As we enter the month of September we have a lot of work ahead of us. Our member legisla- tive survey has been out with you, our members since last month. We will be collecting the results of the survey up until the month of November. While the survey is only four questions it is meant to give you, our members a voice at the state level to where we go as a political or- ganization. Georgia’s voting districts have changed since the last election. As a result some of our members may be voting for people they previously did not have to vote for. On pages 16 though 25 we have listed the candidates currently up for election in our state as well as all of the new voting district boundaries for both the House and Senate of the Georgia General As- sembly. We are asking each district legislative coordinator to being efforts to determine the list of candidates up for election within their ABATE district. While that information is being gathered at the district level, we are tabulating the data from our member legislative survey sent in the last newsletter (and copied in this edition as well) and online at http://www.abatega.org/legislativesurvey

When that data is complete we will then be sending out candidate surveys that each candidates’ constitute ABATE members can request they answer. This action will help our members meet their potential elected officials but it will also make sure those candidates are aware of who ABATE of Georgia is.

Also we have the updated sponsor/supporter kits to districts for their sponsor meeting location and each district will be getting at least one, more, if your district has sold sponsors or sup- porters memberships. The sponsor program has show significant success over the last few months. We hope that with the newly improved sponsor stickers these efforts will help bring us new members at each sponsor and support location.

Lastly, the Griffin Swap meet has been postponed until next year, we hope this move will give ABATE more time to get the word out to the general riding public and help us make this event a success that attracts riders from every riding style, age group, gender and race.

Closed Districts are a complete loss to ABATE of Georgia. Districts 10, 12 and 14 need to be reopened and made productive once again. These Districts closed for different reasons and for the most part they still have a membership base. If you have friends or family members in those areas please talk with them about reactivating the districts so we can continue with the growth we need in order to accomplish the fight for our rights. I have made an effort to contact those that have an e- mail address however a friend’s request is much more likely to have an impact in getting this done. It only requires 3 officers to open a district. One must be the District Coordinator and the other must be a Treasurer and the third can be any position. Make the phone calls and see what we can accom- plish.

The day began with a presentation to the GDOT Board of Directors at 9:00 a.m. ABATE presented two plaques. One plaque was in recognition for correcting a road hazard situation on Hwy 190, due to the work of a Road Safety Audit during the month of August, 2011. ABATE was invited to participate in this road safety audit, which resulted in the cor- rection of a section of Highway 190 on Pine Mountain. The other plaque was for the GDOT’s outstanding effort in pro- moting motorcycle awareness through the use of messages on overhead signage around the state during the month of May, 2012. Just before lunch, ABATE met with GDOT Commissioner Keith Golden and his staff. Sue Duggan thanked them for their assistance in getting District 1 their permission to conduct a Motorcycle Awareness Rest Stop on I-75 Southbound at mile marker 319 on May 12, 2012. The new “Watch for Motorcycles” signage was discussed. GDOT would like our member’s opinions as to where they believe the dangerous intersections or roadways are and where this additional signage should be placed. Please con- tact Sue Duggan at [email protected] if you know of extremely dangerous locations where additional signage is needed. GDOT will also look at the Motorcycle Awareness message rotations on their digital overhead signage and con- tinue to display these awareness messages around the state. Road repair, specifically tar snakes, was discussed last. The use of tar snakes to repair road damage is cost effective according to GDOT, but dangerous to motorcyclists when the roads are wet. GDOT would be willing to look at other materials and asked us to find out what other states are using with regard to cracks in the roadway. As long as we can find an equivalent alternative, there may be hope in reducing the slippery when wet road surfacing caused by tar snakes. All in all, it was a positive day for ABATE of GA, Inc. and the Georgia Department of Transportation. Communica- tion lines are open in all areas dealing with our roadways.

Rolling down the highway from what I have been reading may take on a whole new meaning in the near future. We have people in high place that like to make changes that first off they can only understand or try and push something thru that most people have no idea as to what is going on till it is done. It seems as if they have their way we will not be riding our bikes in the not so distant future. So as we go into another month it may be a good time to remember that this is an elec- tion year. We can make a difference only if we band together and vote for the ones that side with us on the issues. How do we know if what they tell us is the truth or not? Will they do what they say they will do when they get into office? Are, is it just another ploy to get elected then they will do exactly the opposite of what they said they would do. Mostly it is just do what they want too or it seems that way anyway. Hopefully you get out and exercise your right to vote for the important election coming up. Reality has taught us that we are going to be left expecting if we put our trust in their lives. We are going to troughed to the curve so to speak and there is nothing that we can do about. Well almost nothing anyway. For many years there is always someone on our side that does not request a payment or our vote to be with us and speak on our behalf. He is with us at all times and will never forsake us or ask for something that we cannot deliver on. He walks with us during our worst of times as well as the best of times. He is always there to pick us up and carry us if necessary when we are at our lowest time of our lives. Sounds like a politician with the exception that in all the years I have known him he has never lied to me even once. Looking back over the years I can tell he has been with me longer than I have been with him. I am slow on getting it and I wanted to do it my way but still I was able to begin my walk with him and still going on today. He is with us each day walking along beside us and even on some occasions he is carrying us along the path. I never thought about it in that respect till I seen the poem Footprints. We are not alone we have someone on our side we just need to let him in. We can go thru life thinking we are walking alone or we can accept his presence and walk with him. He will accept you right where you are now. Need help, just find a member of CMA and ask for their help. Ride Safe! Here if you need us

