EDs’ Yearbook​ FY20 July 1, 2019 to June 30, 2020 Foreword

Dear Colleagues,

Looking back on fiscal year (FY) 2020, it was an unprecedented year of great challenges, as well as tremendous achievements, for the Board and for the World Bank Group (WBG).

The COVID-19 pandemic continues to threaten much of the development progress made in recent years and throw millions of people back into poverty. As countries around the world work to combat the impact of the virus, the Bank Group has taken comprehensive action to help developing countries strengthen their pandemic response and health care systems. Executive Directors (EDs) and Management worked closely together to quickly respond to the urgent needs resulting from the crisis. Under your guidance and oversight, we reached an important milestone - assisting over 100 countries, home to 70% of the population, with their COVID-19 responses. We are helping them implement emergency health operations, protect the poorest households, save jobs and businesses, and get money to people who need it most.

In addition, EDs and Management worked to deliver on a historic IDA 19th Replenishment. Starting in July 2020, the $82 billion financing package secured in FY20 will help IDA countries invest in immediate needs as well as longer term economic growth and bolster resilience to climate shocks and natural disasters. The recently approved Sustainable Development Finance Policy will help provide incentives to IDA-eligible countries to move toward transparent and sustainable financing and to strengthen creditor coordination. Also in FY20, the Board approved enhancements to the IPN toolkit and accountability system, creating an independent accountability mechanism housing the IPN and a new Dispute Resolution Service. You also discussed and unanimously supported the first WBG strategy for Fragility, Conflict and Violence (FCV), and you discussed many important improvements to the organization such as the global footprint and measuring our development results. Lastly, this year IFC was able to move forward with its capital increase and a new strategy for MIGA was approved as well.

Apart from these major and noteworthy milestones, EDs also delivered on the day-to-day business of the Board in support of our twin goals. Overall, in FY20 the Board approved a total commitment volume of US$74.1 billion. In terms of country engagement, the Board discussed or reviewed 11 Country Partnership Frameworks, establishing groundwork for WBG country engagement over the next three to five years. At the same time, the Board Committees held more than 100 Committee meetings across the five standing Committees. These meetings contributed greatly to overall effective corporate governance, but the work of the committees also served as the building blocks and critical engagements necessary for achieving the important Board approvals of this year.

Of course, we cannot close out FY20 without remarking on the exceptional move to home-based work that took place in March 2020. Board members worked closely with SEC and ITS to shift to a virtual format for all meetings and briefings during the remainder of the FY. With the support of your staff in the EDs offices, the WBG also hosted the first ever virtual Development Committee, bringing the entire membership together online for an important discussion on critical development issues, including the Bank Group’s response to the COVID-19 pandemic and Debt relief.

To observe first-hand the effectiveness of the WBG’s delivery model, in November 2019 and January 2020 Board members traveled to Bangladesh, Djibouti, Egypt, Jordan, Maldives, Nepal, and the West Bank as part of the official group travel program. During these visits to the operational front lines, Board members were able to engage with government officials, civil society, private sector representatives, and other stakeholders around the importance of the Bank’s work on the ground.

As the Board begins a new fiscal year and as I say goodbye to the World Bank Group, let me say that it has been a true privilege to work alongside all of you as Corporate Secretary. Thank you for your hard work and sincere collaboration, and I wish you continued success as you move ahead in executing the WBG’s critically important agenda. I hope to stay in touch with all of you and look forward to our paths crossing again in the future.
