Oman: Politics, Security, and U.S. Policy Updated January 27, 2020 Congressional Research Service https://crsreports.congress.gov RS21534 SUMMARY RS21534 Oman: Politics, Security, and U.S. Policy January 27, 2020 The Sultanate of Oman has been a strategic partner of the United States since 1980, when it became the first Persian Gulf state to sign a formal accord permitting the U.S. military to use its Kenneth Katzman facilities. Oman has hosted U.S. forces during every U.S. military operation in the region since Specialist in Middle then, and it is a partner in U.S. efforts to counter terrorist groups and related regional threats. The Eastern Affairs January 2020 death of Oman’s longtime leader, Sultan Qaboos bin Sa’id Al Said, is unlikely to alter U.S.-Oman ties or Oman’s regional policies. His successor, Haythim bin Tariq Al Said, a cousin selected by Oman’s royal family immediately upon the Sultan’s death, espouses policies similar to those of Qaboos. During Qaboos’ reign (1970-2020), Oman generally avoided joining other countries in the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, UAE, Bahrain, Qatar, and Oman) in regional military interventions, instead seeking to mediate their resolution. Oman joined the U.S.-led coalition against the Islamic State organization, but it did not send forces to that effort, nor did it support groups fighting Syrian President Bashar Al Asad’s regime. It opposed the June 2017 Saudi/UAE-led isolation of Qatar and did not join a Saudi-led regional counterterrorism alliance until a year after that group was formed in December 2015. -

Sultan Haythim espouses policies similar to those of Qaboos and has not altered U.S.-Oman ties or Oman’s regional policies. During Qaboos’s reign (1970-2020), Oman generally avoided joining other countries in the Gulf Cooperation Council (GCC: Saudi Arabia, Kuwait, United Arab Emirates, Bahrain, Qatar, and Oman) in regional military interventions, instead seeking to mediate their resolution. Oman joined but did not contribute forces to the U.S.-led coalition against the Islamic State organization, nor did it arm groups fighting Syrian President Bashar Al Asad’s regime. It opposed the June 2017 Saudi/UAE- led isolation of Qatar and had urged resolution of that rift before its resolution in January 2021. -

Included are 12 species of seagrasses, 18 species of mangrove and 278 species of marine algae. Seagrasses and mangroves in the region have been comparatively well surveyed and their taxonomy is stable, so it is unlikely that further species will be recorded. However, the marine algae have been collected and documented only more recently and it is estimated that further surveys will increase the number of recorded species to over 400. The bulk of the marine flora comprised widespread Indo-West Pacific species, but there were also many endemic species with more endemics reported from the inshore areas than the offshore atolls. This number also will increase with the description of new species from the region. Collecting across the region has been highly variable due to the remote location, logistical difficulties and resource limitations. -

It considers the extent to which the concepts of informal empire and collaboration are useful in analysing the relationship between Oman, Britain and the United States. The theoretical framework is the historical materialist paradigm of International Relations. State formation in Oman since 1920 is examined in a historical narrative structured by three themes: (1) the international context of Western involvement, (2) the development of Western strategic interests in Oman and (3) their economic, social and political impact on Oman. -