July 2012 23 A.B.A.T.E. OF GEORGIA, INC. NEWSLETTER District 2 August 5, 2012 Meeting Minutes Bill Mattison, D2 Secretary reporting. At 2:10 PM Anthony led us all in the Pledge of Allegiance and Brother John led us in a Prayer. I then read the previous meeting’s minutes and received a motion to approve and a second to the motion. I also read Ned Williams’ introductory statement as Acting State Director. Our Treasurer Crystal was absent and Anthony then gave us a Treasury Report. Anthony also informed us that he and Davey have put together another “Chicken Run” to visit our brother “Chicken” in Blairsville on August 12th, KSU at 11:00am at the Ingles in Cleveland. We then took a vote on the proposed amendment up for approval at the next BOD meeting. The membership vote was yes on the amendment. Anthony then told us about the Chicken Run specifics to be held rain or shine. Anthony is also leaving at 7:00 am from Clarksville to ride to the BOD meeting. We then addressed the need for officers for the 9/9/12 D2 elections at Lorena’s. Anthony then read the officer position requirements. D2 Chicken Run 2012 We also need all members to fill out our member legislative survey sent in the last newsletter (and copied in this edition as well) and online at http://www.abatega.org/legislativesurvey Anthony then told us of the Allstate insurance signs promoting motorcycle awareness. Anthony also called our local political candidates to ask if they ride. Anthony then gave us an activities report including the “Rumble in the Streets Ride on 8/11 and a D2 Fall Toy Run and Nursing Home Supplies collection coming in November. Details to follow. At 2:45 we took a 10 minute break. At 2:55 we had a drawing for door prizes and a 50/50 drawing. We thanked and was happy to meet Randy and Marianne as new members of D2. Anthony then told us of our pending purchase of the MRF intersection kits for our District’s Schools. Our member Pauly then spoke on group riding safety. New business: Anthony said the D2 T-Shirts are on their way. I then closed then meeting with a legislative report and also told the members about the free classifieds currently on and the membership area coming soon to the state website.

Due to the Labor Day holiday our next meeting (normally held on the first Sunday of each month) has been moved to Sunday, September 9th, 2012 That Meeting will be held at Lorena's at 2:00PM 22 Prestige Ln. Dawsonville, GA 30534 This will also be our officer elections! Stand up, Serve and be Heard!

District 3 Date: August 5, 2012 Location: The Watering Hole Villa Rica, GA Our meetings are held the 1st Sunday of every month at 2:00pm at the Watering Hole 123 Tri County Plaza Villa Rica, GA 30180. Meeting Minutes Dave called the meeting to order at 2:00pm with 5 Officers and 4 members present Dave led the pledge and Dustin led us in prayer Cindy read the minutes from the last meeting which were approved as read, and then gave the Treasurers report. Dave reminded everybody that officer elections will be held next month and told everybody to check their membership cards to make sure they are current. Linda talked about the upcoming trial of the man that killed David England two years ago, stating that the trial will not be put off again, per the judge, and that Pam would like as many bikes to show up as possible. Joe said it might be a good idea to survey membership to find out why people don’t come to meeting and what would make them want to come. Dave also talked about the MRF’s meeting of the minds coming up in September in Durham NC. And Linda talked about the semi-

Gil had us up to his cabin in Dawsonville on Saturday July 21, 2012. Despite a little rain we had good attendance. The food and bev- erages were plentiful and everyone that attended had a great time. Gil, thanks for being a gracious host! Our membership for District 4 East stands at about 78 members

The ABATE state swap meet has been postponed until March 2013. We’re still planning to use the Kiwanis Fairgrounds in Griffin GA. More to follow on this. These’s a Board of Directors meeting on Saturday August 11, 2012 at AP’s Hideaway in Macon. Please attend if you schedule allows. District 4 East has been busy attending local bike nights. We attended the American Legion bike night on Thursday’s and they usually have 35 – 50 bikes attend. The food is good and everyone has a great time. Also, Ned attended a bike night in Decatur at Twain’s. It’s Thursdays as well and he said the were 50 bikes that attended. Twain’s is also in District 4 East ter- ritory. Sonic in Winder GA host a bike night the first Saturday of the month will a free burger and sundae to all bikers who attend.

District 4 East is planning a ride 8/18/12 to Lorena’s for lunch and then possibly continuing on to Destination Helen for some more fun and fellowship.

