NOTICE INVITING BID

No: TRKL/ SAP-PP/ RFP/ 2010 Thiruvanathapuram, 09/07/2010

1. SAPARYA is a pioneering effort of Department of Tourism for mapping and developing the tourism resources of a destination, for comprehensive development, through participative approach. The process involves inclusive community sensitization and consultation at the LSGI level and extensive consultation with Line Departments, NGOs, Institutions, Hospitality, Travel- Trade Industry representatives of both public and private sectors, Experts, Local people etc in identification of existing and potential resources for tourism planning and development in a given region. (For more details please refer Annexure – 1: SAPARYA.)

2. SAPARYA is being implemented through Tourist Resorts Ltd (TRKL). TRKL is a Government of Kerala undertaking, under Department of Tourism incorporated for Infrastructure development and investment promotion in the Tourism sector. The company is engaged in implementation of Government projects, Public Private Partnership (PPP) Model Projects etc.

3. Tourism Resorts Kerala Ltd (TRKL) invites proposals from suitable Agencies (Applicants/Bidders) for providing Technical Support Services for implementing SAPARYA at the selected regions in Kannur and Districts in the pilot phase. TRKL will select a suitable agency, district- wise, for providing the requisite technical support services in the project area/stretch

4. The Agency providing Technical Support Services in consultation with local level mechanisms of LSGIs has to Execute, Supervise, Monitor and Document the SAPARYA Project, closely associating and reporting to TRKL, and at the same time they should establish systems in place for baseline assessment, prepare the action plan for implementation, provide technical support services to carry out the programme including sensitization, preparation of tools and methodology, Capacity Building, Resource Mapping, Surveys, Data Management, Gap analysis, preparation of project profiles, prioritization, identification of funding mechanism, Master Plan Preparation etc. and to extend all necessary support in the field.

5. It is intended that the pilot project is to be implemented at selected region/ stretch in Kannur and . Stretch between Meenkunnu Beach and Thalassery in Kannur district and the stretch covering Konni, and Kadammanitta in Pathanamthitta district are identified for the pilot project. 6. TRKL has adopted a two stage process consisting of technical bidding followed by financial bidding.

7. Companies/ Organizations/ Firms/Agencies with the following minimum qualifications can participate in the bidding process:

a. The applicant Organization should have at least 3 years experience in programme related to Micro and Macro Level Tourism Planning/ Infrastructure Planning/ Participative Planning/ Project Management/ Project Consultancy, or in the field relevant to the concept of SAPARYA

b. They should have an office in Kerala to provide technical support services for the project

c. The applicant should have a gross (cumulative) annual turnover of Rs 1 rore in the last 3 consecutive years

8. The Bid document (RFP) can be procured from the office of Tourist Resorts (Kerala) Limited, Thiruvananthapuram on payment of Rs. 2500/- (Indian Rupee two thousand five hundred only) in the form of crossed demand draft, drawn in favor of “Tourist Resorts (Kerala) Limited” payable at Thiruvananthapuram. Those applicants procuring RFP through courier/ post may note that TRKL will not be responsible for any possible delays in transit.

9. The RFP document consists of four sections as listed below and would include any Addenda issued in accordance with RFP.

10. Initial short-listing of consultants shall be done after evaluating the minimum qualification criteria specified above.

11. The Technical bids of agencies that are initially short listed will be further evaluated by a committee set up for this purpose. If required, the agency will have to make a presentation of the Technical bid before the evaluation committee on a suitable date which will be intimated prior to the date of technical presentation.

12. The proposals (first envelope containing technical proposal only) will be opened by the Managing Director, TRKL or his authorized representative in his office at 16.30 hours on 02/08/2010, Proposal Due Date. offer for each district will be opened only after the technical evaluation has been completed by the Evaluation Committee appointed for this assignment.

13. The financial bid of only those agencies possessing more than 60% technical score will be opened in the presence of bidders, who choose to attend. The final evaluation will be done by giving weightage as Technical 70% and Financial 30%. The agencies will be ranked district wise with the agency getting the maximum score as the first for that particular district.

15. TRKL reserves the right to accept or reject any Proposal and to annul the bidding process and reject all Proposals at any time, without any liability or any obligation for such acceptance, rejection or annulment, without assigning any reasons.

