Summer is upon us! Districts are encouraged to get out, ride, meet new people and invite them to join ABATE. Along those lines, it is a good time to mention that last month the Executive board appointed Brian Clifford to the position of Communications Director for our organization. This is a position that many ABATE’s around the country have already put in place and the need for such a position in our organization is very clear. ABATE of Georgia needs someone to make sure that when our organization speaks to the outside world, we speak with one professional voice. The Job Description for this new position is posted on pg. 25. At the next BOD in August, the Board will vote on the ap- proving the position and then on approving the EBoard’s appointee to the po- sition. In the meantime, Districts are encouraged to send their event informa- tion, district mailing ideas and any other marketing or informational hangouts to Brian for his review.

Also we are working with the Georgia Motorcycle Safety Project to see if we can work towards one of the goals of Joey Brush’s last time at the capitol that he was working on before his passing, the lowering of the cost of the Basic Rider Course here in Georgia. It is our hope to make rider education more available to every Georgian as no rider can ever have enough training.

District Four East will be holding their summer event at the Lincoln Fill Sta- tion next month, a Cornhole tournament ,Vendors and BBQ are on the agenda, check out the flyer on pg 28-29

Last but not least plans are already in the works for our Helen Swap meet this year in September. So make your plans now to come visit us in the mountains, on a side note if you see the ghost rider...make sure you tell Anthony hi.

CHAPLAIN’S CORNER Eric Shumans CMA Georgia State Coordinator Recently during a church service I saw a young dad hear his son crying from the nursery and when he recognized the cry and knew that it was his son he then went back there to check on his son and comfort him. I was pondering on how it was that he knew that that was his son and thinking about how that is so much how God is with us. Just as earthly parents can distinguish the cries of their own children, God also knows the cries individually of each of His own children too. He knows and understands and cares deeply about our wants, needs, desires and dreams. He knows when we’re hurting and He desires to comfort us in our time of need. He promises us that He will never leave us nor forsake us.

The bible tells us of this love in so many different verses but one of them that I was remembering was in Matthew 18:12-14 which speaks about the parable of the lost sheep and it says, “What do you think? If a man owns a hun- dred sheep, and one of them wanders away, will he not leave the ninety-nine on the hills and go to for the one that wandered off? And if he finds it, I tell you the truth, he is happier about that one sheep than about the ninety- nine that did not wander off. In the same way your Father in heaven is not willing that any of these little ones should be lost.”

There is so much about life here on earth that we often just do not understand and the bible tells us that we will have much trials and tribulation during our time here. However, God promises us in His word that He will never leave us or forsake us. He cares for us and wants to comfort us. As members of CMA it is our desire to be the hands and feet of Jesus Christ and to show and tell of God’s love for you and me. Our motto of CMA is “We’re Here If You Need Us”, so if you desire for someone to pray with you to be encouraged in your faith then I would ask you to please feel free to get in touch with any of those listed below using the contact information provided.

There has been quite a bit of confusion about what the difference is between Lane Filtering and Lane Splitting. We at ABATE hope this new infographic will better explain the difference between the two. Lane Filtering is when a motorcycle rides between Lane Splitting is when a motorcycle rides between the the lanes of traffic from behind a pack of non moving lanes of traffic at speed when there is no impediment to cars to proceed to a fixed point in the roadway such travel and traffic is moving normally. as a red light ahead of the cars or a right turn lane.. Filtering helps reduce traffic congestion

Filtering allows the motorcyclist one more way to increase the distance between their motorcycle and other motorists

Filtering allows motorcyclists to occupy road space unusable to all other motorists thereby helping reduce the amount of over all road space used by all vehicles on the road

The May District One ABATE meeting was held on May 3, 2016, at Logan's Roadhouse in Dalton.

There were nineteen members and two guests present. Tami Culver, co-director, opened the meeting by leading us in the pledge of allegiance. Dennis Warren, co-director, led us in prayer remembering friends and families having struggles.

