Keesing The Australian National University/ McGill University INTRODUCTION- In the mountains above the eastern coast of Malaita, Solomon Islands, some two thousand Kwaio tribespeople still sacrifice pigs to their ancestors, still carry bows and arrows and clubs, still give mortuary feasts using strung shell valuables, still subsist on food they grow in rain forest swiddens (Keesing 1978b, 1982b). Yet only 75 miles away, where the Guadalcanal campaign was fought almost half a century ago, jet planes now bring businessmen, development experts, and tourists to Honiara, the small but bustling capital of the UNs 150th member nation. The Kwaio traditionalists follow their ancestral religion and customs not out of isolation -- they have been part of the world system for 120 years -- but out of struggle. This struggle locks them in conflict with the postcolonial state: they refuse to pay taxes, reject development schemes and logging; they demand massive compensation for past grievances of the colonial period; they reject as best they can an alien legal system, threatening violence against police now afraid to enter their mountains; they demand that they be allowed to live according to "custom" on the land of their ancestors, not Western ways and laws; and they battle the invasive forces of evangelistic Christianity, as represented both by missionaries and by their own Kwaio cousins now living as Christians in coastal villages. -

SOLOMON ISLANDS TRUTH AND RECONCILIATION COMMISSION Confronting the Truth for a better Solomon Islands FINAL REPORT FEBRUARY 2012 Honiara, Solomon Islands 1 2 EXECUTIVE SUMMARY This document is the Final Report of the Solomon Islands Truth and Reconciliation Commission (TRC), mandated by an Act of the Solomon Islands Parliament in 2008. The Commission of five members worked from 2009 through 2011 to discover the causes, details and effects of the country’s “ethnic tension” crisis of 1998-2003, which nearly destroyed the country, killed at least 200 persons, and adversely affected many thousands more. The TRC did its work through conducting public and closed hearings; collecting statements from victims, perpetrators, and other involved parties; facilitating focus group interviews with all sectors involved in the conflict; and organizing research on issues related to the conflict. The first volume contains chapters discussing the mandate of the TRC, the historical background of the Solomon Islands conflict, the timeline and details of the conflict, the various militant groups (especially, the Guadalcanal Revolutionary Army/Isatabu Freedom Movement, the Malaita Eagle Force, the Black Sharks, and the Guadalcanal Liberation Front), and the response of the Solomon Islands Government. The second volume discusses human rights violations committed by all parties during the conflict, including the state, non-state militant groups and state-authorized Special Operations conducted by police and former militants. After an initial chapter discussing the domestic and international legal framework for the TRC’s human rights work, there are separate chapters on the six human rights violations identified by the TRC as most prevalent during the conflict: killings, abductions/illegal detentions, torture/ill-treatment, sexual violence, property violations and forced displacements. -

We have told the heathen that you are coming, but they only laugh. —Louisa Tarasol-Eurora (Mrs Charlie), Fo`odo, 7 March 19102 British Authority before the Protectorate The third aspect of change that engulfed Malaita, after the labour trade and Christianity, and unified the island was the establishment of a government base. The Western Pacific High Commission (WPHC) extended its reach into the protectorate in the 1890s, but had no presence on Malaita until 1909. Once `Aoke was opened, British authority could slowly be extended and enforced, although until the 1920s and 1930s there remained no substantial protectorate authority on the island. Analysis of Malaita after 1909 must expand its focus to concentrate on the slow institution government control. Whereas early chapters dealt with labour and missions as independent entities, from 1909 they were subservient to government processes emanating from `Aoke and Tulagi, at least in theory. -

Review: JEFF SIEGEL UNIVERSITY OF NEW ENGLAND ARMIDALE, NEW SOUTH WALES Melanesian Pidgin English (MP) is best known from the many studies of one of its dialects, Tok Pisin, spoken in Papua New Guinea. Only in recent years have more detailed studies begun to appear of the other two dialects of MP: Pijin, spoken in the Solomon Islands, and Bislama, spoken in Vanuatu (formerly the New Hebrides). Roger Keesing’s Melanesian Pidgin and the Oceanic Substrate is an important book because not only does it provide detailed information on Solomons Pijin (or Pidgin) but also it looks at the development of MP in general from new perspectives. The book is also assured popularity because it pro- vides more fuel for the “substrata versus universals” debate that has been raging for years in pidgin and creole linguistics (see Muysken and Smith 1986). For those unfamiliar with this debate, it basically concerns the origin of some grammatical features common to many pidgin and creole lan- guages. The “substratist” position is that these features come from the mother tongues of the speakers who were instrumental in the develop- ment of the pidgin--that is, from the “substrate languages.” The “universalist” position, on the other hand, is that these common fea- tures represent basic, perhaps inborn, properties of human language or common patterns of second-language acquisition. 10 Making Mala into Malaita, 1927–42 Further progress has been made in the development of Native Administration during the year. This progress, unfortunately, continues to be slow, and must be so until facilities for the setting up of native courts are available. Nevertheless, it has been possible in many parts of the island to lay the foundations of such Courts, and councils of elders, arbitrating in native custom, have proved of great assistance in administration. —Charles N.F. Bengough, District Officer Malaita, District Annual Report, 19411 Introduction This chapter covers the years after Bell and until the Second World War reached the Pacific. The argument pursued in this book has been that most of ‘Making Mala’ occurred between the 1870s and the mid-1920s. Then followed a slow period during the 1930s and until 1942, when, hurried by the war, the protectorate administration introduced a few crucial developments. The Bell massacre in east Kwaio in 1927 was a substantial setback but an aberration, a piece of bad luck that could have occurred at any time between 1909 and 1927. Culturally Appropriate Health Care in Kwaio, Solomon Islands: An Action Research Approach David MacLaren B.App.Sci., M.P.H. A thesis submitted in fulfillment of the requirements of the degree of Doctor of Philosophy School of Public Health Health Group Griffith University December 2006 Abstract The Kwaio people of central Malaita, Solomon Islands who retain the culture and religion of their ancestors, face a stark choice when seeking treatment at Atoifi Adventist Hospital—relinquish fundamental precepts of Kwaio culture and religion by entering the hospital, or remain true to Kwaio beliefs and stay away. Many choose the latter. The result is considerable untreated acute and chronic illness and preventable death. For people who have converted to Christianity Atoifi Adventist Hospital poses fewer cultural barriers and is one of the most respected and best equipped hospitals in Solomon Islands. However, for those who have chosen not to become Christian, the ongoing exclusion they face has resulted in antagonism and mistrust between their community and Atoifi. This thesis describes and analyses the colonial-Christian discourse in which the hospital was established and action taken to achieve a long held desire of many Kwaio people—a facility at Atoifi where health services are attainable without the rejection and desecration of Kwaio culture and religion. Using a Participatory Action Research methodology that challenges the dominant colonial-Christian paradigm, this study seeks to understand the nature of Participatory Action Research through its pursuit of culturally appropriate health services at Atoifi. This thesis outlines how the research process brought together a disparate collection of groups and individuals to analyse the oppressive situation at Atoifi and propose action to establish a culturally appropriate health facility there. -
