically well located in its catchment area

4.3 The area to the north of the A80 and east of Balloch which includes Craigmarloch, Carrickstone, Westerwood, Dullatur and Castlecary is rapidly expanding and currently has no local primary schools. It is clear that fiom the existing school provision in the town Cumbemauld Primary School is the preferred option for most parents in these areas.

4.4 The accommodation available in Cumbemauld Primary School is inadequate for the needs of the modem primary curriculum. 20

5 The proposal for Cumbemauld Primary School and areas north of the A80

5.1 The following is the proposed solution to the problem described previously:

(1) Crimbemauld Primary School should be relocated to a new primary school building in the Carrickstone area of Cumbemauld. The location of the new school is shown in appendix 2.

The catchment area for the new school should include Cumbemauld Village, C*gmarloch to the east of the Craighalbert Roundabout, Carrickstone, Dullatur, Westerwood and Castlecary as shown in appendix 2.

(3) The area of Craigmarioch to the west of the Craighalbert Roundabout, which is currently zoned to Langlands Primary School, should be re-zoned to Eastfield Primary School as shown in appendix 2.

The catchment area for the new school, as in 2 above, should be zoned to Cumbemauld Primary SchooP as an interim arrangement (I

Children living in rural areas currently zoned to Cumbemauld Pnmary School should be re-mned to non-denominational primary schools closer to home, as shown in appendix 3.

The new school building should be on a campu shared with a new denominational school. The schools will be staffed separately but will share a common staff room, dining facilities, PXJ Assembly areas and children’s play areas. The building will also have accommodation for pre-school provision.

5.2 ImpliCaSons

52.1. The proposal will be a =.or benefit to the pupils and the wider community. The school will be purpose-built to meet the accommodation and resource requirements of the modern primary curriculum. The facility will also be available to the wider community.

52.2. New School Roll

If all primary school children living in the proposed catchment area attend the new school, it would have a current roll of 489.

The relocation of Cumbemauld primary School will have some implications for teaching and non-teaching staff. E-g staff would be relocated in the new school building. In addition, all members of staff will be fully consulted about any implications as will the appropriate deunions. The particular wishes of each member of staff will be taken into account.

The relocated school would benefit from a temporary enhancement of staffing s@ndar&. The enhancement shall be for two school sessions and would be as follows:-

5.2.4 Transport

In accordance with North Lanarkshire Council’s transport policy, free transport will be provided for children living more than one mile away from their local primary school by the shortest, safe walking route.

5.2.5 Community Use of Schools.

Community use of the new school building will be encouraged. It is anticipated that this use will be substantial given that it is a modern purpose built facility and the lack of other local facilities in the locality.

5.2.6 Secondary Education

The implications for secondary education will be dealt with in a paper to the next meeting of the education committee.

53 Financial Implications

5.3.1 The current budget allocation to Cumbemauld Primary School is as follows-

5.3.3 The property costs have been calculated for the joint campus and then allocated on a pro-rata basis. The details are included in appendix A.

5.3.4 The mgbudget excludes any temporary enhanced staffing allocation.

5.3.5. The estimated additional annual transport costs as a result of this proposal is €30,000 I:

6 Summary of Proposals

The elements in the proposal are:-

6.1 A new school building accommodating a non-denominational and a denominational school should be built in carrickstone.

6.2 Cumbemauld Primary School should be relocated in the new building (appendix 2).

6.3 The catchment area of the new non-denominational school should include:- Cumbernauld Village, part of Craigmarloch, Carrickstone, Westerwood, Dullatur and Castlecary (appendix 2). In the interim, these areas should be zoned to Cumbemauld Primary School.

6.4 The area of Craigmarloch west of the Craighalbert roundabout should be zoned to Eastfield primary School (appendix 2).

6.5 Children living in rural areas which are currently zoned to Cumbemauld Primary School should be re-zoned to nondenominational pkyschools closer to their homes (appendix 3).

7 Recommendations

It is recommended that:

1 The Education Committee agrees to adopt the following proposals:

(a) that Cumbemauld Primary School be relocated in a new school building in Carrickstone, north of the Eastfield Road, in accordance with the map shown in appendix 2.

(c) that the catchment area of the new school include Cumbemauld Village, Craigmarloch east of the Craigbalbert roundabout, Carrickstone, Westerwood, Dullatur and Castlecary, in accordance with the map in appendix 2.

(c) that Craigmarloch, west of the Craighalbert roundabout, be zoned to Meldprimary School, in accordance with the map as shown in appendix 2.

(d) that fiom August 2000 the catchment area of the new school, as in (b) above, be zoned to the existing Cumbemauld Primary School as an interim arrangement.

(e) that fiom August 2000, children living in rural areas currently zoned to cumbernauld Primary School be rezoned to Melrose, Whitelees and MeldPrimary Schools in accordance with the map in appendix 3.