We were pleased to have as our guest tonight Ms. Sherri Blevins probate judge for Whitfield county. She informed us of duties performed in her office and services offered to the public.

Brian Black, tresuaer, presented a financial report. All obligations have been met and we still have funds!

Old Business:

Poker Run was a sucess despite chilly temperatures! Many thanks to everyone that braved the cold for a great ride!

The wedding of Marty and Sherry Rainey was a lovely event, despite a few minor setbacks. Best wishes to the new cou- ple!

District Two Sunday, May 1, 2016 at 2:00 PM. Bill Mattison here recording the minutes. We started the meeting at 2:18 PM. We had nine attendees and three officers. Anthony Love our District Coordinator began the meeting with the Pledge of Allegiance and a prayer was given by Rick from the Christian Motorcycle Association. Thank you Rick! Anthony then took a show of hands as to whether the previous meeting's minutes should be read or not, the attendees voted to accept the minutes without reading them. Anthony then updated us on the ride on May 21st in conjunction with District 5 to Maggie Valley and the Wheels Through Time museum ($10 admission fee per person). We will meet at the Ingles in Cleveland at 9 AM and kick stands up will be at 11 AM. We will stop in Clayton GA to pick up additional riders along the way. Anthony then told us of an event that Jim shared with him that Hourglass Cycles is having at Two Wheels Only in Suches. It will be a “Duel Sport” campout event on May 14 th . Hour- glass Cycles is a factory authorized dealer, service center, and parts supplier for BMW, Triumph, MV Agusta, and Motus motor- cycles in Buford GA.

Brian Love our Treasurer then mentioned the D2 membership table at "Music on Main" which featured a cruise-in and bike show and how the organizers thank D2 for our presence. Brian then gave us his treasurer report. He then reminded anyone who isn't on our mailing list to leave their email addresses to be added. You too can join the District 2 mailing list for information on meetings and events by sending an email to [email protected] and ask to be added to the list. Anthony then offered a mo- tion that we need to purchase a folding table for D2 events and Richard seconded the motion...

Richard Malcolm our legislative director then gave us an update including the dangers of the introduction of E15 gasoline. An- thony then told us that Wayne Overholt the state legislative director will be holding a summit that he will be attending and asked us to give him our concerns and wishes for future legislative action. We all agreed on stiffer penalties in a car hits a motorcy- clist and Rick offered that those penalties should also include a two year driver’s license suspension. Anthony also told us that the “Handlebar height” bill was successful. He also told us that we still need people to step up for the open officer positions in the district and for volunteering at the district two tables at events. We will have a cookout at the elections that Anthony pays for out of his own pocket each year. Thanks again Anthony! He then told us about a ride in August or September to the Raceway on Commerce GA for their monthly Swap Meet, details to follow…He also said we will be attending the State BOD meeting next Saturday, barring any last minute pleas from his job to work on Saturday.

Richard then told us that he has not been re- ceiving legislative updates from the state office and intends to find out why…He also mentioned the annual Hawg Halters Anni- versary event. Anthony said we will have a membership table there like we have had in the past. Hawg Halters Inc is a Dahlo- nega Georgia based V-Twin parts manufacturer and distributor. Anthony also said we will ride as a group to the Copperhead Lodge and the Hole in the Wall Café; both destinations are in our district. I then reiterated that I am still not receiving any event fliers from any of the districts. I do not receive nor see the newsletter content email so you also have to send the flyers to [email protected] for posting on the website. Secretary- ABATE District 4 East

