It was also underlined by protection cluster to familiarize the humanitarian workers with the core principles of protection not to expose affected people to physical and psychological harms during the assessment and response. CONCERNED WW: - Given that petition system projecting misunderstand between DoRR and humanitarian partners it is recommended to establish a practical alert framework where DoRR, security bodies, ANDMA, OCHA and humanitarian actors in verification of the IDPs.

3 Discussion over DoRR: Kunduz DoRR DoRR reported that 2721 households have been displaced in Kunduz with the following request for details: assessment of - 47 families from to the center of Kunduz city; 2721 new IDP - 2 families from to the center of Kunduz city; households to - 3 families from province to the center of Kunduz city; make a collective - 24 families from to the center of Kunduz city; justified decision; - 5 families from to the center of Kunduz city; - 32 families from to the center of Kunduz city; - 410 families from Dasht-e-Archi district to the center of Kunduz city; - 400 families from Dashte-e-Archi villages to the district center; - 400 families from villages: Akhtar hill, Gozarshir Adam, Gozar Mirhashem, Namdamal, Takht-e-Kaprak, Bandar-e-Shurab, Sayed Kamal and Gozar Pir Mohammad to safe areas of district center - 116 families from to the center of Kunduz city; - 200 families from Aqtash district to the center of Khan Abad district; - 50 families from Aqtash district to Kunduz city center; - 700 families from the central villages of the district to the city of district; - 212 families from the central villages of the district to the center of Kunduz city; - 120 families from to the center of Kunduz city;

Main discussion points: - The initial verification done by ACTED and DACAAR shows that Most families are reported to be duplicates and have already been assessed by emergency

ACTED also reported that the assessment of IDPs in Imam- Sahib district has been uninterrupted from July 7 to last week and they believe that no family has been left out of the assessment. The results of assessment make clear that over 70% of households were not real IDPs and were rejected. - WFP suggested that the respective families be re-verified so that families who have actually been displaced should be identified and assessed. - ARCS confirmed that they have access to hard-to-reach and insecure areas across all districts of Kunduz and suggested to first analyze and verify the initial displacement alerts and then to deploy the teams to the field for assessment. this will help to avoid wasting of time and allocated resources. - It was also suggested that DoRR must share IDP petition at once before the assessment get started, and should not be shared during the survey, which would lead to mistrust between the partners and DoRR. - After long discussion, it was agreed to first verify the displacement reported by DoRR and then continue the assessment of IDPs in Kunduz city and Khanabad through inter-agency teams using the shortened format of HEAT tools. - 4 Challenges and ACCESS ISSUE: possible solutions; - ACTED reported that the issue of access to Taliban controlled areas in Dasht-e-Archi district has been resolved through negotiation with the TB local authorities, and the assessment teams will be deployed to the area on Sunday to resume the assessment of conflict-IDPs.

5 AOB; Winterization: - IOM reported that verification process of families in need is underway in Kunduz and the distribution of winterization assistance consisting 200 $ for each household will be soon started. Action Points: 1. It was agreed to replicate the verification of 2721 caseload shared by DoRR, therefore, ACTED, DACAAR are tasked to carry out a fresh verification and come with the evidence-based information.

Given that the none ERM assessment is an exceptional option to be used in emergencies with the purpose to expedite the assessment of affected families, therefore it was agreed to avoid the replication of such approach in normal situation. 3. It was agreed to continue the assessment of IDPs in Khanabad and Kunduz city after verification of the alert. ERM partners to consider the use of shortened form of HEAT tools. 4. ACTED to revise the inter-agency composition table and share it with OCHA and partners. Meanwhile, partners agreed to contribute surge staff and transportation facility for assessment of Archi and be prepared on Sunday 6 December to be deployed to Archi district. 5. Partners are tasked to share the updates of their winterization activities on each Thursday with OCHA to be reflected in the weekly report. 6. Humanitarian workers are tasked to strictly comply with the Protection and Do No Harm principles during humanitarian activities. Failure to do so will result in the violators being reported to justice entities for legal prosecution. 7. Any attempt to unauthorized use or taking undue benefit of humanitarian aids by employees of government and humanitarian agencies is illegal and will be reported through official ways for prosecution. 8. Participants agreed over a practical mechanism for verification of displacement alert through local authorities and community key informants. Therefore, the petition system is no longer the only valid option. END
