(b) Government has sensitized and requested all the trade promotion bodies to work towards enhancing exports by capitalizing on opportunities arising from the ongoing tariff war, which provides a window by making certain Indian commodities cost competitive in the U.S market.
(c) India believes in rule based trading system for promoting free and fair trade. India has robust economic and strategic ties with US and the relations are strengthened through continuous bilateral engagement for creating a conducive atmosphere for business in India. India’s FDI regime has been progressively liberalized and any enterprise wishing to invest in India is facilitated by `Invest India’.

MURALEEDHARAN: Will the Minister of COMMERCE & INDUSTRY be pleased to state: (a) the progress made in the field of marine food exports during the last three years by the country; (b) whether Government has received any representation from the marine food exporters regarding their problems, if so, what redressal measures have been taken so far; and (c) the measures that have been taken by Government for the welfare of the manpower employed in the marine food processing units?

(b)Yes sir. Department of Commerce as well as Department of Animal Husbandry Dairying & Fisheries have received representation from the Seafood Exporters Association of India (SEAI) regarding issues pertaining to export/import of fisheries products from time to time and necessary measures have been taken by both the Departments for redressal of their problems. Further, since the activities like development of aquaculture, fishing harbours etc. require the active involvement of the concerned State Government, Department of Commerce through MPEDA is pursuing the matter with the state governments.
(c) MPEDA does not have schemes for welfare measures and that comes under the purview of relevant labour laws.

(a): In addition to seven Central Government Special Economic Zones (SEZs) and eleven State/Private Sector SEZs set-up prior to enactment of the SEZs Act, 2005, presently, formal approval has been accorded for setting up of 421 SEZs in the country. Out of the 421 approved SEZs, 355 SEZs have been notified out of which, 231 SEZs are operational. The location-wise details of 231 operational SEZs is at Annexure-I.
(b) and (c): Details of SEZs found violating provisions of SEZs Act/Rules, action taken by the Government against them and outcome of action taken are at Annexure-II.

SHRI PRABHAKAR REDDY VEMIREDDY: Will the Minister of COMMERCE & INDUSTRY be pleased to state: (a) whether the European Union (EU) from January this year has started disallowing import of our rice due to presence of tricyclazole which is a common fungicide beyond 0.01 parts per million when the earlier tolerance level was 1 ppm or l mg/kg which has now become l mg/ 100 kg; (b) whether recently Saudi Arabia also stopped our shipment of chillis, cardamom, etc.; (c) whether it is not a ploy by the EU, Saudi Arabia and other countries to stop India's exports on one pretext or the other; and (d) if so, how Government is planning to address this issue?

(a) With effect from 1st January 2018, the European Union has reduced the Maximum Residue Limit (MRL) for Tricyclazole in rice to the Level of Determination (LOD) i.e. 0.01 mg/Kg from the earlier limit of 1 mg/kg. Import of rice into European Union is allowed subject to compliance with this new measure, which is not India-specific and applies to all the exporters of rice to EU.
(b) Yes, sir. During the current year, Saudi Arabia has detained some cardamom consignments from India due to detection of pesticide residues above the permitted limits.
(c) No, sir. The exports of food products have to comply with the food safety norms of the importing countries, which are not India-specific and apply to all the exporting countries.
(d) Does not arise in view of (c) above.

Although the prevailing political relations between India and Pakistan affect the policy framework of the bilateral trade, the above data indicates that India continues to enjoy substantial trade surplus with Pakistan.
The Government has made several efforts to improve trade relations with Pakistan. In the 7th round of Commerce Secretary level talks with Pakistan, held in September 2012 in Islamabad, a roadmap was agreed for facilitating trade, identifying several actions to be taken by both the countries in a time bound manner. The agreed roadmap could not be implemented since Pakistan did not notify the removal of trade restrictions through Wagah-Attari land route (the first step identified in the roadmap).The Commerce Ministers of India and Pakistan met in January 2014 on the sidelines of the 5th SAARC Business Leaders Conclave held at New Delhi. Both Ministers reaffirmed the commitment of their Governments to expeditiously establish normal trading relations and in this context to provide Non-Discriminatory Market Access (NDMA), on a reciprocal basis. Both sides decided to intensify and accelerate the process of trade normalisation, liberalisation and facilitation and to implement the agreed measures. In the meeting between Prime Ministers of India and Pakistan on 27th May 2014, India stated that the two countries could move immediately towards full trade normalisation on the basis of September 2012 roadmap worked out between the Commerce Secretaries of both countries. No bilateral trade meeting between India and Pakistan has taken place since then. However, issues adversely affecting Indian exports have been taken up with Pakistan through diplomatic channel.
The Government has also taken various steps for improving bilateral trade with other SAARC countries. Efforts have been made to improve the trade infrastructure which, inter-alia, include upgradation of Land Customs Stations, establishment of Integrated Check Posts, establishment of Border Haats, facilitation of bilateral and sub-regional connectivity, etc. The Government also continues to engage pro-actively with SAARC countries to strengthen trade and economic relations.Bilateral and multilateral trade discussions, held with these countries from time to time, explore mechanisms for enhancement of trade. Further, assistance is provided under Market Access Initiative scheme to Indian exporters, Export Promotion Councils, apex trade bodies etc., for enhancing exports through participation in events in foreign countries, including SAARC countries.

MARKET CAPITALIZATION OF AGRO-EXPORT INDUSTRY

SHRI AHAMED HASSAN: Will the Minister of COMMERCE & INDUSTRY be pleased to state: (a) whether it is a fact that market capitalization of agro-export industry has not improved much during the last three years; (b) if so, the details thereof and the reasons therefor; (c) whether Government is considering tax relaxation for agro-export industries; (d) if so, the details thereof; and (e) details of incentives provided to agricultural produce export industry?

(a) There is no separate classification available with Stock Exchanges/SEBI with regard to agro-export companies or agricultural sector. However, market capitalization of various sectors related to agriculture has grown at a compound annual growth rate (CAGR) of 15.9% during the last three years. Details are as under:

(e) The Department of Commerce has several schemes to promote exports, including exports of agricultural products, viz. Trade Infrastructure for Export Scheme (TIES), Market Access Initiatives (MAI) Scheme, Merchandise Exports from India Scheme (MEIS) etc. In addition, assistance to the exporters of agricultural products is also available under the Export Promotion Schemes of Agricultural & Processed Food Products Export Development Authority (APEDA), Marine Products Export Development Authority (MPEDA), Tobacco Board, Tea Board, Coffee Board, Rubber Board and Spices Board. These organisations also seek to promote exports through participation in international fairs & exhibitions, taking initiatives to gain market access for different products in different markets, dissemination of market intelligence, taking steps to ensure quality of exported products etc.