District Five District five meet as scheduled on the 15 th of May 2016, (the third Sunday of the month) at 2:pm),with 14 people attending. At: Falcons Fury Harley Davidson of Conyers, GA.We had a BBQ picnic lunch to share withour meeting guests and others. Our district coordinator Brianattended the MRF event May 10 th, 11 th , and 12 th in Washington, D.C. “Bikers Inside the Belt- way”. The Motorcycle Riders Foundation is chiefly concerned with issues at the national and international levels that impact the freedom and safety of American street motorcyclists. Brian has also been working to improve ABATE of Georgia’s social media strategy. An overview of the May 7 th state board of directors meeting included a reminder to please file all reports before their dead- lines. And the results of the state elections: Upcoming events of interest include: Ride 4 the Fallen – May 21 st ; Motorcycle Awareness Course – May 22nd at the Moun- tain Motorsports in Conyers GA.; the local CMA meeting – Monday, 23 May; Ride for America – 30 May – Loganville; the Flag Day Ceremony – June 11th – Cycle World of Athens. Scottie Spence brought Rockdale County Commissioner Oz Nesbitt to speak to us about the tar snakes being used on the Rockdale county roadways, with information about how we may try to persuade the county to get rid of, or reduce these haz- ardous tar snakes. “Tar snakes” are those strips of tar used to fill the cracks in a road surface, as temporary mends to prevent the road from falling apart. These strips of tarlook similar tosnakes on the road. They are mainly hazardous to motorcycles because the material becomes very slick when wet and when heated by the summer sun. And they are usually a half inch or so above the rest of the road surface which creates hazardous bumps for motorcycles traveling at normal speeds. The problem has a long history of debates about the expenses of roadway maintenance, the available materials and proper application and etcet- era. 14 June 2016 A.B.A.T.E. OF GEORGIA, INC. Officers present: Lisa Bruce, Frank Hapgood, Dale Joyner, David McDonald and Kim McDonald Members present: 17 Guests: 4 Lisa Bruce opened the meeting at 7:06 p.m. Lisa led the pledge and Paul Kerr offered the prayer. Reading of the minutes was waived and they were unanimously passed. Treasury Report – Frank Hapgood: Bank balance is $2,000. A special presentation was provided by Sherelle McKinley who is the Director of the Rainbow House. Rainbow House is a chil- dren’s shelter located in Clayton County that serves youth ages 8-18 in Clayton and many surrounding counties. Rainbow House is a non-profit and operates entirely on donations and grants. Currently, they are housing 22 children. Rainbow House staff will be holding a Poker Run Ride for the Rainbow House fundraiser on September 17 th . KSU @ 12:00 noon, leaving from Thunder Tower West. Route details to follow. Sherelle passed out cards with more details about the event. All ABATE members are en- couraged to ride and help out the kids at the Rainbow House.

Legislative Report: Lisa Bruce: Lisa announced that Governor Deal signed HB 166, the handle bar billsponsored by Represen- tative John Yates! Just to give you some indication of how challenging it was to even get HB166 passed, there were over 2,000 bills introduced to the GA legislature. Only about 100 of those were passed. Special thanks to Lisa Bruce and David Neal for working so hard to make this happen. We are deeply grateful for the support of Chairman John Yates, Juliana our Lobbyist, Wayne Overholt our Legislative Director, Brian Clifford District 5 Coordinator and all the ABATE members mobilized to get this passed.Check out the ABATE D6 FB page for more info and pictures. ABATE is making positive changes for all who ride in Georgia.

David Neal reported about the 2016 annual ABATE Swap Meet. We had $14,972 in income and $8,186.88 in expenses for a profit of $6,750.87. Much better than last year ($2,500 profit) but not nearly as close to the 13K the first year.

Lisa reminded everyone of the State Board meeting scheduled for May 7 th . Due to job conflicts Dale Joyner resigned as our Safety Officer so we need someone to step up. Old Business: Projector – David McDonald has done some research and had several options for projectors and prices. After much discussion a motion was made and passed to budget $180.00 for a projector and $50.00 for a screen. Kay reminded everyone that the One Love Music Festwill be on July 9 th @ 3:00 p.m. at the Law Ranch in Locust Grove. Live music, 50/50 and BBQ. This is a fundraiser for the Children’s Cardiac Unit of Elgeston Hospital and Camp Braveheart. There will be a ride the following Sat. on July 16 th to Elgeston to drop off donations. AMA- MRF posted an informational Alert on 2/24/16 The practical effect of EPA’s action is that ethanol production will exceed the “blend wall.” That means more E15 and less E10 and E0 (fuel with no ethanol) on the market.

