Situational Report No. 4 re Effects of Typhoon “Paeng “ (Cimaron)

I. Background
“Paeng” started to develop into a tropical depression in the morning of October 27, 2006. Moving west northwest, it gained strength and became a severe tropical storm as it continued to increase its threat to northern and central Luzon. “Paeng” as a typhoon with maximum sustained winds of 195 kph near the center and gustiness of 230 kph had made landfall over southern Isabela at around 9:00 PM, 29 October 2006.
As of reporting time, Typhoon “Paeng” has changed course and is now moving West Southwest heading towards the Eastern coast of Vietnam.
At 4:00 AM today, the eye was located at 290 kms West Northwest of Dagupan City or 330 kms West Southwest of Vigan, Ilocos Sur (16.7 ºN, 117.5º E) with maximum sustained winds of 120 kph and gustiness of up to 150 kph moving west southwest at 13 kph.
Typhoon “Paeng” was estimated at 570 kms West of Dagupan City or 540 kms West Northwest of Iba, Zambales by tomorrow morning. It will be at 740 kms West Northwest of Iba, Zambales by Thursday morning.

III. Response/Consequence Management
1. Early Warning: Dam Monitoring and Flood Forecasting
Flooding will still remain in the low-lying areas of Sta. Barbara, Calasiao, Binmaley, Binalonan and Cities of Dagupan and Urdaneta due to slow recession of Allied- Sinocalan and Tagamusing Rivers.
In Cagayan Province, flooding is expected to persist this evening
• in the low lying areas of Echague, Alicia, Angadanan, Cauayan and Reina Mercedes due to slow recession of the Upper Main Cagayan River and tributary Magat River; • in the low-lying areas of Naguilian, Gamu, Ilagan, Tumauini, Delfin Albano, Sto. Tomas, Cabagan, Sta. Maria and San Pablo due to further rise of Middle Main Cagayan River and its tributaries Pinacanauan River of Ilagan and San Pablo; and • in the low-lying areas of Tuguegarao, Enrile, Solana, Iguig, Amulung, Alacala, Gattaran, Lallo, Camalanuigan and Aparri due to continues rise of Lower Main Cagayan River and its tributaries Paniacanauan River of Tuguegarao Pared River and Chico River
Regular advisories by dam operators and PAGASA are provided to DCCs concerned on the status of water levels and spillage/releases. Closely monitored are Pantabangan, Magat, Binga, Ambuklao and San Roque dams.
2. Immediate response to Incidents monitored
• PDCC Cagayan coordinated with PCG thru MDCC Sta. Ana, Cagayan for immediate rescue of 15 personnel on board a stranded cargo vessel between Fuga and Claveria
3. Transport, Communications and Power
Region II • Power outage in the Provinces of Ifugao, Kalinga and in Kabugao, Apayao as of 2:00 PM 30 October 2006 • Some barangays in Baguio City experienced power interruption as of 5:00 AM 30 October 2006
Region III • Power outage in Aurora Province as of this report due to damaged transmission lines.
CAR • DPWH-CAR maintenance crew conducts clearing operations in the areas affected by landslides • Power outage reported by National Transmissión Corporation in the following areas due to auto-tripped by line relays:

4. Humanitarian Assístance
Region I • The Municipal Government of Bangar, Aringay and San Fernando City, La Union extended assistance to affected families with a total amount of P84,896.00 • DOH R1 provided assorted medicines in Bangar, La Union worth P15,000.00
Region II • The Municipal Government of Ilagan, Isabela extended assistance worth P23,250.00 to the affected families
CAR • DSWD CAR provided 150 family packs worth P52,500.00 to affected families in the Province of Apayao • The Local Government Units and various NGOs in the Provinces of Benguet and Kalinga and CDCC Baguio extended assistance to affected families worth P118,132.50.
