BACKGROUND Mayor Distler’s Ward IV Council seat was vacated when we she was sworn in as Mayor on April 13, 2015. Charter Ordinance No. 40 requires the City Council to appoint a candidate to fill the remaining unexpired term within 60 days of the resignation or a special election must be held. The appointed candidate will hold office until the next regular City election (April 2017).

DISCUSSION Letters of interest were received from the following candidates for the Ward IV Council position:  Christine “Cris” Loomis-Nay  Brandon Kenig  Douglas Hill  Frank Neal  Frank Imgrund

Copies of the information submitted by each individual are included in the agenda packet. The candidates have been informed of the following meeting format:  The speaking order will be determined by random draw. Each candidate will offer an opening statement of three minutes or less. The Governing Body may ask the candidates questions. Candidates’ responses should be limited to one minute or less.

 Candidates have been informed that it is the City’s preference that they remain outside the Council chambers except when they are called to meet with the governing body. Because it is an open meeting, this is not a requirement.

 Councilmembers will provide written nominations to the City Clerk of the candidate they believe should be considered first. The nominations will be tallied and the candidate with the most nominations will be considered first. In the event of a tie between two candidates, a coin toss will break the tie. In the event of a tie between more than two candidates, those names will be placed in a hat and the first candidate drawn will be considered first. 1