The Governor has declared the month of MAY as Motorcycle Safety and Awareness Month

Legislative updates – Wayne Overholt gave us an update on HB166, Governor signs HB166! -Why is this bill important? Be- cause it allows us greater freedom to customize our motorcycles by replacing the ridiculous 15" (seat to top of bars) restriction with a more reasonable 25" (seat to top of bars). It also means that the 35+ brand new bikes that were illegal under the old law will now be legal.

The last time motorcycle legislation became new law in Georgia was May 14,2008, let that sink in for a second. Today marks, 7 years, 11 months and 12 days since the last Pro Motorcycle Law was passed in Georgia, Today we break the cycle of lobbyist oppression on Georgia Motorcycle Riders.

Just to give you some indication of how challenging it was to even get HB166 passed, there were over 2,000 bills introduced to the GA legislature. Only about 100 of those were passed. We are deeply grateful for the support of Chairman John Yates, Juliana our Lobbyist, Wayne Overholt our Legislative Director, Brian Clifford District 5 Coordinator and all the members mobi- lized to get this passed.

Matt let all know that HB 166 has been amended (marked through) and the handlebar subject will no longer be on the table. (woohoo) Said chapter is further amended by revising Code Section 40-6-314, relating to footrests and handlebars, as follows: (a) Any motorcycle carrying a passenger, other than in a sidecar or enclosed cab, shall be equipped with foot- rests for such passenger. (b) No person shall operate any motorcycle with handlebars more than 15 inches in height above that portion of the seat occupied by the operator or with a backrest more commonly known as a sissy bar that is designed in such a way as to create a sharp point at its apex." District 11 May 2016 Abate of Georgia District 11 Minutes Meeting was held May 15, 2016 at Twilight Bar & Grill in Bloomingdale, GA. Attending were 5 Officers & 8 Members for a total of 13. Meeting was called to order at 3:07 p.m. by Ricky “Possum” Lynn. Ollie led us in the Pledge of Allegiance followed by prayer given by CMA’s George Pollard. Secretary Report: Minutes of the prior meeting were waved after a motion was made and accepted to do so. Treasurer Report: Darlene Thornton reports a bank balance of $1480. with a deposit to be made that will bring us up to approxi- mately $1900. Membership Report: Betsy Haddock absent. Activities Report: Stephanie Maas absent. Junkyard issued a “Thanks” to Johnny Gilmore for the BBQ fund raiser at the VFW to help Robin Rice. A total of $700 was presented to Secretary Judy Rice to help with husband’s recovery expenses. Upcoming Events: May 29 th . Thunder Run. Meet at Savannah Wingmen Clubhouse at 4:00pm, leaving at 5:00pm to go down- town to the Vietnam Veteran’s Memorial for service. May 21 st . Armed Forces Run put on by the Bomber Girls. Anyone wishing to go into the grand stand will have to purchase a separate arm band from OSP. Live enter- tainment is also being considered for the time before practice runs begin. New Business: Due to another engagement, High Velocity will not be performing at Big Roy’s this year. We will have Lost Southern Boys to replace them. Open Discussion: Junkyard has been approached regarding runs with some of the other motorcycle clubs. Proposal has been made to him by a club who would like the Frosty Balls Run to end at their clubhouse. There where pros and cons discussed on this matter. No decision has yet been made. Jr. ABATE Liason Report: Patricia Cantaline announced Jr. Jamboree & Fishing Derby to be held June 18 th . at Griffin Lakes Campground in Guyton, GA. Motion made to accept Officers’ reports and accepted. Note…May is motorcycle awareness month. Lately there have been several motorcycle accidents. Be careful, be alert! (District 5 cont ) On the 21 st of May, the members of district five participated as staff at the closing ceremony of the Ride 4 The Fallen. That ended at The Walk of Heroes Veterans War Memorial near Conyers GA. We extend our thanks to district five north, the American Legion Riders, and the staff of the Walk of Heroes for having us participate in this memorial service for 211 soldiers from Georgia who have lost their lives since the 11 th of September 2001. And we thank everyone else who attended or contributed to this event. Greetings from South Georgia! Happy May as “Motorcycle Awareness” Month!

