The second section, "Offenders Circle," describes the characteristics of adult and juvenile sex offenders, methods of assessment, cognitive behavioral therapy for non-Aboriginal offenders, and its applicability to Aboriginal offenders. For example, the non-Aboriginal response is to treat offenders and victims separately, largely neglecting reintegration within the community. However, the people of Hollow Water do not believe that incarceration is effective and opt to treat sex offenders along with their victims within the community.
