The special meeting of the Convention and Visitor Bureau (CVB) Advisory Board was posted Friday, March 10, 2017, at 11:45 a.m. and was amended and reposted Friday, March 10, 2017 before 12:45 p.m. The meeting was held Wednesday, March 15, 2017 at Guthrie City Hall in the 3rd Floor Conference Room.

Call to Order. The meeting was called to order on Wednesday, March 15, 2017 at 12:00 PM. Four board members and one ex-officio were present, and Chairman James Long declared a quorum.

Public Comments. None

Discussion of current fund balance and special events balance. Andrea Post presented financial information including the Special Event balance of $19,500.

Discussion and possible action on application for support – Military Veterans Rodeo Productions. Jerry Casey of Military Veterans Rodeo Productions explained details of the events listed on his Application for Event Support form. He stated that approximately 15 people will be staying in Recreational Vehicles at the Logan County Rodeo Arena for the National Little Britches Rodeo, and that this event alone is expected to bring in at least 60 – 75 people to the Logan County Rodeo Arena over five (5) days.

Tracy Zserdin of the Guthrie Chamber of Commerce and Ginger Myers of National Little Britches Rodeo Association arrived at 12:05 p.m.

After some discussion, Mr. Casey confirmed he would use any funds provided by the Convention and Visitor Board for advertising and as draw money for stock producers. Commissioner Fortney moved to approve $2,500 in event support for Military Veterans Rodeo Productions. Commissioner Cordis seconded the motion. Motion was approved unanimously. City Manager Leroy Alsup requested copies of the receipts for where the CVB funds were spent. Jerry Casey explained that he would display a Guthrie banner at the arena, identify the CVB as a sponsor on a bleacher seat, and use the Guthrie logo on posters.

Discussion and possible action on support for National Little Britches Rodeo Association. Ginger Myers of National Little Britches Rodeo Association (NLBRA) and Tracy Zserdin presented background

information for the National Little Britches Rodeo events, changes to the way events at Lazy E will be structured in 2017 including seeing 30% growth from year to year, plans to capture data and information for 2017, plans to televise the 2017 events on CinchTV and Wrangler Network, and advertising for their sponsors and host cities in Rodeo News and the NLBRA.

Commissioner Monahan arrived at 12:20 p.m.

Commissioner Cordis asked if Guthrie could provide a list of goods and services for inclusion in the publications, and Tracy Zserdin mentioned notifying retailers and preparing packets for the participants again this year. Ginger Myers and Tracy Zserdin clarified that National Little Britches Rodeo Association is requesting 20-25 complimentary hotel rooms for 8-10 days for their board members. Tracy Zserdin noted that four hotel rooms had already been donated for the 10-day period as requested by Guthrie hotel proprietors. Commissioner Fortney asked about advertising packages and sponsorship information available for the National Little Britches Rodeo events and publications. City Manager Alsup requested additional clarification for the full amount of requested support for this year as well as an idea of the expectations for the future. Commissioner Long asked to table the information until additional information including a request that encompasses the whole scope of this year’s support of NLBRA from Guthrie CVB, a future plan, and information about residual investment is provided. Ginger Myers provided some information about deadlines for advertising.

Staff Comments. City Manager Leroy Alsup clarified that the Special Events line item has a current balance of $14,000 after the approval of the $2,500 for Military Veterans Rodeo Productions, $8,000 to Territorial Christmas, $1,500 to Border Bash, $3,000 to ‘89er Days Celebration, and $2,000 to Chris Neal’s Rising Stars Calf Roping. City Manager Alsup recommended coming up with a guideline or standard on sensible use of Hotel/Motel (Lodging) Tax. He also noted that staff member Andrea Post is researching how other cities use their Lodging Tax for some perspective, and noted that Perry, Oklahoma’s 8% Hotel/Motel Tax is used to build their Sports Complex and its two staff. He advised that guidelines or standards be set in the next budget cycle in the best way for Guthrie. He also reported that City Council will be approached on Tuesday, March 21st to amend the budget for funding of a full-time Tourism Director. Heath Shelton reported that Emerson Sparks and Marcy of Enid are interested in sharing their operations information with Guthrie now that the Guthrie CVB is separate from their Chamber of Commerce.

Board comments. Commissioner Patel noted that many local events are dependent on CVB funding. Mayor Steven J. Gentling requested identifying metrics and information collection about events to measure their success. Commissioner Patel noted that the City of Guthrie provides a lot of services to events. Commissioner Cordis noted clearer guidelines are needed to ensure dollars are spent as they are intended to be spent. Commissioner Fortney suggested setting some concrete criteria for funding applicants and suggested making a once per year deadline for all event requests. Commissioners discussed the economic impact potential of sports complexes.