A Motley Crew of District 13 members showed up at our meeting on May 1 st . DC Dennis Crenshaw led the pledge of allegiance to the USA Flag and Brother Ben opened the meeting in prayer.

Dennis and Ann expressed their appreciation to the members who showed up to help with the bike show at Angel City. We were also pleased to announce that we gained a new member from the event. I apologize for not getting his name but I will share it next month.

We were honored to have Senator Greg Kirk from District 13 to join us at our meeting. After all business was discussed we turned the floor over to Senator Kirk who seems to be the “Real Deal” to help us at the Capitol. If you ever get a chance to meet him, please thank him for his helping some of our legislation get passed. Senator Kirk is a rider! He helped explain to the Sena- tors who sponsored House Bill 166 exactly what it entailed for the motorcyclists and why it should be approved. Thank you Senator Greg Kirk!

We will have our Chicken-Q Plates Fundraiser on May 21 st so please pray that we had a good turn out and good weather.

July 2 nd and 3 rd we will have our 4 th of July celebration at the KOA Campground in Wenona. Please plan to bring a tent or other camping gear as we have spots reserved and a good time planned!

At the next Board of Directors meeting in August the Board of Directors will vote to approve the adding of the following Executive Board position to the constitution and to approve the Eboard appointment of Brian Clifford to that position.

State Communications Director

Develop and drive ABATE of GEORGIA’s internal and external communications strategies and message development, pitch and announcement strategies to deliver communications objectives throughout the organization. Develop ABATE of GEORGIA internal and external communication policies and over- see compliance. Manage ABATE GEORGIA brand and reputation. Ensure the public views ABATE of GEORGIA favorably and minimize any exposure to potential liability. Ensure that external communication opportunities for all ABATE of GEORGIA offi- cial representatives are fully vetted and in alignment with ABATE of GEORGIA policy. Create, launch and manage ABATE of GEORGIA promotional campaigns. Oversee media relations for ABATE of GEORGIA which includes serving as the pri- mary point of contact for all media representatives. Increase ABATE exposure on radio, TV, the Internet, in print or other media. Write and post press releases, as needed. Develop and manage internal publications such as newsletters, email announcements, on-line communications, video, special projects and other assignments. Develop and monitor content for all ABATE of GEORGIA external publications such as brochures, flyers, reports, blog posts, social media posts, website, newsletters, magazine articles, advertisements, or any other externally facing media content. Work closely with ABATE of GEORGIA’s web designers and webmasters to ensure online presence and content complies with ABATE of GEORGIA guidelines. Provide support to State Director and other State officers with communication related activities. Confer on and develop partnerships with external support organizations that help achieve ABATE of GEORGIA’s communications objectives. Serve as point of con- tact with all communication related activities with external partners such as com- munity organizations, government, clubs, nonprofits, businesses, and individuals.

Regularly update ABATE of GEORGIA officers on Communications activities and progress toward objectives.