November 2012 is an election year. We’ve just completed the primary races and ABATE will be asking members what’s their prior- ity from a legislative standpoint. What would you like to see ABATE put it’s efforts towards? Is it the “red light” bill or possibly “lane filtering”. Keep and eye open for this survey request in the next newsletter. We are also looking to find which representatives currently ride motorcycles. ABATE of CA getting a lot of laws passed. Red light bill also passed in IL and MI

Meeting opened in usual manner at Reds Timbers on Concord Road,in Smryna GA. (5 Aug ’12) Treasurer not present; we have spent no money other than insurance, but no monies are going into the account, either. No Activities Director, No Membership Director ( but we are talking-up benefits to people we meet) Cheef (Legislative D) reported that there is a proposal in the new highway bill that would prohibit demonstrations within a specified time and distance limit from any funeral ceremony, and from the procession preceding it. The intent is to prevent the Westboro church people from disrupting the solemnity of the occasion. But to be proper, it must prohibit all demonstrations, which would include the Patriot Guard. (We do not think it prohibits PGR from escorting the procession, though). He also reported that right after the release of information about the Colorado shootings, Sen. Lautenberg began verbal pushing for more anti-gun legislation, despite the fact that all weapons and ammo used had been purchased legally. (This is the same man who attempts to attach manda- tory helmets to every bill introduced. ((does he/has he ever ridden on a motorcycle?—sec’s note)) ) Old Business; Swap meet. Most likely will be postponed, because some committees do not even have 50% of the people they need to fill them. Specifically, NO VENDORS have committed to the event, and it is now probably too late to change that situation. No outside advertising has been done ( the other print outlets need 60 to 90 days lead time). We can postpone the event, and have the money paid used then, which means we lose nothing, or we can hold it and lose about 3 to 4 grand ( which we do not have). Deci- sion to be made at the Board of Directors meeting on 11 August. In answer to the question: should we dissolve, shut down or continue the district due to poor attendance? We decided thusly: We do have more than the 6 or 7 people who show up for meetings. It was suggested, STRONGLY that other members contact Ann with ideas for increasing bodies at the meetings. But, Remember we are NOT a riding club; we are about retaining our RIGHTS TO RIDE. Therefore, we will continue to hold scheduled meetings. (Sept 9 because of Labor Day weekend) New Business: Board of Directors meeting; Gerald will hold the proxy for the district, as Ann is the acting state secretary, and can not vote, nor speak to the board. The consensus of 4 W is to approve Ned Williams and Ann Turner for the positions they are hold- ing as interim positions until the next election cycle in April of 2014. If they are not approved, the “remaining State Officers will appoint a person, without voting privileges, to fill the position until the next scheduled Board of Directors meeting”, (taken directly from Paragraph 2 of Ariticle 4 of the Constititution for ABATE of Georgia, Inc.) Thus, there is no time/space/possibility for electioneering. Not at the August BOD meeting. ((but by the time you read this, the meeting will have occurred; I am sure results will have been posted somewhere ( facebook? Website?) sec’s note))

Toy Run: 16 December 2012. Since we need no parade permit nor an escort for small groups to travel in the same direction, we will do that. And we will leave from the parking lot at Howard’s Restaurant ( very close to Timbers) – they are closed at that 12:30 noon. That we all meet at prearranged points is just a happy coincidence. Center for Children and Young Adults and DFACS have been the two stops. And, unless they have some negative feelings, we will meet in those parking lots again. Following the run, it would be likely to meet back at Red’s Timbers, for a no-host lunch. Or elsewhere, as we would still be traveling as small groups of friends. Barber Motorsports Track – Mid October Vintage races. Jon has his tickets already. It is not only a Vintage race, but a huge Swap Meet. It really does sound like it would be a good day trip, if not to see the race but only to peruse the swap meet area. Again it was suggested that we hold 50-50 drawings, including the people upstairs at the bar. Next month. And a request was made for each of us to try to contact at least one non-participating District Member (or former member) to try to determine what is impor- tant to each of them. (We do understand that meetings are not always easy to attend due to many things, but SOME feedback would be most welcome. There are phone numbers and e-mail addresses in the front of the Newsletter) Remember: the September meeting will be on the NINTH (9)== which is the second Sunday, due to the Labor Day holiday ( and possible day off for the people at Timbers). The meeting was called to order by Jim [DC] at 7:11 PM. All stood for the Pledge and Wade led us in the opening prayer. There were seven members and eight guests in attendance. Everyone signed the attendance sheet. A motion was made to skip the reading of the minutes from the July meeting. They are available to anyone to read.

No report from the Secretary, Activities, Legislative or Sgt at Arms. Treasurer report is same as last month with the addition of the 50/50. Membership – 2 new members, Diane and Pete Petro, are here tonight, welcome, they joined online – current membership is now 18.

Jim – review of fund raising ideas and growing membership; volunteers needed for state event in Griffin at Kiwanis Field, Nov 3-4; discussion of BOD meeting agenda; reading, discussion and vote of new proposed bylaw – vote = 0-yes, 7-no, already covered by Ga criminal laws in addition to Abate bylaws [behavior unbecoming] and treasurer guidelines; discussion of confirmation vote for State Director and State Secretary, Joey moved to vote, vote taken. Upcoming District elections nominations taken. Treasurer has resigned, Sherry nominated to be Treasurer. Other offices open.

