Immigration & Port Clearance Boats entering Malaysia are required obtain clearance upon arrival. The offices that you have to call on have to be made in the following order are: - a) Immigration b) Marine Department c) Customs d) Health Department (if Quarantine procedures are required)

In Port Dickson, a small township in mid-western Malaysia, the above government departments are open during the following hours: -

Day Operation Hours Monday – Thursday 0830hrs – 1245hrs and 1415hrs – 1600hrs Friday 0830hrs – 1200hrs and 1445hrs – 1600hrs

Notes: - These offices are closed on Saturdays, Sundays and Public Holidays. However at major ports of the country, Penang, Tanjung Pelepas, Klang and Langkawi, these offices open daily, 24 hours a day.

Upon Checking-In:

Immigration Fill in the embarkation card; it is important to retain the portion on the card returned by the immigration as it has to be submitted upon leaving the country

Fill in 3 copies of the ‘Crew List’ which is a statutory form sold at the office for RM1/-.

These will be processed by the office and is distributed as follows: - a) Original copy retained by Immigration office b) 1st copy to be submitted to Marine Department upon checking in c) 2nd copy to be submitted to Immigration Department at the port where you check out d) Make sure passport is stamped with the correct date ; visa is usually given for three months.

Marine Department Fill in a ‘Port Clearance’ application form.

Fill in Form MSS 1 (2 copies), a statutory form sold by the Marine Department at RM1.00. These will be processed by the office and is distributed as follows: - a) Original copy is retained by the office b) 1st copy is to be submitted to the Marine Department at the port where you check out c) Based on the declaration of the gross weight of the boat, there may be some ‘light dues’ chargeable which is normally less than RM10

Customs Show them the copy of the Form MSS 1 processed by Marine Department.

Submit your Port Clearance certificate from your last port of call.

A customs clearance form will then be issued by this department.

Quarantine Unless you come from a ‘blacklisted’ country which may change from time to time, you may be required to be cleared by the Health Department. A list of diseases requiring clearances is published periodically.

LOCATION The privately owned and operated Marina is situated on the northeast corner of the development at , Pulau Pinang, and is part of the Straits Quay Retail complex belonging to E&O Berhad.

Straits Quay includes food & beverage outlets, shops and leisure facilities, and private apartments. Straits Quay is signposted from the main roads in this part of Penang.

APPROACH Approaching by sea, vessels should locate and pass close to the Wreck Buoy in position 05° 28.43’N 100° 19.09’E and proceed down the approach channel (dredged to -3m below chart datum) keeping the leading marks (05° 27.46’N 100° 19.025’E) in line bearing 180°.

Start your starboard turn towards the entrance when 100m short of the front leading mark. The southern extremity of the main breakwater is marked at night by a green flashing light. Continue to turn 180° to starboard round the end of the breakwater and enter the marina basin heading north, leaving the lighthouse tower to port.

FACILITIES The marina has 40 pontoon berths that can accommodate boats from 10m up to 20m in length. The marina basin is dredged to -3m below chart datum.

All berths have water and electricity supplied via pedestals. The marina basin is secured inside electronically operated access gates.

A Boaters’ Centre is located within the Marina Management Office at the northeast corner of Straits Quay, with information office, wi-fi access and shower rooms.

Prior booking of berths is highly recommended, and they will only be allocated subject to availability.

RATES The daily berthing fee is based on RM3 per meter run overall length, including appendages. The weekly rate is RM21 per meter run, and the monthly rate is RM84 per meter run.

The minimum fee is the daily rate for periods up to 24 hours from noon daily. Rates are payable in advance.

Water and electricity are charged as consumed – all pedestals are fitted with individual meters, which are read daily.

24 RAFFLES MARINA PHUKET CRUISE 2011 SUPPORT The Marina Management Office is manned from 0900 – 1800 daily. A marina maintenance crew works the same hours, and will assist with berthing and un-berthing.

Contact by boats arriving at the marina during these hours is by VHF Channel 71.

SECURITY The pontoon berths are contained within a fenced area, controlled by electronically operated access gates. Access is restricted to marina staff and boat owners and their nominated representatives, who are issued with access cards.

Straits Quay public area, which bounds the marina on 3 sides, is patrolled by security guards 24 hours/day. Yacht Owners are responsible for securing their boats effectively. The marina management will accept no liability for loss of or damage to property.

INSURANCE All boats berthed in or operating to the marina is required to show proof of valid 3 rd party insurance cover to a minimum value of RM1,000,000.

SAFETY Yacht owners and crews are responsible for their safety and that of their guests. All guests are to be escorted inside the marina basin area. Boats are to be in seaworthy condition and carry sufficient life-saving equipment for the numbers embarked when proceeding to sea.

POLLUTION No discharges from oily bilges and heads are permitted inside the marina basin. Yachts causing pollution will be charged a clean-up fee.

FISHING, etc. No fishing, swimming or recreational diving is permitted inside the marina basin.

PONTOONS The main walkway pontoons are not to be obstructed in any way, by overhanging bows/sterns/appendages, loose electric cables, water hoses or boat equipment. Finger pontoons are not to be blocked by boat equipment.

REPAIRS Contractors may be authorised by yacht owners to perform minor repairs and fit-outs, but no heavy external repairs are permitted, including spray painting, grinding, cutting, etc. The marina has no dedicated repair or haul-out facilities.

APPEARANCE The marina is situated in a very public location, and yachts are highly visible. The cooperation of yacht owners is requested and expected to square off their boats and maintain them in a clean and tidy condition.

SPEED The speed limit within the marina basin is 5kts.

ANCHORING Yachts are not permitted to anchor in the approach channel or at the entrance to the marina except in case of emergency.

CIQP The marina is an authorised Landing Point for vessels entering or departing from Malaysia. The Marina Management Office will assist owners to complete clearing in/out procedures in George Town.

The marina and resort is located on its own island, and the hardstand, wrapped around the lagoon, is relaxed and quiet, with adjacent toilets, showers and cruiser restaurant, the Hard Dock Cafe. The community of sailors is close-knit and welcoming.

Ferry As Rebak is situated on an island, about 2 km off the Langkawi main island, it is necessary to take the 10 minute free ferry ride to Lankasuka Jetty. There you can hire a car or taxi to do provisioning in either Padang Matsirat (8km) or Kuah Town (23km).