NEWSLETTER National and Regional News WASHINGTON, D.C. – The U.S. Environmental Protection Agency has withdrawn its plan to regulate the emissions from motor vehicles, including motorcycles, built or used exclusively for racing. The EPA’s change of plans resulted from intense pressure brought by the American Motorcyclist Association, the Specialty Equipment Market Association and other organiza- tions and racing sanctioning bodies. Issued in July 2015, the final Phase 2 Greenhouse Gas Emissions Standards and Fuel Effi- ciency Standards for Medium- and Heavy-Duty Engines and Vehicles contained what the EPA described as “clarifying lan- guage” that would have placed new restrictions on competition-only vehicles. The AMA joined SEMA and other groups to oppose this proposed new restriction and to support a bill in Congress to prevent EPA regulatory intrusion into motorsports. Five members of Congress introduced a bi-partisan bill, the Recognizing the Protection of Motorsports Act of 2016 (H.R. 4715), that would prevent the regulation of street bikes and other motor vehicles converted into competition-only racers. The AMA included language in the RPM Act that specifically exempts competition motorcycles from EPA regulation. More than 3,000 AMA Action Alert subscribers sent more than 10,000 messages to their representatives and senators, urging them to support the RPM Act. Despite the EPA’s withdrawal of its plan to regulate the emission of competition-only motor vehicles, the AMA and SEMA believe the RPM Act remains an important piece of legislation because it would prevent the EPA from ever initiating action to regulate emissions produced by race-only vehicles.

WASHINGTON, D.C. – The proposed 2017 volumes under the Renewable Fuel Standard were submitted by the U.S. Envi- ronmental Protection Agency to the White House Office of Management and Budget for review. The RFS proposal includes 2017 renewable volume obligations for renewable fuel, advanced and cellulosic biofuels and 2018 biodiesel. Following OMB review, the proposal is published in the Federal Register and is open for public comment. The EPA’s deadline for issuing a final rule is Nov. 30.

State News DENVER – A bill establishing an E15 fuel income tax credit for retailers died in the state Senate Finance Committee when members voted 5-0 to postpone consideration indefinitely. The AMA and the Colorado Off Highway Vehicle Coalition op- posed the bill, because it would encourage greater availability of E15, which contains 15 percent ethanol by volume. Motorcy- cles are not certified by the U.S. Environmental Protection Agency to operate on fuel blends with more than 10 percent etha- nol content; its use is illegal and may damage engines and fuel systems, as well as void manufacturers’ warranties.

SPRINGFIELD, Ill. – A proposal to end a 20 percent sales tax break for fuel containing 10 percent ethanol (E10) and estab- lish a 10 percent break for fuel with 15 percent ethanol (E15) was heard in April by a state Senate committee. State agricul- tural groups are seeking the change to help the state qualify for $12 million in federal grants to offset the cost of storage tanks, pumps, fuel lines and pumps to increase the sale of E15. The 20 percent sales tax break for E10 is scheduled to expire in 2018. As noted above, it is illegal to use ethanol blends higher than E10 in motorcycles, as well as boat motors and other small en- gines. Opponents of the proposed change – including the AMA and ABATE of Illinois – argued that subsidizing E15 sales could limit the availability of safe fuels like E10 or even force E0 (fuel with no ethanol) out of the marketplace.

BATON ROUGE, La. – A bill to repeal the state’s mandatory motorcycle helmet law failed in the House. To pass the House, the bill needed 53 affirmative votes, but received just 49. Opponents of the bill argued that it would result in more deaths and create liability problems for motorists involved in crashes with motorcyclists. Under current law, all riders and passengers must wear a helmet. The bill would have allowed those 21 or older to choose whether to wear a helmet while riding.

AUGUSTA, Maine – Residents seeking a motorcycle endorsement on their driver’s licenses must now complete the Basic RiderCourse, which includes time on a riding range. A new law signed by Gov. Paul LePage replaces the previous require- ment that riders take the Maine Motorcycle Safety Education Course, which was eight hours of classroom-only training. Com- pleting the MMSEC course allowed applicants to receive a permit and later take a road test to receive a motorcycle endorse- ment. Participants who complete the MMSEC by May 15 will be grandfathered and will be eligible to complete a road test to receive endorsement.