Supporter of the Month was by unanimous vote – R&J Automotive, Ron Klinger. Thank you, Ron. OPEN FORUM: Wade – 9/29 Gun & Knife show, Abate members get 50% off entrance fee. Diane – 10/6 Lisa’s Ride to support SPAN-GA, suicide prevention, passed out flyers, begins at Longbranch Steak and Seafood in Fayetteville. Next month’s meeting will be postponed due to Sept 3 being Labor Day. Will advise of exact date. 50/50 & DOOR PRIZES: 50/50 won by Marilyn – congratulations! 6 door prizes were won.

Near the end of the meeting, 4 of our guests joined; Timothy, Marilyn, Adriana, & Tim! Total membership is now 22 – a 550% in- crease in 6 months. Way to go 6/3!

Judy DeFore called the meeting to order @ 2:00 PM. Jackie DeFore, Chaplain, opened the meeting with prayer. Judy explained to everyone that Delmar was absent because he was attending the Black Hills Rally in Sturgis, South Dakota.

Judy announced that J.B. Walker’s daughter, Erica, had passed away the night before and asked everyone to remember this family during this difficult time of loss.

Judy introduced Cindy Arnold from the Jay’s Hope foundation. Cindy talked to the chapter about their upcoming ride on September 1. This will be a police escorted ride through Jones County. Registration begins at 9:00 AM at Harvey’s Supermarket, Gray, GA. $20 includes t-shirt; kickstands up at 10:30 AM. 50/50 tickets, lots of door prizes, chance to win 42” LG LCD TV with purchase of raffle tickets. $300 for high hand; $50 for low hand. $5 BBQ plates & live music. All bikes welcome and appreciated. Cindy en- couraged everyone to attend as Jay’s Hope helps children with cancer and their families. Judy DeFore let everyone know that Cindy & her husband are both bikers and they have supported ABATE and their events in the past. If anyone is interested in riding as a group please meet at the Burger King in Byron @ 8:30 AM on September 1 and we will ride as a group to this event. Or you can meet us in Gray, GA at Harvey’s!

Asked members to be thinking about donations for our Christmas ride in November. Reminded them it will be here in just a couple of months and they need to start asking local businesses for gift cards and donations. The ABATE Love Run is scheduled for the Saturday after Thanksgiving, November 24. We always collect money and gifts for a local children’s charity or orphanage.

Announced that ABATE of Georgia was having a “Swap til You Drop Swap Meet”, November 3 & 4th at the Kiwanis Fairgrounds in Griffin, GA. If we have enough people interested we could do a group ride to the swap meet. Griffin would not be a long ride for us from Macon and this would be good for us to support ABATE of GA. If you are an ABATE member it is only $5.00 to get in for one day.

We had copies of the ABATE of Georgia Legislative Survey. Judy let people know if they wanted to fill this out at the meeting and turn it in to her she would mail these in to the state for them OR you can go to the ABATE of Georgia web site and complete the survey on-line.

Dixie Bike Fest in Elko, GA is next month, September 13-16. Take I-75 to Exit #127, turn east towards Hawkinsville, travel GA Hwy. 26 for 5.8 miles, Dixie Bike Fest on right. ACCEPTANCE OF MINUTES of March 25th, 2012 Regular meeting, Minutes accepted as written With one change in the treasury report.

SECRETARY – Diann Marum: Handed out the last meeting minutes, March 25th , 2012. Also handed out wallet size card on “ Statement of your Constitutional Rights” to read when/if you are Ever stopped for a Motorcycle Check Point. These were actually handed out at the MRF conference in Atlanta Georgia. DC Report given by Nancy James – Dan Forest, the State ABATE Director, has resigned. Heidi Stockwell is our new State Membership Director. There is a swapmeet on November 3-4 in Griffin Ga. We will need volunteers for this event. June 30th will be the “Last Ride” event at the Ga. Capital building in Atlanta.

TREASURER report – Roger Pilcher –Petty cash: $465.37 Checking: $There’s money in the account. Roger Pilcher has resigned due to medical issues. Chaz Marum has volunteered to take the treasurer position for now.

ACCEPTANCE OF MINUTES – None

DC report – Nancy James – We have had the Dice Run on March 6th. We had 77 participates and 16 new Members to sign up. At Vic’s Riders Block Party we gained 2 new members and 1 renewal. At the J.D. Paugh event we gained 1 new member. At the Proclamation we had 79 to sign in and gained 1 new member. At the Jokers Wild Poker run we had 24 bikes and 30 people. Dan Forest has resigned as State Director.

TREASURER – given by Roger Pilcher – Resigned due to medical issues with shoulder.

We have $ 863.31 in petty cash and $ 465.37 in checking account.

SECRETARY – given by Diann Marum – None

MEMBERSHIP – reported by Dave Pierson - There will be a revision on the membership list.

Current membership: 40 shows on the list but should be more.

Our new State Membership Officer is going to be Heidi Stockwell. He will be contacting Heidi concerning our district membership.