Annexure – 1 SAPARYA

Background

Unexplored, unidentified and underdeveloped micro spots and destinations call for a major drive in Kerala’s Tourism scenario. If proper planning and marketing sense is deployed into the community with capacity building approaches, it can generate a contributory output boom from the rural circle at grassroots. The growth engendered through this will be much greater than the current market systems could offer. Enhancing the rural output to industry, pooling resources towards locale advancements and developing infrastructure at grass roots are features of this concept. The idea can be better adopted in methodical approaches in participation and involvement from the community at large.

Integrated planning is relatively easy in a centralized planning system, where all the major decisions are taken by a single agency. But, it is difficult in a system where there are many independent decision making units and where market plays dominant role. Integration becomes clumsy in a situation when dependable data is lacking, especially when the planning is from below with people’s participation wherein, the preference of the people is reflected in selecting various projects.

Experimental practices caused rapid growth and development in the sector and the prevailed bigotry has given way to diverse interventions and practices. Now Kerala has emerged as one of the prime tourism destinations on the national and international map and is considered as the tourism trendsetter in the country and the world.

SAPARYA [Synergizing Actions through Participatory Approach]

Even when tourism brings large revenue into the state, lack of involvement of local community in tourism development, leakage of economic benefits to outside region, inadequate local benefits, increasing environmental impact, degeneration of cultural heritage and social inequalities, unregulated development etc. started perturbing the administrators. The realizations had opened more schools of thought in the sector which are more prone to community friendly, people oriented, and participatory, sustainable and responsible approaches. To support this tourism move, at grass root level the planning process has to go ahead with reverse approaches from bottom to top.

The perception of the tourists also is undergoing a paradigm shift. The tourists are now seeking unique experiences of the area they visit. Kerala feature a wide array of resources at grass root and this can be well channelized in this line. This necessitates understanding of the local resources including natural and cultural heritages, activities of the community etc. in depth and the only way to achieve this is through the involvement of the local community from the planning level. level interventions in situations and gap analysis. The detailed resource mapping should lead to identification of this gap coming out with projects for mitigating the gaps and formulation of innovative tourism products.

Kerala: An ideal Destination for Experimenting Participatory Approach

Local government is the engine room that drives the management of state’s natural and cultural resources. Tourism, among other industries, relies on having these resources in a healthy state. Local governments provide the core utilities and infrastructure on which the tourism industry is really based. Collectively, this represents a huge investment of public money. It also means that local government is perhaps the largest ‘tourism operator’ in a sense. This area has to be explored and utilized in systematic approach.

Kerala is ideally suited to take the challenge of implementing SAPARYA – Synergizing Actions through Participatory Approach. The vivid and unique features at grass roots, infrastructure and connectivity, availability of plenty of natural resources, skilled manpower, supportive and entrepreneurial community, Panchayathi Raj System and strong local self governments, civil society organisations, enterprises, etc. along with the responsive tourism industry, position the state unparallel to other tourist destinations in the world creates strong base for the project.

Scope of Work

• To undertake a situational existing situation analysis of the study area/region, especially the tourism growth potential, key issues and constraints, general tourism scenario etc. with respect to its tourism competitiveness potential.

• To undertake a full fledged and in-depth existing and potential Tourism Resource Mapping in the study area in a participatory process, through sensitization and building capacities of the local community including its representatives and stake holders, to identify and record resources under the categories of natural, cultural, religious, ethnic lifestyle, traditional arts and crafts, historical incidents & sites, community activities, health & wellness services, sports & adventure activities, human resources and infrastructure.

• To study and analyze all the existing and ongoing tourism development initiatives and assets in the region, with respect to the possibility of integration with the identified potential resources and attractions of the region.

• To identify key tourism infrastructure requirements of the study area based on an infrastructure gap assessment study, with respect to the enhancement and strengthening of the existing and potential tourism products and packages, including the assets already created by the Department of Tourism.

• To suggest basic infrastructure requirements in developing and operationalizing the proposed tourism packages, circuits and products including connectivity, power, drinking water, basic amenities like toilets, signages and information centers, sanitation and waste management, communication facilities, energy conservation measures, etc.

• Preparation of a prioritized list of project profiles to explore opportunities for utilization of various funding resources available, viz. LSGIs, department of tourism; state and central schemes, public- private investment partnerships, international funding agencies etc.

• Preparation of comprehensive Master Plan based on the above process.