BALTIMORE – City Councilman Pete Welch led a 20-person group on a tour of the facilities operated by the Happy Ram- blers Motorcycle Club in Hanover, Pa., and the Candytown Motorcycle Club in Elizabethtown, Pa., to gather information for their effort to create an off-highway-vehicle park in the city. Welch hopes to establish a world class “wheels park” that will

The initiative gathered momentum during the summer of 2015 as a way to curb stunts and other illegal riding on the city’s streets and in its parks. Community organiza- tions, government officials, riders, AMA District 7 representatives and the AMA are participating in the study.

Industry News IWATA, Japan – Yamaha Motor Co., Ltd., has invested $2 million in a Silicon Valley startup that is developing wireless networking, which provides communication between moving vehicles and between moving vehicles and stationary objects. The company, Veniam, is already working with transportation companies in Portugal and is rolling out all-in-one packages for businesses, including communication devices, data management and security. The Yamaha investment is the first by the company’s new subsidiary, Yamaha Motor Ventures & Labo- ratory Silicon Valley Inc., which began operation in August 2015.

TOKYO, Japan – Honda halted production at its Kumamoto Prefecture factory following the Ku- mamoto earthquake during April, because the facility sustained extensive damage. Production plans will be determined as repairs progress and component supply resumes. The Kumamoto plant manufactures motorcycles. Honda plans to resume some operations May 6. International News TORONTO – The 10th International Female Ride Day is scheduled for May 7. The event, organized by MOTORESS women's motorcycling lifestyle magazine, is intended to unite women across all cultures “through the common platform of motorcycling, no matter the form or style.” The theme for this year’s event is “Just Ride!”

AMSTERDAM, The Netherlands – The Dutch government is considering a ban on gas and diesel vehi- cles beginning in 2025. The proposal, initiated by the Dutch Labor Party and backed by the lower house of the Dutch parliament, would allow owners of gas- and diesel-powered vehicles to continue to drive them after 2015, but would prohibit the sale of new cars that are not electric or hydrogen-powered. The plan is to eventually eliminate high-polluting vehicles.

MADRID, Spain – Dorna Sports and two of its executives were fined millions of dollars for tax offenses related to the sale of shares in 2003 and 2004. The Spanish Supreme Court found that Dorna CEO Car- melo Ezpeleta and Enrique Aldama, chief operating officer and chief financial officer, simulated the sale of shares to avoid paying income tax and to receive undeclared dividends. Modified Motorcycles Potentially Under Attack

Members of both Houses of Congress have introduced proposed legislation that would protect the rights of Americans to mod- ify their vehicles for racing purposes. Dubbed the Recognizing the Protection of Motorsports Act of 2016 (RPM Act, H.R. 4715 and S. 2659), this legislation would ensure that converting any motor vehicle (including street motorcycles) into a com- petition-only vehicle remains legal.

This proposed legislation became necessary after the U.S. Environmental Protection Agency, under the guise of maintaining emissions as outlined by the Clean Air Act, announced plans to regulate the conversion of street motorcycles and other motor vehicles into race vehicles. This attempt is reminiscent of the EPA's efforts back in 2003 to regulate motorcycling through another unrelated proposed regulation aimed at heavy equipment, steam engines and diesel engines that would have prohibited owners from changing anything on their motorcycles except for paint color or chrome. Through the Color and Chrome initiative, the MRF was successful in sepa- rating motorcycles from the EPA’s regulations and created exemptions to protect the custom and aftermarket industries and our lifestyle.

On April 15, 2016, the EPA announced that, under pressure from Congress, it would drop the language from its proposed regu- lations; nevertheless, it shows the clear intent of the EPA to attempt to overstep its bounds, as outlined by the Clean Air Act, in an effort to strip motorcyclists of the rights to modify their motorcycles as they see fit.

The MRF urges its members to contact their U.S. Representative and Senator and ask them to support H.R. 4715/S. 2659, the Recognizing the Protection of Motorsports Act of 2016, so that the EPA makes no further attempts to erode motorcyclists’ rights.