District 9-2 July 16, 2012 Meeting Minutes The meeting began at 7:00 p.m. at Los Nopales on July 16, 2012. David Crowe gave the invocation and Derrick led us in the Pledge of Allegiance. Sue read the June minutes and they were approved as read. Michelle stated we currently have 54 members and 14 are expiring over the next 30 days. Three members renewed that evening. Bridget stated we have $549 in our account and she will be sending a check to the state as soon as she makes a deposit. Susan, our activities director, was absent due to a recent surgery. Al explained the Georgia Department of Driver Services (DDS) is offering license testing in case anyone needs to get their perma- nent license. Motorcycle Only Checkpoints are being challenged in the U.S. House of Representatives, thanks to Sensenbrenner. These checkpoints are already outlawed in Virginia, North Carolina, and New Hampshire. They are in the process of being outlawed in Illinois, California, Missouri, and New Jersey. Derrick added that Florida has billboards, etc. and this is why we are here: To Make a Difference! Dan explained the $5 taken from motorcycle registrations was supposed to go for training and safety, but the money is placed in the General Fund and we would have to sue the DDS to get the money back. This is how Florida was able to get those billboards, etc. They use their motorcycle registration money to purchase such items. Hopefully our Look Twice Save a Life, Inc., will collect money for motorcycle awareness, since it is a 501 c 3. Dan went on to say thanks to the Georgia Department of Transportation, we are allowed to ride in the Hover Lane and in the Peach Pass lane for free. Representative Powell is trying to rein- state monies that have been diverted into the General Fund by phasing in giving the money back. Maybe this is how we can get our motorcycle registration money returned. We should contact our Secretary of State and make a complaint to that affect. Old business included a conversation about the Tab Run Ride on September 22nd. Bridget will secure drinks. Dan will provide a list of vendors used last time. Al will work on logistics. Michelle will get the tent volunteers. It was noted that we are missing two banners that have been kept with the tent. Dan will check to see if they are at Xpectit. Sue will check with DDS to see if we can secure the onsite mobile license testing unit and the status of the ABATE trailer. She will also contact Chuck Watwood and Steve Murrin to see if either can make it. We need a safety demonstration instructor. Eric Allen was brought up and we need to follow up with Jim Blessitt to see if we can get Eric for this event. We decided on charging the vendors $100 for space at Pine Road Park. New business included a conversation about our acting State Director, Ned Williams. Sue explained how he came to this position and provided some background knowledge. Dan read his letter to the D.C.’s and members of ABATE as to why he stepped down. A motion was made to take a vote regarding approving Ned Williams as our new State Director. All members voted NO. Derrick will take that vote to the BOD on August 11th. Another vote was taken regarding Ann Turner. All members voted No to Ann be- coming our State Secretary. Brenda told us the Tin Man Ride raised over $5500 and she had T-Shirts for sale for $10, in case anyone wanted one. Future Rides Include: July 21st – Team Kyle Ride at Pine Road Park. KSU at 10:00 a.m. August 5th - Straight Spokes Fish Fry – Xtreme Rider – 11:30 a.m. There were 17 members and 8 guests in attendance. The meeting adjourned at 8:15 p.m.

DISTRICT 11

ARE YOU READY FOR A GOOD TIME ?!?! THE HISTORICAL 21st ANNUAL "BIG ROY'S" IS BEING HELD SEPTEMBER 14th, 15th & 16th, AND IN THE MIDDLE OF THE WEEKEND ON THE 15th WE HAVE THE FA- MOUS "BIG BILLY'S HOT WING COOK-OFF"

We can't give you minutes of a meeting because the deadline is BEFORE the meeting ! BUT District 11 is hitting it's roughest stretch of activities - FOR THE OFFICERS !!! We were able to take a little breather but now the officers need to lean into the wind !! We just had a Dice Run and Member- ship Drive on August 5th. Not quite the turn out we had hoped for, but the weather was iffy. It had rained especially hard early in the morning and although we started out with clear skies, there were scattered showers and some riders sported wet fannies for the afternoon !! We ate well at the last stop and the food never ran out. We also had some great door prizes for our crowd. The winners were: First Place with Four-of-a-Kind - Eric Brierton. Second Place with a Full House - whatdayaknow! Eric Brierton. And Worst Hand "Winner ?" with a Pair of Ones ! - David Steinhauser. The 50/50 was one by "Scuzz" Randy Hughes. GREAT BIG thank yous to our start host, Southern Biker Gear in Richmond Hill; our stops: New South Motorsports in Savannah; Fast Lane Fro Yo in Rincon; Graybeards Motorcycle Service in Ellabell; and our last stop, Blueberry Hill in Garden City. The owners of Blueberry Hill, Danny & Rita, are slowing making changes over there so keep an eye on them and watch their progress ! Thank you to EVE- RYONE who participated in our run. Our success is measured by your attendance and satisfaction !! District 11 has/had another event on August 25th, teaming up with the U.S. Military Vets MC for a Biker Appreciation Poker Run. We always have a good time with this one. It was starting at Dutt's business : Southern Custom Motors out on Hwy 21 in Port Wentworth, and ending at the USMVMC's awesome clubhouse. Their clubhouse used to be someone's home and has the biggest, most open kitchen I've seen, with a door that opens right out onto the back yard where they set up the food and door prizes for these runs. And speaking of door prizes, you can always count on seeing some great things packaged together and being set out to tempt you into parting with your little prize tickets !! This event also spotlights the Wounded Warrior Project.