Call to Order. The meeting was called to order on Monday, March 20, 2017 at 5:30 PM. Five board members and one ex-officio were present, and staff member Andrea Post declared a quorum. *Steven J. Gentling arrived at 5:31 PM

Public Comments. None

Approval of previous minutes. Commissioner Fortney moved to approve the minutes of the CVB Advisory Board from February 27, 2017. Commissioner Monahan seconded the motion. Minutes were approved unanimously.

Financial status. Andrea Post presented the latest financial report prepared by City Treasurer Kim Biggs and City Manager Leroy Alsup. City Manager Alsup reminded the Commissioners that the Hotel/Motel fund balance is going before City Council on March 21st to hire a full-time Tourism Director, mentioned some proposed duties, and reassured the Commissioners that it the decision will not impact the Marketing or Special Events budgets for FY17.

Pollard Theatre Sponsorship. Andrea Post and Commissioner Cordis reported that the Board proactively spent $3500 from the Marketing budget in FY16 on a sponsorship of Pollard Theatre. Van French explained this year’s request for $5,000, explained the need for support from the purchase of the Pollard building, noted the opportunity for a 1-to-1 match of funds up to $50,000, described sponsorship options and other supporters (including John Vance, Oklahoma Arts Council, individuals, and the Kirkpatrick Foundation), and clarified that the City of Guthrie is mentioned in the pre-show announcement, the City

logo is shown on the video in the lobby, and offered other advertising in exchange for the sponsorship. Commissioner Fortney moved to table the item pending a marketing plan or official return on $5,000 in sponsorship of the Pollard. Commissioner Monahan seconded. Motion passed unanimously.

Territorial Capital Sports Museum Sponsorship. Andrea Post reported on the FY16 sponsorship. Leroy Alsup, City Manager, reported that the Marketing budget currently had a balance of $40,000. Mayor Gentling and Dan Newton discussed the reasoning and approach of the CVB for providing sponsorship in FY16. Health Shelton clarified that the Territorial Capital Sports Museum receives free sponsorship through GTV20. Commissioner Monahan requested the number of visitors to the museum. Commissioner Monahan moved that the item be held until April and requested the attendance of Richard Hendricks at that meeting. Commissioner Patel 2nded the motion. Motion passed unanimously.

Chris Neal’s Future Stars Calf Roping Application for Event Support. Chris Neal gave information about the event and confirmed that the City of Edmond is also a sponsor, but that the host hotels for the event are still in Guthrie (Sleep Inn and Hampton Inn) as for the Rising Stars Calf Roping event last fall. He also clarified that this is the third year of the five-year contract, and provided some attendance numbers including proof of growth. Heath Shelton clarified that the Lazy E only promotes the City of Guthrie at the events Lazy E specifically hosts. Chris Neal explained advertising options including ads in Cowboy Times, National High School Rodeo News, Rodeo News, and 30 or 45 second spot commercials are available to higher-level sponsors, as well as an option to place the logo on a trailer and advertisement on the video board, and that his organization spends over $6,000 in advertising that runs approximately 4 months per event. He noted that their website lists hotels and rates to help drive attendees to specific locations, and that the Commissioner Monahan moved to reimburse for $2,000 in event support of hotel rooms in Guthrie for Future Stars Calf Roping on Memorial Day weekend. Commissioner Newton seconded. Heath Shelton clarified that the motion does not include advertising for Guthrie. Chris Neal noted that the logo is already on the website and advertising, but that would not include a logo on a trailer, chloroplast banners or an advertisement on the video board. Motion passed unanimously.

Red Brick Nights Application for Event Support. Gregory “Heady” Coleman clarified the City of Guthrie could write checks directly to bands and staging, and noted that fundraising efforts were already in process and several local sponsors have agreed to provide support. Commissioner Fortney clarified that Calvin Hoover paid for the Independence Day Fireworks Show. City Manager Leroy Alsup explained the City Council may choose not to waive the liability insurance requirement for the event as occurred last year, and that liability insurance is estimated to be about $2,000 ($1,776.26). Mayor Gentling and Commissioner Fortney expressed support for the event due to the positive impact on community culture. Commissioner Cordis moved to pay up to $5,000 for staging up to $2,000 for insurance subject to approval of the Exclusive Use application, obtaining special event insurance, and documentation of other financial commitments to make up the difference in funding needed to successfully produce the event. Commissioner Patel seconded the motion. Motion passed unanimously.

