Ad-hoc solutions for road project hubs on the Zagreb-Split highway and the lack of resources abolish the Konjsko exit, which should be the main entrance to Split and plan the exit as the hub covering the bulk of Central Dalmatia's needs. The result is the highway exit Dugopolje, which is far from Split, where it gravitates most of the traffic.

The distance between the and Dugopolje hubs becomes the longest section on the Zagreb-Split highway. Finding new credit ways for the construction of the highway, it is renamed in the Zagreb - Split - highway and continues with designing.

The town of Kaštela in new circumstances requires the formation of the Vučevica hub, which would connect the city with the area in the hinterland where the business zone is planned based on the already well-established Dugopolje area, which successfully uses the highway. It is also necessary to create a Kozjak tunnel as a link.

The economic crisis in 2008 completely stops the construction of the Kozjak tunnel and postpones the construction of the coastal link between - Kaštela - -Split-Omis. This part of the road becomes the road with the largest traffic in Croatia. The Vučevica hub exit becomes the least traffic on the highway.

The entry to Split, due to incorrectly designed traffic flows becomes overloaded.

Road crossings at the entrance to the city Spit recorded the largest turnover in Croatia.

Citys Solin and Kaštela who gravitate to the city of Split in between 2001 - 2011 recorded a significant increase in population, Solin 25,85%, Kaštela 13,38%.
