14.06.2013 Page 8 Berth Allocation – Challenges „Berth Confirmation brings the Pieces to the Puzzle!“

Cruise Lines have no unified time to book their Berths – and same do Ports with Berth Confirmations Ports Replies range from Acknowledgement of Receipt to immediate Confirmation with Pier Allocation Difficulties in unified Berth Allocation Policies due to different Ownerships of Ports (Private, Governmental, Concessionaire…) Difficulties in unified Berth Allocation Procedures due to different Interests (Cruise Ports, multi-functional Ports, Commercial Ports Ships Tonnages are growing. The number of suitable berths is not growing with same speed

Needless Competition of Vessels due to insufficient System for Berth Reservations in Contradiction to sustainable Earth Policy Multiple calling Vessels against one-time calling Vessels Diverse understanding of Safety Requirements between Cruise Lines and Ports Different understanding of “draft” and “depth” Not updated Charts and/or Soundings creates confusion Regular Verification Mooring Conditions (Bollards, Fenders, Depths, general Condition of the Pier) Closer Scrutiny based on aggressive weather (Contingency Plan? Call-out time for tugs?)

42nd MEDCRUISE GENERAL ASSEMBLY 12. – 16.06.2013 14.06.2013 Seite 11 Berth Allocation - Possible Solutions „Hope is the last to Die“

• Each Port accepting Cruise Vessels must have a Electronic Berthing System in place • Min. requirement Med Cruise established Berth Booking procedure or better! Many cruise lines need 2 years. • Limitation in Acceptance of Ships according to Ports Capacity • Berthing Priority for Cruise Vessels • Ports with no Berth Reservation System: Early Warning System or Notification upon Berth Booking until final Confirmation • At least Berth Confirmation with no final Allocation (considering all Ship’s sizes accepted same Day) • Regular Check-ups of the Piers • Scaled Plans and Soundings of each suitable Pier – provide electronic Copy via Port Agent 42nd MEDCRUISE GENERAL ASSEMBLY 12. – 16.06.2013 14.06.2013 Page 12