‘89er Days Celebration Social Media Giveaway Promotion. Heath Shelton proposed a Chuck Wagon Giveaway package with four (4) tickets ($10 for adults, $6 for children 12 and under) to the Chuck Wagon Feed and four (4) ‘89er Days buttons for a total cost of $60; a Carnival Giveaway package with four (4) carnival wristbands that cost $20-25 each and a possible voucher for carnival vendors; and a Rodeo

Giveaway packet with $5 Rodeo tickets or packet of 8 Rodeo tickets for $40 and including a voucher for Guthrie High School band concession stand at the Rodeo. Commissioner Monahan moved to approve up to $200 to create one package each for Chuck Wagon, Carnival, and Rodeo Social Media Giveaways. Commissioner Cordis seconded the motion. Motion passed unanimously.

Social Media Pages. Heath Shelton reported he is conducting research and collecting data on CVB social media efforts and impact. Commissioner Fortney explained that Instagram is the only Social Media tool dedicated to CVB, while Facebook and Twitter accounts are tied in with the City of Guthrie’s resident information, and proposed a dedicated page for tourism/CVB posts. City Manager Leroy Alsup discussed unified branding efforts. Heath Shelton reported that Facebook receives more traffic on Saturday and Sunday between 12:00 p.m. and 1:00 p.m., Thursday and Friday between 1:00 p.m. and 4:00 p.m., and Wednesdays at 3:00 p.m.; for Twitter, between Wednesday at noon and between 5:00 and 6:00 p.m., and Monday and Friday from noon to 3:00 p.m. and at 5:00 p.m. Heath Shelton also recommended switching the Instagram account to a business account in order to gather these analytics. Andrea Post introduced Cindy Morris, who had been managing the City of Guthrie Instagram account, who explained the history of her involvement with the account. Commissioner Cordis clarified that posting staff will need oversight, direction, and education on the City of Guthrie social media policy.

Revision of “Application for Event Support” Form. Andrea Post reviewed suggested changes to the form (including layout changes, increasing the lead time on application due dates to 60 days, budget reporting requirements, intention to submit an Exclusive Use application, and clarifying post-event reporting requirements as well as extending this deadline) and requested feedback. City Manager Leroy Alsup noted staff would be tracking the City’s in-kind support of events going forward and recommended handling a suggested requirement of having an event representative present administratively rather than making it a formal requirement.

Lazy E Arena Sponsorship Agreement. Heath Shelton distributed a list of 2017 events and estimated attendance, demographics, and estimated spending. He reported that the City of Guthrie has a full page ad in their Timed Event publication, an 8’x32’ billboard at the top/center of the arena, on the brochure, a preferred hotel list on the Lazy E website and link to Guthrie CVB, 4 Guthrie banners in the arena, two announcements read by the PA, and the Guthrie logo on a flag that is ridden around the arena, as well as two VIP tickets and two parking passes. He also noted the contract allows Guthrie CVB to have a rack card/kiosk and up to 3,000 flyers placed in the seats (neither of which have been provided by Guthrie so far), as well as a 30-second video commercial. An updated commercial produced by Aaron Ryburn of GTV20 was shown to the CVB, and the PA announcement was read to the board. City Manager Leroy Alsup suggested finding a voice known to the Rodeo community to do announcements and audio work for the advertising. Commissioner Cordis requested that staff find out when the print ad can be changed. Heath Shelton recommended placing flyers with details about upcoming Guthrie events in the seats at Lazy E going forward.

Advertising Opportunities. a. Print media. Heath Shelton reported he is waiting on responses from Frontier Country on their advertising rates for the top three magazines previously discussed.

b. Web advertisements. Andrea Post has been working to update listings online. Commissioner Cordis mentioned the top three results from her Google search were TripAdvisor, TravelOK, and Yelp, and asked if these listings could be updated. Andrea Post explained an advertising opportunity through www.HistoricGuthrieOK.com c. TravelOK Road Shows. Andrea Post reviewed an opportunity for Guthrie to be represented at companies with TravelOK. The consensus is for staff to attend a few of these events to gauge the success. d. Billboards. Heath Shelton reported that some local businesses have been asking about the location of the proposed shared billboard.

Frontier Country Travel Map. Andrea Post reported that this map has been sponsored by Stacy Staton of Rick’s Fine Chocolates and Coffees, and will be available at Travel Stops and Frontier Country events. It will feature a list of local attractions and a newly created map that may be available for future Guthrie Tourism publications.

Redbud Awards. Andrea Post reported that Cierra Graham completed and submitted the application and supplemental packet for the Redbud Awards – Best New Event.

Future Items. Pollard Theatre Sponsorship, Territorial Capital Sports Museum Sponsorship, Application for Event Support Form, Brochure revisions.

Staff Comments. Heath distributed 25 surveys at the Land Run 100 Bike Race and 200 at the Lazy E Timed Event, but the response rate is very poor. Mayor Gentling requested accountability on the development of the survey by OSU.