August is also Nominations for Officers and September is our Election for Officers. There WILL BE changes this term. The Officers from two positions have made no secret of the fact that they'll be taking a rest from their 3 year positions as Officers and enjoying "just being a member" for a while ...... At the meetings we hear strong opinions from many of you. Now is your chance to make a difference !!

THIS IS A 365 DAY A YEAR ADVERTISING, YA'LL !! When we give out those calendars for the first time at the annual Toy Run on the first weekend in December, we usually hand out about ONE THOUSAND !! AND we have them at future events AND officers usu- ally carry them around town on or in their vehicles !! Just look at the potential number of people you could be reaching with your advertising dollar !! And the the cost is dirt cheap for the exposure you'll be getting !! But in September comes one of our two BIGGEST EVENTS for DISTRICT 11. Most commonly known as "Big Roy's", this event has a BIG, BIG name for a BIG, BIG amount of FUN !!! Preee - ssen - tiiinng ...... The 21st Annual Great Ogeechee River Valley Swamp Meet "Big Roy's Memorial" and Ray Jones Remembrance (whew !!!) .... so you can see why we call it "Big Roy's", right ?!? September 14, 15 and 16 of 2012, we will be ALL OVER the Shady Oaks Campground, just south of Sylvania, GA. (There should be a flyer in this newsletter edition also.) ALL VEHICLES ARE WELCOME, AS ALWAYS !! We have power & water hook-ups for 24 spots and lots of additional space for tents. You can enjoy a lot of camp-site visiting; renewing old friendships and making new ones. OF COURSE we'll have a Bike Show and Bike Games and we do some Field Games as well. Traditionally, we also have "Big Billy's Hot Wing Cook-Off" on Saturday, September 15th. There have been times when the entries were NUCLEAR HOT, but then the Judges would never be able to taste anything for the rest of their LIVES, so we're asking for FLAVOR above heat. And we have a Live Band on Friday and Saturday night called "Lost Southern Boys". I predict we'll have a rockin' good weekend in the woods at Sylvania, GA. You should make plans to join us ! District 15 Sunday, August 05, 2012 Open the meeting at 2PM with 8 in attendance. Stephanie has the sign in sheet. Stephanie passed out the handouts for discussion at today’s meeting. Open the meeting with devotion from CMA Chaplain Thomas Butler. Stephanie checked with Thomas to confirm if he was receiving the printed copy of the newsletter. A brief discussion on the membership application process was discussed for the visitors benefit. Treasurer Report given by Jerald Penzo in the absence of Randy. $279.00 in the bank acct./$27.00 in cash on hand=$306.00 for Dist. 15 total. Discussion on doing fundraisers for the dist. was entertained. A fundraiser would be necessary for this dist,. before we can afford to sponsor any event for the area due to the small number of members attending. One idea was to solicit support from the bike shops in town. Suggested to the Jesup visitors to check with Bargeron Motorsports when they have the chance for supporting ABATE. A lo- cal swap meet was suggested. Luke suggested a yard sale for funds. Possibly putting up an ABATE booth at scheduled events to hand out materials and take applications. No legislative update was discussed at this meeting. Stephanie had a discussion with Sue about the Safety program. More information to follow about the distribution of the program. Motion was made to accept the Dist. 15 minutes as presented for July. Luke made the motion. Seconded by Jerald. A discussion was started on the State Officer open positions due to resignations and the repositioning of the remaining officers. Ex- planation of the reasons for the resignations was explained. Copies of the State Constitution were handed out. The new positions will be voted on at the upcoming State meeting. Ned is the current acting State Director. The State Director is a two year term. The question was raised as to how this vacancy should be handled. It was suggested that the State send out notifica- tion to all members, asking for volunteers for the position. Set a deadline date to receive any replies for the position. Let the State qualify any volunteers. Put this information in a prominent position in the newsletter for all to keep current. Let each Dist. vote for their preference through their DC on the qualified applicants. A vote of confidence was taken on this subject and procedure outlined, or a similar form thereof. The committee rules were read and discussed. Some of the committee task may have been mislabeled caus- ing confusion and friction among some officers. A discussion was opened on the Proposed Bylaw. Stephanie solicited for any ideas attendees may have after reading the law to be sent to her by Aug. 9th, 2012. There should be a better checks and balance system in place. The Dist. needs to stay current with the Monthly Report concerning the finances. Make the bank statement available to all members at each meeting. Check that the state- ment reflects the transactions in the check book. A Dist. 15 vote was taken on the way the Bylaw is now written. Zero present in fa- vor, all present in favor to reword the Bylaw. The current open positions in Dist. 15 were discussed and volunteers asked for. It was stated that Dist. 15 can meet in other towns to accommodate new groups of people wanting to visit and see what ABATE is all about. It was suggested that we have a sign at Tou- cans letting those coming in for the monthly meeting know where we are located inside. The new newsletter email address was given out to the attendees. A discussion of what is needed for the newsletter was covered. Participation in the newsletter was solicited by Stephanie. Meeting called to order at 11:20 by Sgt at Arms, Dave Woodruffe. Proxies received from Districts: 3, 4-W, 6, 6-2 and 9 . District 11 was neither present nor had sent a proxy. Reading of the previous BOD meeting minutes was waived. Treasurer’ s report: ( Gary Bonds) We have $4885.48 in the bank, and $6000 in the Savings Account ( from MotorPac). Accounts Receivable are 2364.01, with Accounts Payable being 2367.41 (Much of this is the on-going Insurance payments. And this is why each district MUST pay its share.) As of 10 August 2012, our Credit Card Balance is ZERO. And WE DID IT!! (It had been over 8 Grand)) We are now living within our means. And will have the usual on-going expenses of any household/business. Gary stated that he is tired of THIEVES being part of ABATE. People have taken OUR money. By accepting membership applica- tions and the cash, pocketing the cash, and tossing the apps into the nearest wastebasket. People then call the state and complain. We are an organization built on Trust; DON’T STEAL . Gary wants to prosecute those people to the fullest extent he/we can. Up to and including jail time. Promises from some of them to re-pay the money has not borne fruit (or returned monies) ((as to the people who claim they paid the dues; the state is sending them membership cards)). Much discussion followed this, but no real conclusions were reached as to proper action to take at this time. Membership report: (Heidi Stockwell absent) We have 869 absolutely current members. If those who have allowed membership to lapse were to renew, we would have 1209. Question: Can each district mail postcards to expiring members? Yes, but make sure the Executive Board knows what the mailing is. I.e., send a copy to E-Board BEFORE it goes out (for approval) . The renewal due-now cards look like the actual cards that ARE the renewal cards. Often times when the “due” card comes in, it is mistaken for the membership card, and gets ignored. Could we go back to 8.5 X 11 sheets? Yes, but postage is higher, and $$$$ are short. Could we add status update changes to membership forms? Use the Problem Resolution Form; that is its purpose.