They are among the most potential marine living resources and play significant role in sustainability of the marine ecosystems. India, endowed with a coastline of c .7500 km, exhibits unique marine habitats and support good diversity of seaweeds. Globally, c.11,000 taxa of seaweeds are reported. Among them, c. 221 taxa have been recognized as economically important in various forms. Presently, the Indian coastline harbours c. 865 taxa of marine macro algae, comprising of 442 taxa of Rhodophyceae, 212 taxa of Chlorophyceae and 211 taxa of Phaeophyceae. Among these, c. 94 taxa (42 Rhodophyceae, 35 Chlorophyceae and 17 Phaeophyceae) are recognized as economically important and used in various forms. Among these, 43 seaweeds are edible, while 19 are used as fodder, 41 as industrially important, 37 as medicinal and 13 as manure (SLF). The paper highlights the economic potential of these promising resources for the welfare of the mankind. COSTA School of BioSciences, University of Melbourne, Victoria 3010, Australia Abstract – We present a molecular survey of the species in the green algal genus Codium that were collected as part of the Atimo Vatae expedition to southern Madagascar. Based on clustering analysis of partial tufA and rbcL sequences, we recognize 11-12 species-level clusters in this area. Through a combination of morphological identifications and DNA comparisons, these clusters are identified as C. mozambiquense, C. spongiosum, C. lucasii subsp. capense, C. duthieae, C. decorticatum, C. prostratum, C. dwarkense, C. taylorii, C. arenicola and C. cf. cicatrix, and a new ball-shaped species. We present a phylogenetic tree inferred from a concatenated alignment with tufA, rbcL and rps3-rpl16 to show the placement of these species in the broader context of the genus and to analyse the biogeographic affinities of the southern Madagascan Codium flora. We conclude that the Madagascan flora shares elements with temperate South Africa and contains tropical Indo- Pacific elements. It also has endemic elements, some clearly at the species level, some possibly representing isolated populations of more widely-ranging species. It is part of the group of (sub-)continents that resulted from the breakup of Gondwana during the Mesozoic. The block consisting of the Indian subcontinent and Madagascar separated from Gondwana roughly 130 million years ago and started drifting northwards. -

Marine Benthic Algae of the Houtman Abrolhos Islands, Western Australia. John M. Huisman School of Biological and Environmental Sciences, Murdoch University Murdoch, Western Australia 6150, Australia Abstract Recent collections and published records of marine benthic algae from the Houtman Abrolhos are catalogued. Two hundred and sixty species are included, comprising 32 species of green algae (Chlorophyta), 50 species of brown algae (Phaeophyta), and 178 species of red algae (Rhodophyta). Fifty-three species and four varieties are newly recorded for the Indian Ocean coast of Western Australia. The algal flora of the islands includes a mixture of typically temperate species (e.g. the kelp Ecklonia radiata (C. Agardh) J. Agardh) along with many species usually found at more northern latitudes in tropical waters (e.g. the red alga Trichogloea requienii (Montagne) Kiitzing). Introduction The Houtman Abrolhos is a group of mainly coral islands lying some 50-70 km offshore from Geraldton, Western Australia. They include the most southerly coral reefs in the Indian Ocean, and no doubt owe their presence to the influence of the Leeuwin Current, which brings warm waters from the tropics along the coast of Western Australia. The influence of the Leeuwin Current can be sporadic, and this juxtaposition of warm tropical water with the colder water more typical of these latitudes encourages unusual associations and contributes to a wide diversity of organisms (Hatcher 1991). The marine algae of the islands are poorly known, with only sporadic records appearing in the literature (e.g. Levring 1953; May 1946, 1951; Lucas 1926), mostly derived from collections made by the 'Percy Sladen Trust' expeditions of 1913 and 1915 (see Dakin 1918-1922) or collections made by school groups and presently lodged in the Adelaide herbarium. -
Taxonomic Assessment of North American Species of the Genera Cumathamnion, Delesseria, Membranoptera and Pantoneura (Delesseriaceae, Rhodophyta) Using Molecular Data

Saunders2 1University of Michigan Herbarium, 3600 Varsity Drive, Ann Arbor, MI 48108, USA 2Centre for Environmental & Molecular Algal Research, Department of Biology, University of New Brunswick, Fredericton, NB E3B 5A3, Canada Evidence from molecular data supports the close taxonomic relationship of the two North Pacific species Delesseria decipiens and D. serrulata with Cumathamnion, up to now a monotypic genus known only from northern California, rather than with D. sanguinea, the type of the genus Delesseria and known only from the northeastern North Atlantic. The transfers of D. decipiens and D. serrulata into Cumathamnion are effected. Molecular data also reveal that what has passed as Membranoptera alata in the northwestern North Atlantic is distinct at the species level from northeastern North Atlantic (European) material; M. alata has a type locality in England. Multiple collections of Membranoptera and Pantoneura fabriciana on the North American coast of the North Atlantic prove to be identical for the three markers that have been sequenced, and the name Membranoptera fabriciana (Lyngbye) comb. nov. is proposed for them. Many collec- tions of Membranoptera from the northeastern North Pacific (predominantly British Columbia), although representing the morphologies of several species that have been previously recognized, are genetically assignable to a single group for which the oldest name applicable is M. platyphylla.
