5. Treasurer’s Report

Di Stenfors reported the opening balance of $24,553.31 with income from interest of $9.30 and Hall bookings and the quarterly donation of $1500 from the Tumbulgum tavern coming to a total of $28,462.81. Outgoings of Hall bond refunds, catering for the October riverside function left a balance of $26250.6. $24,430.96 still held in a held a term deposit.

6. Committee Report

a. TSC Stakeholder Forums i. Jenny Kidd and Sandy Copley attended Special TSC Stakeholders Forum on Planning. The ‘Planning for Dummies” session provided valuable information on the hierarchy of the Council planning process. ii. On 12 November, Jenny attended the Stakeholders Forum that focussed on water strategy, e- zones and 2014 Land & Environment Planning (LEP) deferred matters. The deferred matters will be dealt with in 2 stages. The 1st stage will look at the area east of the highway and the 2nd stage will cover the rest of the shire.There will be initial informal consultation followed by formal consultation process. Each individual landowner affected will be contacted about mid 2020 by the Council. iii. ‘What’s on Tweed’ was soft launched this week – this is a collaboration of information about events and activities in the region. Anyone can submit material about activities to the website which is moderated by Council. iv. ‘Your Say Tweed’ website is an excellent source of planning proposals etc and questionnaires. b. TSC Hall Advisory Committee i. Dot Colley and Jenny attended the Halls Advisory Committee TSC meeting and was updated on Council requirements regarding insurance, electrical safety, volunteer induction and a new form for requesting “Owners Permission” to be completed before seeking any grants for Hall upgrades/works. Dot Colley is going to engage a local electrician to quote for installing security sensor lights and to conduct tag and test on all electrical items in the Hall. In the Hirers Contract, hirers are reminded they have responsibility for any electrical items they bring into the Hall and any damage which faulty items may cause. ii. The Committee will meet on Thursday 14 November to discuss hall contents insurance, electrical equipment safety and our induction as TSC Volunteers.

7. General Business

a. Road Safety Update i. Riverside Dr and TVW Intersection - The general feeling was that the 80 kph speed limit was having a positive impact on road safety on Tweed Valley Way and also the noise levels. We have been advised that mobile speed cameras will be used in the area to promote motorists compliance. It was suggested that the signs could be bigger so on approach at 100 kph, they couldn’t be missed, and possible “Reduce Speed 80 ahead” or similar signs would assist. Awaiting further advice from TSC re funding and plans for intersection upgrade. ii. Dulguigan Rd Last correspondence from D Rose, Roads and Stormwater manager (TSC), 20 September 2019, advised consultation with HV permit holders over next three weeks and continuing liaison with consultants, RoadNet. Alternate route is currently being assessed by Council engineers. TSC officer currently have a number of resolutions to satisfy elected body that heavy vehicles on Dulguigan Rd are being appropriately managed. Any alternate route would require another bridge over the Rous River. Work such as tree trimming and signposts on curves is underway.

There is a possibility of speed restrictions bringing the speed limit down. b. DA Updates. North Tumbulgum Quarry – Case was heard in the NSW Land & Environment Court today, but the decision held over until Thursday. JunXtion – Original Application was withdrawn. Owner is still very keen and has advised the TSC that an amended DA will be resubmitted. Old Garage Site, Riverside Drive - Changes to safety fencing noted. There was an injury on the weekend when part of the fence blew over and an ambulance was required to attend the resident injured. Further panels have blown over and the entire fence is still down. Ation: Rob Stuttle undertook to call the TSC and DJ Stringer to advise of the injury and fence repairs. Residents – Residents have raised queries with the TCA about local DA’s on neighbouring properties. Residents are encouraged to contact the TSC Planning department - by email with photos if warranted – and to monitor the TSC DA Tracker. c. Proposed Flood Marker Copy of material on Your Say Tweed was discussed. The general feeling was that the marker resembled a cross and was too closely associated with death. A small change to design such as moving the cross bar from the top would rectify this and make it easier to read.

Action: Jenny Kidd to advise TSC of feedback. d. Flood Resilience - CAT Update Sandy Copley advised that the CAT Team had recently met and planned a ‘refresh’ walk around/catch up with residents in their hubs prior to Christmas as a method to contact the many new residents in the village. The issue of ‘sticky beaking’ cars travelling through the village causing wash was raised and it was suggested that “local traffic only at this time” sign be installed at either end of the village to be displayed immediately after a flood. If anyone has photos of their or their neighbour’s homes during the flood, can we please send these to Sandy in case e. Flood Signs – NRMA Award Money Expenditure An award of $10,000 was received. TSC is aware of the community proposal for Flood Watch and Flood Warning signs at the entrances to the village. Leon McLeon, TSC Flood Engineer has advised that these signs will not use all the money. These will likely take the form of multiple option sophisticated signs and the possibility of community access to keep them updated in real time during flood events (following Council protocols) will be suggested to Council. Jenny Kidd to write to Council. Once we know how much money will be left, options such as offering some money to another flood affected village will be discussed. f. Community Response to Tweed Estuary Management Plan The TCS has been granted an extension to submit its community response to plan. Summary issues raised in previous meetings: • Tumbulgum is a riverside village. Residents had with a long history of observation of the river and many keen users of the river. • River can accommodate mixed uses by residents and visitors, e.g. fishing, boating, skiing, non-motorised water sports, swimming with appropriate zoning. • Our community strongly supported the introduction of the Rous River Canoe trail. • The community is concerned about the loss of vegetation and erosion of Riverside Park. • There is a need to protect and regenerate the environment, riverbanks, and protect important infrastructure e.g. roads.

o Generally supportive of the plan and actions. Activities can co-exist on the river within 5 zones as proposed within the plan. However, wakeboarding should be restricted to area with hard protective walls o Vegetation on the riverbank be protected to preserve the health of the river. • Additional comment about jet ski speed restriction signage to improve noise issue and safety.

g. 2020 Calendars Calendars for sale for $8 from TCA, Ferryside Store and House of Gabriel. Thank you to Brian and Sue for overseeing the project and Therese Daly’s granddaughter Shari for the photography.

h. Community Carols Sunday 1 December – 1700-1900 hrs Rob Stuttle provided an update – the Tavern have kindly again provided a jumping castle and the orientation will be changed so the audience is not facing the sun. A truck has been provided to use as a stage. Leigh Kurnell and Noel Emzin will cook sausages. Leigh will purchase the sausages and onions on behalf of the Committee. Volunteers on the day – particularly for setup from 1400 would be most welcome.

i. Farewell to Mark Rowland The meeting acknowledged the many years of community service, including the SES, from the Rowland family who are relocating to Tasmania at the end of the year. Mark advised he will continue his SES involvement in Tasmania and thanked the village.

8. Other Business

a. Jenny Kidd had 4-minute shower timers for distribution – provided by the TSC at a recent Community Forum b. Leigh Kurnell raised the issue of overflowing rubbish bins on Riverside Drive. Di Stenfors undertook to call Council re collection. c. Dave McKenzie advised of a recent incident with a Surfside bus travelling well above the speed limit and a near miss with pedestrians and asked that the TCA write to Surfside reminding drivers of the speed limits in the village. d. Australia Day award nominees were discussed. The forms are now available and after discussion, it was agreed that any nominees must be residents of the 2490 postcode.