Education: (Sue Duggan) Look Twice Save A Life has now $879.61 in its accounts. Intersection kits have been received to be de- livered. Sue has envelopes to go to Schoolboards after the kits have been delivered to the Sheriff’s office. These envelopes are un- sealed, so a cover letter could be added. Once the kits have been delivered to the Sheriff, then the letters go to the school boards telling them to go to the sheriff for explanation of the kits ( their purpose, hopes etc). We will need pictures and info to go with press releases when the kits are delivered. (gotta blow our own horns) GOHS (Governor’s Office of Highway Safety); Alcohol awareness should be our next campaign. GOHS will help. If we could get pics showing of collisions resulting from drunken/impaired drivers ( cars vs. M/C, Big Trucks/vs cars, Big Trucks vs m/c) we might be able to make visual impact. ((sec’s note: there must be some on the “net” somewhere. Could someone help find them and get them to Sue?)) GDOT ( Georgia Department of Transportation): Steve Murrin, Ned Williams, Sue Duggan met with the board which was a good meeting. Last Spring it had been brought to their attention that a portion of the road in the Pine Mountain area had had more than its share of Motorcycle accidents, due to the physical layout of the roadway itself. The state investigated the area in question, and FIXED IT. Both with signage and by changing the camber of the road itself. ((this is what having our “ducks-in-the-proper-row” can accomplish.))

DDS (Department of Driver Services): Sue met with Jim Kelly to discuss the problem of Perennial permits. Right now it is possible to ride a motorcycle FOREVER on a learner’s permit, by simply applying for an extension. We would like to see that changed to a ONE Year maximum for a learner’s permit ( the same as allowed for a CDL) then take the test. If the permit is allowed to lapse, then the whole program must be retaken. A question was raised about construction sites not cleaning the roadway of debris caused by the construction after work has ceased for the day. The area is SUPPOSED to be swept clean. If a rider goes down due to the dirt, the Highway Dept is LIABLE. A motorcycle survey was sent out to 2 thousand riders ( from UGA) only 500 responded, and the grant money is based on the num- ber of responses received.

Legislative ( James Trucks): This is our Core Purpose. To this end, a member survey has been sent out with 6 questions. We cannot know what the membership wants for legislative action if we get no feedback. See the Newsletter, either in print or online, for that is where it is. Fill it out, mail it back so it can be tabulated. HB 161 had been buried in the rules committee because 4 ( FOUR) people did not contact their legislators. ((HB 161 is the pro- ceed-thru -red-after-reasonable-wait)). Motorpac? It was supposed to do this (our legislative action); what happened to it? It was dissolved because of No Transparency with its funds. We risked legal liability. So, in time, a new one will be opened legally. James is tabulating the changes caused by re-districting so we will know which candidates are running in which district, and can then talk with them about issues important to our individual districts.

