A volunteer group also provides a community visitor information centre service at the Waikanae Library with some council funding support for the volunteer coordinator role. KCDC is seeking to ensure that the investment it puts into this aspect of the visitor sector is the most efficient way to continue to support visitor information needs. This includes gaining an understanding of the changes in the way people are accessing information; and determining the optimal mix of physical and digital aspects of a future Kāpiti Visitor Information Network. The review has been carried out in two parts outlined below. Part A General Overview of the Visitor Information Network: • the current role and functionality of the Kāpiti Visitor Network in the context of local, regional and national requirements and changes; • what channels these roles and functions are best likely to be delivered over the next 5 years based on trends in user behaviour and demand; • Kāpiti community uses of the Visitor Information Network, including the i-SITEs. Part B Based on the findings in Part A, assess and recommend to Council the best location(s) for the Visitor Information Network for Kāpiti from 2014. Project Approach The review has been carried out by Rob MacIntyre of Destination Planning Ltd. In addition to drawing on past experience of managing Wellington region RTOs and i-SITEs, reviewing all Northland, West Coast, Hutt City and Stratford i-SITEs and working on the i-SITE NZ Strategic Plan 2013-2016, this review has entailed consulting via face to face discussion, phone or email with the following organisations and individuals: • The Kāpiti Company • Paraparaumu & Otaki i-SITE supervisors • KCDC managers covering council reception, libraries and infrastructure (signage and roading) • local tourism operator representatives including Destination Kāpiti • Positively Wellington Tourism Page 4 • DOC • i-SITE NZ executive • Managers of the new information centres at Levin library and Upper Hutt • The coordinator for Waikanae Community Information Centre The review has also involved: • reviewing Nature Coast Enterprise annual reports • analysing raw data on users of the i-SITEs; • reviewing NZTA’s latest plans for the MacKays-Pekapeka and Pekapeka-Levin expressway sections; • obtaining approval from seven other i-SITE managers to access their benchmarking data, sourcing the data from Deloitte and analysing the data; • visiting Kāpiti visitor centres and several other sites in the district where information provision may be important. Page 5 Part A: Style of Visitor Information Network Mandate for public support of visitor information centres Most councils that support visitor centres consider there is a mandate for public funding because the services: • deliver community information such as council service details, road conditions, events and community contacts that would otherwise fall on council reception; • support growth in tourism spend by: o helping to attract more visitors by providing remote information at the pre-trip planning stage and encouraging them to commit through a booking; o extending the stay of visitors when they arrive; o encouraging visitors to do more local activities; o exceeding visitors’ expectations of service and welcome, providing a human interface with the local community, encouraging repeat visits, and resulting in ongoing word of mouth promotion to new visitors. • The increased spend from these visitors

    Report 01-107 passenger express Train 201 derailment Otaihanga (near Paraparaumu) 6 June 2001 Abstract On Wednesday, 6 June 2001, at about 1841, express passenger Train 201 Overlander derailed when a wheel on the leading axle of the trailing bogie of the power van fractured as the train approached Otaihanga Road level crossing near Paraparaumu on the North Island Main Trunk. There were no injuries to train crew or passengers and damage was limited to the trailing bogie of the power van. The safety issue identified was the suitability of the wheel set for use in passenger rolling stock. As a result of the actions taken by the operator following this incident, no safety recommendations are included in this report.     Report 00-101 Train Control Incidents Hi-Rail Vehicles and Trains Occupying

    Report 00-101 train control incidents hi-rail vehicles and trains occupying the same section of track and a collision various localities 17 December 1999 – 5 September 2000 Abstract On 17 December 1999, an incident occurred near Greymouth where a locomotive engineer was given permission by train control for his train to enter a section of track already occupied by a hi-rail vehicle. The driver of the hi-rail vehicle saw the train and was able to off-track in time to avert a collision. On 17 January 2000, train control gave permission for a group of hi-rail vehicles to on-track near Paerata in front of a passenger express train. The train collided with one of the hi-rail vehicles and pushed it some 300 m along the track. The hi-rail vehicle, which was unoccupied at the time, was destroyed in the collision. Another 2 incidents occurred where train control gave permission for trains to enter sections of track occupied by hi-rail vehicles: one on 14 February 2000 near St Andrews, and one on 5 September 2000 near Woodville. Neither of these 2 incidents resulted in collisions. Given the similar issues arising from each incident, all 4 were combined into this one report. Safety issues identified included: · the repeated non-adherence to basic train control techniques taught during training and covered by procedures in the operating code · inadequate auditing and assessment of train controller performance · train controllers not using, nor being required to use, signal “blocking commands” as a defence against them issuing conflicting instructions to track users · the potential for train controllers to report for duty when not fit to do so.

    Report 07-103, passenger express Train 200, collision with stationary passenger express Train 201, National Park, 21 March 2007 The Transport Accident Investigation Commission is an independent Crown entity established to determine the circumstances and causes of accidents and incidents with a view to avoiding similar occurrences in the future. Accordingly it is inappropriate that reports should be used to assign fault or blame or determine liability, since neither the investigation nor the reporting process has been undertaken for that purpose. The Commission may make recommendations to improve transport safety. The cost of implementing any recommendation must always be balanced against its benefits. Such analysis is a matter for the regulator and the industry. These reports may be reprinted in whole or in part without charge, providing acknowledgement is made to the Transport Accident Investigation Commission. Report 07-103 passenger express Train 200 collision with stationary passenger express Train 201 National Park 21 March 2007 Abstract On Wednesday 21 March 2007, passenger express Train 200 collided with the rear of stationary passenger express Train 201 during a planned setback manoeuvre at National Park when radio communication failed. One passenger travelling in the rear passenger carriage on Train 200 received a minor injury. The buffer at the rear of the train was damaged. A safety issue identified was the reliance, during the setback movement, on a single line of communication between the locomotive engineer and the train manager piloting the train from the rear carriage. Safety actions have been taken to address the safety issue. (b) Declarations of Interest Relating to Items on the Agenda Mr Westbury declared a possible conflict of interest as his wife was supporting the Waikanae Market. The Chair thanked Mr Westbury for raising this issue and advised that, as per Standing Orders 3.14.10 his interest ‘was in common with the public’, so there was no conflict of interest and could participate in its discussion. WCB 15/02/096 PUBLIC SPEAKING TIME – Grant Applications Waikanae Market Gordon Cameron, on behalf of Waikanae Market, spoke to the application asking for assistance with costs in promoting the 2015 Waikanae Easter Market and added that they now had seven members on their committee. The Board congratulated the committee on its additional members. Finn Landacre Finn’s mum Melissa spoke on behalf of Finn, who was at soccer training and spoke of his application asking for assistance with costs associated with taking part in a soccer tournament in Sydney in July 2015.