Guthrie Convention & Visitors Bureau Request for Season Support of $5000

Since 1987, the Pollard has become a mainstay of the Guthrie tourism industry, and has built a legacy as one of the most highly esteemed producers of theatre in central Oklahoma. We have one of the longest running Christmas programs in the region, which has become a tradition for thousands of Oklahomans, and has introduced generations of school age children to the magic of live theatre. Through our diverse programming that celebrates and challenges the understanding of our shared humanity, countless patrons and artists have come to consider the Pollard “home”.

Data from Pollard management, survey results from the Oklahoma Department of Tourism and economic multipliers from IMPLAN were all used to arrive at these estimates. Figures include direct return on performance ticket purchases, local dining by patrons of the Pollard, overnight stays at bed and breakfasts or hotels, gas purchases and tourist shopping. They also include indirect multiplier effects from expenses incurred to prepare for those direct impacts, and induced multiplier effects that occur when income from direct impacts is spent locally.

LOW (2011) ESTIMATE: In 2011 the Pollard Theatre generated a total annual economic impact of $730,617 to the city of Guthrie, Logan County and the state of Oklahoma at large, based on attendance figures of 11,613 tickets sold. The economic impact for that year represents a very conservative estimate of the ongoing potential impact of the Pollard.

AVERAGE (2007-2011) ESTIMATE: Based on average annual attendance between 2007 and 2011, the Pollard Theatre generated an average annual economic impact of $908,152 to the city of Guthrie, Logan County and the state of Oklahoma at large. The Pollard averaged 15,675 tickets annually during this time span. While this measure is not as conservative as the low figure above, it is based on normalized data that removes some of the volatility experienced in recent years among ticket sales volume, ticket face prices, overall economic conditions and other underlying factors.

HIGH (2009) ESTIMATE: 2009 saw the highest single year ticket sales experienced by the Pollard Theatre in the last 5 years. In 2009 the Pollard sold 17,914 tickets and generated a total annual economic impact of $1,017,211 to the city of Guthrie, Logan County and the state of Oklahoma at large. This estimate is the least conservative of the 3 options reviewed as results are based on the highest ticket volume year. However, it serves as a high end estimate of what economic impact level is realistically achievable.

You glance once at a poster and may or may not remember it two weeks later, but if you pick up a card, it will lay around the front seat of your car, pop up in your purse, or be stuck on your refrigerator to remind you. We print several hundred 4 x 6 cards for each show and distribute them to business locations around Guthrie and the OKC metro.

Foundation and Board information:

The Guthrje Territorial Christmas Foundation is a non-profit 501(c)(3) organization made up of a committee of local volunteers in the form of a board (the Board). We are dedicated to promoting Guthrie and family oriented events throughout the Christmas season for residents as well as attracting visitors throughout Oklahoma and the surrounding states. In 2016, the Board was made up of 7 members including a chairperson. Asof March 2017. we have increased the Board to 8 members.

Summary of Events and Fundraising:

1, Territorial Governor’s Race — October 10, 2016 through November 22, 2016

Duringthe 2016 fundraising race, we had two candidates and raised $667.00.

2. Opening Night Ceremonies — Saturday, November 26, 2016, 6:00 p.m.

Turnout was very good. More spectators attended the event than in any previous years. We also had more participants in the Christmas parade, The lighting of the tree continues to be a special part of the evening for all attending. The traffic on and around the parade streets caused some concerns due to the increased attendance and participation. We intend to address and correct this situation in 2017 as well as other opportunities for improvement (see Changes and Improvemenis below).

3. HIstoric Homes Tour — Saturday, December 10, 2016, 10:00 a.m. — 4:00 p.m.

The homes tour was again very successful and continues to receive positive feedback. Tickets were $15 each and included a tour of 4 homes, 2 downtown apartments, St. Mary’s Catholic Church and The Carnegie Library. We had two shifts of two volunteers at each property to provide historical information about the property, help the visitors tour the property and answer questions. Many visitors were from other cities. We moved the location of the ticket sales to the Oklahoma Frontier Drugstore Museum which was a positive change. Thismove increased traffic to the west part of Oklahoma Avenue and visitors also enjoyed getting to experience the Museum. The Museum also commented on the positive experience. Tickets

We will reach out to local schools and churches a few times this year to encourage participation in the evening walks by dressing up in Victorian attire. We will also be looking for more participants to provide entertainment and livewindows on Oklahoma Avenue and Harrison Avenue.

We intend to increase advertising in 2017 including television advertising and are exploring options. We are printing Guthrie Territorial Christmas “rack cards” earlier this year and will provide these to the State Tourism Agencyand also to the Guthrie Chamber of Commerce to be included in new resident welcome packets by April1.