After the November elections, we will have to identify all members of our state legislature with vested interest in M/C stuff. We will have to get to the house leaders, because they are the people who determine if the bill is put out the floor, or allowed to die in committee. James will get the information to us so we will be able to contact the proper people. It was suggested that the Legisla- tive Director’s report be entered in the Newsletter each month so all will know what has been/ should be done. Helmet laws? Now that Michigan has approved helmet choice, we have 5 states with Choice. But the Insurance Industry is firmly against choice. It is to our benefit to let the Federal Issue to be either solved or tabled before we spend any time or effort on this one. State Director (Acting) (Ned Williams): District Coordinators have been asked at least twice to send in the required list of who is holding which office. Some districts have not yet done it. Yes, elections are soon to take place, but that is no excuse. The State Sergeant at Arms needs to know on whom to call for help at state functions. Our charter states that we were founded to Fight for the Rights of motorcyclists. We are a political organization ( 501 c 4). As such, we fight for our own rights as well as the others who make up the 19l,000 plus licensed riders in this state. Road Hazards; It is critical to ABATE functioning that we be self-active, and report to the local public works departments which have jurisdiction in that area. You could send information to the E-Board on the problems reported to be fixed, and then inform the Board when they have been fixed. That info could go into the Newsletter. Newsletter: Official cutoff is the tenth (10th) of the month. But many districts have meetings after that, so their news is not so cur- rent. Minutes should be sent to: [email protected]. An auto-reply feature could be set up so senders will know the min- utes were received. Last Ride; Poor attendance. When meeting other motorcyclists, try to find out what they know about ABATE. Ask them for rea- sons why they are not members. Mention the Proceed-thru-Red bill, and Road Snakes and learn from them. Lunch Break Swap Meet: (Ricky Jordan Chairman of Steering Committee: )Gate and Grounds committee has 6 Volunteers. Vendor Committee has 4 members, but no vendors; Entertainment has 3 members, and 2 bands; Advertising and Promotions – nothing but the advertis- ing in our newsletter has been done here. Steering Committee recommends that we move the event to February, March or April, as by so doing our deposit can be applied, and we will not lose it. The motion made and seconded to postpone event. Discussion: “What makes you think you can do it later if not now?” The time involved to get all the advertising out. There is not enough lead time for the larger industry-related magazines. 35 to 40 people are needed – Committed People—to make this work. (people for games, bike show, car shows, bike washers, spon- sors) The bands who have been contacted will be willing to work with us as to the dates. Motion called: the motion to postpone the Swap Meet carried, 15 to 3. Tentative dates to be the first weekend in March. (hopefully, we can get the larger vendors who are heading to Daytona).Kenny Love volunteered to be Chairman for the Advertising committee. Supporter Program; this has been going well. For $ 25. a supporter gets an easel, doorstickers ( that will be able to be seen), mate- rial to fill the easels, and newsletters. As well as advertising in the Newsletter. Each meeting place will get stickers for its doors. By-Law changes: There have been 2 incidents in the last 18 months concerning money missing. A new bylaw worded: If you take money from ABATE, we will come after you. This was hotly debated. If one is drafted, it must be read by membership 45 days before it can take effect. A motion was made (and seconded) that anyone who takes money from ABATE will be treated as the law allows; i.e., we will enforce the letter of the law. This was NOT approved by a vote of 0 pro, 12 con. New Business: Proxies D 1 proxy was submitted by text; in hand were proxies from D-3, D 4W, D 6-2 and D-9. A motion was made to approve the appointments as made by the E-Board. A member wanted to table this, but for lack of a second, this died. Discussion followed by which a process could be established to allow a special election to cover situations like this, and make a bylaw change. Motion was moved to vote ( secret ballot) on the affirmation of the acting State Director and State Secretary. 17 voting members, 17 votes tallied. Secretary – 11 aye, 6 nay for Ann F. Turner Director – 9 aye, 8 nay for Ned Williams.

Open discussion: Steve Murrin made a considerable donation to the treasury. He also reiterated that our numbers are down; we should do what we can to maintain the numbers ( members) we have, and each of us get one person to re-up or at least one new person to join. That will double our numbers.

Nancy James made a motion for a bylaw change for a special election. It found a second. Discussion: Steve Minter will draft a sheet to be sent to all DC’s for their discussion, then Nancy and Steve Murrin will write a new bylaw to allow for a special election for all state officers. It is ABATE’s intention to continue its efforts to secure passage of this relatively benign legislation which should be non-controversial. Many of us in the motorcycle community believe there should be more stringent crimi- nal penalties for drivers who seriously injure or kill motorcyclists in circumstances where the driver’s conduct is more culpable than simple negligence. A significant part of the problem is that prosecutors have considerable discretion to treat such conduct as a misdemeanor and often do so to avoid the time and expense of a felony trial. Please let us know whether you support an effort to alleviate this situation. Yes__ No__

We believe practically everyone who rides a motorcycle in Georgia resents the state’s practice of setting up “motorcycle only” checkpoints, purportedly as a “safety” measure. In truth, these checkpoints are nothing more than an arguably unconstitutional device to generate revenue, with most of the citations being unrelated to safety. Given the atmos- phere at DOT, eliminating these checkpoints is a long shot, but the Virginia legislature prohibited them this year, which is surprising in a state where the traffic police are so powerful that radar detectors are illegal. We ask for your comments on this issue. Please let us know if you have an interest in ABATE’s pursuing legislation which would authorize “lane filtering.” Yes__ No__
