RESOLUTION

1 WHEREAS, Lawrence Wells is celebrating the 50th anniversary

2 of his licensure with the State Bar of in May 2019, and this

3 occasion provides a fitting opportunity to reflect on his long and

4 accomplished career; and

5 WHEREAS, A native of Tyler, Lawrence Wells graduated from

6 John Tyler High School before continuing his education at the

7 undergraduate and law schools of The University of Texas; he was

8 first licensed with the State Bar on May 26, 1969, a few months

9 after completing his studies at UT; he was subsequently admitted to

10 practice in the U.S. Supreme Court, Texas federal district courts,

11 and the Fifth Circuit Court of Appeals, where he has argued numerous

12 cases; earlier in his career, he served as an assistant U.S.

13 attorney for the Eastern District of Texas in Tyler and as an

14 assistant district attorney in Travis County; and

15 WHEREAS, Mr.AWells began his employment with the Office of

16 the Attorney General of Texas on May 16, 1983, and over the past 36

17 years, he has served under five attorneys general, Jim Mattox, Dan

18 Morales, , , and ; during Jim

19 Mattox ’s term from 1983 to 1991, Mr.AWells was the chief litigator

20 in Ruiz v. Johnson, which concerned conditions of inmate

21 confinement; and

22 WHEREAS, In all his endeavors, Mr.AWells has been blessed

23 with the love and support of his wife, Roey Munoz; when he is not

24 working, he enjoys caring for his pet horses and making kombucha at

1 his home in Wimberley, and he is an aficionado of English common

2 law, a cigar connoisseur, and a longtime practitioner of judo; and

3 WHEREAS, Lawrence Wells has long distinguished himself with

4 his professionalism, strong work ethic, and keen legal acumen, and

5 the people of the State of Texas have been fortunate to benefit from

6 his many years of exceptional public service; now, therefore, be it

7 RESOLVED, That the House of Representatives of the 86th Texas

8 Legislature hereby congratulate Lawrence Wells on the 50th

9 anniversary of his licensure with the State Bar of Texas and extend

10 to him sincere best wishes for the future; and, be it further

11 RESOLVED, That an official copy of this resolution be

12 prepared for Mr.AWells as an expression of high regard by the Texas

13 House of Representatives.
